A cruise ship detained in port after a major outbreak of sickness has been given the go-ahead to sail on Saturday. Coastguards at Harwich in Essex found more than 100 passengers and crew on the Van Gogh liner were suffering from vomiting and diarrhoea last week. The ship was detained and 500 new passengers were turned away on Sunday. The ship has now been disinfected and, after an inspection by the port health authority and Maritime Coastguard Agency, can now leave. Cruise operator Travelscope has promised refunds to disappointed passengers.

Finnish Seamen Strike The Finnish Seamen's Union said Wednesday it was boycotting Estonian shipping operator Tallink's services between Finland and Germany to protest against low wages paid to the company's Estonian employees, says France Presse. Port workers joined the stoppage in sympathy and refused to unload 35 trailers from the Superfast VIII ferry when it docked in Hanko in southern Finland. The vessel had sailed from Rostock in northern Germany. "All cars, passengers and trucks were able to unload without any problems," Tallink said in a press release. In April, Tallink bought three high-speed ferries for the Hanko-Rostock service from Greek group Attica for over 300 million euros (386 million dollars). The company registered the three ships in Estonia, laid off all Greek, German and Finnish crew, and employed exclusively Estonian personnel on Baltic country salaries.

"The average wage for an Estonian seaman on these ships is now only 500 to 600 euros while it was around 2,000 euros according to the old contracts with the Greek owners," a union spokesman and International Transport Workers' Federation (ITF) inspector, Ilpo Minkkinen, told AFP. "We do not know when the strike will end but not before a discussion starts with Tallink," Minkkinen added. The Estonian company sought an injunction from a Helsinki court to ban the industrial action. The court indicated it was to announce its ruling on Wednesday or Thursday. The company faces fierce competition in heavy goods vehicle transport in the Baltic from Finnish shipping groups Finnlines and Transfennica, Tallink said

MarAd Sells Two Reserve Fleet Ships for Recycling

The Department of Transportation’s Maritime Administration (MarAd) has sold two obsolete vessels in its Beaumont Reserve Fleet for recycling. Southern Scrap Material Company, LLC (SSMC), of New Orleans, La., has purchased two vessels, Allison Lykes and Mallory Lykes, both located in the National Defense Reserve Fleet, Beaumont, TX, for $50,000 apiece. Both vessels are cargo ships built in the mid-1960s. The two ships are scheduled to leave the fleet site for New Orleans the last week of June. “MarAd is taking advantage of the high global prices for recycled steel to get the best bargain for the American taxpayer,” said Acting Deputy Maritime Administrator Julie Nelson, noting that, in the recent past, MARAD has often had to pay to have the ships recycled. “We look forward to more such sales in the near future.”

This is the first MarAd contract for SSMC. Like many other Louisiana businesses, it was hard hit by Katrina. SSMC President, Joel Dupré, stated, “All of us are looking forward to getting back to a pre-Katrina business atmosphere. We expect the federal vessels we buy to help us achieve that goal.” MarAd maintains three National Defense Reserve Fleet sites, holding a reserve of ships for defense and national emergencies. When ships are no longer considered useful for defense or aid missions, MarAd arranges for their responsible disposal.

CASUALTY REPORTING One Missing As Bulker Hits Rocks

The Indian Coast Guard and Indian Navy have rescued 20 crew members from a grounded Mercator Lines-chartered ship, but one man was missing on Wednesday. Coast guards used two helicopters in rough weather at Karwar Port in Uttara Kannada on Tuesday to take 16 men from the 74,000-dwt "Ocean Seraya" (built 2001), managed by Executive Ship Management of Singapore. The vessel, in ballast with 21 Indian crew on board, collided with rocks at Oyster Rock after dragging its anchor in high winds while it was waiting to load an ore cargo. The remaining 4 were recovered by a navy helicopter. Captain RS Sharma told Executive bosses that unexpected cyclone-type weather hit the ship. The bulker, owned by Shoei Kisen of Japan, was breached in the hull in the engine room and was taking in water, with a 16-degree list to port. Executive told TradeWinds on Wednesday that Dutch salvor Smit was hoping to refloat the ship as soon as possible and that the search continued for the missing crewman. "Ocean Seraya" was still afloat and there had been no pollution.

