Malaysia’s ambitious plans to transform into a high income, competititive and innovation led growth economy is an exciting programme that will bring immense benefits and create many new opportunities for Malaysians. At the same time there are many challenges for us to overcome and issues to address before this transformational vision becomes a reality.

The National Conference on ‘Making High Income Nation a Reality’ held on Friday, 23 September 2011 was co-organised by ASLI and INSAP, in Strategic Partnership with The Star Publication, and was supported by the Jeffrey Cheah Foundation set the stage for key stakeholders to feel the pulse of development and to take stock of challenges, issues and opportunities available in our journey towards becoming a High Income Nation. The Conference also provided a timely opportunity for participants to deliberate on the goals, strategies and plans, besides enabling participants to discuss and debate what needs to be done to turn this vision of Malaysia becoming a High Income Nation into a reality.

Prime Minister of Malaysia YAB Dato Seri Mohd Najib graced the Conference. In the Prime Minister’s Official Opening Keynote Address, he called on all Malaysians to be committed to the National Mission in achieving the “Vision 2020”. The Prime Minister urged the people that in the spirit of 1Malaysia; tolerance, total acceptance and appreciating Malaysia’s diversity to move forward as a nation is vital in moving Malaysia forward.

During the session on Malaysia’s Transformational Journey Towards Becoming a High Income Nation, speakers believe that 2010 and beyond brings a new influx of areas that the Malaysian economy should really focus on and attempt to be a big part, if it is to make up for the slowdown of the last decade and in moving towards the aim of a high income nation. Tan Sri Dato’ Azman Mokhtar, Managing Director of Khazanah Nasional Bhd highlighted that an improvement in productivity and productivity-led growth are critical in driving the economy without having to drive inflation up. It was said that productivity could be better achieved, if better governance, better education, talent, corruption and wastage, as well as fiscal discipline could be emphasised. Tan Sri also mentioned that there is an urgent need for Malaysia’s footprint to grow within the region. New industries need to be developed, and economy could be further diversifed by incorporating new sectors. Prof Dato’ Dr. Normal Mansor, Secretary-General of the National Economic Advisory Council then highlighted that bankruptcy law in Malaysia needs to be improved, venture capital needs to get moving, and a critical mass of pollcies is needed to support the Strategic Reform Initiatives that have been shaped under the New Economic Model.

and work value of Generation Y were discussed extensively during the session. The panel, moderated by Senator Gan Ping Siew, Deputy Minister of Youth and Sports addressed the question on what would satisfy the sophisticated younger generation, in terms of their ideals on democracy and economic participation. An interesting perspective came about when one of the speaker raised the question of the meaning of “High Income Nation”. 4 questions were highlighted: Is a high GNI an aim in itself? Do we have the right framework and policies to take us there? What are the inclusiveness and sustainability aspects of the New Economic Model? What are our roles as individuals to make a high income nation a reality? The speaker emphasized on the need that the mission of making Malaysia a High Income Nation should be understood and accepted by all Malaysians. An intergrated package of reforms would be needed, and all Malaysians must be willing to suffer a little along the way in order to achieve a better overall standard of living.

The session on Winning the War on Talent was well received by the delegates when the issues of lack of incentives for skilled professionals to work in Malaysia, lack of focus on areas of specialization on and coherent policies to develop and retain talent, misallocation of resources and race based policies, as well as a debate on whether talent is indeed necessary rather than leadership, were addressed. The session was moderated by Dato’ Wira Chor Chee Heung, Minister of Housing and Local Government and panelists in this session were Dr Tai Cheh Chin,

Orthopedic Surgeon; Ms Tricia Yeoh, Former Research Officer to the Selangor Menteri Besar; Roshan Thiran, CEO of Leaderonomics.

The final session on Turning Vision into Reality focused on issues like Education, productivity, racial and ethnic policies, values, beliefs and attitudes; that were seen as obstacles right now for Malaysia to progress. The panel consisted of Dato Lim Si Boon, CEO of Tenby Schools Malaysia and Datuk Dr Denison Jayasooria, Principal Research Fellow at KITA, UKM; moderated by Dato Dr Michael Yeoh, CEO of ASlI identified two main problems that undermine Malaysia’s progress, ie Education; and the heavy involvement of race, ethnicity and religion in politics and economic interactions.

Dato Seri Dr Chua Soi lek, President of MCA addressed the Conference at this Closing Address, and highlighted that immediate attention is needed to improve productivity. Productivity is vital to satisfy the short-term needs, and Education would be the long term measure, in driving the Malaysian economy towards achieving a High Income Status.

The Conference were attended by 450 delegates and concluded in Sunway Hotel Resort and Spa with delegates and speakers stressing both the importance of all Malaysian coming together to move the country forward, and the political will and responsibility that the country leaders bear, for-a better shared Malaysia.

ASLI HOSTS 3RD WORLD CHINESE ECONOMIC FORUM

Against the backdrop of major political and economic shift in many parts of the world, China’s liberalisation and modernization, and the heightened economic uncertainty at the global level, the 3rd World Chinese Economic Forum with the theme Linking East and West in a Globalised World convened in Kuala Lumpur to address China’s increasing importance to Asia and to the global economy, as well as the integral role that it continues to play in driving regional and global economic recovery.

The World Chinese Economic Forum (WCEF) brought together eminent business and thought leaders from Europe, USA, Asia and Australasia to network, share ideas and experiences. This year, the 3rd World Chinese Economic Forum met at a moment when investors all around the world are risk-averse.

The 3rd World Chinese Economic Forum drew on knowledge and experience of 60 speakers from 25 countries and 500 delegates from 33 countries. Multi-stakeholders explored possible futures for the world and the region, based on regional politics, resources and economic engagements. The Forum finds new perspectives on what has indeed been a tumultuous time of change economically in the region and globally, with the unfolding of the sovereign debt crisis in Europe and the U.S. recession.

