New India - New Beginning

Prime Minister Narendra Modi unveiled his grand vision of “New India” recently. It is an all-encompassing, inspirational and aspirational vision of “Jan Shakti that is greater than the power of government”, he said.He also said that for many decades we have been walking in the wrong direction due to wrong policies. The feeling that the government will do everything became widespread. After many decades, we noticed the error. There was an attempt to correct it 2 decades ago. Standards had been set in such a confined manner that it was accepted as reform.

Prime Minister Narendra Modi observed that for a long time the nation saw just one kind of government or governments that were coalitions. Due to this, just one school of thought and activity was seen. Earlier political systems were either election driven or based on the rigid framework of bureaucracy. There were only these two ways of running a government and any scrutiny of the government too was done on these very parameters.

The Prime Minister made some succinct comments on how today’s times are radically different from earlier:

All equations of bi-polar and inter-dependent world have changed.

during the era of freedom struggle, there was more national aspiration than personal aspiration. it was so intense that it freed the nation from hundreds of years of oppression. Like the freedom movement, the time is ripe for a movement for development. A developmental movement that connects personal aspiration to collective aspiration. That collective aspiration should be towards the overall progress of the nation.

Speaking about ek Bharat shreshtha Bharat, the Prime Minister said,

This government is working towards the dream of Ek Bharat Shreshtha Bharat. Our way of approaching problems is completely different. For many years, there was conflict and tension on the usage of English-Hindi. All the languages of India are part of our precious heritage. We thought deeply on how these languages can be tied to each other in a single thread of national integration. Under the Ek Bharat Shreshtha Bharat programme we paired two states with each other and now many states are getting acquainted with each other’s cultural diversity.

Stressing on the fact that this government is completely different in approach from earlier ones, the Prime Minister said,

Our approach towards transformation is innovative. This is why commonly used words like reform or disruption fall short. Rather than reforms or disruptions, these methods are techniques to rejuvenate the soul of our nation and keep its sanctity intact even as we make systems compatible with rapidly changing times. This is the way the 21st century mind thinks. Hence, if anybody is to be credited for the transformation then it is our 1.25 billion citizens. The archaic mentality and limited comprehension of some people is such that they think transformation happens only from the corridors of power. It is wrong to think so.

Pointing out the tangible difference in work culture his government has brought in, he said,

We have augmented the work culture of the government with time-bound implementation and integrated thinking. In our work culture, there is transparency, processes are citizen friendly and development friendly, and processes are re-engineered for efficiency.

On the matter of economic growth and development, Prime Minister Narendra Modi pointed out some important facts and figures. He said, “Today India is one of the fastest growing economies of the world.

India has been chosen in the World Investment Report as one of the top 3 prospective host economies.

In 2015-16 there was a record investment of more than 55 billion dollars.

In 2 years, India has jumped up by 32 places in the World Economic Forum’s Global Competitiveness Index.

Make In India has become India’s biggest initiative. India is now the world’s sixth biggest manufacturing country.

He also weighed in on the Goods and Services Tax that was recently in discussion. The Prime Minister said, “Our government stresses on cooperative federalism. GST is a product of deliberative democracy in which there was extensive dialogue with states. While progress on GST is an important outcome, the process of finding consensus itself was an equally important part. This is a decision which has happened through common consensus. All states have combined ownership. This may look disruptive to some but GST has taken our federal structure to new heights.”He said, “Sabka Saath Sabka Vikas is not just a slogan but we are demonstrating it by living it.”Outlining some innovative and holistic measures the government took on the labour laws, he said, “For years now, it had been become conventional wisdom to think labour laws are an impediment to progress. On the other hand, it has also been conventional wisdom to say anyone who reforms labour laws in anti-labour. These are extreme binaries. Nobody gave a thought to taking a holistic approach that brings together the employer, employee and apprentice.To comply with various labour laws earlier employers had to fill out 56 different registers. The same information was being filled in many different registers. Last month, the government notified that employers no longer need to fill out 56 registers to comply with labour laws but only

have to maintain 5. This will boost ease of doing business for industrialists.” The job market and jobs are an important part of the economy. The Prime Minister also spoke at length on how meaningful measures have been taken. He said, ”Expansion of the job market is also an important matter for the government. Along with public and private sector, the government’s attention is also on the Personal sector. » Under the MUDRA programme, loans are being given to the youth without bank guarantees. In the last two and a half years, more than 6 crore people have availed loans worth more than Rs 3 lakh crore.

» States have also been advised towards enabling general stores and common establishments to stay open all 365 days of the year.

» For the first time, a Skill Development ministry has been created and it is working with a detailed plan.

» Pradhan Mantri Rozgar Protsahan Yojana and income tax exemptions have encouraged formal employment.

