In this bulletin, we describe a systematic approach to developing practice guidelines from the large body of outcome research on delinquency programs and using this knowledge to evaluate and improve routine programs spanning the continuum from prevention to treatment. We first review the main decision making tools that need to be used in the juvenile justice system to improve the overall management of offenders and programs. Recent research on the effectiveness of juvenile justice programs is summarized next, followed by a description of how that research is used to characterize effective program practice in ways that allow ready comparison with actual program practice and provide guidance for improvement. "Graduated sanctions" are now a commonly usedtool for controlling juvenile offenders; however,little attention has been paid to the programs thatneed to be linked with them. In this bulletin, we

describe a systematic approach to developing practiceguidelines from the large body of outcome researchon delinquency programs and using this knowledgeto evaluate and improve routine programs spanningthe continuum from prevention to treatment. Wefirst review the main decision making tools that needto be used in the juvenile justice system to improvethe overall management of offenders and programs.Recent research on the effectiveness of juvenilejustice programs is summarized next, followedby a description of how that research is used to

TOOLS FOR IMPROVING

JUVENILE JUSTICE PROGRAMS

Four main "structured decision making" GuvenileSanctions Center, 2003) tools are available forimproving juvenile justice system programming ina graduated sanctions framework: risk assessment,needs/ strengths assessment, a disposition matrix forlinking offenders with a continuum of sanctions and

programs, and a protocol for evaluating programsagainst the most effective evaluated programs. Thefirst three are described briefly below;1The fourth oneis featured in this bulletin (see also Howell & Lipsey,2004).

First, though, it is important to clarify the propercharacteristics of "graduated sanctions." Because ofexaggerated claims about growing juvenile violence,and myths about the ineffectiveness of juvenile andfamily courts, extensive use of punitive sanctionsin juvenile and family courts and correctionalagencies has become commonplace (see Howell,2003b). Hence, the term, graduated sanctions, isoften used to refer only to punitive sanctions. Thisis unfortunate because punitive approaches arenot effective for reducing recidivism, and someof them, such as "Scared Straight" (petrosino,Turpin-Petrosino, & Finckenauer, 2000), shockincarceration, and boot camps may actually increaserecidivism (Howell, 2003b; Lipsey, 1995; Lipsey &Wilson, 1998).

Graduated sanctions properly refers to thecontinuum of disposition options that juvenilecourt judges and court staff have at their disposal(Juvenile Sanctions Center, 2003).2 However,sanctions provide only the context for servicedelivery; the programs that address the underlyingfamily,school, peer group, and individual problemsare most likely to produce change in offenders. "Forgraduated sanctions to fulfill its promise, it must beaccompanied by methods for insuring that the rightjuveniles are linked to the right programs" (JuvenileSanctions Center, 2003, p. 77).

As offenders' delinquent careers progress, and theyare moved to more restrictive levels in a graduatedsanctions system, the rehabilitation programs linkedwith them must be more structured and intensive

to deal effectively with the multiple treatment needstypical of offender careers (Howell, 1995). Multiple-problem youth-those experiencing a combinationof mental health and school problems alongwith drug use and personal victimization-are atgreatest risk for continued and escalating offending(Huizinga, Loeber, Thornberry, & Cothern, 2000).

The ideal graduated sanctions system should providefive levels of sanctions, first stepping offenders upfrom least to most restrictive sanctions, culminatingin secure correctional confinement; then steppingthem down to least restrictive options in an aftercareformat (Wilson & Howell, 1993):

1. Immediate intervention with first-time

delinquent offenders (misdemeanors andnonviolent felonies) and non serious repeatoffenders (examples include teen court, diversion,and regular probation);

2. Intermediate sanctions for first-time serious

or violent offenders, and also chronic and

serious/violent offenders (intensive probationsupervision is a main example);

3. Community confinement (secure and non-secure residential community-based programs areexamples);

4. Secure corrections for the most serious,

violent, chronic offenders (i.e., training schools);and

5. Aftercare (consisting of a continuum ofstep-down program options that culminate indischarge) .

These gradations-and the sublevels that can becrafted within them-form a continuum of sanction

options that should be paralleled by a continuumof treatment options, to create an array of referraland disposition resources for law enforcement,juvenile and family courts, and juvenile correctionsofficials. The effectiveness of graduated sanctionswhen used in conjunction with treatment programsis demonstrated by research on juvenile offenders,nationwide program assessments, and a number ofstate and local program and policy studies (Howell,

Descriptions and advantages of using the mainSDM tools follow.These increase the capacityof juvenile court and correctional agencies tomanage offenders effectively and efficiently in agraduated sanctions framework. "Many agencies,even those that have expanded their graduatedsanctions programming--do not have that capacitybecause they are still using informal methods incase decision making. Since informal approachesare higWysubjective, the resulting decisions areoften inconsistent and/or inappropriate" GuvenileSanctions Center, 2003, p. 77).

