We have a great line-up of programs in coming months, including our July joint meeting with the Dallas Branch to be held in the new Cowboy’s stadium. Our April meeting in TxDOT’s regional training facility was a great success; we believe we may have set a record for attendance at a Fort Worth Branch meeting, and were fortunate to have a number of TxDOT personnel and UTA students in attendance. We’re very appreciative of TxDOT’s hospitality. Our May meeting features Dale Fisseler, Fort Worth’s City Manager. the fort Worth’s Branch february meeting was held at Joe t. Garcia’s with 62 members and guests in attendance. Chapter member travis Attanasio, p.e. presented, in his unique fashion, a program on “Dealing with Generational Differences in the Workforce.” travis also provided desert with his program!

the fort Worth’s Branch march meeting was held on march 16, 2009 at the stockyard station with 47 members and guests in attendance. UtA student, Jyoti ojha, gave a brief presentation about trenchless technology and sustainability. the main speaker was david rodriguez, leed®Ap, on the topic of leed applications for Civil engineers.

the fort Worth’s Branch April meeting was an extremely well-attended meeting with 120 members and guests filling the txdot regional training Center. We believe this to be the most highly attended meeting in the history of the fort Worth chapter. sam swan spoke about the dfW Connector formerly known as “The Funnel” followed by mohammad Al-hweil speaking about the north tarrant express Comprehensive development Agreements (CdA).

EXECUTIVE DIRECTOR OF EWB-UsA VIsITs NORTH TEXAsCathy Leslie, Executive Director of EWB-USA, was the feature speaker at a special meeting of the north texas Chapter of eWB-UsA on April 16, 2009. her presentation was titled, “toward An integrated Approach to sustainable Community development.” she focused on rwanda, and examined a small-scale eWB-UsA project in muramba, as well as a large-scale master planning project completed by an American engineering firm. A short video honoring eWB-UsA founder dr. Bernard Amadei as the enr Award of excellence Winner for 2009 was also shown.

tim heydari and Jill matus, members of the smU student Chapter of eWB-UsA, also spoke at the meeting. they presented a project that the Chapter has been working on in las malvinas, mexico. the project is a joint effort with the eWB-UsA north texas professional Chapter, and a team travelled to the community in october 2008. the group is currently investigating ways for the community to improve the quality of their available water, and increase quantity from existing sources, such as rainwater catchment.

the meeting was hosted by halff Associates in richardson, with more than 50 members and visitors in attendance. there were also more than 20 viewers watching the simulcast at 8 company offices around the state.

EWB-UsA RECEIVEs AWARD FROM sMUthe Bobby B. lyle school of engineering at southern methodist University honored engineers Without Borders-UsA with a 2009 hall of leaders Award at a celebration banquet held on April 16, 2009. the award recognizes the long-term vision and mission of eWB-UsA, but it also honors the hard work and leadership of the smU student Chapter. the award declaration stated, “BECAUsE OF ITs sTRONG UNIVERsITy pREsENCE, EWB-UsA Is THE CATALysT FOR A NEW MOVEMENT TO EDUCATE THE NEXT GENERATION OF sOCIALLy CONsCIOUs ENGINEERs WHO ARE DEEpLy AWARE OF THE NEEDs OF THE REsT OF THE WORLD.”

Cathy leslie, executive director of eWB-UsA, accepted the award on behalf of the organization. ms. leslie was introduced by Allison Griffin, member of the smU student Chapter of eWB-UsA.

Also honored at the event were Communities foundation of texas, and thomas e. and susan downs Armstrong. previous hall of leaders recipients include Bobby B. lyle, Albert h. halff and robert l. Zollars.

