With the field teams loaded up and busy, manage-ment teams across the building industry are about to begin focusing on 2016 goals, and 2016 bud-gets. Thanks to all of our members for including the FCBIA in your budgets in 2015. Please make room for us again for 2016. Your support is vital.

The Association ends up borrowing money on our line of credit at some point each year to get the bills paid. If you can nudge your membership up to Premier Club (if you’re not already there), or up a level of Premier Club if you are already helping, then together we can make 2016 the year we don’t have to borrow that money. members more successful is the re-establishment of the Sales & Marketing Council. The S&M Council (that should pique interest) was, at one time, a vibrant and integral part of the Association. When the Great Housing Crash was under way, staffs were reduced, workloads increased, money dried up, and the Sales & Marketing Council slow-ly faded to a few. But those few are like embers still burning in the shadows anxious to restart the fire. A huge thank you to one of those members, Hugh Gordon, for taking the initiative to re-ignite that fire. The Sales & Marketing Council will help our sales teams remain current in the ongo-ing education they need for their licenses and to be better sales people. It will give this part of the industry opportunities to network and learn from each other about the Frederick Market. There are 9 national or public homebuilders, and dozens of smaller builders and custom builders in Frederick County. That shouldn’t surprise your sales and marketing staffs. They should know who their competition is, what they’re offering and how they’re doing. If they are not on top of that, they should be the first in line for the new Council. There will be regular opportunities for them to get together with their industry and get to know each other, open lines of communication with each other, and to be better informed about what’s going on. Their buyers are out there shopping, so they know what’s going on. We think our sales and marketing members should know too. And we haven’t forgotten about Real Estate agents who will be better prepared for their buyers by getting to know new home sales teams. They will gain inside information on new home promotions, and be able to share and learn from other Real Estate and Mortgage professionals. There is much, much more to say about all that will be happening, but my space is limited. Management, having all of your sales and marketing team members join the Council for 2016 will be one of the best decisions you can make. It is a great investment.

Those are just a couple of member benefit en-hancements we’re focusing on for 2016. Of course, the Association spends most of our effort working with the County, City and Towns in Frederick as they work to make policies and regulations that further their agendas. Or goal it broaden their focus so all impacts of decisions are understood and considered. Unintended consequences won’t just hurt this industry, but can also hurt Frederick County as a whole. Noel Manalo has done his normal great job of focusing on one such is-sue in the Land Use Council article that follows

– potential increases to School Impact Fees. The problem is easy to grasp. School Impact Fees, are paid to the County when each building permit is pulled, make up a sizeable and important part of the County’s school budget. But for reasons the Association is working with officials to un-derstand, building permits are down this year in Frederick County. That’s a big budget buster. One simple potential solution is to merely raise school impact fees for future permits to make up the dif-ference. (Show of hands . . . who thinks raising the cost of homes will not reduce further the number pf permits pulled?) Unintended (but predictable) consequences.

When you’re a hammer, all problems look like nails. When you’re a regulator, everything can be solved with more regulations. The problems fac-ing Frederick County don’t need more regulations. They don’t need more fretting over the past and spending the limited time, money and resources available focusing backward. Frederick County needs leaders. Leaders who understand that lead-ing means looking forward and not backward. Leaders who envision Frederick County’s poten-tial. And when they understand how that future can be achieved, they will realize that if it is going to happen, the building industry needs to be alive and well, and a willing partner in making it hap-pen. When we have leaders looking forward and not quibbling over the past, and working together for Frederick’s future, then the Fredrick County Building Industry can be an effective and partner in helping to build that great future for Frederick County.

Add your membership to your budgets for next year. Anticipate a better 2016 by helping us help make it one by becoming a Premier Club mem-ber, or bump your Premier Club membership up a level or two. And please encourage (if that’s all you can do, or require if you can) your sales and marketing folks to join the Sales & Marketing Council. They get vital knowledge, and they also get encouragement and recognition by their peers through awards, direct feedback, and camaraderie. And your company will get a more effective and informed sales team.■

Fall greetings. With the season of fall comes the start of school, and with this year’s start of school the topic of school construction costs is under discussion.

