Public Private Partnership (PPP) in Plant Protection Research

Traditionally, the public and private sector have attempted to provide solutions independently from each other, with the exception of certain sections in the long path from basic research to widespread commercial deployment where collaboration was unavoidable which are a popular type of collaboration in many sectors of the economy including Plant protection in agriculture around the world. In one form or another, partnerships between public institutions and private individuals or organizations have existed for centuries. The Public-Private Partnerships (PPPs) are viewed as the governance strategy to minimize transaction costs and co-ordinating and enforcing relations between partners engaged in production of goods and services for the benefit of humankind. With partnership between public and private sectors, the strengths of both the sectors are leveraged. A PPP in plant protection research especially Integrated Pest Management (IPM) and development (R&D), for example, can overcome both the public sector’s usually limited ability to take research outputs to market, and the private sector’s limited scope for operation where there is no commercially viable market like bio-agents. Contracts, planning, inter-partner relationships and the distribution of tasks within the PPP should all contribute to maximizing synergies between the parties involved. They enable an optimal policy approach to promote social and economic development, bringing together efficiency, flexibility and competence of the private sector with the accountability, long-term perspective and social interest of the public sector. Both the partners have mutual gains from such arrangements. Private benefits from the R&D are usually company gains that stem from cost reduction and improved quality and increased quantity of sales’ products. They also relate to strategic goals such as market penetration, improved competitiveness, and exploration of new markets or market power. Public benefits include a wide array of positive social, environmental and economic effects influencing livelihoods of all stakeholders. These could be consumers

New InitiativesValidation and promotion of IPM in rice based cropping system

A new project on validation of IPM in basmati rice has been initiated at two locations i.e. Dinarpur and Tigri villages in Laksar Tehsil (Distt.- Haridwar, Uttarakhand). At each location the trail has been conducted in 25 acre. Baseline information collected from the farmers and block office indicated that Dinarpur is a medium size village located in Haridwar district (40 km away from Haridwar) with total 193 families. The Dinarpur village has population of 1094 of which 567 are males while 527 are females (Population Census 2011). Literacy rate of Dinarpur village is 75.63% compared to 78.82% of Uttarakhand. In Dinarpur male literacy stands at 81.01% while female literacy rate is 69.80%. Out of total agriculture land of 600 acre, basmati rice is grown in about 200 acre. Pusa 1509 is the most prominent variety followed by Sharbati and Pusa 1121. Cropping system comprises rice- wheat –barseem /Urd.

Tigri village is located in the Laksar tehsil of Haridwar district (near Dinarpur) with 18 households and a total of 122 populations (Male 71 and

female 51). Literacy rate of the village is 80.53% (Male Literacy rate- 87.09%; female Literacy rate-72.54%). Out of a total of 320 acre agriculture land, basmati rice is grown in 200 acre and Pusa 1509 is the most prominent variety among basmati. In basmati rice bakanae is the major disease followed by sheath blight and bacterial leaf blight (BLB). Among insect pests brown plant hopper (BPH) is the major pest followed by yellow stem borer (YSB) and leaf folder. Nitrogen and phosphorus are applied @140 and 60 kg/ha, respectively. Zinc phosphate is also applied @ 25 kg/ha. Farmers treat seeds with fungicide. Farmers, in general, undertake 3-5 sprays of chemical pesticides (Mixture) to manage the pest based on the advice of pesticide dealers. Common chemical pesticides applied by farmers included cartap hydrochloride, lambda cyhalothrin, imidacloprid, fipronil, chlorpyriphos, chloroantraniliprole and propiconazole. Average yield of Pusa 1509 and 1121 is 50 and 38 q/ha, respectively. Marketing is the major problem of the area.

Regular Farmers’ Field Schools (FFS) were organized by rice team (R.K. Tanwar, Satyandra Singh and S.P. Singh) at Tigri to bring awareness among the farmers about the IPM in basmati rice. Most of the IPM farmers at Tigri have followed the advice and Urd or Sesbania was taken as green manuring during April and May. A few farmers have also carried out soil solarization with polythene of 25-50 micorn for 4 weeks in May before sowing nursery. All the IPM farmers have treated the seeds with carbendazim before sowing the nursery. Transplanting was done during 15-20 June 2017. IPM farmers have also been provided with liquid formulation of Pseudomonas fluorescens (prepared at ICAR-NCIPM) for treating the seedlings for 30-45 minutes against bakanae.