In a variety of session formats, speakers and participants discussed topics ranging from China’s Tranformation? What’s next for China? Is Asia Decoupling from the USA-led by China’s Rise? Is the Beijing consensus better than the Washington consensus? Is China’s growth sustainable? China Rises, ASEAN & East Asia Benefits: How China’s Growth is Impacting the Region? How can the Chinese Diaspora contribute to economic prosperity, promoting inter-ethnic harmony

and closer international understanding? What will be the changing roles of the Chinese Diaspora in the 21st Century, in a globalised world? Global Chinese Entrepreneurship?Growing the Bamboo Network Globally. How can non-Chinese entrepreneurs learn from and benefit from partnerships with the Chinese entrepreneurs? Leadership Forum-?Transformational Change and Leadership-Transforming Nations, Communities and Companies. What are the major lessons learnt from transformational leaders? What are the key attributes of transformational leadership? CEO Forum-- Leading and Managing Growing Companies. What is the power of vision? How to overcome adversities and what are the pitfalls to avoid? Investment Roundtable-New Economic Sectors- What are the New Hot-Spots and Sectors?

The Forum this year highlighted the fact that China’s unremitting explorations and liberalisation policy have not only benefited the 1.3billion people of China, but also people from around the world. It calls to action the range of existing and potential stakeholders to fully and jointly participate in growing a healthy global economy. The Forum took note that the emergence of China is not something we all should be wary of, in fact it should be quite the opposite - a strong and stable source of growth in the global economy which will benefit countries from Southeast Asia to South America, from America to Africa.

The Deputy Prime Minister of Malaysia Tan Sri Muhyddin Yassin addressed the Forum at its Official Opening Ceremony. He recognised that the Malaysian Chinese Businessmen have been our main domestic investors, and that the Malaysian Chinese Businessmen has been an active contributor to the Malaysian economy. The Deputy Prime Minister called upon the Chinese business community to continue to play an active role in the next stage of the country’s development.

Tourism Minister Dato’ Seri Dr. Ng Yen Yen said ASEAN, China and the Middle East should foster closer ties with each other. She said these three regions can forge a new growth triangle to lead the world in economic growth. Former Prime Minister Tun Abdullah Ahmad 8adawi said trade, finance and investment should remain important in enriching platforms to launch the new growth triangle. Meanwhile, Penang Chief Minister Lim Guan Eng said the

people must be given the freedom to operate against the norm if the country hoped to allow innovation to take seed and grow. Other speakers at the Forum saw the potential in China’s green sector particularly in energy savings and environmental protection, clean-energy vehicles and renewable energy.

A speaker pointed out that economic power is measured by way of looking at where the spotlight points to; which country has the economic push and pull factor in the economic architecture. An example would be when the symbolism of the French President calling an Asian Leader for aid in light of the European Economic Crisis said it all. Therefore China, is set to become the world’s banker. Another interesting, yet, long forgotten economic theory was shared- ‘there is a great advantage to being the last to start in terms of development’. Asia is in the stream line of Europe and the USA who are tired and aging, and Asia has the most populated areas of scarce natural resources. Therefore, Asia is going to take the lead, China in particular. However, a speaker from China humbly pointed out that the future of sustainable economic growth of China will certainly face a more complex transformation of pressure, and its development path will also be more challenging.

This year, the Forum also witnessed the signing of 2 framework agreements worth RM2.5billion between Iskandar Investment Bhd and Qingdao Zhuoyuan Investment Holding, a China based company, for the development of a mixed residential and commercial projects in Medini Iskandar. ASLI formalised its long relationship with the China Council for the Promotion of International Trade and China Development Institute, and was witnessed by the Deputy Prime Minister of Malaysia YAB Tan Sri Muhyddin Yassin.

Another new dimension of the World Chinese Economic Forum (WCEF) 2011 was the conferment of the Lifetime Achievement Awards to honour some outstanding personalities who have achieved distinction and excellence in their industry or profession. The support of the Australian and Victorian State Governments is encouraging for it will further cement the linkages between Australia, Southeast Asia and China. The Governor of Victoria HE Alex Chernov, in his Closing Remarks at the 3rd WCEF said that ‘it is an honour to welcome the 4th World Chinese Economic Forum to Melbourne. We look forward to working with ASLI and the World Chinese Economic Forum in the coming months to make the 4th WCEF a success.’

ASLI ORGANISES WORLD WOMEN ECONOMIC FORUM

With women performing two-thirds of the world’s work force, women certainly represent a powerful and significant force in driving the global economy. However it is a sad fact that despite covering a large majority of the world’s work force, women only earn 10% of the world’s income. Women’s economic empowerment requires bold and sustained action to advance women’s opportunities and rights to ensure that women can participate and be heard.

ASLI, under the Distinguished Patronage of Datin Seri Paduka Rosmah Mansor, Wife of the Prime Minister Malaysia, was proud to bring the World Women Economic Forum 2011(WWEF) on 19-20 Sep 2011 at the Sunway Resort Hotel & Spa. With the theme “Strengthening Economic Empowerment for Women: A Blueprint for Success”, the forum brought together 300 women from across all industry and profession in the region to discussed the latest insights and issues affecting economic empowerment for women. The forum addressed key issues that affect women and their economic potential and the same time inspire and motivate women to help themselves and to work together to harness their fullest potential.

Datin Paduka Marina Mahathir shared her mother’s experience as a working mother. Tun Dr Siti Hasmah Mohd Ali, Wife of the Former Prime Minister of Malaysia was a Malay woman doctor and had faced many challenges for the betterment of the rural mothers’ healthcare.

Marina Mahathir also highlighted her mother as the first woman medical doctor in Malaysia, yet she learned many values and humility from her experienced working with and for the rural women. In her speech, Tun Siti Hasmah claimed that the rural women had affected her life as the woman she is today.

