Amendment of the Bye-laws: Bye-Laws of a Society are just like Constitution of Country – Not very easy to amend. Clause 58 of the Model bye-laws lays down a very stringent provision for amendment of the bye-laws. The essential ingredients of Clause 58 are enumerated below: A meeting of the apartment owners (first owners in the case of joint ownership) should be convened. The meeting should be convened for the specific purpose of amendment of a particular Clause or Clauses of the bye-laws. The proposal for amendment of the bye-laws should be approved in the aforesaid meeting. The proposal for amendment of the bye-laws needs approval by owners eligible to vote (in the case of joint ownership, only the first owners are eligible to vote) representing at least two-thirds of the total number of the Units (flats/apartments) in the building. There is no question of an adjournment of such a meeting (due to lack of quorum) or of an adjourned meeting which could take place and take decisions in case of matters /issues other than amendment of Bye – Laws even in the presence of only two members. What is most important under Clause 58 is the approval by at least two-third apartment owners present in the meeting specifically convened to consider proposal for amendment of the bye-laws. The proposal for amendment of the Bye-laws, if approved in accordance with the provisions of Clause 58 should be sent to the competent authority before the amendments in the Bye-laws can be given effect to.     (NOFAA, for short) has been formed for the en�re District Gautam Budh

    Nagar in compliance to the statutory requirements under U.P. Apartment

    Act, 2010 and Model Bye-Laws framed therein. It has been duly registered thby Deputy Registrar , Socie�es, Firms and Chits , Meerut on 10 November

    Clause 48 of Model Bye-Laws which is self- explanatory is reproduced

The man says. it's your houseHe replies, to “tainu keee”Mainu kee - mujhe kyaTe tainu kee - to tujhe kya.This is you, me, us, all of us.I sat back one afternoon to see if my pulse was going strong - yes it was. Then I checked my glucose- well under control, B.P - perfect then what was amiss ???And I realized it was my conscious which was dying a slow death My sick maid sent her daughter to work to fill up for her, the girl missed her school that day. I immediately realized it was not right but then I saw the sink full of unwashed utensils and thought “Mainu kee” While she washes, I sit to have a very healthy breakfast because they say “eat like a king''. I do see a complete famine driven face of hers. I know I can share an apple but I pick my plate and go to the other room. “Mainu kee” She had came alone. The local goons knew, it was dark and the road was lonely. They raped her with utmost barbarism. I know I should go with Kamal to lodge an FIR, I know they will yet again rape or kill a child if not caught but I fear my children's safety and .“Mainu kee”

    Next day, another day. I go to work, I take my car, I can't use carpool or metro as it wastes my time, so what if my city is chocking so what if I am adding to pollution. I can roll up my windows as breathing outside air in this smog ridden city is dangerous, par Yaad hai na, “Mainu kee” I need to rush for a party tonight, I take out my designer outfit. Oh!! It costed me a bomb, but wow!! I look stunning. So what if the girl on pavement is in tatters trying to unsuccessfully cover her modesty Oh!! Come on driver-“I am running late” her karma “Mainu kee” After all it's Christmas Eve. I have bought expensive gifts for my children. On way I see half clad children with empty stomach and hungry eyes selling Santa caps at the signals.I feel triumph by bargaining to my bestest ability, he hardly makes a dime out of the deal to “ Mainu kee” Ram Singh drops me at the venue, wondering “Madam's meal tonight is worth my monthly income ,if I could get a small raise, my son who is presently 9 years old and working as an assistant with the vegetable vendor may go to school, Par Mainu kee. Tainu kee. Sannu kee. Is my conscious still breathing ? Has it died? Is there a “Consiometer” to check , It cannot be alive. It dies so many times in one day itself. IT MUST HAVE DIED.

    Of late there has been rise in instances of juvenile/ teenagers committing heinous crimes in schools and even in Homes. The murder of a boy in Ryan School by a school boy, was in news for a long time. Recently a 16 years old teenager killed his mother and sister with a cricket bat and disfigured their faces with scissor/cutter in Greater Noida. The boy was stated to be hooked to violent video games on the very day and was scolded by his mother. In another case a student killed his junior to get an exam postponed. The other day a boy was killed by classmates to death for a wristwatch. In one case a teenager killed his mother and sister as he was frequently compared with his sibling. All these cases reflect a most alarming pattern in our modern-day life. The study of these cases and many other cases concludes that teenagers/juveniles are now grappling with anxiety, depression, peer pressure, lust for more pocket money problem, desire to lead a pompous life, exam stress among other factors such as, stressful expectations, bullying etc. All these factors singly or collectively add to this situation in many cases. Children in the age group of 12-15 years specially need proper counseling by elders, parents, teachers. Children who have extreme anger issues or have suicidal thoughts need more attention. Anger management is need of the hour. In fact, in most cases the child and parents both need counseling. Hence, there is a need for

