2018-2019 ITE OfficersPresident: Claire Fukuoka [email protected] Pres.: Cristina Rodriguez [email protected]./Treas.: Jennylin Tapat [email protected]

Section President Claire Fukuoka opened theNovember meeting by initiating introductionsfrom everyone. After the introductions,Western District International Director ElectCathy Leong shared some announcements. She encouraged other members to considerattending the upcoming Western district annualmeeting to be held in Monterey, California inJune 2019. In addition, Cathy also providednew updates on ITE International’s OneInitiative which she previously presented at theOctober meeting. Finally, nominations are cur-rently being accepted for anyone interested inrunning for the western district elections.

Following the announcements, VicePresident Cristina Rodriguez introduced guestspeaker Kimi Yuen from PBR Hawaii andAssociates. Kimi is a principal at PBR Hawaiiand has worked on a wide-range of regionalplanning projects, the development of masterplanned communities, long-range planning, and urban and community design guidelines. The topic of her presentation was “BlendingPlanning with Transportation Engineering toCreate a Sense of Place” in which she high-lighted the need for more collaborationbetween planners and transportation engi-neers in order to advance the implementationof complete street improvements that cater toall users of the roadway. Although guidelinesfor complete streets have been developed, progress has been slow in incorporating theminto the City and County standards for roadwaydesign. She then discussed PBR’s involve-ment in the South Kauai Community Plan(SKCP) in which they collaborated with trans-portation consulting firm Fehr and Peers alongwith the County of Kauai to create a multimodaltransportation plan that incorporated the resi-dent’s requests for roadway improvements thatalso address pedestrians and bicyclists con-cerns. In addition, the SKCP also adopted aform-based code to revise existing zoning reg-ulations in key town core locations. While con-ventional zoning is based on segregation ofland uses, form-based codes address the rela-tionship between the form and mass of build-ings in relation to one another and the scaleand types of roadways along these develop-ments. With a form-based code, roadwaydesigns are “married” to the adjacent landuses and as such, the applicable design stan-dards vary based on the location. The presen-tation ended with a discussion with many mem-bers and guests sharing their insights on thechallenges of updating the design standardsand potential steps to help advance thechange.