Referring to Tun Dr Siti Hasmah’s personal experiences as a medical officer dealing with rural women, Tan Sri Rafidah Aziz the Former Minister of International Trade and Industry Malaysia emphasised on the importance to

look at women not as a homogeneous group, but as specific target group, such as professional women, dependent women, self-sufficient women, and single women. She stressed the need to expand to all spectrums of women when talking about economic, social and even political empowerment.

She added that policy makers, society at larger and women themselves play very important role in achieving the economic empowerment of women. Women need skill enhancement, improved knowledge and financing system, support system that help women to be enterprise, support system that heln women to have credit and financing system, and facilitate women such as providing training to be good entrepreneurs and guide them along. In microcredit, it is interesting that highest repayment is among women.

WWEF participants were also privileged to have the opportunity to listen to a special video message by H.E Melanne Verveer, US Ambassador-at-Large for Global Women’s Issues made especially for the Forum.

In her message Ambassador Verveer stated the USA and Malaysia are members of APEC, which was held recently in San Francisco, an avenue for leaders to came together to discuss on the role of women played in the global world. Their policy recommendation will be presented in Hawaii in November. She added that women has not fully participate economically, thus the loss of GDP for a new paradigm of growth. Investing in women is smart economics. Countries that is economically competitive have the smallest gender gap in the work place and economic. She said there is a need to keep away barriers, such as discriminatory laws and actions in order for women to achieve her full potential. She praised the women of Malaysia for their economic participation in civil service, universities and women leaders in all sectors. She believed the WWEF will provide the platform for women to move forward themselves.

mere 10 % due to women having low skills, the lacked of access to education and other opportunities, discrimination at the work place, and cultural impairments. Women engaged in economic opportunities are empowered through their income, education, and support structures and networks for their well-being and societies as she added on. In UNDP report, the GDP of countries increased as women are engaged in the labour market.

She continued that the prominence of women cannot be refuted in various sectors; the glass breaking must be an ongoing process. As working women, the juggling between work and home are the challenge that women while facing the rapid transformation of the world. In Malaysia, since independence, women have been participating in politics and economy through the championing the advance status of women. She added that since 1976-1980, projects and legislations has been introduced to mainstreaming women in development. This was further strengthen with the national policies in 1989 and followed by the establishment of the Ministry of Women and Community Development in 2001. In 2009, the 2nd National Policy on Women and The Women Development Action Plan was launched.

Datin Paduka Seri Rosmah continued that the Malaysian government has also pledge to achieve the UN Millennium Goals by 2050, as well as the Convention on elimination of discrimination against women and the ILO Convention on the equality. The women entrepreneurship development programmes were pushed in 2010 for women entrepreneur advancement. Recently, the government also pushed for 30% women on the board and decision making position in the corporate sectors. Participation in professional and high value jobs has been increased as well. Malaysia also boost many women in leadership positions in government, corporate, NGO and various sectors through gender equality and women empowerment of the government’s efforts.

ASLI organized its 16th Malaysian Capital Market Summit with the theme “The New Normal After The Global Financial Crisis - Capitalising on Transformation Opportunities” on 24th and 25th November 2011 at the Sheraton Imperial Kuala Lumpur Hotel. This Annual Series of Malaysian Capital Market Summits, now in its 16th year has been a premier gathering of institutional investors, economists, analysts, fund managers and corporate players to feel the pulse of the Malaysian capital market and to evaluate the economic and investment outlook for the country the following year.

The Minister of Finance II, Dato’ Seri Ahmad Husni Hanadzlah delivered the Opening Keynote Address. The Minister assured that the Government is closely monitoring the European situation. Any direct contagion from Europe on Malaysia’s financial system and institutions would be limited because of the country’s negligible exposure to the eurozone debt. In the short term, though, stock market volatility would be inevitable. The Minister also noted that the impact of the eurozone debt crisis on Malaysia’s real economy through trade would be limited as the country’s trade exposure increasingly had been shifting away from the West to developing and emerging economies in the East. Exports to the European Union in 2010 for instance only accounted for 10% of Malaysia’s total trade volume. Trade with India, on the other hand rose 35% in the first 9 months this year, while exports to China grew 43% last year from 2009. Going forward, Malaysia’s economy primarily would be driven by domestic demand.

The Minister also said with the coming of greater ASEAN capital market integration, Malaysia’s financial institutions could build a similar network of value chain across the region. Our financial institutions must begin to build their capacities in talent, technology, management and branding, the Minister explained. If you cannot do it alone, collaborate. The collaborative economy is the economy of the future, he added.

The Chairman of Bursa Malaysia Tun Mohamed Dzaiddin Abdullah presented some slides on “The ASEAN Opportunity: An Exchange Perspective” at the Special Luncheon Address. He says there are 2 big challenges for us; Today in theory, a Malaysian company can list on any ASEAN Exchange. In 2012, a Malaysian company will be more easily traded by an ASEAN Investor regardless of where it is listed. What we need to do together is to galvanise to ensure Malaysia is at the centre for trade flow in the ASEAN Capital Market.

The Senior Fund Manager of Kumpulan Sentiasa Cemerlang Sdn Bhd Mr. Yeoh Keat Seng said for now, Malaysia will continue to ride along with the rest of Asia in attracting funds inflow from US / Europe because of the region’s favourable dynamics. The largest and fastest growing markets will attract a larger share of funds flows over time. Currently, Malaysia is behind Singapore and Indonesia is very close behind us, and I will not be surprise if Indonesia can surpass us in terms of attracting foreign funds in the coming years, said Mr. Yeoh.

ASLI REPRESENTS INVEST HONG KONGHong Kong was the world’s third largest recipient of Foreign Direct Investment (FDI) flows in 2010, according to the United Nations Conference on Trade and Development’s (UNCTAD) World Investment Report 2011 (WIR) released recently. For the 13th consecutive year, Hong Kong continued to be the second largest FDI recipient in Asia, after Mainland China. The all-time record of US$68.9 billion inflows to Hong Kong in 2010 represented a 31/5 percent increase over 2009.

