T h e O regon D e p a r t m e n t of Fish a nd Wi ld l i f e (ODFW) is t r y i n g t o i n i t i a t e a GREAT GRAY OWL s u r v e y f o r e a r l y 1982. Fal l 1981 seemed t o be q u i t e we t and g r a y i n t h e w e s t e r n h a l f o f O r e g o n , wh i l e eas t o f t h e Cascades most b i r d e r s e x p e r i e n c e d f a i r a nd d r y sk ie s . A s a r e s u l t , t h e b i r d a c t i v i t y was more con sp i cuou s in Wes te rn O regon w h e r e t h e w e a t h e r o f t e n p u s h e d f l o c k s i n t o unu sua l p l a ce s . EAST OF THE CASCADES

T h e m i l d wea the r t h r o u g h o u t most o f E a s t e r n Oregon caused f e w m i g r a n t s t o g a t h e r i n f l o c k s ; t h e r e w e r e f e w " w a v e s " o f b i r d s , b u t a number o f u n u s u a l species we re s t i l l n o t e d .

T h e f i r s t m i g r a n t COMMON LOON was a d i s o r i e n t e d i n d i v i d u a l f o u n d on I n t e r s t a t e 84 in t h e Blue Moun ta i n s o f Umat i l la Co. on September 30 ( R R ) . T w o more w e r e f o u n d in Hay s t a ck Res, J e f f e r s o n Co. on September 30 a l ong w i t h t w o RED-NECKED GREBES (E & C P ) . A m i g r a n t A R C T I C LOON was f o u n d on Wallowa Lake O c t o b e r 11 ( F C ) ; t h e r e a r e f e w e r t h a n f i v e r e c o r d s o f t h i s species in E a s t e r n O r e g o n . T h e o n l y unusua l c o r m o r a n t r e p o r t was Wallowa C o u n t y ' s f i r s t DOUBLE-CRESTED CORMORANT f o u n d i n E n t e r p r i s e on September 27 ( FC , PS ) . An a d u l t GREEN HERON appea red at Co l d S p r i n g s N.W.R. i n N. Umat i l l a Co. on Sep tember 12 (CC , M C ) .

GOSHAWKS we re b e g i n n i n g t o show up in some of t he f o o t h i l l areas b y O c t o b e r , i n d i c a t i n g a movement t o l ower e levat ions t h i s w i n t e r . ROUGH-LEGGED HAWKS a p p e a r e d Oc tobe r 3 near E n t e r p r i s e (b jO, a n d a r a r e " H A R L A N ' S " HAWK was s t u d i e d near Te locaset , Un i on Co. on Oc tobe r 29 ( J E , MM). T h e C o r v a l l i s A u d u b o n Soc. f o u n d a FERRUGINOUS HAWK September 26 on t h e i r F o r t Rock S ta te Park t r i p . Among t h e f i r s t f a l l PEREGRINE FALCONS was a b i r d seen a t Ochoco L k . on September 26 ( f i d e EP ) .

Re l a t i v e l y f e w r e p o r t s of unu sua l m i g r a n t s h o r e b i r d s come f r o m Eas tern O r e g o n t h i s f a l l . A w i n t e r - p l u m a g e d RED KNOT s u r p r i s e d b i r d e r s a t Cold S p r i n g s N.W.R. on September 12 f o r t h e f i r s t n o r t h e a s t e r n Oregon r e c o r d ( CC , MC ) . A l so a t t h a t s i te and date was one AMERICAN GOLDEN PLOVER, one MARBLED GODWIT, 18 PECTORAL and 10 BA IRD ' S SANDPIPERS (CC , MC) . V e r y r a r e away f r o m t h e Co lumbia R i v e r was a B L A C K - B E L L I E D PLOVER at t h e La Grande sewage pond s on O c t o b e r 10 ( J E , GS ) . To add t o t h e "Western O r e g o n b i r d " s i g h t i n g s t h i s f a l l , t w o immature SAB INE ' S GULLS w e r e f o u n d on Wallowa L k . September 16-18 ( F C , B J ) , and ano the r immatu re t u r n e d up on t h e La Grande sewage pond s on O c t o b e r 9 ( J E , MM).

