April is Fair Housing Month, the time we annually celebrate the passing of the Fair Housing Act, the federal legislation

designed to eliminate housing discrimination and create equal opportunity in every community. Before the Fair Housing Act of 1968, owners and sellers could refuse to rent or sell to anyone, they could falsely deny the availability of housing for sale or rent, and they could set different terms to anyone based on a person’s race, color, religion, sex, national origin, or ability. For the first 21 years of my life I lived in a segregated community, the Westside of San Bernardino, which was predominantly African-American. All of our neighbors first on California Street and then Gardena Street were other Black families. Yes all of them, except for Mr. and Mrs. Vox, who lived on the corner of 20th and Gardena. They seemed to belong to another time and place. They were, I believe, European immigrants who must have bought their home before World War II. That house, as I recall, looked much older than all the others that surrounded it, including ours. My mother recently explained that they owned a lot of citrus groves in the area and simply liked their quaint little house too much to move, even after the neighborhood became populated with young African-American families all around them. Directly across the street from our house was the Macon family, Mr. and Mrs. Sam Macon, an older middle class couple, active in the community, and well known professionals whose grown children were also professionals – a nurse and an accountant. Next door to us was the Rush family, Dolly and Leroy, with their many kids and grandkids. There was always a house full there. But Mr. and Mrs. Vox were the folks on the block who clearly didn’t belong. Like the fictional character Wilson from the television show Home Improvement, Mr. Vox never seemed to leave the confines of his chain link fence. I remember hearing him speak in broken English with a hard and guttural accent as he worked in his yard pruning his rose bushes or his kumquat tree. Fruit he would gather, bag, and pass over the fence to kids in the neighborhood. I don’t remember Mrs. Vox at all. But they were the only “diversity” I remember in that neighborhood. Years later, when we moved to Pennsylvania Street, we once again had all Black neighbors. I never thought it odd. Never once wondered why. At the time, I had no idea that our neighborhoods were products of redlining, steering certain people to and away from certain communities based on their race. Almost every Black family I knew lived in Black neighborhoods, until my Aunt Zelma and her family moved to the hills of Redlands above Prospect Park. That was like a different world to me. They were the diversity. They were the trailblazers, an interracial family, in a very affluent and very White neighborhood. While my youth was spent living in segregated communities, my son has grown-up in completely diverse neighborhoods. At 21, he has lived next to Latinos, Whites, Asians, a Black same sex household, older couples, families with young kids, in historically African-American neighborhoods, and in brand new developments carved out of acres of citrus groves. I am not suggesting that segregated communities are a thing of the past, but because of the Fair Housing Act, whose passage was accelerated at the urging of President Lyndon B. Johnson immediately following the assassination of Martin Luther King, it’s nothing like it used to be. As my friends at the Fair Housing Council of Riverside County constantly remind me, discrimination in housing still exists. We must continue to educate buyers and renters of their rights and sellers and landlords of their responsibilities and restrictions under the law.

T his past week, community members along with local business executives from all over the Inland Empire gathered at the Rialto

City Council Chambers for a special workshop on state and government appointments. The workshop was held as part of the Rialto Human Relations Commission meeting hosted by Rialto Mayor Deborah Robertson, Joseph Williams, Clerk of the Board for the San Bernardino Community College Board of Trustee, and retired Assemblymember Wilmer Amina Carter. The guest speaker for the evening was Mona Pasquil, Appointments Secretary for California Governor Jerry Brown, who delivered an informative and inspirational session encouraging Rialto residents and community members from throughout the Inland Empire and Southern California to participate in the policy making process by serving on a state board or commission. Over 50 local residents and community leaders attended the workshop to hear Secretary Pasquil share the requirements and processes for joining one of over 600 boards and commissions that oversee state and some local policy. During her presentation, Pasquil highlighted that several boards and commissions would particularly benefit from representation from Inland Southern California. She stated that she and her staff are actively working and engaging Inland Empire residents and business leaders to find candidates that would be interested in contributing to the work of statewide boards and commissions. Mona Pasquil serves as Appointments Secretary in the Office of Governor Edmund G. Brown Jr. and is responsible for helping the Governor build his administration by recruiting top candidates to serve the state. Pasquil’s role also includes identifying and recommending committed individuals to fill vacant positions on statewide boards, commissions, and other posts. She is the first Filipino-American in California history to serve as the Appointments Secretary. Rialto Mayor, Deborah Robertson who was

also in attendance, stressed the importance of the role that commissions play. Retired Assemblymember Wilmer Amina Carter provided brief comments about the positive impact they have on the community an encouraged those in attendance to be proactive and get involved. “The purpose of the workshop was aimed to recruit more women and increase the Inland Empire representation on state level boards and commissions,” said Workshop Organizer Joseph Williams, who serves as the Clerk of the Board for the San Bernardino Community College Board of Trustee. Williams also serves as a member of the California Workforce Investment Board. At the end of the workshop, the floor was opened to those in attendance for questions and answers.