Invest Hong Kong, the department of the HKSAR Government responsible for Foreign Direct Investment has appointed Asian Strategy & Leadership Institute (ASLI) as its consultant based in Kuala Lumpur, Malaysia. In these roles, the consultants will carry out Invest Hong Kong’s work in the ASEAN region to support ASEAN businesses to set up or expand in Hong Kong.

ASLI as their ASEAN representative has arranged and facilitated various investment promotion roadshows and focussed clients visits for the InvestHK Director General, Associate Director Generals Mr Andrew Davis and Mr Charles Ng and the Sector Heads to Singapore, Bangkok, Jakarta and Kuala Lumpur. Additionally, he noted that Chinese companies were using Hong Kong as a platform to access capital and expertise while meeting partners to make investments and acquisitions in other parts of East Asia. Mr Simon Galpin also reported that InvestHK expects the number of companies investing in Hong Kong for the full year of 2011 to exceed 284 firms.

1ST IGEM MINISTERIAL ROUNDTABLE

The First IGEM Ministerial Roundtable was held on Thursday, 8 September 2011 at the Kuala Lumpur Convention Centre. The Roundtable provided a clear focus for the Ministerial Discourse and the Open Forum to achieve global partnership for sustainability and facilitated a shift towards green growth. Dato’ Sri Peter Chin commenced the session with his Opening Remarks. In his remarks, he shared the Malaysia’s experience in managing the climate change with the audience. He also elaborated on Malaysia’s experiences with the implementation of low-hanging fruit measures or initiatives that managed to reduce 29 million tonnes of C02 equivalent. He went on to give a very comprehensive briefing on Malaysia’s challenges, cross-cutting issues and opportunities in green growth and low?carbon development.

The scene-setting Keynote Address ‘A Prosperous Low Carbon Future: Leveraging on Green Growth for a Carbon-Efficient Economy by Dr Rajendra K. Pachauri, Chairman, Intergovernmental Panel on Climate Change (IPCC), UN & Co-Winner, 2007 Nobel Peace Prize followed suit. He set the setting with the introduction of observed changes in the climate such as increased in global average air and ocean temperatures, widespread melting of snow and ice and the rise of global average sea level. The increase in anthropogenic Green House Gases (GHG) was seen as the main culprit with the likelihood of significant anthropogenic warming over the past 50 years around the world, except the Antarctica. He concluded by saying that the Asian countries are generally very progressive towards leveraging on green growth for a carbon-efficient economy.

This was then followed by the Ministerial Discourse I Roundtable chaired by Dato’ Sri Peter Chin, enabling each Speaker to make a statement on respective country’s management on climate change, experiences and challenges faced. Dato’ Sri Peter Chin then opened the floor for interventions and discussions.

The event closed with the Ministerial Dialogue & Open Forum “Pathway & Roadmap towards a Low-Carbon Economy - Realising Development Goals & Tracking Affirmative Actions’ moderated by Tan Sri Razali Ismail, Former Malaysia’s Permanent Representative to The UN & Pro-Chancellor of the University of Science of Malaysia (USM).

ASLI organised its 14th National Housing and Property Summit with the theme “Sustainability and Growth in the Housing & Property Industry” on 14th and 15th September 2011 at the Sunway resort Hotel & Spa.

The Minister of Housing and Local Government Dato’ Wira Chor Chee Heung delivered the Special Ministerial Keynote Address. In his speech, Dato’ Chor mentioned that sustainability of the housing and property sector should not focus solely on creating revenue and profit for the shareholders. We have to discuss on our role to ensure environmental sustainability taking into consideration that there is a direct impact of the construction of housing and property on our environment. We must acknowledge that the economy and environment are interdependent, and we are an integral part of the natural eco-system. The Minister further mentioned that taking cognizance of the importance of the housing and property sector, the National Housing Policy was launched by the Honourable Deputy Prime Minister. The goal of the National Housing Policy is to provide adequate,

comfortable, quality and affordable housing to enhance the quality of life of the people especially for those in the lower income group. An integral objective of the National Housing Policy is charting the future direction to ensure the sustainability of the housing sector. On our part, the Government under the 10th Malaysia Plan, plans to build around 78,000 units of houses under the “Program Perumahan Rakyat” throughout Malaysia, so that the “rakyat” from the lower-income group could benefit from the people-centric initiative.

CORPORATE ROUNDTABLE WITH THE INSPECTOR-GENERAL OF POLICE

On November 17, 2011 at the Shangri-La Hotel Kuala Lumpur, ASLI organized a Corporate Roundtable with the Inspector-General of Police of The Royal Malaysia Police, YDH Tan Sri Haji Ismail bin Haji Omar.

According to the IGP, The Royal Malaysia Police, as the custodian of the nation’s peace and safety has no choice but to be more responsive to the people. Tan Sri Ismail Omar in his remarks stated that he is proud of the vibrant workforce of RMP. He claimed that operations may be diverse, yet they are bound by a common goal - to bring down crime and to be the best that we can be in everything they do. He added that the passion for work, community and the nation is what drives the RMP to go beyond boundaries, each and everyday.

Though the initial targeted reduction rate for Index Crime was only 5% for Year 2010 from baseline Year 2009 but the actual achievement was 15.9% and this was further increased to 24.1% as at 3rd Nov 2011 according to him. The above reduction translate into a reduction of 28,315 cases for year 2010 and 42,873 cases for year 2011. The achievement as he added on was the result of comprehensive planning and concerted efforts by all parties. The RMP implemented their “Blue Ocean Strategy” in the execution of several initiatives like:

1) Reduce overall index crime 2) Reduce street crime 3) Reduce fear of becoming a victim of Crime 4) Increase violent crime offenders brought to justice, and 5) Increase public satisfaction on police Performance

As is often quoted, the maxim that “No man is an island”, the same would also be true of policing. This maxim is most aptly demonstrated by the Chinese character of man which clearly denotes that an individual must have the “support” of another if not it will tumble. Tan Sri Ismail Omar continued that we have a matured, responsible and inclusive Malaysian society who cares and understand each other’s culture, appreciate the nexus between Economy, Police and Nation and most of all realise and acknowledge that the “Policing Institution” too is not an island. A peaceful, safe and secured Malaysia would be the platform for growth - A vibrant economy. The business community would not only thrive but prosper. In so doing, Tan Sri Ismail has asked that the corporate sector play a “Futuristic Role” in crime prevention as it is not enough to be comfortable and say the world’s problem belong to the world. One day, the world’s problem will meet us at our doorstep.