A number o f i n t e r e s t i n g owl r e p o r t s were r e c e i v e d t h i s f a l l , e spec ia l l y f r o m t h e n o r t h e a s t e r n c o r n e r of O r e g o n . B i r d e r s a t S p r i n g C r eek in Un ion Co. on O c t o b e r 17 were s e renaded a t n i g h t b y GREAT HORNED, SAW-WHET, and PYGMY OWLS as wel l as seeing an immatu re GREAT GRAY and BARRED OWL t h e n e x t d a y (JE , V S ) ! A SCREECH OWL was s u r p r i s e d a t t h e Wallowa Fish H a t c h e r y on September 27 ( F C , PS ) . Most s w i f t s ( a l l t h r e e species) l e f t Ea s te rn O r g o n b y m id - Sep tembe r , b u t WHITE-THROATED SWIFTS were s t i l l p r e s e n t a t t h e i r F o r t Rock co lony on September 26 ( Co r v a l l i s A u d u b o n S o c ) . T h e o n l y unusua l h u m m i n g b i r d r e p o r t s were a po s s i b l e ANNA ' S HUMMER at a feeder in Madras ( f i d e I H ) , and a late ( ? ) B LACK -CH INNED HUMMER at a Bend f e e d e r on September 19 (ES, F V H ) . No tab le among t h e woodpecke r s was a "RED-BREASTED" SAPSUCKER seen a t S p r i n g C r e e k , Un ion Co. on October 17 ( J E , V S ) .

T w o VEERIES w e r e r e p o r t e d f r o m Bend on September 13 ( B S ) ; t h i s is a v e r y r a r e s i g h t i n g in t h i s p a r t of O r e g o n a n d shou ld be c o n f i r m e d i f po s s i b l e . BOHEMIAN WAXWINGS a r r i v e d November 4 in La G r a n d e , a p p a r e n t l y t h e f i r s t s i g h t i n g t h i s season ( J E ) . A late LOGGERHEAD SHRIKE made an appearance Sep tember 24 near Madras (E & C P ) . Among t h e i r u nu sua l w a r b l e r m i g r a n t s , Ha rney C o u n t y ho s t ed some real v a g r a n t s t h i s f a l l (as u s u a l ) : a B LACK -AND-WHITE WARBLER at Co t t onwood C r . i n t h e A l v o r d Bas in September 6 ( D A ) ; a CAPE MAY WARBLER a t Ma l heu r N.W.R. h e a d q u a r t e r s i n late September ( r e f u g e p e r s o n n e l ) ; a MAGNOLIA WARBLER also a t Ma lheur on O c t o b e r 2 ( T C ) ; and a NORTHERN WATERTHRUSH at Fields on September 19 ( D H ) . T w o m i g r a n t

AMER ICAN REDSTARTS were a s u r p r i s e on September 8 a t Bend ( F V H ) .

Perhaps t h e most u n u s u a l f i n d in Ea s te rn O regon t h i s f a l l was t h e immature PA INTED B U N T I N G o b s e r v e d a t Tumalo State Pa rk near Bend on Oc tobe r 10 * b y T C . T h i s is t h e second r e c o r d f o r O r e g o n , t h e f i r s t coming f r o m Ma lheu r N.W.R. S p a r r o w movement was q u i t e consp i cuous d u r i n g September and O c t o b e r ; most unusua l s i g h t i n g s i n v o l v e d w h a t appear t o be m i g r a n t s r a t h e r t h a n w i n t e r i n g b i r d s . A GOLDEN-CROWN ED SPARROW was f o u n d near Madras on September 15 ( I H ) , and t h e r e w e r e a t least f i v e d i f f e r e n t b i r d s s i g h ted in Un ion and Wallowa Coun t i e s w h e r e i t is q u i t e r a r e ( FC , J E ) . A n e a r l y HARR IS ' SPARROW made a b r i e f appea rance in La G r ande on O c t o b e r 3 ( J E ) .

WEST OF THE CASCADES

Once aga in , Wes te rn O regon gave us a n o t h e r c o n f i r m e d a d d i t i o n t o t h e s tate l i s t as we l l as a n u m b e r o f o t h e r e x t r e m e l y r a r e O r e g o n b i r d s . T h e r e was q u i t e a show o f A s i a t i c s h o r e b i r d s t h i s f a l l , and most eyes w e r e t u r n e d t o w a r d t h e coast .