C ongratulations to 30 high school seniors across Southern California Edison’s (SCE) service territory who have been named

2014 Edison Scholars, each winning a $40,000 scholarship offered by Edison International, parent company of SCE. The scholars live in or attend public or private high schools in SCE’s service area and plan to pursue college studies in the science, technology, engineering or math fields, also known as STEM. “Congratulations to these outstanding Edison Scholars,” said Janet Clayton, senior vice president of Corporate Communications for Edison International and Southern California Edison. “Edison International is committed to supporting students pursuing the science, technology, engineering and math fields, and we know that their talents will benefit our region and our future workforce.” Since 2006, EIX has awarded almost $4

SCE Awards $1.2 Million in Scholarships to Edison Scholarsmillion in scholarships to 460 students. Under the $1.2 million Edison Scholars Program, each student will be awarded a scholarship valued at $40,000 and paid over four years. This suggests a need for strong female role models in STEM fields at the middle school level or earlier. F unding through the U.S. Department of Housing and Urban Development (HUD) Continuum of Care Homeless Assistance

Grant Program will provide the County of San Bernardino more than $5 million in renewed project grants to furnish supportive, transitional and permanent housing, as well as other services, to countless numbers of homeless individuals and families who might otherwise be living on the streets. On April 8, 2014 HUD announced the award of nearly $1.6 billion in Continuum of Care (CoC) grants to renew support to 7,100 local homeless projects across the country. The projects provide housing and supportive services to thousands of homeless individuals and families. HUD’s announcement to renew funding to these programs will bring over $5.8 million directly to the County of San Bernardino to continue to fund seventeen existing projects. Agencies administering these projects include Central City Lutheran Mission, San Bernardino County Department of Behavioral Health, Foothill Family Shelter, Frazee Community Center, Global One Development Center, Housing Authority of the County of San Bernardino, Inland Behavioral Health Services, Life Community Development, New Hope Village, Inc., Salvation Army of San Bernardino, Time for Change Foundation, U.S. Veterans Initiative, Inc., and Vision of Hope – House of Prayer Gospel Outreach Ministries. This recent award will also allow the San Bernardino County Homeless Partnership to continue with the measurable progress already made in meeting with the recommendations as outlined in the 10-Year Strategy to End Homelessness in the County San Bernardino. HUD is expected to award additional grant funding to support other renewal and reallocated local programs in the coming weeks as competitive applications submitted earlier this year are reviewed and scored. HUD funding will continue to support programs for permanent housing for homeless persons and

Dear Dr. Levister: High blood pressure causes severe headaches. True or myth? C.W.

Dear C.W.: There’s a common misconception that people with high blood pressure, also called hypertension, will experience symptoms such as headaches, nervousness, sweating, difficulty sleeping or facial flushing. The truth is that HBP is largely a symptomless condition. If you ignore your blood pressure because you think symptoms will alert you to the problem, you are taking a dangerous chance with your life. Everybody needs to know their blood pressure numbers, and everyone needs to prevent high blood pressure from developing. The best evidence indicates that high blood pressure does not cause headaches except perhaps in the case of hypertensive crisis (systolic/top number higher than 180 OR diastolic/bottom

Hypertension (also known as the ‘silent killer’) has been described as the most important public health problem in the U.S. In large population screening studies involving predominantly white people, close to 50% of screened people without symptoms had blood pressures greater than 140/90. An astonishing one in five people had pressures greater than 160/95. All told, over sixty million Americans have high blood pressure and more than a third are completely unaware of it! All available data suggests that the numbers are much worse for African-Americans, particularly Black males. One indication of the magnitude of the problem is the epidemic of kidney failure that is sweeping through Black communities in urban America. While diabetes is a major cause of the kidney failure in these communities, the problem

is undoubtedly made worse by untreated hypertension. African-Americans also have disproportionately high levels of stroke and congestive heart failure, both of which are traceable to high blood pressure. Studies have shown that blood pressure medications which help the body get rid of salt and water appear to work well in Black patients. While the reason for this is not known, what is clear is that some Black patients whose blood pressure has been hard to control have achieved significantly better control once a “water pill”, known medically as a diuretic, has been added. If you are on blood pressure medications and your control has been poor, talk with your doctor about your diet, weight, exercise and stress levels and ask if a “water pill” is right for you.

