This was the first meeting with CARBOHYDRATE since he returned tome leave. After the usual amenities 4mtemix (pictures--he is a camera fan), GARBO delivered the following material and oral reports: a. Forty-one CADROIT contact reports on visits by Spitselverpflichtete (most prepared by Ohioan). CARBO noted the drop in visits to CADROIT by such DER individuals: only ten Spitzelverpflichtete visited during the first ten days of the current month. This is considerably below earlier averages. Since the numbers of Spitselverpflichtete who have fled to 4est :Berlin has increased during the same period, the explanation seems to be found in the increasing fear of the SFS generated as a result of the recant heavy pen4ties, agent trials, etc. For CART scrutiny, etc. b. 1. This was the first meeting with CARBOHYDRATE since he returned tome

leave. After the usual amenities 4mtemix (pictures--he is a camera fan),

GARBO delivered the following material and oral reports:

a. Forty-one CADROIT contact reports on visits by Spitselverpflichtete

(most prepared by Ohioan). CARBO noted the drop in visits to CADROIT

by such DER individuals: only ten Spitzelverpflichtete visited during

i. Pesch sod wife had a serious car accident. A CAIROY1 VW was damaged.

2. CAM gave the following answers to queries based on the recent review

of the filo maintenance, .

a. The list of persona who work in registry earlier given by GARBO

is accurate (Frau. von Bo., Fri Friedrich, frau Adler, Fri Steinioke). No

man works there.

b. Are the files which used to be kept on the third floor now in

the registry? These were not really files (Alden) but "Besuchervermerkeo

(contact reports re all of the thousands of monthly Webs= visits).of visitors

No true names/are included. These copious reports are now in room No. 17

on the second,rlooriwiMith has the same sort of secmrity locks as the

registryOnly-Ebriich: end-Fran Hesse' have keyWAOthe AMmtlil.Whfaite

the supervision/observation of either Ehrich or nesse. The contact reportsed

are voluminous and are ordeutchronologically,i.s., there is no special*

guide Or system ire indicating which needle in this haystack might offer

usefUl information. Secretaries bent upon learning BA identities can learn

them far more easily through their work with the Referenten mdilumhus

tiewoola than through attempting any art of analysis) of the visitor

contact reports. Secretaries and Reierenten can remove particular

contact reports from the room.

c. The voluminous press section files are now kept in rooms fics 1 end

• d. CARBO noted almost all Referenten now have steel set's in their

own rooms as a result of an installation program started long ago. One

files in their own rooms. These are (1) Bezirk and Kreis files (not

generally of the :.4hest sensitivity) and (2) files which are being

worked on. The latter may include almost any sort of CAIRO= file.

These nReferenten files" are kept in the steel safes which have been

installed.

f. The satarbeiter Akten Eartei" (covernames only-aspirate from

the true name file kept in room No. 14) is not in any way mime:limit=

g. The log book in the registry is still maintained. Secretaries

drawing files from the registry must sign out for them. There are certain

.exceptions to this requirements GARBO, Ftl.Foerster, Prl. Thiel, Hildebrandt,

Ladell, for example. What did CARBO think of the idea that Referentan sholld

be required to sign lists of files to be withdrawn before the files could

be issued to the secretaries? In addition to disturbing the normal CADROIT

working methods to a substantial degree, this would also impair 'secretarial

morale by considering thma as otincleast. It would also provide little

real security in itself, felt GARBO, since the Referenten ,Wald not screen,

lists presented to them by their secretaries for signathre very carefully..:

due to relationship of trust, etc. .

3. <::_=Irequested list of all personnel who have been issued pistols,

including type, number, and caliber of all pistols issued canon'. GARBO had

not heard of ,am, arr6ngments earlier laid on to backstop the use of pistols; he

will cheek this last point with UDELL, however.

4. E_=)noted monthly report had referred to "Stills III', and queried re

the number of CADROIT MA who were "Stills 1m. (CARBO had earlier defined a

Still. MA as one which did not know that his name had been registered with

CADROIf as an MA, might Object to registration due to fear of becoming known

asIkgen1P, etc.) GARBO did not know precisely, but felt the number of Still. MA• quite

was/low. He thought info in. this regard might have earlier been submitted to

"the other Dienstelle", but would check with LUAULand report.

5. CARBO gave 'following description of the. CADROIT mail boX SYstml which

he had gotten from Froelich after one recent review this matters

a. Three persons, one for each of the "Oberpostdirektionen" in question

(West Berlin, Braunschleig, and Hamburg),know aik the identities of all of

the post boxes assigned to CADROIT within the cites in their jurisdiction._

These persons also either kr ow or have access to all of the fictitious

• addresses in their cities which are used by CADROIT. These persons are;

b. All letters from MA go to W. Berlin addresses; only control letbera

contained in propaganda letters for infiltration into the DOR are isommmi

im sent to addresses in the Hamburg and Braunschwieg jurisdictions. he

only exception to this rule is Hansa!, who receives letters from MA through

a Hamburg address.

c. There are 19 branch post offices in I. Berlin; each has two post

boxes assigned to CADRDIT. The head of each branch knows that the boxes

are connected with CADROIT. The addresses used are fictitious. When a letter

arrives in the branch, the sorting clerks, realizing there is no such addresa,08

consult a list of addresststich is available to all clerks and re which clerks

are briefed. If the address is an the list, the letter is put into one

of the CADROIT mail boxes (designated by number only). The West Berlin

boxes are serviced weekly by Froelich and Pesch. In large branch post

offices such as Steglitz and Si 11, there is a special man in charge of'

post boxes; he knows that the two boxes in his office are connected with

CADROIT. UM= About 25 letters arrive at CADROIT in this manner each

month. Froelich states that the clerks in the Hamburg and Braunschweig

post offices do not know that the CAMOIT post poxes are conneoted with

CADROff; theamimakezzukbusthmzesueseetdmetxm many of the clerks in Berlin

::AfTd. CARBO/FROELICS/LADEU feel the system is so broken up and decentralized

thatthat risk/ef an SS penetration of the post office could cause CADROTr

real trouble is quite low. CARBO did not know how the CADROIT system with

the popt office had originally been set up. Did any other organ. use the eyeteml,

mustraalize the connection, now, however.

CAR30 did not know specifically of any others, but presumed tat some others

do (ZIPA3R, etc).

6. GARBO answered an earlier query by C:_:]oy stating that banks have

an absolute duty to mainiein secrecy of savings and checking accounts against

everyone, with only one vary limited exception: the Statrichter in a criminal

process can ot:min access, but then only by a formal decision of the court

(non—secret) in a particular case. This means as a practical matter, thus,

tint the mama method could he used only to secure additional proof once a

public trial had begun, and not to check in Cases of limited suspeicion oror do