    opening of child and adolescent clinics in every state, or district. City based volunteers can also play a big role in these cases. Further, as child grows up, there are many issues which even parents fail to deal with. Students spend most of the time in school and teachers are in better know of their habits, likeness and distastes etc. Of late, teenagers have sadly stepped into rape cases and it is a suicidal and most disturbing development for our developing society as well as country. Likewise, parents effective interaction with children can help to shape them at home. Working couples now a days have no time for their children, as children are now mostly handled by maids/nanny. The teachers if they care, can observe the students in interactive groups. Teacher should take interest in individual student and engage with them personally. Happiness classes in schools, as started in DELHI can beat psychological crisis. UNESCO in its 22-point criteria for building happy schools, rated; friendships, relationships in school community as most decisive factor. A significant correlation between happiness and better grades during early years in school has been noticed. Happiness class initiative when taken up in UP STATE would prove a win prescription for this most disturbing ill of modern society. Let the parents, Education dep't, social activists and teachers should r ise to the occasion immediately before it is too late. *CHILDREN ARE OUR FUTURE AND NATION BUILDERS OF TOMORROW.*

    1.Renewal of fire NOC for socities is currently being done for 5 years (for residential complexes )2. There is no fee / charges for renewal of NOC. 3. When no one is at home, power supplies should be shut down of the entire house/flat to minimise the risks of fire. Electric short circuits account for the majority of fire outbreaks in high rise buildings.4. Gas lines should be switched off when not in use .5. Need to be very careful of pooja diyas at home. Sometimes rodents ,for picking up parshad can drop the diyas and can become cause of fire.6. Fire fighting equipments in high rise buildings should be 100% fit ( usable ) 7. Accessibility to maximum 42 mtr. (14th floor) is currently available with Noida fire department. Bigger hydraulic lift of 72 mtr. height accessibility are under process of procurement

    The 8 towers of 'EliteHomz' located i n sec to r 77 No ida , i s a apartment complex that houses about 572 families. Elite Homz w a s b u i l t b y H R O r a c l e Developers Pvt. Ltd. The Society was handover to the flat owners for habitat on 9th June' 2015. Within a year Elite Homz had 85% occupancy. The society was handed over to elected AOA on 1st Feb' 2018. Some major challenges was to take ownership of common areas like Club, Swimming Pool etc and under capacity of Generator Backup. Both were later addressed by HROD and MOU was signed on 31st Jan' 2018. To make our society clean or hygiene we have our own Sol id Waste Composite and STP within the society. The society is certified as Green Building by IBGC. To make better eco friendly we are installing 100 more plants within the society. We have the Governing Body with the support of nominated advisory body to take care of the need & issues of the residents. To make the premises safe and secure we have 3 tier security management with security at main gates and each towers. CCTV at all common areas and inside the lifts. The society has Fire Suppression sprinklers at basement and all tower floors of 17 floor towers. For 14 Floor towers we MCP and Fire Alarm panel with Fire Hydrant system installed and working in all floors. Elite homz residents are very active for cultural events, society conducts Flag hoisting on Republic / Independence day and cultural events, on Janmashthmi, Chaitra and Sharadiya Navratri, Diwali, Holi, New Year, etc. After received the handover from the builder we got the rear wall fencing, Speed Breakers, additional Generator and CCTV installed inside the lifts. For the year 2018, we share the joy of formation of the Apartment Owners Association (AOA). We are now proceeding to build the foundation for resilient, empathetic and virtuous AOA with the support of all residents of Elite and NOFA which are the pillars of this strong foundation. The next goal for 2019 we look for best managed fully functional ERP based management system for all maintenance activities of the society. The essence of global water scarcity is the mismatch between the demand for water and it's availability. All the causes responsible for water scarcity are related to the human interference with the water cycle. Some of the factors are: rapid increase in population, wasteful use of water, deforestation and changing consumption patterns. The need is to create cost effective and holistic water management plans that take into account the entire water cycle from source to distribution, economic use, water treatment, recycling, reuse and returning it to the environment. It is our duty to conserve water which implies to use our existing supply of water more efficiently and make each drop of water count. Water is priceless and so we have to treasure it for future because if we waste water today, we will live in desert tomorrow. Life depends on water but the reservoir depends on us.