T he first enrollment period of Obamacare has closed with a reported 8 million citizens now having health insurance and

1.4 million in California. Twenty-two thousand of the 1.4 million are African Americans, which is a low number of those in need. We must do a better job in reaching out to our neighbors on this important issue. Let all of us engage in this conversation to educate them to get covered. Let us also engage with Covered California to increase its outreach efforts and resources to make it happen when open enrollment takes place again next year. Even with that success many are still calling

W ith the p a s s i n g of Warren

Cocke, the city of San Bernardino lost a real gem from its long list of servants. I first met this smiling man during our

service with the Arrowhead United Way we worked on the allocation process together and gave funds to non-profit agencies such as the Girl and Boy Scouts. Warren was the chair of the committee I was assigned to serve on back in the late sixties. I was new to the United Way but was a scoutmaster and worked at Edison. The thing that impressed me so much about

this man was his warm smile and friendly way of making you feel welcome. Then when I found out he was a policeman, I could not believe it because of his demeanor. Warren would take great patience in teaching the committee members our responsibility to make sure the

money was allocated to the organizations serving the greatest need in the community. From that interaction with Warren, I developed a closer working relationship with and trust in the police department. We need more people in law enforcement like Warren Cocke. Even after he retired we stayed in touch and often talked about city politics. It was just three years ago I heard a familiar voice in the hallway of my office on Waterman and it was Warren stopping by to say hello and to find out how I was doing. He gave me words of encouragement and wanted me to know he was thinking about me. This was the kind of guy he was -- always thinking about others and their well-being. The city lost a great citizen and gem and I have lost a friend.

Obama Care and Covered California, a Successit a failure for the American people. I don’t know how they reached that conclusion when over 8 million people have signed up and a majority of Americans say it is a good thing. It reminds me of Kaiser’s Comprehensive Health Care Program in the early seventies. Many of the people at Kaiser were not overjoyed with the program until some people got care that they knew, then their attitudes changed. It always makes a difference when you know someone who needs the program and is in a position to get care under that program. I am sure that will happen with Obama Care.

Fontana program has received more than half a million dollars in grants and donations! Recently, I attended the annual event at Kaiser Permanente Fontana celebrating “Doctors Day,” and I was overwhelmed by the generosity of the Kaiser doctors. This year, to celebrate the great contribution to their profession, the doctors announced a generous donation of funds to the city for exercise equipment for the Pacific Electric Trail to assist our citizens with their healthy efforts. I am grateful to all of the donors who continue to help Fontana and continue to partner with the city to sustain a program that is second to none. Healthy Fontana has received national recognition and has become the foundation from which all of our recreational programs are created. What started as a dream became a plan in 2003 and is now a reality for all those who have chosen Fontana as their home.

What does it say to the rest of the world when the richest country on the planet has millions of workers who are poor and require public assistance? We must refocus our priorities and economic policies back to hardworking Americans. It is good for economy and the right thing to do. It’s time to give hardworking Americans a long overdue raise. Let’s increase the minimum wage.

I magine a change in policy that could bring more than one million Americans out of poverty and boost our economic growth

to levels not seen since the Great Recession began in 2007. Now imagine that 65 percent of Americans support that policy and think it should be implemented, and Republicans and Democrats have voted for it in the past. Sounds like something out of a fairy tale, doesn’t it? Thankfully, we don’t have to imagine, because that policy is real and it is something that a majority of Americans support, regardless of your political affiliation. In the richest country in the world, no one should work forty hours a week and still be in poverty. That is why we must increase the minimum wage. The non-partisan Congressional Budget

Growing Our Economy By Raising the Minimum WageOffice did a study on the effects of raising the minimum wage and discovered that 25 million Americans would see a pay increase and more than one million Americans would be lifted out of poverty. It isn’t just the Congressional Budget Office that favors raising the minimum wage. Nearly 600 economists, including seven Nobel Prize winners also believe that raising the minimum wage would deliver a “small stimulative effect on the economy as low-wage workers spend their additional earnings, raising demand and job growth, and providing some help on the jobs front.” Perhaps one of the most frustrating aspects of the current minimum wage is that it is not a “living wage.” The annual pay of a full-time minimum wage worker is $14,500 – hardly enough to support

program, but it actually began with the General Plan adopted by our City Council in 2003. As part of the General Plan various parks and recreation spaces were planned for to handle the projected growth of population. As Vice Chairperson of the Fontana General Plan Committee, and with other members of the committee, we insisted on more space for organized sports programs. At the time, my young daughter was playing softball at the local park in our development and participating in a traveling track team. As she and I traveled to attend track events throughout Southern California and other states, I realized that great looking communities had one thing in common--great parks and sports fields. It wasn’t just the grass and the facilities, but one could tell that a plan was devised and carried out in a manner that created a place for sports, socialization, family, and building community. Being a member of the City Council, and participating in the development of parks and active