» The Apprentice Act has been improved to increase the number of apprentices and also to increase the stipend they get during apprenticeship.”

Jan Shakti is more powerful than the strength of the government. Without taking people along it is impos-sible to run our vast country. Without taking the Jan Shakti of our nation along it is impossible to move ahead. The post-Deepavali crackdown on corruption and black-money has showed us an example of Jan Shakti, the kind of which has been seen only in times of war or strife. This Jan Shakti is coming together be-cause people want to end the prevailing evils within, defeat weaknesses and move ahead towards making a New India.

stressing on the importance of people’s power in transforming india, he said,

Under swachh Bharat there are more than 4 crore toilets

built and more than 100 villages have been declared free of open defecation - is a testament

to the power of Jan Shakti.

Expanding further on the government’s focus on transformation and accelerated delivery, he said,

It is important that there is respect for people’s opinions and understanding of people’s aspirations while taking decisions in national interest. It is also important that these decisions are taken to their logical conclusion in good time.

far 27 crore poor people have had

bank accounts opened for them.

electricity would reach those 18000

villages which had never seen electricity even after 70 years of independence.

The Prime Minister also mentioned some interesting instances of his government doing away with unnecessary earlier traditions that were impeding good governance. He said, “For ages now, the budget has been presented at 5 PM in the evening. This system was made by the British because when it is 5 PM in India it is 11:30 AM in Britain. On the matter of hastening the delivery of projects and their implementation, Prime Minister Narendra Modi said, “The policies, decisions and intentions of the government have been seen by all in the last two and a half years. The following two examples show that this government moves not with a tunnel vision but with total vision.

Earlier, power plants and coal linkages were designed in a haphazard manner – if the plant is in the North, then the coal would come from Central India or coal from North or East used to go to plants in the West. Power plants had to spend more on transportation of coal and the prices of electricity would be high. We rationalized coal linkages which reduced transportation time as well as cost. Electricity became much cheaper.

Permissions for Rail Over Bridge to allow roads to be taken below the railway tracks used to get stuck for months due to lack of permission from railways. There would be months wasted on deliberating over the design of the rail over bridge. This government has brought in a Uniform Design for rail over bridge and if the proposal is based on this design then the NOC is given immediately.”He spoke at length on the reforms in the power and coal sectors that are critical to a nation’s progress. The Prime Minister said, “The availability of electricity is at the core of the nation’s economic progress. Our government has worked holistically in the Power sector

and has achieved success. We have added 46,000 MW generation capacity. Generation capacity has increased about 25%. Transparent coal auctions and ensuring availability of coal for our power plants have been our priorities.Now there is no thermal plant that is in a critical state in terms of coal availability. Critical state means having coal stocks worth less than 7 days. There used to be headlines earlier that there is a crisis in the electricity sector in the nation and that power plants are running out of coal.

In the first 2 years of the government about 50,000 circuit kilometres transmission lines were laid. Compare it with 16000 circuit kilometres transmission lines in 2013-14.

Government DISCOMs have been given a new lease of life due to our UDAY scheme. The availability of electricity has increased due to all these measures and the cost has gone down.

Through the Vidyut Pravah app one can see the quantum of electricity available and its price.

We are also pushing clean energy. The target is generation of 175 Gigawatts of renewable energy against which we have already reached 50 Gigawatts.

India has reached the 4th position in the world in terms of Global Wind Power Installed Capacity.

Along with more power generation the government is also keen on reducing consumption. About 22 crore LED bulbs have been distributed towards this.

This has resulted in reduction of pollution and also saves Rs 11000 crore every year for the people.”

Earlier railway electrification was going on at a slow pace. The government gave momentum to the route-electrification programme of railways. This resulted in decrease in cost of running railways and also ensured proper use of available electricity. Railways was also given open access facility under the Electricity Act. Thus, railways also incur cost savings on the electricity being bought by them. Earlier distribution companies used to oppose this and railways ended up paying higher prices to buy power.

The work to connect 2.5 lakh gram panchayats across the nation with optical fibre was started in 2011. Between 2011 and 2014, only 59 gram panchayats were enabled with optical fibre cables. One can imagine how much time it would take to connect 2.5 lakh gram panchayats at this pace. We brought necessary changes in the process and readied a mechanism to resolve existing problems. In the last two and a half years more than 76,000 gram panchayats have been connected with optical fibre. Along with it, preparations are being made to provide wifi hotspots in every gram panchayat so that people can easily access this facility. It is also being ensured that this reaches schools, hospitals and police stations.