Risk Assessment. Because official records contain

an incomplete picture of offenders' delinquenthistories, risk assessment instruments and the mostserious current offense are used to determine the

sanctions level needed to protect the public. Avalidated risk assessment instrument can identifyhigh risk youth who are at least three times morelikely to re-offend than youth who are classified aslow risk Guvenile Sanctions Center, 2003). Such riskassessment instruments have been validated on at

least 8 state juvenile populations and in numerousother studies Guvenile Sanctions Center, 2003;Howell, 2003b, pp. 267-68). A model risk assessmentinstrument is available Guvenile Sanctions Center,2003, p. 83), however, it needs to be validated ineach locality, because research shows some variationin the strength of predictors by geographical area.

Youth and Family Needs/Strengths Assessment.In the structured decision-making process, needs/strengths assessment results are used to guidethe placement in programs of offenders withinthe various risk levels. A youth and family needs/strengths assessment is intended to do the followingGuvenile Sanctions Center, 2003):

. Provide an overview of the level of seriousness

of the juvenile offender's treatment needs;Provide concise information that can assist

professionals in developing a treatment plan toaddress the juvenile's needs;Provide a baseline for monitoring the juvenile'sprogress;

.

.

.Provide a basis for establishing workloadpriorities; and

Aid agency administrators in evaluating resourceavailability throughout the jurisdiction anddetermining program gaps that need to be filled.

.

Local professionals are responsible for selectingthe items to include in the youth and family needs/strengths assessment instrument. A model youth andfamily needs/ strengths assessment instrument thatcan be modified to suit local needs and interests is

available Guvenile Sanctions Center, 2003, pp. 90-93).

Use of a Disposition Matrix to match offenders

with programs. A formal disposition matrix helpsplace offenders at the most appropriate level in thesystem of sanctions and increases the precisionof program matching. It organizes sanctions andprogram interventions by risk level and the mostserious current adjudicated offense. A sampledisposition matrix for youth adjudicated delinquenthas been made available by the Juvenile SanctionsCenter (2003, p. 87). Using their best professionaljudgment, local juvenile justice system G]S)managers determine the specific program formatsthat are to be used within each level of sanctions.

The key to making SDM tools work as effectivelyas possible for reducing delinquency is to optimizethe effectiveness of the programs that are matchedto the risk/need level in the disposition scheme.We next turn attention to our main theme of this

bulletin, how to use research evidence to improvethe effectiveness of programs.

A PROTOCOL FOR EVALUATING

JUVENILE JUSTICE SYSTEMPROGRAMS

Analyses of more than 600 studies of the effectsof programs on delinquency at the VanderbiltInstitute for Public Policy Studies has provided thefoundation for evaluating juvenile justice systemprograms against "best practices." The database

is analyzed in an OJJDP project to identify anddescribe the characteristics of effective programswith the greatest implications for improving practicein juvenile justice settings. This bulletin describesa protocol that has emerged from this work forevaluating juvenile justice system programs in thismanner.

EFFECTIVE JUVENILE JUSTICESYSTEM PROGRAMS

Application of the systematic research synthesistechniques of meta-analysis3 to the large bodyof research on the effectiveness of delinquency

prevention and intervention programs has resultedin a number of well-documented and largelyencouraging findings. For instance, the overallaverage effect on recidivism found for thoseprograms that have been evaluated using controlgroup designs is positive and statistically significant,though of rather modest magnitude (Lipsey, 1992,1995; Lipsey & Wilson, 1998). The variation aroundthat average, however, is quite large, indicating thatthe effects of some programs are quite sizeablewhile those of others are negligible or even negative.Such a broad range not only means that properlyconfigured programs can be very effective butthat there is generally room for most programsto be revised in ways that will improve them. Ofcourse, on the downside, it also means that poorlyconfigured programs will most likely be ineffective.

Not surprisingly, the programs that show thelargest effects in the research literature are researchand demonstration (R&D) projects set up undercircumstances that are typically more favorable thanthose attainable in routine juvenile justice practice.These more favorable circumstances typically include

more monitoring of implementation integrity, fewerdifficulties in treatment implementation, and greaterintensity of treatment. Nonetheless, the availableevaluations of programs developed and/or usedby JJS practitioners find that most of them reducerecidivism, at least slightly, and nearly one-fifth ofthem produce very meaningful reductions (Lipsey,1999b).

These findings indicate that juvenile justiceprograms used in routine practice can be effectivebut that this does not happen automatically. At thesame time, they highlight the importance of certainfavorable program characteristics and suggest thatincorporating those characteristics might makeprograms more effective.