The Healthy Fontana program provided the necessary framework to enhance our vision. With the addition of several state-of-the-art community centers, it has given our citizens an opportunity to participate in many healthy programs provided by our Community Services Department. So much has evolved in recent years with the development of Fontana Park, home of the Jesse Turner Center and Fontana Aquatic Center, Miller Park, which has been enhanced with our Civic Center Campus surrounded by the Lewis Technology Library, Center Stage, the Heritage Community Center and the new Senior Center. Sports fields throughout Fontana for the various sports leagues have also been constructed. As a side note, I am pleased to announce that the Senior Community Center will have a new parking lot this fall. I also need to mention that the Pacific Electric Trail was established to provide biking, walking, and running exercise on a trail that starts in Claremont and finishes in Rialto. Fast-forward nearly 50 years and the same complaints of Fair Housing Act violations continue, but in more subtle forms as the burden shifts to Hispanics and Lesbian, Gay, Bisexual and Transgender (LGBT) housing applicants. The number of formal complaints filed by Blacks is at lowest in five years, according to the U.S. Department of Housing and Urban Development (HUD). Last year, 1,945 cases involving Blacks were filed while 2,614 were filed in 2009. Riverside County, home to nearly 2.2 million residents, has experienced a surge in its Hispanic population growth, which accounted for 45.5 percent of the total population, according to 2010 U.S. Census data. In 2000, Hispanics were 36.2 percent according to the U.S. Census. As the fourth most-populated county in the state – and one of the largest in the entire U.S. – its housing woes are not so unique and have become a tell-tale indicator of how housing violation trends are changing elsewhere. The pervasive debate on immigration reform has spilled into real estate with prospective Hispanic homeowners and renters increasingly

facing discrimination in Riverside County over concerns that illegal immigrants may acquire housing or sends the “wrong message” is sent about immigration by extending housing to Hispanics. This issue is a growing problem that the Fair Housing Council of Riverside County now contends with every week, according to Marlan McClanahan, a Fair Lending and Education Outreach specialist and Foreclosure Prevention Counselor. “We see it every day, even though the racism does still exist. The discrimination changes, it adapts to the times. Most people don’t understand that now it’s not so blatant. It’s not ‘you’re Black’, ‘you’re Mexican’, ‘you’re of old age so I’m not going to rent to you.’ It’s more subtle,” said McClanahan. Subtle, but not harder to prove, he added. Discrimination is also prevalent in the LGBT community, particularly among gays living with HIV in Palm Springs, a resort town with a substantial LGBT population. Where segments of a population are stronger, such as Hispanics in Riverside County, the more likely there are cases

of alleged fair housing violations, according to McClanahan. In part, McClanahan blames the ongoing Fair Housing Act violations on an increase in hedge fund investors buying cheaper properties following the foreclosure crisis, many of which have little or no understanding of fair housing requirements, he said. It has also become routine for hedge fund investors to buy multiple distressed properties in the region and evict the homeowner owner rather than mitigate loss on the home loan, he added. “The attack on affordable housing has been tremendous. Just a couple of years back, there had been a reduction of a million dollars of properties here. You now see ripple effects. You see cases in which, as a result of the foreclosure crisis, as homes were bought up by investors, the rental prices had gone up so much that [low income] people can’t afford it. As a result, lower-income people are being disserviced again,” said McClanahan. According to Maria Elena Gaona, a spokeswoman for HUD, the department has used several outreach programs and partnerships

to continue educating and enforcing the Fair Housing Act. HUD’s Office of Fair Housing and Equal Opportunity administers the Fair Housing Act, and HUD funds private non-profit fair housing groups and other organizations through the Fair Housing Initiatives Program (FHIP) to support fair housing enforcement and education in local communities. HUD also funds the Fair Housing Assistance Program, to support fair housing enforcement and education with state and local governments. “The Fair Housing Act is just as relevant today as when it was passed in 1968. Through enforcement of the Fair Housing Act, we can stop illegal housing discrimination,” she said. Though heavily supported with partnerships through the city and county, including secret representatives screening landlords for possible violations, fear and intimidation prevents many victims of housing discrimination from ever filing a formal complaint. It is a very common occurrence among Hispanic migrants who are afraid a complaint could trigger an investigation into their immigration status, according to McClanahan. “It’s a violation of the Fair Housing Act to