A n i n l and RED -THROATED LOON was seen a t Fern R i dge Res. near Eugene on O c t o b e r 31 ( H N , JC , e t a l ) . T h e r e was o n l y one pe l ag i c t r i p s c h e d u l e d t h i s f a l l w h i c h was not ment ioned in t h e la s t set of H i g h l i g h t s , b u t n o t h i n g o u t of t h e o r d i n a r y was f o u n d . T h e Oc tobe r 11 s t o r m t h a t h i t o u r area ' s coast b r o u g h t " l a r g e " numbe r s of NORTHERN FULMARS close t o shore ( H N ) . On O c t o b e r 3, a FLESH-FOOTED SHEARWATER* was f o u n d w e s t o f N e w p o r t ( L H e r ) .

Once aga i n , a SNOWY EGRET appea red a t Coos Bay on September 20 (R & J K ) , p r o b a b l y p r e p a r i n g t o s pend t h e w i n t e r . T e n w a n d e r i n g WH ITE -FRONTED GEESE w e r e s p o t t e d a long t h e coas t a t B r o o k i n g s on September 27 ( J & JC , SG). A mi sp laced ( i n l a n d ) GREATER SCAUP was d i s c o v e r e d on a pond a t B a s k e t t S lough N.W.R. on A u g u s t 23 ( R P ) , a nd a EUROPEAN WIGEON was r e p o r t e d f r o m N e w p o r t on Oc tobe r 24 (R & J K ) .

W H I T E - T A I L E D K ITES have b e g u n r o o s t i n g a t Fern R i dge Res. t h i s f a l l ; at least t h r e e were seen t h e r e in late Oc tobe r ( D F i , e t a l ) . A NORTHERN GOSHAWK was seen a l ong H i ghway 20 be tween N e w p o r t and T o l e d o on September 9 ( f i d e FS ) , and t h e species also showed up t w i c e d u r i n g Oc tobe r in t h e Ch i twood area east o f To ledo ( D F ) . T h e most s u r p r i s i n g o f t h i s f a l l ' s many RED-SOULDERED HAWK r e p o r t s wou l d have t o be t h e i n d i v i d u a l f o u n d n o r t h of Lebanon on BT ' s f a r m , r e p r e s e n t i n g t h e n o r t h e r n m o s t O r e g o n r e c o r d . Most e n c o u r a g i n g was t h e s i g h t i n g of an a d u l t GOLDEN EAGLE w i t h y o u n g along t h e Molal la R i ve r in C lackamas Co. on September 12 ( R M ) ; t h i s spec ies is an e x t r e m e l y r a r e ne s t e r in O regon w e s t o f t h e Cascades. T w o PRAIR IE FALCONS w e r e f o u n d ; one in m id October near Eugene ( f i d e J C ) , and a n o t h e r O c t o b e r 25 a t Agate Res. ( M P ) . The f i r s t " w i n t e r " MERLIN appea red i n Ph i lomath on O c t o b e r 16 (R &. J K ) .

PECTORAL SANDPIPERS passed t h r o u g h O r e g o n in t r emendous n u m b e r s : one f l o c k n u m b e r i n g 41 b i r d s was f o u n d a t Aga te Res. September 20 ( O S w ) ; 94 we re c o u n t e d in one f l o c k near T i l l amook on Oc tobe r 11 ( f i d e H N ) ; and y e t a n o t h e r " l a r g e " c o n c e n t r a t i o n was near a t t h e Nehalem sewage ponds on O c t o b e r 11 ( f i d e H N ) . T h e c l o se l y r e l a t e d SHARP-T A I L E D SANDPIPER also made q u i t e a s how ing w i t h a t least f i v e s i g h t i n g s t o add t o t h e t w o o f A u g u s t : one a t Lake Meares September 2 6 * (OS , e t a l ) ; one a t t h e South J e t t y o f t h e Columbia R i ve r ( S JCR ) on September 29 * ( H N ) ; t w o b i r d s on Bayocean S p i t Oc tobe r 4 * (OS , JG , e t a l ) ; a nd one a t Nehalem Meadows Oc tobe r 1 1 * ( A C , MH, e t a l ) . A n o t h e r RUFF s topped b r i e f l y a t T i l l amook on O c t o b e r 1 1 * ( J G , e t a l ) f o r t h e season's f i f t h o r s i x t h r e c o r d . T h e b e s t f i n d s among t h e g u l l s t h i s f a l l w e r e t w o L I T T L E GULLS d i s c o v e r e d along t h e coa s t . T h e f i r s t was f o u n d Oc tobe r 10* at Miami Cove , T i l l amook Bay ( J G , OS, e t a l ) , a nd t h e second showed up a t N e w p o r t on O c t o b e r 13 ( R B ) and rema ined in t h a t area u n t i l a t least Oc tobe r 18 ( F S ) . These r e p r e s e n t t h e t h i r d and f o u r t h we l l - d o cumen ted r e c o r d s of L I T T L E G U L L in O regon . T h e h a b i t a t p r o v i d e s a good mix w i t h 40% a g r i c u l t u r e and open f i e l d s , 20% mixed woods , 15% con i f e rou s w o o d s , 15% b r u s h and m a r g i n s , 5% ma r sh , p o n d s , and streams and 5% r e s i d e n t i a l .