A PRACTICAL APPROACH TO

IMPROVING JUVENILE JUSTICESYSTEM PROGRAMS

If research on the effectiveness of juvenile justice

programs shows that certain program characteristicsare associated with greater reductions in recidivism,it is a good bet that practical programs thatincorporate those characteristics will be moreeffective than those that do not. A potentiallyuseful way to apply that research, therefore, is todescribe those favorable program characteristicsspecifically enough for practitioners to be able todetermine how well their programs match themand, if appropriate, how to improve the match. Onegoal of the current meta-analysis work, therefore,is to generate very specific research-based profilesof program characteristics that can be used bothas a "best practices» standard against which toevaluate juvenile justice programs and a roadmap for

This method of synthesizing research enables a researcher to examine awide range of program evaluations, and a great deal of coded detail about each, in a systematic and relatively objective manner.In addition, the specificity of meta-analysis results often makes them easier to translate into practice than narrative reviewresults-as will be seen later in this bulletin.

improving them.

For these purposes, then, "best practices" refers to adifferentiated set of program characteristics, variouscombinations of which are shown in research

studies to be associated with positive outcomes, evenfor serious and violent juvenile offenders (Lipsey,1999a, 1999b; Lipsey & Wilson, 1998). In particular,Lipsey's most recent meta-analysis of nearly 600research studies in his meta-analysis databasehas identified the following three major featuresrelated to the effectiveness of juvenile delinquencyprograms:

1. The nature and mix of program servicesprovided to the juveniles.

Careful identification of the distinct services in

programs represented in research studies revealsthat there are typically multiple services in eachprogram (an average of 5.5 per program) andthey appear in myriad combinations in differentprograms. Thus, from a practical standpoint, effortsto improve juvenile treatment and rehabilitationprograms necessarily must focus on combinationsof individual service components. For purposesof creating best practice program profiles, thissituation can be approached by describing eachprogram in terms of a primary service and somenumber of supplementary services. The differentialeffectiveness of various combinations is thenassessed as follows:

.Primary service type-more and less effectiveprimary services are identified on the basisof the independent recidivism reductionsassociated with them, that is, their effects when

the influence of any companion services isstatistically controlled.Supplementary services-the effectivesupplementary services are those which, whencombined with a given primary service, areassociated with significantly greater recidivismreductions than those associated with the

primary service alone.

.

2. The amount of service the programprovides to each juvenile.

Not surprisingly, the meta-analysis shows that thetotal amount of service a program provides isrelated to its recidivism effects. Up to some optimalpoint (that varies among programs), more service isassociated with larger effects. Most of the influenceof the amount of service can be captured in tworelated program characteristics:

. The total number of contact hours/days theprogram has with each juvenile.The duration of the program, e.g., the numberof weeks from the date of the first regularservice contact to the date of the last regularcontact.

3. The characteristics of the juveniles servedby the program.

Some juveniles are more responsive to a giventype of service than others. Many aspects of theirbackgrounds, personalities, and experiences mayaccount for this, but most such characteristics are

not usually examined very closely in research onprogram effectiveness. Two general characteristicsof the juvenile clients that are often documented inthe research, however, were found to be associated

with the outcomes of many programs:

.Risk level-some programs are more effectivefor high-risk than low-risk juveniles and viceversa for others.

Age-some programs are more effective forolder or younger offenders, with the youngergroup generally identified as those 12 to about15 years old, the older group about 16 to 18.

.

Collectively, the way in which these features arerelated to the effects of juvenile justice programstells us much about what works best and for whom.

These features, in turn, can be configured intoprogram profiles that identify the characteristics thatthe research evidence indicates should constitute the

"best practices" for juvenile justice programs.4

A PROTOTYPE PROGRAMEVALUATION PROTOCOL

Taking the approach described above, we havedesigned a prototype instrument, the StandardizedProgram Evaluation Protocol (SPEP), whichitemizes the characteristics of effective programs(Lipsey,Howell, & Tidd, 2002). This instrumentconsists of a rating scheme that assigns points tospecific program characteristics according to theirrelationship to recidivism outcomes in the availableresearch. Different ratings and point allocations aredefined for different programs, classified accordingto the primary service they provide.

Figure 1 (see page 7) shows a SPEP form for ratinga program with family counseling services for courtsupervised delinquents.s Because family counselingis a very effective service by itself (i.e., it producesabove average reductions in recidivism), it is worth60 points as a stand-alone intervention.6 Programscan earn extra points, up to a total of 100, if theyhave other features of the most effective familycounseling programs that have been evaluated.7 Theremaining SPEP sections allocate a maximum of40 additional points according to the incrementalreductions in recidivism that can be expected byadding a supplemental service to family counseling(item 2 in the SPEP instrument), providing theoptimal amount of service (items 3 and 4), and

serving juveniles with the risk level and age forwhich this intervention works best (items 5 and 6);that is, for youth at different risk levels, and for olderversus younger youths. Used as an assessment of aparticular JJS program with the designated primaryservice, this process yields a total score that indicateshow closely the characteristics of that programmatch those that constitute best practice accordingto the research.