Prime Minister Narendra Modi’s vision on healthcare has always been comprehensive - ranging from preventive healthcare to treatment of ailments, from hygiene and sanitation to making medicines accessible. The Union Cabinet approved the National Health Policy 2017, which is directed to increase public healthcare expenditure to 2.5% of India’s GDP with more than two-thirds of those resources going towards primary healthcare. The policy will spread quality healthcare across the country, particularly to the poor and underprivileged. Prime Minister Narendra Modi had earlier constituted a group of ministers to finalise policy contours. On the floor of the house, it was Union Health Minister JP Nadda who explained the specifics of the policy. He said, “The policy envisages a time-bound implementation framework with clear deliverable and milestones to achieve the policy goals.” He then proceeded to lay out the specifics of the policy, which are of much importance in terms of the developmental changes that it plans to introduce.The policy envisages providing a larger package of assured comprehensive primary healthcare through ‘Health and Wellness Centers’. This comprehensive package includes care for major non-communicable diseases (NCDs), mental health, geriatric healthcare, palliative care and rehabilitative care services. The policy also plans to look at the reforms in the existing regulatory systems both for easing the manufacturing process of drugs and devices to promote the ‘Make in India’ campaign, and also for reforming medical education. The policy also advocates the development of mid-level service providers, nurse practitioners, and the public health cadre to improve the availability human

resource in this field.In order to provide access and financial protection, it proposes free drugs, free diagnostics and free emergency and essential healthcare services in all public hospitals. In this light, it further aims to ensure the availability of 2 beds per 1000 population to be distributed in a manner that enables access within the ‘golden hour’. In terms of the bigger highlights of the policy, it proposes to increase life expectancy from

67.5 to 70 years by 2025. It also proposes to establish as system of regular tracking of the Disability Adjusted Life Years Index (DALY) as a measure of burden of disease and its trends in accordance to major categories by 2022.On top of that, the policy plans to reduce the mortality rate of children under the age of 5 years to 23 (per 1000) by 2025 and maternal mortality rate (MMR) from current levels down to 100 (per 1000) by 2020, along with reduction in

infant mortality rate to 28 by 2019, reduction in neo-natal mortality to 16 and still birth rate to a ‘single digit’ by 2025. Through these measures, it also proposes the reduction of total fertility rate (TFR) to 2.1 at national and sub-national level by 2025.The last policy promised to increase public spending on health to 2% of the total GDP, which could not be achieved. Before the announcement of the policy, public spending on health was just about 1% of the total GDP. The hallmark of this new policy is that of tax-based financing to raise public expenditure and increase in the budget outlay on health with two-third spending on the primary health sector. Considering India has set Sustainable Development Goal targets for 2030, this policy comes at a most important time.

One Nation, One Tax - The transformational, much-awaited GST is here.

Commitment to bold, transformational reforms has been the hallmark of Prime Minister Narendra Modi’s government. The much awaited Goods and Services Tax (GST) is a big step in cleaning up the tax administration of the nation.The Union Cabinet chaired by Prime Minister Narendra Modi approved four bills related to the GST. Before being cleared by the cabinet, these bills were also cleared by the Goods and Services Tax Council after a detailed discussion over 12 meetings in the last six months.The passing of these four bills furthers the process of eventually passing the overall GST bill. The four bills that were cleared i.e. The Central Goods and Services Tax Bill, the Integrated Goods and Services Tax Bill, the Union Territory Goods and Services Tax Bill and the Goods and Services Tax (Compensation to the States) Bill should be introduced in Parliament this week. ` This bill when implemented may lead

to an increase in the country’s overall

Gross Domestic Product (GDP) by 1-2%. It will create new spheres of employment and an increase in productivity. With the passing of these bills now, the Goods and Services Tax regime is now in its final stages of culmination, likely to be implemented from the 1st of July this year. Under the bill, here are the important points of observation:

` The Central GST Bill will make provisions for levy and collection of tax when it comes to intra-state supply of goods or services or both, by the central government. The Integrated GST Bill will also make similar provisions and follow in the footsteps of the Central GST Bill. The Union Territory GST Bill will also make provisions for levy on

CGST Bill - Provisions for levy & collection of tax on intra-state supply of goods or services for both by Central Government.

IGST Bill - Provisions for levy & collection of tax on inter-state supply of goods or services or both by Central Government.

UTGST Bill - Provisions for levy on collection of tax on intra-UT supply of goods and services in the Union Territories without legislature.

` collection of tax on intra-UT supply of goods and services in the Union Territories, without legislatures.

` The Compensation Bill is set to provide for compensation to the State in a situation where there is a loss of revenue arising on account of the implementation of GST for the next five years.

` The GST regime is set to make the tax administration efficient, potentially decreasing tax evasion. Computerization and digitization of the taxation process will also help in this regard.