GOLDEN GLOVEs VOLUNTEER EVENT the Golden Gloves is an annual event for amateur boxers, usually children from low-income areas. this year the Younger members Group completed our 7th an-nual fort Worth Golden Gloves regional tournament (feb. 25-28), and the texas Golden Gloves state tournament (mar. 4-7) volunteering for various duties for the local and state amateur boxing event. the group was responsible for keeping fighters books, scoring official’s decisions, and assisting medical staff with first aid.

yOUNGER MEMBER NEWsTEXAs sECTION yOUNGER MEMBER FORUMin the beginning of April members of the fort Worth Branch Younger members Group went to south padre island, tX to participate in the Younger member forum at the texas section spring meeting.

MULTI-BRANCH CAMpING TRIpin the beginning of may members of the fort Worth Branch Younger members Group joined Younger members from the northeast texas

Branch, the dallas Branch, and the houston Branch for a joint camping trip held at Cedar Creek lake.

COWTOWN CLEANUpAt the end of march the fort Worth Branch Younger mem-bers Group braved the cold weather and participated for its second time

in the annual fort Worth Cowtown Cleanup, picking up trash in a park on the north side of the City of fort Worth. the group collected 10 bags of trash and even saw a few snowflakes falling. Branch members participating were travis Attanasio, scott hubley, steven mcCullough, sarah mcCullough, Jay sappington, and devon tiner.

MONTHLy NETWORkING AND sOCIAL EVENTseach month, typically around the third thursday, the fort Worth Branch Younger member Group hosts a networking and social event open to all members of the fort Worth Branch. the event moves around town to facilitate convenience of different people attending from different firms. typically 15-20 people attend and the group talks about what their respective firms or government agencies are doing for projects, upcoming projects, and what they do for their employer. the events have contributed to the teaming of firms in the past that would not have necessarily teamed together before.

Editorial Note by Historical Chair: “throughout history Civil engineers have been integral to building, improving and preserving our nation. And, if given the chance, could make an important contribution now towards truly “bailing us out” from the economic woes while also rebuilding much of our aging infrastructure. reflecting on similar prior times in our history, the potential for a meaningful bailout strategy was eloquently addressed by Ut Arlington civil engineering student BO CHApMAN. his “bull” paper, written in november 2008 as part of his initiation to the national civil engineering honor fraternity Chi epsilon, is reprinted below with his permission. Bo is in his JUnior year of study at Ut Arlington and plans to graduate in december of 2009. raised in the small town on ivanhoe, texas, his desire to study civil engineering stems from a special interest in construction and the construction process. After graduation Bo hopes to contribute to the civil engineering field as he works in the dfW area. thought you’d enjoy reading the well-formed thoughts of a young civil engineer who will be making history in the years to come.”

TERMs FOR A BAILOUTby Bo N. Chapman

in the shadow of another vicious national political cycle, an economical nightmare is being realized and the onset of a recession is upon us. While our markets continue to plummet, national leaders debate how best to distribute the congressionally approved $700 billion bailout.

the same $700 billion bailout that promises to suppress any hope of reducing the national deficit before we pass it along to our children and grandchildren. some would argue that the bail out is necessary to ensure the 1 in 10 jobs in America tied to the auto industry or that it is necessary to promote the steady flow of capital within our nation’s banks and financial institutions. others, however, claim to have a better suggestion.

during his presidency and in the midst of even tougher economic times, president franklin d. roosevelt invested in the American people and instituted a national public works program that created thousands of jobs for more than a decade. deploying a similar national public works program today would be a great way to solidify the investment of the American tax payer and promise

the return on investment that corporate executives could never guarantee. With such a well distributed investment into our country’s infrastructure, we could expect to see a widespread creation of jobs with, of course, engineers, planners, developers, and contractors at the center of these news jobs. in addition to these new jobs, the program could stimulate cash flow on every level of our economy all while improving and expanding those systems which are so vital to physical and digital commerce in this country. Certainly this option would eliminate the risk involved with handing ill motivated Ceos a blank check, and restore confidence in the American worker.

i realize that the topic of this paper does not “shoot off on a tangent into the realms of fantasy” and does not possess a certain clever humor; however, in these difficult and important times i feel that all solutions to the issues at hand should be heard and debated thoroughly. After all, each and every decision we make is sure to drastically change the world we leave to our children and future generations.