Tan Sri Ismail Omar concluded that the RMP will serve with undivided loyalty to the nation as they are professionals. The RMP will serve with integrity, discipline, excellence and enthusiasm in support of the government’s transformation plans and the Blue Ocean Strategy to produce an innovative and productive society. The IGP assured that the RMP have chosen their paths. They are not fighting for survival or even maintaining competitiveness. He said that they are breaking away. They are developing a compelling vision to be the finest policing institution of the region.

Tan Sri Ismail Omar concluded that the future, as far as he can see, is an exciting place to be, but those who do not engage in future visualization will not be prepared for the change that is starting to take place. To be Future-Ready is to equip our children with Future Skills. The RMP will be Future-Ready to re-invent, re-design and re-engineer and they are focus to ensure a better Malaysia.

CPPS LAUNCHES “REPORT CARD” ON ASSEMBLYMEN AND MPsThe Centre for Public Policy Studies (CPPS) and UndiMalaysia launched Laporan Rakyat, a “report card” to assess the performance of state assemblymen and Members of Parliament.

It is a survey aimed at encouraging critical thinking and promoting active and meaningful participation of the rakyat at all levels of the democratic process. It requires people to rate the performance of their assemblymen and MPs.

The people are also encouraged to comment on key issues in the community.

Lawyer Edmund Bon said the pilot project, will be in the Hulu Langat constituency, a “swing seat in (the) 2008 (general election) that reflects the geographical, racial and religious composition of Malaysia”. He said the survey will also be available online.

This project is to make politicians more accountable and create an atmosphere of critical thinking among our electorates before they make their decision to vote. This encourages engagement with politicians,” Bon said.

“The idea came about when we realised there’s a serious gap between the expectations of the wakil rakyat and the expectations of the rakyat,” said Asian Strategy and Leadership Institute (Asli) senior vice-president Ng Yeen Seen who is also CPPS Directror.

She said the report will serve as a reflection to the elected representatives, and response to the effort has been positive among a few assemblymen.

“We are non-political. We are for the people,” Tan Sri Dr R.V. Navaratnam, Chairman of CPPS said, adding that this project creates awareness and underlines the relevance and importance of each voter.

“We cannot take democracy for granted. We cannot take free fair elections for granted,” he said.

“Please help us to help our people.”

Laporan Rakyat will be made available on the UndiMalaysia and CPPS websites. The findings will be released by March 2012.

As the ninth most visited country in the world, Malaysia is in the race for top tourism dollars. With tourism being earmarked as one of the 12 National Key Economic Areas, there is a stream of entry point projects as well as institutional support, incentives and knowledge resources being dedicated transform the country into a high-yield tourist destination. However, we are also bound for challenges along the way as this new tourism model implies that market players can no longer adopt a ‘business as usual’ mindset and merely compete on price as the sole comparative advantage.

Hence The National Tourism Seminar 2011, which was themed “Tourism Imperatives: The Deliverables of a High-Value Malaysian Experience”, was designed to highlight potential opportunities and challenges we foresee enroute the journey to becoming a high-income tourist destination.

The seminar was held on 21 November 2011 at the Royale Chula Kuala Lumpur and was officiated by the Deputy Minister of Tourism, Dato’ Dr. James Dawos Mamit. In his keynote address entitled “Exuding Malaysian Hospitality - Delivering a High-Value Tourism Experience”, the Deputy Minister spoke about the development ecotourism in the country. He elaborated that the Ministry of Tourism is currently working closely with University Utara Malaysia in Sabah in implementing a cognitive research in ecotourism, including strategiC guidelines to identify ecotourism sectors in the country.

At the Luncheon Keynote Address, Datuk Talib bin Zulpilip, Assistant Minister of Tourism Sarawak, shared insights into the on-going tourism development in Sarawak and the ministry’s strategic plans going forward.

Following that, the seminar moved on to panel discussions and presentations centred around key tourism segments and strategies with topics such as Destination Malaysia - Piecing & Perfecting the Malaysian Tourism Experience, The #trending Tourist - Capitalising on Social Media and Mobile Technology, Luxury High-End Travel - Drawing the Affluent Traveler to Malaysia, The Wonders of Borneo - Developing Tourism Markets in Sabah & Sarawak, Luxury & Leisure - Tourism for the Affluent Market and Ecotourism in Perspective - Economic, Conservation and Community Gains.

ASLI was given the honour to organise the Conference on Future Energy and Smarter Mobility by Shell as part of Shell Eco-Marathon programme. In his welcoming remarks, Mr. Anuar Taib, Chairman Shell Malaysia announced the ‘kickoff” of the Shell Eco-Marathon, inviting the participation of students in making cars that drive farther and faster using minimal energy. He also noted the significance of this event as a platform for Asia’s best entrepreneurs and brightest minds to discuss how Asia can best move into a future of its own making.

In his special address, the CEO of Royal Dutch Shell Mr. Peter Voser contextualised the challenges ahead for the energy sector in Asia specifically, but also the global ones. He stressed the importance of Asia, in terms of exacerbating the problem because of the rise of its middle class, but also as potentially providing solutions to the issues. The speaker briefly explained Shell’s development of the next generation of fuels, and how the company is looking into using materials such as straw, natural gas and hydrogen, to reduce CO2 emissions. However, he noted that the burning of any fuel to generate electricity would mean that the benefits of this type of energy will not be fully realised.