Cutter Returns to Portsmouth, Va. After Patrol The Coast Guard Cutter Bear will return to its homeport of Portsmouth after a 62-day patrol in the southern Caribbean. While underway, the crew conducted excercises with the a Coast Guard Helicopter Interdiction Tactical Squadron (HITRON) in Mayport, Fla., where they trained in interdiction tactics. After the training, the crew steamed south to the Caribbean Basin, in an area known for narcotics trafficking. During 25 days of patrol in this area, a newly qualified watchstander on board spotted a small, fast-moving surface contact on the radar. The embarked HITRON helicopter launched and located a 40-ft. go-fast boat laden with narcotics and extra fuel drums. Before use-of-force tactics could be authorized, the go-fast headed back into territorial seas. While patroling off the coast of Colombia the crew conducted a joint boarding with a Coast Guard Law Enforcement Detachment (LEDET) on board the Dutch frigate Van Nes. The boarding team embarked a freighter suspected of smuggling narcotics. While the crews did not find any

narcotics on the ship, the joint boarding provided the opportunity conduct a professional exchange of crew members from the two countries.

Israel Navy to Participate in NATO Exercise Eight ships belonging to the NATO southern forces docked at the Haifa port as part of the NATO Mediterranean dialog program. The ships will be the guests of the Israeli Navy from May 29-June 4. A press conference took place aboard the Spanish freighter after the ships docked, held by the commander of the NATO force, Brigadier General Teodoro Lopez-Calderon and the commander of the Israeli Naval base in Haifa, Brigadier General Yochai Ben-Yosef. Brig. Gen. Ben-Yosef welcomed the guests and noted that the visit marked another step in the advancing of the relationship between the IDF and NATO. The Israeli Navy and NATO forces are operate under shared values – making efforts to maintain peace and stability in the region, preventing global terrorism and providing humanitarian aid and assistance in the event of emergencies at sea. The Israel Navy commander noted that next month Israeli naval forces will participate in a NATO maritime exercise in the Black Sea off the coast of Romania. The exercise will take place with the NATO southern force currently visiting Israel, other NATO forces, as well as forces from other countries including Romania, Turkey and Greece. This will be the first time that Israeli naval craft will participate as an integrated force in a NATO naval exercise. The goal of Israeli participation in such an exercise is to learn to work in coordination with NATO forces operating in the region. Brig. Gen. Lopez-Calderon stated that the goals of the visit are to allow the NATO force to familiarize itself with this important country and deepen the relationships with Israeli civilian and military authorities. He noted that the NATO force is maintained at a high state of readiness, and is prepared to deploy wherever NATO has need for it. The force is composed of ships from various allied countries that train and operate together throughout the year and participate in all the key exercises held by the NATO alliance. The force is ready for deployment in any region within a 3,000 nautical mile radius.

China boxes piling up in US CHINA is shipping so many goods to the US that the Chinese often find it cheaper to build new containers with low-cost labour and leave their original boxes in the US than to send them home empty, the Reuters news agency reports from Virginia. Hundreds of empty containers are stacked beside the track near the Norfolk Southern Corporation Portlock rail yard in Chesapeake, Virginia, it says. They "look ready to board ship on the US East Coast and head back to China, but they are going nowhere". "These containers are here to stay," the news agency quotes Portlock trainmaster, Brian Stanley, as saying, while pointing at the piles. The empty containers reflect the changing shape of the US economy as manufacturing goes overseas, the Reuters report comments. Shipping companies, railways and real estate firms are all scrambling to deal with the fundamental question of how to cope with the ever-increasing US-bound flow of shipping containers.

CMA CGM Targets Terminals French giant in discussions with Chinese authorities over investment propositions at Tianjin and Shanghai, according to Lloyd's List .

CMA CGM is looking to break into the Chinese terminals sector via investments currently under discussion at the ports of Tianjin and Shanghai. At Tianjin, the group says it has been given assurances by the Chinese authorities that it will be given access to a 30-year concession from 2007-2008. The French group is also negotiating with the Shanghai city authorities with a view to

Boxship for FESCo The third boxship of the series of four was launched at the Jinling Shipyard in China. The boxship was built to the order of the Far Eastern Shipping Co JSC. The new vessel is to carry cargo in 220 reefer containers. The capacity of the new boxship "FESCO Ayon" is 1080 TEUs. The ship is 13760 tons dwt, 147.87 meters long, 23.25 metres wide. The speed of the vessel is 19.6 knots. According to the contract, the vessel is to be delivered on November 30, 2006. Besides, FESCo and Jinling Shipyard signed a contract for the construction

of another 2 boxships of the series; the vessels are to be delivered in late 2007 - early 2008.