First came assertions that there may not be sufficient County funds for both the planned Butterfly Ridge Elementary School (to serve the western end of the City of Frederick) and Sugarloaf Elementary School (to serve the Urbana area) in the fiscal year 2018 timeframe. Then came assertions that Maryland laws regarding prevailing wage and stormwater management were factors in driving up school construction costs, including the costs of the Frederick High School project (which should be viewed as a unique project involving a challenging site, with a degree of retrofitting).

Productive discussion on the subject requires an accurate accounting of what exactly comprises the school construction costs presented to the public. Accepting the Frederick County costs presented as accurate, it is astonish-ing to compare these costs to those of other states, as Rocky Mackintosh of MacRo, Ltd. has noted in a recent online piece.

Local government officials are reacting to increased school construction costs with their standby reflex response of desiring additional extractions from the new residential construction segments of our industry. Future residents are to bear the cost of paying for school construction to accommodate students that already reside here. It is politically expedient to make future residents pay, rather than to take time and examine the real drivers of school construction costs and perhaps ask current voting residents to be part of the solution.

The purpose of an “impact fee” is to capture some of the public services costs associated with the “impact” created by the new dwelling. A rational observer would see that the capital improvement needs advocated to address Hillcrest Elementary School capacity relate to a school district that has seen essentially no new building permits in the recent past. Existing residents and new resi-dents of existing dwelling units in this school district pay no impact fees.

If public officials are going to make new residents in one part of the county pay more for their homes (due to higher impact fees) to bear the costs of im-pacts in another part of the county, then they should follow through on the logic and take a holistic look at school capacity. As of the writing of this piece, September 2015 enrollment figures were not available; working from the June 30, 2015 figures, system wide State Rated Building Capacity for Frederick County was 88%.

What are the capacities of some elementary schools in proximity to Hillcrest Elementary School? Orchard Grove, 93%; Ballenger Creek, 97%; Parkway, 92%. A bit further out, but still a bus ride’s distance away: Middletown ES, 84%; Middletown PS, 86%. And in proximity to Centerville? Green Valley, 77%; Kemptown, 83%; Oakdale, 87%. Redistricting students from the > 120% capacity schools to the < 100% capacity schools would alleviate “overcrowding”.

We need to make an effort to understand: the true causal factors in the cost of building schools; the factors and criteria state and local government use to determine a school’s “State Rated Capacity”; and the true costs and benefits of redistricting. Once we have done this work and have a better understanding of the realities, maybe at that point honest politicians interested in solutions will have the fortitude to make the right choices.■

Member SpotlightHagerstown, MD - August 22, 2015 - Groundbreaking Ceremony for a new home to be built for injured Army Sgt. Kevin Jaye by Homes for Our Troops. Dan Ryan Builders, the build partner and supported by the FCBIA, is teaming with Homes for Our Troops in building a specialty adapted home for Sgt. Kevin Jaye, who was critically injured in June of 2012 by a pressure-plate IED blast in Afghanistan.

The Sales and Marketing Council is poised to announce exciting changes that are in the works for 2016.

Some of industry’s best sales and mar-keting professionals, including Betsy Cain, Todd Walker, Jim McCormack, Sarah Harne, Blair Ryan, Rocky Mackintosh, Brian Flook, and Barry Weller have had their creative juices flowing. There have been discussions about how to reinvigorate and reenergize the Council. All of those participating want the Sales and Marketing Council to, once again, provide so much value to the membership that every sales person in our industry will not only want to be a part of what we’re doing but will have a need and desire to participate.

The group has re-examined what made the Council so successful in its earlier days. The suc-cessful networking opportunities will definitely re-turn as will many of the training classes. The CSP

classes and other training programs will also be making a reappearance.

There are many ideas under consideration which need to be confirmed prior to announcing but suf-fice it to say every one of the benefits are going to make the Sales and Marketing Council a dynamic part of the FCBIA once more.

Sarah Harne and Blair Ryan have agreed to run for the Presidency and Vice Presidency of the Sales and Marketing Council for 2016. They will give the Council a fresh young perspective and will provide new ideas and reenergize leadership. Betsy Cain, Barry Weller, Todd Walker and I have agreed to run as board members of the Council, to support Sarah and Blair as they get started.

We hope to be making an updated announcement in the next thirty days so keep an eye out for our updates. The Sales and Marketing Council WILL BE the place to be in 2016.■
