OFFICER C. DOUGLAS KIBODEAUX LIAISON OFFICER FOR TRI AGENCY CPAAA

On July 19th, 2016, a motion was made by Edra Bogucki and seconded by Marc Blieden tosuspend the formal meeting agenda for the Tri Agency CPAAA. The general assemblieswere all in favor and the partying began.

There were some speeches—first from our President, Roy McGrath who stated it had beena pleasure working with such a fine officer and hero, among many other accolades.

Then came Beaumont Police Chief Jimmy Singletary who remembered wondering what a“street” cop was doing in PCR (Public Community Relations) and how on earth would hework with “volunteers”.

The chief ended his speech by saying he was proud of Doug and the job he has done as aPCR officer, working with the citizens and the volunteers.

. . .And Doug was the “featured guest speaker”. He spoke of how his 34 years in LawEnforcement began in Harris County, with a detour thru Orange, TX., and finally on toBeaumont for the last 21 years of his career, the last 6 years has been as an officer in thePCR division; as our liaison officer, and as the Historian for the Beaumont Police Dept.museum.

Cake and refreshments were enjoyed by the Alumni, fellow officers, and dignitaries alike.

The Alumni presented Doug with his “dream” gift . . .the Big Green Egg, along with all thenecessary accessories for a grand ol’ Bar-B-Que.

God Bless and Good Luck in retirement, Officer Doug Kibodeaux, an awesome L.E.O.,hero, liaison officer, historian, friend----most of all a spectacular person the Alumni haveenjoyed knowing and having the pleasure of volunteering for.

We Back the Blue!

Officer Greg Thomas has been employed with the League City Police Departmentfor 3.5 years. He graduated the police academy as Valedictorian and Presidentof his class. Upon his completion of the LCPD field training program, OfficerThomas was assigned to the patrol division where he currently serves. He hasbeen a proud League City resident for 27 years. He and his wife, Kim, have beenmarried for 13 years and have a seven-year-old daughter.

On 4/29/2016 Officer Thomas requested permission to follow up on a case thatinvolved alleged repeated family violence. Previously, on 4/27/2016, OfficerThomas had conducted a welfare check initiated by the victim’s co-workers andfamily who were concerned over the victim not coming to work and only receivingvague text messages from the victim. Officer Thomas recognized that the victim’svehicles were in the driveway of the victim’s home but could not make any contactat the residence. On 4/29/2016 Officer Thomas made contact with the victim whoadvised her boyfriend did not have permission to drive her car but had taken itanyway. As Officer Thomas spoke with the victim about her stolen car, he was alsoable to determine from the victim that she had been home on 4/27/2016 when hewas at her house for the welfare check. The victim informed Officer Thomas thather boyfriend had threatened her with bodily harm if she spoke with the police. The boyfriend then forced her to text her family that she was okay. Officer Thomas spent approximately 14hours on 4/29/2016 working with the district attorney, obtaining arrest warrants, coordinating with SWATfor the execution of the warrants in Houston, recovering the victim’s vehicle, interviewing the victim, andinsuring the execution of an emergency protective order against the suspect to further protect the victimfrom future violence. Officer Thomas could have passed this case on to CID but instead worked above andbeyond what is normally expected of a patrol officer to help a victim of family violence break away from adangerous relationship.

For his service and dedication to the City of League City, Officer Thomas was presented a plaque and a giftat the Alumni general meeting on Thursday, July 14th. Officer Thomas also received a custom painted ThinBlue Line Tumbler from League City resident, Fred Garcia. Detective Shayne Yount served in the U.S. Air Force from 2000-2004. He has been with LCPD for nearly10 years and has served in the Crime Suppression Unit for the past 6 years.

Over the course of several weeks from late-March to early-June there was a crime spree involvingburglaries of motor vehicles. Approximately 25 vehicle burglaries occurred in Brittany Lakes andMagnolia Creek subdivisions. Detective Yount was the lead investigator in these cases. Initially, the onlyevidence on the suspects were still shots from a surveillance camera, which Det. Yount vigorously pursued.Based on a contact he made while assisting patrol, Det. Yount went to speak with a female who lives nearwhere these burglaries occurred. Det. Yount felt there was something not right about this particular femaleand suspected she may either be the suspect or knew who the suspect was. Det. Yount was right. Althoughshe was not the suspect, she knew who was and where the suspect was living (in a house nearby and withanother known burglar). Even though this female denied involvement, she would ultimately admit tobeing the second female and was in possession of property that was given to her by the suspect. Theproperty ended up being items that were stolen during the crime spree. The piece of evidence thatpropelled the case forward was a Toshiba laptop. This laptop was reported stolen by a victim who wouldlater positively identify the laptop as the one that was stolen from her car.

Based on the information he received from said female, Det. Yount called on the rest of the CrimeSuppression Unit to assist in nighttime surveillance in hopes of catching the suspect “red-handed.” Eventhough it was a good effort, the suspects were not caught in the act of burglarizing a vehicle. Det. Yountthen pursued the case by filing warrants on the two female suspects for possession of stolen property(State Jail Felonies). One of the suspects turned herself in on July 18 and the other was arrested within thesame week. Det. Yount was able to identify victims to property from 10 of the subject cases. The totalamount for the stolen property that was identified with victims was $3,780. The total estimated amount ofrecovered stolen property without a victim was $2,940. The combined amount of recovered stolenproperty was valued at approximately $6,720. These cases would probably not have been solved if itweren’t for Det. Yount’s proactive nature. Without ever making contact with that female, on that particularday, he would never have known to go talk to her. Then, weeks later, remembering that information andconnecting the dots shows Det. Yount’s dedication to the job and extreme attention to detail.

For his service and dedication to the City of League City, Detective Yount was presented a plaque and agift at the Alumni annual business meeting on Thursday, August 11. Houston Citizen Police Academy Alumni AssociationSubmitted by Mike Weingart - HCPAAA

The Houston CPAAA held its first Meet and Greet at the Houston Police Officers UnionBuilding on Thursday, Aug. 18. The event was the first time the alumni group hosted anintroductory meeting for the incoming CPA class, Number 54. The refreshments werefurnished by Class 53.

Assistant Chief C. A. Vazquez, head of the Professional Development Command, told thefuture citizen academy attendees that HPD really needs the support of the citizens who jointhe HCPA and give their time. HPD will have five cadet classes for new officers this yearand next. But these potential 700 new officers are offset by about 250 retirements per year,Chief Vasquez said. “We need 5,800 officers and have 5,200.”

Sgt. Kraig Buchanan, who supervises the HCPA program, said the goals are to havea good time and for their class to be better than the last. He outlined the programs for the10-week course.

Officer Ray Hunt, president of the Houston Police Officers Union, told the incomingcitizens group: “This is your home.” All but about 30 of the 5,200 officers belong to theHPOU, Hunt said. HPD is 51% minority and that is the reason Houston doesn’t haveproblems that are occurring in other cities, he said. Ninety-five percent of the citizens ofall races support the police and 95% of all officers are fine individuals, he added.