As part of my difficult duties as texas section director, i went to the texas section AsCe spring 2009 meeting in south padre island. What a chore! A few highlights and items of interest:

the slate of incoming texas section officers was presented. incoming officers are:

in addition, Terry Winn was nominated and accepted at the exComm meeting as region 6 Governor.A new Committee was introduced – the Committee on public relations and professional image. its primary focus is to be ways AsCe can support individual engineers to promote civil engineering/advocacy for infrastructure. some thoughts on immediate ways to accomplish this include use of liquid Assets dVd, Building Big series, and providing speaking points to those engineers willing to go out and promote engineering in our communities. should you have a civic speaking date you’d like assistance with, look to this committee – chaired by Carol Ellinger.

the 9th Annual leadership training in Government relations (legislative fly-in) took place in march – texas had the largest contingency of engineers in attendance. texas branches are encouraged to nominate members to attend the fly-in, but please remember all requests for attendance must go through the texas section. one item discussed at the fly-in was generation of local infrastructure report cards. the thought is that a local report card could begin to narrow down areas of concern. if you have an interest in finding out more about this, please give me a call and i’ll provide you with the particulars.

Travis Attanasio, Scott Berman and Dr. Williams attended the multi-regional leadership Conference in January of this year. While there, travis successfully campaigned to have the conference held in fort Worth spring 2011. Watch for opportunities to attend and/or aide with that.

friday’s plenary breakfast featured a panel discussion between d Wayne Klotz, president, AsCe, dale Beebe-farrow – ex director of tBpe, and Ken rainwater – professor texas tech. the subject was “B+30=p.e.”, the on-going discussion regarding increasing minimum requirements for an engineering degree.

our texas section is searching for new office space, and plans to relocate before september this year. We’ll keep you apprised on where you can find them on your Austin trips.

ALAN pLUMMER HONORED WITH LIFETIME ACHIEVEMENT AWARD FOR REGIONAL WATER AND WAsTEWATER sOLUTIONs

Alan H. Plummer, Jr., PE, BCEE, of Alan plummer Associates, inc. (ApAi), was honored with the 2009 Lifetime Achievement Award by the Water environment Association of texas (WeAt) at texas Water 2009™ in Galveston on April 15, 2009.

the WeAt lifetime Achievement Award recognizes an individual who has demonstrated meaningful and substantial contributions toward the improvement of the water environment via a distinguished career in the wastewater industry. plummer’s recognition stems from his ability to envision long-term water and wastewater needs and provide an innovative eye for special needs and solutions for individual municipalities in the context of the region as a whole.

MIkE MOCEk JOINs ApAImike mocek, pe, recently joined ApAi as a senior project manager and works on water resource planning projects. prior to working for ApAi, he worked for the U.s. Army Corps of engineers as chief of the programs and project management division in the fort Worth district. While with the Corps, he managed a multi-billion-dollar planning, design, and construction

program of water resource projects in texas and military construction projects on Army and Air force installations in texas, louisiana, and new mexico. noteworthy projects completed or underway during his tenure include:

Joe pool, ray roberts, and Jim Chapman lakes; •modification and restoration of federal floodways in •dallas, fort Worth, and san Antonio; training, housing, administrative, and maintenance •facilities at fort Bliss to accommodate an influx of 20,000 soldiers and their families; and Clinical, administrative, housing, and educational •facilities in san Antonio to enable consolidation of department of defense medical training.

UTA’s GIRLGENEERING CAMpif you have a 5th through 9th grade daughter interested in engineering or know a junior high aged young lady, i highly recommend UtA’s Girlgeneering Camp. http://www.uta.edu/engineering/girlscamps/ it is a summer

camp to introduce junior high aged girls to engineering. they have professionals and professors for all disciplines of engineering speak to the girls. they allow the girls to pick their interests and then perform hands-on lab projects to gain practical experience. Camp is mon-fri July 20-24, 2009 from 8-5 each day. it is $100 and they feed them and take them on field trips. the camp ends with a capstone presentation from each group summarizing their projects. i was personally impressed what all the girls learned in one week. UtA is currently looking for campers. please pass the word along for any interested young ladies.