Juvenile justice officials can use this rating scheme toassess their existing programs and identify optionsfor improving them. For example, they could opt todiscard a weak program in favor of a more effectiveone. Alternatively, they might add an appropriatesupplementary service component, arrange todeliver a more optimal amount of service, or alterthe type of client targeted in order to improve theexisting program.

Although it has not yet been validated with outcomedata, this approach holds promise for assistingprograms administered or sponsored by JJSpractitioners to more closely approach the recidivismreductions demonstrated by the most effective

programs represented in the research literature.Indeed, our meta-analysis of research studies forjuvenile court programs suggest that incrementalimprovements in the average court supervisionprogram can potentially cut recidivism nearly in halfTable 1 (see page 9).

5 Family counseling/ therapy is a technique focusing on family interactions/dynamics and their link to delinquent behavior. Thistype of treatment involves the entire family, but, at a minimum, involves the child and his/her parent(s). This interventionmay also include the availability of a trained individual to respond either over the phone or in person to a crisis involving thejuvenile and/or his or her family (Lipsey et al., 2002).

The assigned numerical values represent the added increment of recidivism shown inresearch. In some cases, the added increment is very small; in others, it is quite substantial.

A project is currently underway in North Carolinato implement and test a pilot version of the SPEPthat is tailored specifically to programs employedin the state. This statewide continuum-buildingproject entails assessing existing juvenile justicesystem programs against best practices, identifyingweak programs, and using knowledge of thecharacteristics of effective programs to improvethem. The first step involved gathering very detailedinformation on the variety of program services inuse across the state. The service components inthe North Carolina programs were coded usingthe same coding scheme as was used in the meta-analysis for the service components of the programsrepresented in research studies. Then, programsin the research database with service componentsthat clustered with those of the North Carolina

programs were extracted and analyzed to determinethe effective features expected to be applicable tothe comparable North Carolina programs. Thisprocedure enabled us to develop a version of theSPEP that applies specifically to North Carolinaprograms (Lipsey et al., 2002).

In the current phase of the North Carolina Project,representatives in pilot counties are being trained inhow to assess and improve current prevention andcourt programs. The collective effect of improvingindividual programs, of course, is intended to makethe entire continuum of prevention, juvenile court,and correctional programs more effective. In the lastphase of the North Carolina project, programs willbe evaluated to determine whether the project teamsuccessfully engaged practitioners in changing theirprograms to conform closely to the advice of theSPEP. Future research will determine whether the

improved programs produced recidivism reductionsexpected on the basis of the performance ofcomparable programs in the research literature.

SPEP LIMITATIONS

The SPEP is not a blueprint for an entire juvenilejustice program. It measures only a few keycharacteristics related to the delinquency reductionpotential of the average program of a given type.Other outcomes in addition to recidivism, suchas improved school performance, better familyrelations, and less drug use, will be important aswell and the SPEP is not directed toward improvingthem. In addition, the SPEP does not providea treatment plan for individual clients that isresponsive to their particular needs and situation,it only creates a framework within which treatmentcan be planned. Its purpose is only to guide juvenilejustice managers toward forms of intervention thathave the greatest potential for decreasing overallrecidivism levels for general categories of clients.The treatment plan details within each interventionprogram must be left to the respective serviceprofessionals to individualize for each juvenile.

SUMMARY

"Graduated sanctions" is often misused to describe

punitive actions that, presumably, will reducedelinquency. In and of themselves, graduatedsanctions rarely change juvenile offenders' behavior.It is the ameliorative programs provided within agraduated sanctions system that produce changein offenders. Advanced structured decision

making tools are available to assist juvenile justicesystem professionals in developing a continuumof graduated sanctions that can be linked with acontinuum of treatment options, both componentsof which can be matched with considerable

precision to offenders' recidivism risk level andtreatment needs. However, effective programs mustbe used if the graduated sanctions system andlinked interventions can be expected to produceworthwhile positive outcomes.

Meta-analyses of nearly 600 studies of the effectsof programs on delinquency at the VanderbiltInstitute for Public Policy Studies has provided thefoundation for development of an instrument (theSPEP) for applying research results in this manner.The use of the SPEP instrument in the juvenilejustice system complements the application of riskand needs assessment instruments for purposes ofprogram improvement, identifying program gapsand shaping service plans for individual clients.Effective prevention and rehabilitation programsare integral to an effective graduated sanctionssystem. Use of the SPEP is a practical approach forpotentially making existing programs more effective.