He estimates that to reach a target of just 30% renewable energy (RE) sources will take a concerted global effort. Shell projects that by 2050, 70% of gas supply will still come from regular energy sources. Many companies now opt for coal, because of the belief that costs are lower. In Shell’s view, natural gas is the best option, being the cleanest fossil fuel, and natural gas plants can be built faster and at lower cost. Furthermore, natural gas power plants can be easily turned on to compensate for fluctuations in renewable energy supply such as wind and solar energy. In his keynote address the Minister asked two crucial questions: how to manage and shape energy demand for growing cities, and how to make energy more affordable. He described efforts being made in Malaysia for using more sustainable energy. He noted that Malaysia’s goal is to get at least 6% of its electricity capacity from RE sources. However, he argued this is not enough to address climate change, and international cooperation, and significant reduction of green technologies’ costs is required to see a significant change. Furthermore, urban planning needs to improve significantly to reduce energy wastage and reap the full benefits of energy efficient transportation.

Session 1: Smarter Mobility - Powering Asia’s love affair with the automobile

The topic of this session was energy efficiency and smarter mobility. The speakers noted that most sustainable energy projects are currently not viable without government subsidies. By 2015, some two-thirds of road vehicles will still be dependent on fuel made by current technology. From current cost projections, it is difficult to see how the electrification of transport can occur. The speakers added that improvements in vehicle efficiency will come from better energy management systems and energy generation. The energy density of alternative fuels was also mentioned as crucial.

Furthermore, the speakers noted that the surge in the number of EVs will also place strenuous demands on utilities companies and national grids and that to cater for this coming demand in energy supply requires significant planning and investment in staff strength. Utilities will need the ability to locally disconnect certain places from the grid. Charging an EV can put carbon obligations on the utility, which may lead to an overall increase in its carbon emissions.

Session 2: Smarter Cities - Designing Cities for Sustainability and Accessibility in Asia

This session addressed the issue of having sustainable cities and transportation. Sustainable transportation would mean minimizing the demand for the number of motorized trips while maximizing trips using public transportation and green vehicles, within the reduced overall demand.

The speakers mentioned the need for integrated public and private transportation solutions, supported by appropriate parking ‘styles’, as well as the idea that smart transportation will require an intelligent transportation system (ITS), including a traffic information system with a variable message sign, a parking information system, information on traffic on Facebook and Twitter, real time traffic information via cell phones, or public transport navigation.

The speakers also focused on green design in cities. As people now spend up to 90% of their time in buildings, more energy and heat is used, thus making green design is imperative. One of the speakers noted that mass migration to cities could be positive, as it would allow economies of scale. In Hong Kong, for example, despite a huge population, the carbon footprint is comparatively low, due to among other things, good public transportation and other resources. Furthermore, the need for better cooperation worldwide in order to find solutions was mentioned - there is enough solar power in Africa and the sub-Saharan Africa to fuel the world, but lack of communication and transport infrastructure hampers this.

Session 3: The Future of Energy In An Era of Volatile Transitions

The speakers during this session noted the need for several levels of connectivity, among ASEAN, but also globally, including physical connectivity and institutional connectivity, which should be conducive to the former. These facilitate people-to-people connectivity. They warned that waiting for energy disasters is not a good way to shape energy policy; ecological solutions are in fact economical solutions. They then stressed that it is foolish to wait for more natural disasters to prove this.

The speakers identified several types of barriers affecting the uptake of renewable energy, such as policy and regulatory barriers, institutional barriers, information barriers, market-related and market penetration barriers, fiscal and financial barriers, and technical and technological barriers. There is also a need to consider utility restructuring policy, in terms of power distribution; small power producers; and rural electrification policy/off-grid policy. Furthermore, the following were identified as drivers of a green economy: energy security; the stability of fuel prices; multi-lateral commitments; and environmental solutions for sustainable development.

Session 4: Smarter Policies - Shaping Energy Demand in Asia-Pacific

The speakers noted that massive consumption leads to problems such a climate change and deforestation. There is a need for standards and certification in any green policy. Many companies are “going green” because it helps save money and improve their corporate image. Thus sustainability will be the basis of innovation hereon. As multiple energy standards currently exist, these standards must be developed and applied so they are not seen as barriers to trade. The many challenges ahead, which include factors such as political will, education and awareness were discussed, and some of the ways that Japan has encouraged energy efficient behavior were mentioned, such as providing public information about the energy efficiency of products, subsidies?based approaches and regulations to induce responsible behavior.

The speakers also dwelled on the role of APEC and ASEAN particularly in long-term policy-building for mobility and energy-related issues, and a focus on green

city innovation was proposed as one solution for environmental problems in the future. To do this, we must consider factors such as livability, mobility, and inclusiveness.

Power Up the Future: Energy and Mobility of Tomorrow

The speakers argued that a comprehensive approach of incentives and disincentives can decrease the number of trips by encouraging the use of public transportation. Intelligent transportation system applications are critical enablers to permit roads, parking spaces, and public transportation use, and thus to the creation of smart cities. Finally, improvements in city walk-ability provide a number of mobility, social, safety, and environmental benefits. Furthermore, new technologies have high initial costs that can only be reduced by large demand, and only market-pull with technology-drive (innovation) will create the optimal price-experience curve. However, the final challenge of energy is “time” efficiency.

The rapid rise of population in cities and how it is shaping the future demand for smarter cities and mobility was noted. To sustain and fuel smart cities requires basic infrastructure such as energy, water supply, communication, public transportation and efficient city services. Smart cities will further need three elements: intelligent devices, pervasive broadband network, and analytics and social media. Intelligent devices and communications will shape the way businesses and consumers use information; Operations and information technology will converge at a faster pace; while Information Technology will take centre-stage with real time analytics and decision-making. The need for sustainability and economic development is the primary purpose for smart cities to drive future innovation for energy usage and mobility. In fact, developing countries will leap-frog developed ones with newer technologies, due to their economies of scale.