In the context of Indian agriculture, we have had fruitful interactions between the public-funded institutions and private sector in several areas such as seed production, farm implements and machinery, plant protection diagnostics and vaccines, value-addition and post-harvest processing in cereals, pulses, oilseeds, fruits and vegetables, milk, meat and fish, product testing and evaluation. While the public-funded organizations have significant research results and the ability to absorb uncertainties

of payoffs, the private sector seems to have an edge in factoring clients into design of technologies and diffusion processes. For the success of the partnership with Public Institutions and Private Organizations, identifying the strengths of the partner and the areas of complementarities are very important. ICAR-NCIPM has also developed collaboration with private firms in promotion of IPM technology in form of consultancy and contract research. Technology commercialization has been done with private firms. Ideally, a PPP’s output is more than the sum of its parts.

Development, validation and promotion of cotton IPM in cotton based cropping system with major emphasis on whitefly in kinnow growing region

IPM trial on Bt cotton has been carried out in two blocks of 14 acre near kinnow orchard (N 30 13 32.7 E 074 06 37.5) and 28 acre (N 30 13 55.0 E 074 07 27.5) away from kinnow orchard at Nihalkhera (Fazilka, Punjab) by participation of two and three farmers, respectively. Crop was sown during first fortnight of May 2017 with border rows of bajra/cowpea for conservation of natural enemies. The farmers were

Baseline information collected from the farmers indicated that the farmers are not aware of IPM concept and seek the advice of pesticide dealers to manage insect pests, diseases and neamtodes. Root knot nematode is the major problem followed by whitefly and Spodoptera. Farmers’ Field Schools have been organized at both the locations by NCIPM team to bring awareness among the farmers about the IPM especially the pest monitoring, conservation of natural enemies and ETL based application of pesticides.

Engineering entomopathogenic fungi, Metarhizium anisopliae and Beauveria bassiana to express heterologous insect specific toxins

The project has been initiated in collaboration with IIT Guwahati. Facilities for laboratory rearing of Spodoptera litura has been developed to carry out bioassay work. The study employs tools of recombinant DNA technology to rationally improve the virulence of the entomopathogenic fungi M. anisopliae and B. bassiana. In effect, the scorpion toxin employs the pathogenicity of the fungi to get access to the

provided with critical IPM inputs such as pheromone traps, lures, yellow sticky traps, biopesticides and safer chemical pesticides. Weekly observations on insect pests, diseases and beneficial have been recorded from the trial by a field scout trained by NCIPM team. No chemical pesticide (except neem preparation) has been applied by farmers till June as the pest infestation remained below ETL Whitefly population was further reduced due to 4-5 heavy rain during June, 2017.

Integrated Pest Management under Protected Cultivation

The area under protected cultivation is increasing continuously. However, wide gap still exists between potential and actual yield at farmers’ fields/greenhouses. As pest densities increase, crops are increasingly sprayed with insecticides, native natural enemies become very rare, and natural control loses effectiveness. Under such conditions, a more holistic approach would consider the fields outside the greenhouse and the crop inside the greenhouse as a single entity for applying integrated strategies against pests and diseases. With this objective trials on development and validation of IPM in protected cultivation have been initiated at Kanor village in Alwar

Validation of IPM in direct seeded rice

A trial on validation of IPM in direct seeded rice (DSR) in basmati rice has been conducted at Ruksana village (Karnal, Haryana) with Pusa 1121 and Pusa 1509. The trial included three blocks i.e. DSR-IPM with Sesbania (Pusa 1121 in 8 ha and Pusa 1509 in 4 ha), DSR-FP (Pusa 1121 in 0.4 ha) and transplanted rice-FP (Pusa 1121 in 0.4 ha). In DSR-IPM block seeds were treated with carbendazim 50% WP (2 g/kg of seeds) and Trichoderma was applied @2.5 kg/ha. Pre-emergence herbicide, pendimethalin 30 EC @ 3.3 l/ha was applied immediately after sowing and bispyribac sodium was applied @ 0.5 kg/ha 25 DAS in DSR both in IPM as well as FP blocks. Monitoring

hemolymph and then show its insecticidal potency on the voltage-gated sodium channels (VGSCs). The study is all the more relevant as it exploits fungus, which can be mass produced in vitro, stored for long periods and its spores applied with conventional spray equipment as the fungus only has to come in external contact with the surface of the insects to show its pathogenicity rather than wait for the fungus to internalize it.

The project envisages the technical advice on extension and popularisation of IPM technology developed by ICAR-NCIPM for basmati rice among farmers associated with Tilda Hains India Pvt Ltd in farmers’ participatory mode. IPM implementation will not only reduce the application of chemical pesticides to safeguard our environment but will also enhance the yield as well as benefit/cost ratio. Partnership will strengthen the organization’s commitment to public service and

promote professional development of the scientist/staff/institute. Initially the project is up to December 2017, but depending on the response of the farmers and progress, the project can be further extended.