threaten, coerce, intimidate or interfere with anyone exercising a fair housing right or assisting others who exercise that right, but we know it happens. We are aware of many cases where victims were intimidated or apprehensive about filing a complaint because they feared retaliation from their landlords or others, or felt they didn’t have the knowledge of what constitutes housing discrimination, but we encourage people to file complaints—and if there are allegations of intimidation or retaliation, we will investigate those too,” said Gaona. The broad solution for places like Riverside County is access to local affordable housing to curb fair housing violations, however, it is a very complex solution that will require a combined effort to become a reality, said McClanahan. “(The problem) is on so many levels; affordable housing also means accessibility to jobs, but when your job is 100 miles away, you need transportation, or you need local job growth. It has to be a concerted effort.”

Remembering Loma Linda University School of Medicine Alumnus, Dr. Frank W. Jobe

H undreds of family, friends and colleagues of the late Dr. Frank W. Jobe recently gathered at Dodger Stadium for a celebration of the

life of the Loma Linda University School of Medicine alumnus who died on March 6, 2014. He was 88. “Dr. Jobe is one of Loma Linda University’s most recognized graduates,” said Roger Hadley, MD, dean of LLU School of Medicine. “Many would consider Dr. Jobe the ‘father of sports medicine.’ At his memorial service he was recognized for his passion for innovation, research and personalized patient care. His surgeries extended the pitching career for many star hurlers in the major leagues. Indeed, a comment was made that ‘Dr. Jobe has more major league wins than any other pitcher in the majors.’” At the celebration, the large video screens that typically show game scores and replays instead projected images highlighting the life of Jobe. Photos of children, grandchildren, graduations, weddings, backyard gatherings, smiles, hugs and even some taken on the field with baseball greats were shared with guests as classic songs such as The Beatles’ “Let it Be” and Nat King Cole’s “What a Wonderful World” vibrated off the 56,000 stadium seats and through the hearts of those that were effected by Jobe.

Among the speakers at the event was Vin Scully, announcer for the Los Angeles Dodgers, who reminisced of their 50-year friendship. “I got to love him…we are so much richer for having known him,” Scully said. “I am honored and delighted to be here with all of you.” Jobe earned his acclaim after he pioneered ulnar collateral ligament reconstruction surgery, which is known today as “Tommy John” surgery, in 1974. “I was the guinea pig,” Tommy John said, joking, during his speech at the celebration. John was a pitcher for the LA Dodgers, and Jobe was an orthopaedic surgeon and team physician for the Dodgers. Had Jobe not performed the surgery on John, or had it not been successful, his pitching career would have ended. John continued, “He was a brilliant surgeon, but I considered him my friend. When you lose a friend, it hurts, and it hurts a lot.” Since the first “Tommy John” surgery in 1974, the procedure has become common practice for injured baseball pitchers at every level. Jobe said in an interview in 2013 that he was pretty sure “a pitcher on every major league team has probably had the procedure.” Jobe was honored during the Baseball Hall of Fame weekend in Cooperstown, New York in July

2013 for his contributions to the sport “‘Tommy John’ surgery was the convergence of a great doctor and the perfect patient,” Meredith Jobe, son of Frank Jobe, said during his speech. “He was a gifted healer, pioneered research, creative and bright with a superior bedside manner.” Additional speakers at the celebration included James Tibone, MD, and Neal Elttrache, MD, of the Kerlan-Jobe Orthopaedic Clinic; and former colleague, Bernard Morrey, MD. In addition to serving as the team physician for the Dodgers for 40 years, Jobe co-founded the Kerlan-Jobe Orthopaedic Clinic in California, and served as the orthopaedic consultant for the PGA and Senior PGA Tours for 26 years. Dr. Jobe also played a vital role in saving the careers of professional baseball players in Japan—his personal care for the players and the generous teaching and training he provided to Japanese physicians has made him a national treasure to both baseball and sports medicine followers. The Kerlan-Jobe Clinic continues to be a vital asset in the world of sports medicine, serving athletes of every caliber. Jobe is survived by his wife, Beverly, four children and eight grandchildren.