On October 20, 2011 at the Royal Chulan Hotel Kuala Lumpur, SIF/CMR organised a Special briefing and update on APEC with the Executive Director of APEC Secretariat, H.E. Ambassador Muhamad Noor Yacob. The briefing was well attended by corporate figures, Ambassadors, High Commissioners and several representatives of Business Associations.

APEC according to Ambassador Muhamad has grown to 21 very diverse economies nations from both sides of the Pacific Ocean, since its formation in 1989. He added that essentially, APEC is a mechanism for international cooperation. It has the objective of promoting trade, investment and cooperation in the Asia-Pacific. APEC’s ultimate goal is to achieve greater prosperity in the region, a powerful entity on the world stage, especially of its economic significance.

APEC’s three pillars are trade and investment liberalisation, business facilitation and economic and technical cooperation. Last year, according to Ambassador Muhamad, APEC conducted an assessment to determine what progress has been made towards the goals of free and open trade and investment. The results were positive in showing that member economies have taken concerted action and progressed in a wide array of economic, trade, investment and social areas.

The result shown that average tariffs in the region have been reduced from about 17% in 1989 to around 6.2% in 2009 and non-tariff barriers have also been reduced thanks to APEC’s work on trade facilitation. APEC’s progress also contributed to more than a five-fold increase in members’ total trade (goods and services) between 1989 and 2010 from US$3.1 trillion to US$16.8 trillion. This in return has contributed to real results for people in the region. Over 10 years, from 1999 to 2009, GDP of APEC economies grew by 29 percent, employment by 11 percent, while poverty was reduced by 35 percent.

Ambassador Muhamad however admitted that more work needs to be done. APEC is pushing ahead with its agenda of encouraging and assisting member economies to make regulatory reforms to break down barriers to trade and investment - so that businesses find it easier and cheaper to make inroads into new markets. Free flowing trade creates jobs and can lift millions of people out of poverty. It is a key to driving economic growth. With the global economy still faltering, APEC’s work in the region has never been more relevant.

This year APEC is focusing on three areas: The first is (1) Strengthening regional economic integration and expanding trade. This includes defining, shaping and addressing the next generation trade and investment issues that future, high-standard trade agreements could contain. APEC Trade Ministers meeting in May identified 3 “next generation” issues on which to focus; (a) reduce the time, cost and uncertainty of moving goods through regional supply chains (b) encourage small and medium-sized enterprises to conduct more international trade (c) and promote market-based innovation.

The (2) second priority is promoting green growth - which includes reducing barriers to trade in environmental goods and services and considering ways to make technologies to improve our environment more accessible, addressing illegal logging and reducing inefficient fossil fuel subsidies, while helping those disadvantaged sections of our society who rely on them.

And the third is (3) advancing regulatory cooperation and convergence. Improving the quality of regulations and increasing transparency reduces the burden on businesses, which spend valuable time and resources trying to comply. Aligning standards in the region on everything from food or product safety to consumer information and environmental protection makes it easier for businesses, particularly SMEs, to enter international markets. With the decline in tariffs over the years, these “behind-the-border” barriers have emerged as the more significant obstacles to trade.

Faced with increased pressure from internal and external stakeholders, more companies nowadays are measuring and reporting on their social and environmental performance as well as the usual financial reporting measures. The worldwide growth of socially responsible rating systems such as the Dow Jones Sustainability Index and investment policy disclosure requirements have put pressures on companies to make these non-financial disclosures.

Corporate social responsibility is one of the necessary values underlying the new economic and social system that together we must build, taking account of the lessons from the crisis that we face today. Sustainable development is becoming ever more important for companies, both in their business activities and in their activities as corporate citizens.

Equipped with the apt and timely theme “Redefining Global Footprints for Sustainable Development”, ASLI organised the CSR & Sustainability Summit on June 27, 2011 at the Putra World Trade Center Kuala Lumpur. The summit was officiated by The Hon. Datuk Sri Peter Chin Fah Kui, Minister of Energy, Green Technology & Water, Malaysia.

In the “new moral marketplace”, companies are increasingly being judged by consumers, investors and employees based on the perceived corporate morality of the company. Modem day technological strides have opened up a world of information for today’s digitally connected population. Terms such as fair trade, environmentally friendly, against animal testing and free-range to name but just a few - which many years back would probably only be heard within the NGO circle - have crept into the supermarket shelves and consumers’ conscience of today.

“There needs to be a specific drive in educating the construction sector, along with companies from a variety of other sectors to track environmental issues. Environmental considerations need to be incorporated within companies’

supply chains and where relevant in the life cycle of products or services, such as waste management”, added Dato’ Sri Peter Chin in his Opening Keynote Address. “Fresh ideas are needed in order for us to meet challenges of a multifaceted and unpredictable business and global environment, The Hon. Minister adds on.

The clear message for this year’s summit was that companies in Malaysia needs to understand what their impacts are, and that all companies have a role to play in addressing global challenges of climate change. The summit discussions covered key areas such as towards a responsible and sustainable world, implementing effective CSR programmes in the organisation, how companies can tap into ETP, fostering green development and Bursa Malaysia sustainability index.

COMMUNICATIONS & CONNECTIVITY 2011

ASLI’s Communications & Connectivity 2011 was held on 18 October 2011 at Putra World Trade Centre with the theme “Telecommunications Now & Beyond: Evolutions in a Converging Digital World”.

Convergence has been a running theme in telecommunications for several years now, with the dramatic rise of the Internet and transition of voice, data, video, television and other media services to IP based networks. Mirroring trends in the developed world, broadband and mobile data services in Malaysia continue to be the drivers of growth, in tandem with the demands of a new generation of bandwidth-hungry, nomadic consumers and their digital devices.