DWIGHT LAMON LEE, JR.dwight lamon lee ii, also known as: “Junior,” “d.l.” “dwight” “daddy,” “dad,” “Granddaddy,” “Great-Granddaddy,” and “friend” to all who entered his life, strolled through the gates of heaven on february 27, 2009.

dwight was an only child, born to dwight lamon lee and mary o. lee on January 19, 1935 (his mother’s “his family” birthday along with robert e. lee “his heritage” and martin luther King, Jr. “his belief”) in Jonesboro, Arkansas. he graduated from paragould high school in 1953, and soon after, married Beverly Ann Allbright, his life-long partner of 56 years. together they took on the world while loving and raising stephen franklin, Beverly elaine, and ronald Wayne, all born in paragould.

dwight began his career in 1956 with the Bureau of public roads (federal highway Administration) traveling the U.s. with his family, doing the first studies for designing the interstate highway system. over the following 6 years, he worked in 46 states, and he and his family lived in 38 states.

While traveling the U.s., he began working towards an engineering degree in iowa. he then received a permanent assignment in Austin, texas in 1962. While in Austin, he attended the University of texas during his lunch hour and evenings. dwight, being one of only a few, was designated an engineer by the federal highway Administration, prior to the completion of his degree. he graduated from the University of texas in 1974 and was a longhorn for life, though his blood ran red for the Arkansas razorbacks as well. immediately upon graduating, he obtained his professional engineer designation.

in the summer of 1974, the federal highway Administration transferred dwight to oklahoma City. his assignment was district engineer over southeast oklahoma “the indian nation”. then, in 1977 his fhWA experience made him a perfect match for the reinforced earth Company, who needed a Vice president to head their sW region. With his energetic and trustworthy spirit, dwight pioneered this new technology into a position of wide acceptance throughout the region. he ultimately developed reCo’s local operation into the largest region in the U.s.

dwight left reinforced earth in 1990 and started dwight l. lee and Associates, and engineering and consulting

company, with his son, ron lee. By spring of that year, Uretek UsA, inc. was setting up operations in the United states from finland. Again, dwight was asked to be the first representative and engineer of record for Uretek. his last site to design and provide professional advice was the new dallas Cowboy stadium (City of Arlington) project.

for over 3 decades, dwight has actively served and participated in AsCe as a member of the fort Worth Branch. in 1998, dwight received the John focht Citizen engineer Award from the texas section of AsCe. the society also granted dwight the status of fellow and life member, as well as the order of the engineer. But perhaps dwight’s greatest contribution was his encouragement to younger engineers to join and participate in the activities of the society.

dwight and Beverly moved to the town of Keller in 1977, becoming members of the first United methodist Church of Keller and over the time were asked to serve as lay leader, sunday school teacher, chairman of the trustees, and building committee chairman.

one difference in Keller he would always say that he was only the leader of the Wesley Class, not the teacher. it was hard enough to be the leader when herding cats. dwight’s commitment to the community showed in the letters to the editor that he wrote. dwight was instrumental along with the Wesley Class, aka “the Wesley Cats”, in setting up the first recycling system and the restoration and cleaning of the mt. Gilead Cemetery. dwight was a charter member and loyal supporter of the Keller rotary Club.

dwight’s, Beverly’s and ron’s commitments to old town was shown by restoring over twelve structures and donating the land for the Veterans memorial at old town square at main street (highway 377) and price street, now known as Keller parkway, or fm 1709.

he is missed by all who knew him as a friend, loved by many, but most of all, the memory of dwight will bring a smile, a chuckle and a laugh to all just as he did his entire life.