AFGEVEN MACHINEKAMEROLIE GOEDKOPER IN ROTTERDAM

Vanaf 1 juni 2006 kunnen zeeschepen in Rotterdam goedkoper hun machinekamerolie en huisvuil inleveren. Het Havenbedrijf is hiertoe overgegaan omdat er nog steeds te weinig scheepsafval wordt afgegeven. Sinds 15 oktober 2004 zijn schepen verplicht om bepaalde soorten scheepsafval, waaronder machinekamerolie en huisvuil, in te leveren op basis van de Europese Richtlijn 2000/59. De naleving van deze Europese regelgeving wordt bemoeilijkt doordat havens geen informatie hierover met elkaar uitwisselen. Het Havenbedrijf pleit daarom voor de oprichting van een Europees informatienetwerk voor havenbeheerders en inspectiediensten. Voor machinekamerolie kan de korting oplopen tot € 1200,- voor de grootste schepen. Gemiddeld komt dit neer op een korting van 30 procent. Bij huisvuil is inzamelen en verwerken één prijs en die prijs wordt nu verlaagd met € 20,- tot een bedrag van €210,-- voor de grootste schepen.Bijna de helft van de zeeschepen geeft huisvuil en/of klein gevaarlijk afval af in de havens van Rotterdam-Rijnmond. Slechts tien procent geeft machinekamerolie af. Deze afvalstroom wordt aan boord van schepen opgeslagen en wordt vaak in grotere hoeveelheden in enkele havens afgegeven. Schepen die in een andere Europese haven de afgelopen periode (aantoonbaar) Machinekamerolie hebben afgegeven betalen alleen een basisfee in de haven van Rotterdam-Rijnmond, maar kunnen geen olie afval afgeven in de haven. Een dergelijk systeem werkt pas goed als hierover Europese afspraken worden gemaakt. De overige schepen betalen een additionele fee en kunnen (gemaximaliseerde) hoeveelheden olie afgeven. Om goed te kunnen monitoren of schepen in andere Europese havens afval hebben afgegeven zou een informatienetwerk opgericht kunnen worden. Hiermee kunnen havenbeheerders of inspectiediensten controleren welke scheepsafvalstoffen de schepen in andere havens hebben afgegeven.

TEN Announces Delivery of Tankers Tsakos Energy Navigation Ltd. (TEN) announced the delivery of the 1A ice-class 116,000 dwt Aframax product tanker Proteas and the 1A ice-class 36,660 dwt Handysize product tanker Antares from Hyundai Heavy Industries and Hyundai Mipo Dockyard, respectively. Upon delivery, the Proteas, one of the largest product tankers in the world and one of the three Aframax tankers recently acquired from Western Petroleum, entered a spot related voyage carrying naptha. The Antares entered a three-year time charter with a major Far Eastern entity for a minimum rate that exceeds the vessel's all-in breakeven rate. The charter also calls for a 50:50 split on the upside if rates exceed a specified level above the minimum. For the duration of the charter, the minimum rate of the Antares should provide the company with an additional $16 million in gross revenue.

Petroleos de Venezuela Orders 18 Tankers Petroleos de Venezuela SA said it will buy 18 oil tankers from China for $1.3b as South America's largest oil firm seeks to boost exports to Asia. Orders for the tankers were placed with China State Shipbuilding Corp., and China Shipbuilding Industry Corp. A timetable wasn't provided for deliveries.

New FPSO to join Maersk Contractors' Fleet Maersk Contractors has entered into a seven-year contract with Woodside Energy Ltd. Maersk will be providing a Floating Production and Storage Offloading vessel (FPSO) on service agreement basis, for development of Woodside’s Vincent oil discovery 50 km North West of Exmouth in Western Australia. Maersk Contractors will design and manage the construction of the FPSO. The conversion of the 308,000 tdw tanker vessel ELLEN MÆRSK into an FPSO will take place at the Keppel Shipyard in Singapore from early 2007. Oil production on the Vincent field is expected to start during 2008. Maersk Contractors is working with the Australian Industry Capability Network (ICNWA) to identify Australian suppliers for inclusion in its tendering processes. Maersk Contractors expects to assign approximately 60 people to the design and construction phase. Once the FPSO goes into operation, two offshore crews of each 22 people and 10 onshore personnel are required to operate the facility. When completed, the FPSO will have a production capacity of 120,000 barrels of oil and 100 million standard cubic feet of gas per day. The storage facilities of the vessel will hold 1.9 million barrels of oil equivalent. Maersk Contractors will be drawing on experiences from two currently operated FPSO’s in the UK North Sea and one FGSO (Floating Gas Storage Offloading) offshore West Africa. Claus V.