Smartphones and tablet devices is becoming more and more ubiquitous among consumer and business users in Malaysia. The proliferation of these devices would very likely spur on the momentum for high-speed broadband and create a ready market for 4G deployment as most applications and content running on smartphones and tablets require far more capacity and capability than they enjoy with the current broadband network. For instance, applications that support tele-medicine and distance learning require speeds of up to 100 Mbps versus the 4 to 6 Mbps required for standard applications such as emails, document transfer and Web-based teleconferencing.

During the forum, stakeholders from both private and public sectors candidly discussed prevalent trends driving the broadband evolution and the emerging road map shaping the future of the telecommunications industry. The forum was

officiated by the Deputy Minister of Information Communications and Culture, Dato’ Joseph Salang Gandum, who also delivered the forum keynote address entitled “Enabling the Future Digital World - A Regulatory Perspective”.

This was followed by panel discussions and presentations centred around key telecommunications issues such as next-generation network infrastructure, opportunities in cloud computing and building a robust local service offerings, content and application.

ASLI’S CPPS CO-ORGANISES THE ECONOMIC FREEDOM NETWORK CONFERENCE

The ASLI Centre for Public Policy Studies (CPPS) co-organised with the Friedrich Naumann Foundation (FNF) and the Institute for Democracy and Economic Affairs (IDEAS) the Asia Conference of the Economic Freedom Network which CPPS is a member of.

The regional Director of FNF Dr. Rainer Adam delivered the Welcoming Remarks and ASLI CEO Dato’ Michael Yeoh delivered the Opening Remarks. The Philippines Secretary of Budget Mr. Florencio ‘Butch’ Abad delivered the Keynote Address by elucidating the benefits of competition. He also called on participants to ensure that the marginalized are not further marginalized and excluded from the market due to competition.

Several panels were held during the conference. These included the Panel on the Role of the Government which saw presentations by Prof. Jurgen Morlok, Chairman of the FNF Board of Trustees, Mr. Barun Mitra, Director of the Liberty Institute, India, Prof. Shen Hong of Unirule Institute of China, and the Panel on Public Service Delivery covering the Healthcare, Transportation, Telecommunication and Education Sectors. Breakout sessions during the World Cafe sessions allowed wider audience participation.

Mr. Fred McMahon, Vice President, Research and Director of the Centre for Globalisation Studies, Fraser Institute, Canada, presented the Economic Freedom

report and presented Highlights of the document. He emphasized that countries with high economic freedom have higher literacy, life expectancy, and gender gaps have virtually disappeared. He also stressed that civil and political freedom cannot exist without economic freedom. He also elaborated on the economic freedom index.

The Minister in the Prime Minister’s Department, Tan Sri Dr. Koh Tsu Koon, delivered the Ministerial Address where he spoke on Malaysia’s Transformation Programmes. The Minister launched the Annual Report of the Economic Freedom of the World 2011.

Findings of the report placed Malaysia approximately half way on the ranking of 28th out of the 141 countries reviewed, based on 2009 data. The areas rated in order to come up with this index included the size of government, the legal system and property rights, sound money, freedom to trade internationally, as well as regulation, the last one measured with the subcategories of credit market regulation, labour market regulation, and business regulations. Malaysia was found to be doing well in terms of regulations, freedom to trade internationally, and its legal structure and security of property rights, however it ranked quite low on the size of government (ranked 85th), but most importantly on access to sound money (ranked 109th).

The healthcare industry in Asia is being heralded as a key source of economic growth as it rides the wave of rising demand. Within Asia itself, there is a growing middle class population with rising purchasing power who is becoming savvier in health awareness and quality healthcare. In addition, Asian countries are topping the list of medical tourism destinations worldwide with competitive prices, top-notch medical practitioners as well as the allure of an exotic holiday experience.

At ASLI’s Asia Healthcare 2011 conference on 14 November 2011, regional healthcare professionals and stakeholders from both public and private channels including healthcare institutions, regulators and policy formulators, health insurers and supporting industries are gathered to discuss the opportunities and challenges for the industry going forward. Speakers and panelists at the forum deliberate at length over the elements of a sustainable healthcare model, medical devices & technology, medical insurance and healthcare financing, medical tourism and efficient hospital management.

The summit was officiated by the Minister of Health Malaysia, Dato’ Sri Liow Tiong Lai, who also delivered the forum keynote address entitled “Government in Healthcare - Key Challenges and Initiatives”. In his address, the Minister spoke about the proposed medical insurance scheme by the government, or 1Care, which is being developed at the moment. The scheme is meant to ensure the afford ability and accessibility of healthcare are sustainable in the long run while effectively managing public and private healthcare cost.

BUILDING BRIDGES BETWEEN RELIGIONS - PROMOTING DIALOGUES AND UNDERSTANDING

SUSTAINABLE ENERGY FORUM

The closed-door roundtable discussion on Building Bridges Between Religions-Promoting Dialogues and Understanding on 29th September 2011, organized by the Centre for Public Policy Studies (CPPS) witnessed a number of high profile discussants responding to our distinguished guests Rev. Fr. Miguel Angel Ayuso Guisot, who is the Rector of the Pontifical Institute of Arab and Islamic Studies (PISAI). Rev Fr. Miguel, who is from the Vatican and as an Advisor to the Pope, shared his research and studies on Inter-Religious dialogues.

Minister at the Prime Minister’s Department Senator Tan Sri Dr Koh Tsu Koon officiated the roundtable and stressed that personal interaction with the local community and with religious institutions is essential and more needs to be done to foster understanding.

The roundtable was part of CPPS’s initiatives to reinforce high standards of engagement and commitment to the cause of accelerating Malaysia’s

unity and bringing the community together, to accelerate its transformation, in its achievement towards a more united Malaysia landscape.

The perceived lack of ability to peacefully discuss, lack of leadership and political will, and the prevalence of the majority came up as issues that need to be addressed here in Malaysia. Political, NGO and religious leaders who participated at the Roundtable acknowledged that there is an urgent need to further build bridges between religions by promoting inter-religious dialogues at all levels of the Malaysian society.