T h e w e s t p o r t i o n of t h e c o u n t area i nc ludes a p o r t i o n of S ius law Nat iona l Fo re s t w i t h a smal l s t and of o l d g r o w t h f o r e s t . T h e e l e v a t i o n reaches 2750 f o o t in t h i s area p r o v i d i n g h a b i t a t f o r R u f f e d G rou se , Moun ta i n Qua i l , D i p p e r , P i leated Woodpecker , G r a y J a y and Raven.

T h e n o r t h e a s t p o r t i o n o f t h e c o u n t a rea , a r o u n d 200 f o o t in e l e v a t i o n , encompases t h e 2492 acre B a s k e t t S lough NWR e s t a b l i s h e d in 1965 f o r t h e p r o t e c t i o n of t h e D u s k y race o f t h e Canada Goose. T h e r e f u g e named a f t e r Colonel George W. B a s k e t t , an 1850 area s e t t l e r , p r o v i d e s t h e b e s t area f o r l a r ge numbe r s o f w a t e r f o w l t o be t a l l i e d . Morgan Lake , 3 mile l ong b y i mile w i d e , p r o v i d e s a l a r ge b o d y of w a t e r in t h e c o u n t c i r c l e and is located on t h e r e f u g e . Th i s lake he lp s t o p u l l in an a ve r age 10,000 Canada Geese and 24,000 d u c k s o f 15 d i f f e r e n t species f o u n d w i t h i n t h e c o u n t area each y e a r .

T h e e n t i r e c o u n t c i r c l e is f i n e h a b i t a t f o r t h e hawks and f a l con s w i t h an ave rage of 187 r a p t o r s r e p o r t e d each y e a r . T h e na t i ona l h i g h o f 368 Red - t a i l ed Hawk s we re r e p o r t e d f r o m t h i s c o u n t in 1978. T h e r a r i t i e s seen have i n c l uded Go shawk , Golden Eagle, Ba ld Eag le, P r a i r i e Fa l con , Pe reg r i ne Fa lcon, a nd M e r l i n .

The f inal ta l ly of dollars con­tributed from state taxpayer re­f u n d s t h r o u g h t h e n o n g a m e checkoff provision on last year's tax form amounted to $359,981, a 3.7 percent increase over the $347,000 contributed in the non-game checkoff program's f i r s t year. Some 876,488 Oregonians had refunds coming from their 1980 state income tax returns and 97,803 (11.2 percent) of them elect­ed to "Do Something W i l d " and check off a $1, $3 or $5 contribu­tion to the state's nongame wi ld ­life fund. Under changes enacted by the 1981 Legislature, this year's taxpayers can check off $1, $5, $10, or write in any amount they prefer.

Money for the nongame wildlife fund has been budgeted in the De­partment's Wildl i fe Division and is being used in a wide variety of projects throughout the state. •

many of the innovations which have taken place since Volume 4, Number 4 in 1978.

The publication isn't perfect; we've never had a technically perfect issue. I must apologize for one glaring error. Bing Francis always spells "peeping" with two "p's". Only Steve Gordon spells it with one. Sorry, Bing.

It is now time to spend more time watching, studying, drawing and writing about birds. I wish all of you luck in finding the birds you seek - common or rare. I also wish all of you many of those perfect moments when a bird behaves in a way you've never witnessed before; when a new field mark is impressed in your memory; when a RUFOUS-SIDED TOWHEE perches atop a blackberry bramble in bright sunlight; when you find the first T R E E SWALLOW signalling earliest spring in mid-February; when you introduce a beginner to his or her first LINCOLN'S SPARROW; and when you enjoy a SONG SPARROW in your favorite birding spot or a female HOUSE SPARROW at your feeder all sweet moments in time and space.

Good birding in 1982 and enjoy the Christmas Bird Count season! I hope to see many of you at the OFO Annual Meeting in Bend on May 8-9.