Large scale implementation of IPM module for long grain size of rice grain cultivation in farmer participatory mode in Raisen district of Madhya Pradesh India (Consultancy project : Dawat Foods Limited)

Ltd under Public - private partnership in Raisen district of Madhya Pradesh India to implement IPM in 20,000 acres covering 1200-1300 farmers. The project envisages the technical advice on extension and popularisation of IPM technology developed by ICAR-NCIPM for long grain rice among farmers associated with Dawat Foods Ltd in farmers’ participatory mode. IPM implementation will reduce the application of chemical pesticides and will also enhance the yield as well as benefit/cost ratio. Partnership will fullfill the organization’s commitment to public service and promote professional development of the scientist/staff/institute. The project is up to December 2017, but depending on the response of the farmers and progress, the project may be further extended.

Development of IPM strategies for emerging pests of pigeonpea and chickpea

During 2016-17 crop seasons, unusual disease symptoms were observed in a few fields of pigeonpea. Observation made by Dr. O.P. Sharma (Pr. Scientist, ICAR-NCIPM) on visual estimate indicate 50% incidence which was localized to a few fields only located on the outer skirt of Anantapur (Andhra Pradesh). Majority of recommended varieties were free

(25WG) @ 0.01% was found to be the most effective in managing mustard aphid (Lipaphis erysimi) with higher incremental benefit cost ratio (IBCR) followed by spray of freshly prepared aqueous garlic bulb extract (2%). Higher IBCR was recorded in seed treatment with freshly prepared garlic aqueous bulb extract (2% w/v) / T. harzianum @10g/kg seed. In combination treatment, soil incorporation of T. harzianum @ 2.5 kg/ha pre-incubated in 50 kg well-decomposed farm yard manure before sowing followed by seed treatment with T. harzianum (IIHR-Th-2 strain; cfu:2x106 /g) @ 1% and one foliar spray of thiamethoxam (25WG) @ 0.01% at 60 days after sowing gave highest yield and better management of pests.

Popularization of IPM practices in mustard in 20 ha in three villages (Chandigarh Ahir and Sonagarh in Alwar district of Rajasthan and Balaicha in Mahindergarh district of Haryana) resulted good management of foliar as well as stem rot diseases with 30% enhancement in seed yield over farmers’ practice.

IPM in cucurbitaceous vegetable cropsCucurbitaceous vegetables are important and big

group of popular vegetables extensively cultivated all over India. In Haryana and Uttar Pradesh on an average 12-15 sprays of chemical pesticides are given by vegetable growers at various crop stages in a season to manage the menace of various insect pests (Red pumpkin beetle, hadda beetle, cucumber moth, thrips, whiteflies and fruitfly), diseases (Cercospora leaf spot, downey mildew, powdery mildew and Fusarium wilt) and mites. The IPM technology developed by collaborative efforts of ICAR-NCIPM and ICAR-IIVR for various cucurbits viz., bitter gourd, bottle gourd and cucumber crop has been validated at the selected farmers’ fields in more than 100 acres in Varanasi and Deoria districts in Uttar Pradesh and Karnal district in Haryana which is likely to increase in the subsequent years. The adoption of IPM technology by

from this mycoplasma disease. Symptoms included shortening of the internodes leading to stunted growth of plant. Further observation revealed, smaller leaves with excessive proliferation of shoots with no flowers. Samples were drawn and taken to Dept of Plant Pathology, GKVK, Bangalore for further investigation where it was characterized by cloning and sequencing of 16S rDNA fragment. The nucleotide sequences of the phytoplasmal 16S rDNA shared highest nucleotide identity (>96%) with sequences of 16S rIX group phytoplasma. It was found similar to phyllody abundantly available on Parthenium and Crotolaria wildly growing as weed in the pigeonpea fields.

Development and validation of prioritized component-wise IPM package for mustard

IPM validation trial on components wise prioritized IPM in mustard was conducted at ICAR--NCIPM Campus, Rajpur Khurd, Mehrauli and SKNAU, RARI Durgapura, Jaipur (Rajasthan). The key pests of the mustard prevailing in the area are aphid, Alternaria blight, white rust and Sclerotinia rot. Among different plots, treatment with recommended dose of nitrogen (60-80 kg/ha) along with soil incorporation of T. harzianum @ 2.5 kg/ha pre-incubated in 50 kg well-decomposed farm yard manure before sowing was found effective in reducing the pest and increasing the yield. Among the foliar sprays, thiamethoxam

vegetable growers has resulted significant reduction in number of chemical pesticide sprays from 15 to 5-6 with substantial increase in yields. The project mainly focuses on the reduced use of hazardous chemicals and improved quality of gourds especially for consumption purpose.

Under the project a Farmer Field School (FFS) on IPM in cucumber was organized on March 23, 2017 at Samora to bring awareness among the farmers about the demerits of hazardous chemicals and advantages of IPM implementation. FFS was attended by >100 farmers from Samora and other neighboring villages, pesticide dealers and scientists from ICAR-NCIPM. Scientists interacted with the farmers and shared their experiences about the IPM. Dr H.R. Sardana, Principal Scientist appraised the farmers about diagnosis of important pests of cucumber and selection and application of proper pesticide for the targeted pest. Sh.

ICT based pest surveillance and management through advisory system for rice in Tripura region (NEH), India

Pest surveillance in boro rice in Dhalai district of Tripura was carried out by 12 trained field scouts and the entire field data collected on pest damage was uploaded on centralized server at ICAR-NCIPM. Based on the extent of damage and action threshold, 133 short term advisories were issued through 8000 SMSs in local language to cover 515 farmers. A WhatsApp group has been created to interact with IPM farmers and to pass on the IPM interventions to contain the pests.

Cotton crop survey report

ICAR-NCIPM cotton team Dr. Ajanta Birah, Pr. Scientist, Anoop Kumar, Scientist and S. P. Singh, ACTO) surveyed cotton fields during 5-7 June 2017 in Haryana, Punjab and Rajasthan to observe the status of whitefly and other pests in different districts.

Field survey conducted on June 5 and 6 in Haryana (Hisar, Fatehabad, Jind and Sirsa districts), Punjab (Fazilka, Muksar, Bathinda, and Mansa districts) and Rajasthan (Hanumangarh and Sri Ganaganagar districts) indicated whitefly population in traces in most of the cotton fields, except a few locations (Savant Khera in Sirsa, Dangar khera and Chudiwala in Fazilka,

Bathinda Jodhpur Sangat and Khaira kala in Mansa) where nymph population ranged from 10 to 30 per plant. Cotton crop, in general, was 15-45 days old. Whitefly nymphs and adults were also recorded on weeds near cotton fields. Population of thrips and jassids were recorded in traces only. Survey conducted on June 7 indicated almost zero population of whitefly adults on cotton (traces on under surface of a few leaf) due to wind storm and heavy pre-monsoon rain (IMD recorded 20 to 70 mm in different districts of Punjab on the night of June 6). Among the natural enemies spiders, chrysopid eggs and parasitized nymphs were noticed in a many fields. Whitefly parasitoid (Encarsia sp., Hymenoptera: Aphelinidae) was recorded on whitefly nymph on a weed (Echiranthus aspera) near cotton field in Fazilka. During the interaction with farmers it was informed that no chemical pesticide spray had so far been undertaken by them. Farmers were also advised not to spray any chemical insecticides till the pest population crosses the ETL.

About 2500 farmers from adopted villages participated in these extension activities of the programme focused on eco-friendly pest management practices, safe use of pesticides and incorporation of bio-agents for enrichment of FYM, use of healthy planting material and sanitation of field crops. IPM technologies developed by ICAR-NCIPM were also demonstrated on farmers’ fields in adopted villages and 1188 farmers were benefitted through 38 demonstrations. Besides these, scientists also created awareness among the villages towards hygiene, water harvesting, conservation of natural enemies, and safe use of pesticides. The extension literature on basmati rice, pulses, oilseeds and vegetable crops were also provided to the farmers.

Research Advisory Committee (RAC)

RAC meeting was held during 3-4 May 2017 under the chairmanship of Dr. B.L. Jalali, Ex-Director (Research), CCS HAU, Hisar. All the members of RAC reviewed the research projects of ICAR-NCIPM. The committee approved the ATR on the last RAC recommendations. Suggestions were made to improve the research programmes of ICAR-NCIPM. The general recommendations have been submitted to the Council for approval.

National Agricultural Fair 2017 Krishi Unnati during March 15-17, 2017 at IARI, New Delhi

ICAR-NCIPM participated in National Agricultural Fair Krishi Unnati 2017 organized at Pusa Farm, IARI, New Delhi by Ministry of Agriculture and Farmers Welfare, Government of India during 15-17 March 2017. ICAR-NCIPM displayed the promising IPM technologies through posters and live demonstration. A large number of students, researchers, planners and science teachers from the different parts of the country visited the IPM stall and showed keen interest in IPM technologies.

XIII Agricultural Science Congress during Feb 21-24, 2017 University of Agricultural Sciences GKVK Campus, Bengaluru

The NCIPM participated in XIII Agricultural Science Congress organized during 21-24 February, 2017 at GKVK Campus, Bengaluru. In the Science Congress ICAR-NCIPM demonstrated IPM technologies and PMIS and displayed publications, live demonstration of IPM components and bioagents. The IPM literature on cotton, rice, pulses, oilseeds and vegetables were distributed among farmers. Quarries raised by different farmers, extension workers and researchers were properly addressed by the IPM experts in the stall.