The government will also regularly review the price of 300 commodities once the GST is introduced, to ensure the new tax regime does not result in inflation. These items in the basket of the Consumer Price Index (CPI) will be reviewed to study the

impact on the country’s inflation.The next Goods and Services Tax Council meeting chaired by the Union Finance Minister Arun Jaitley is to be held on the 31st of March. In this meeting, the issue of the formulation of rules that will eventually govern the new taxation policy will be discussed. After the rules are approved, only then will the Council decide the fitment of various commodities into the tax slabs. Last year, the Council had decided on four tax slab rates i.e. 5%, 12%, 18% and 28%, with another “zero tax rate” on several items that constitute almost half of the Consumer Price Index basket, including food grains.As the government looks ready for the implementation of these new four bills, it will be interesting to witness the economic potential it will unfurl thus resulting in potentially higher economic growth.

Files and approvals earlier used to take a long time coming due to the long list of clearances and NOCs needed along with huge amount of paperwork. But technology changes everything.The Minister of State of Environment, Forest and Climate Change, Anil Madhav Dave, launched the web portal for obtaining Coastal Regulation Zone clearances. The web portal aims to make processes smoother for State Coastal Zone Management Authorities (SCZMAs), Municipal/Town Planning agencies and other partners in tracking the progress of their proposals.

A fine example of ‘Ease of Doing Business’, the web-based portal helps in obtaining clearances required from the Ministry under the “Coastal Regulation Zone” (CRZ) by the Project proponents. Following the web architecture in environmental and forest clearances, CRZ is an interactive and seamless

portal which enables submission of applications in a single-window interface.A unique identity for each proposal for all future correspondence facilitates smooth and quick flow of information which is an integral objective of the portal. International Women’s Day: Women Empowerment special

Prime Minister Narendra Modi’s approach is very clear about women empowerment. The Central Government has taken several initiatives to make women more empowered and self-reliant. Such as Beti Bachao Beti Padhao Abhiyan, Sukanya Samriddhi Yojana, Ujjwala Yojana and Pradhan Mantri Suraksha Bandhan Yojana or Maternity Benefit Scheme - In addition to giving social and financial security to women, continuous steps are being taken to develop leadership potentials in them.

The Maternity Benefit (Amendment) Bill, 2016 to bestow strength to womenThe Maternity Benefit (Amendment) Bill, which proposes to extend 12 weeks of maternity leave to 26 weeks, has been passed in the Lok Sabha. The bill will permit pregnant women to get 26 weeks of maternity leave. This bill is expected to benefit 18 lakh women employees of the country.The bill also takes into consideration mothers who have adopted children less than 3 months old as well as mothers who have children through surrogacy. In these special cases, mothers have the provision to avail up to 12 weeks of maternity leave and work from home option once the leave comes to an end. This law is applicable on those institutions where there are 10 or more members of the workforce. The bill also has the provision to pay full salary to expecting women.The Maternity Benefit (Amendment) Bill offers a sigh of relief With the new mandate that states ‘companies with 50 or more employees to provide crèches enabling women to visit four times during their work hours.’ Reaping the benefits of the bill, now Indian women in India will get 26 weeks salary during the maternity

leave. Along with the passing of the bill, India now joins countries where highest maternity leave is obtainable.Increasing the availability of women labour, with effect to this bill, working women will now be able to plan their pregnancy and the distress of losing a job will draw to a close.

Nai Roshni lights the lives of more than 69,000 womenThe Central Government is working on three special schemes under the ‘nai roshni’ scheme for the empowerment of minority women. It is being implemented for women by endowing them with knowledge, equipment and technology. The scheme is being implemented through NGOs, civil society and various trusts. It aims to make women self-reliant and develop the ability to lead different areas through education-training.In the current financial year of the ‘nai roshni’ scheme, 69,150 women got the benefit tillJanuary 31. Under this, for the women of the minority community, 14.13 Crore have

been released in the current financial year and till January 31, 69,150 women got the benefit of this scheme.During the year 2015-16, 14,88,00,000 rupees were released for this scheme and 58,725 women were given the benefit of this scheme. In the same way, in 2014-15, 13.78 Crore were released and 71,075 women were brought under its purview.Begum Hazrat Mahal National Scholarship for Meritorious Girls belonging to minorities is being channelized through Maulana

Azad Education Foundation. The scheme had covered 48 thousand girls with a funding of Rs. 57.60 Crore in 2015-16 and in 2014-15, it catered to 45,426 girls backed by a fund of Rs. 54.51 Crore. Presently, Rs. 14.13 Crore have been released and 69,150 women have been covered till 31st January during current financial year. The National Minorities Development & Finance Corporation (NMDFC) sponsored Mahila Samridhi Yojana trains women in women-friendly skills. The training duration is up to six months and provides raw material worth Rs.1,500/- per trainee. Every trainee is given a stipend of Rs.1000/. During the training, women form Self Help Groups, followed by infusion of micro-credit maximum up to Rs.1,000,00 per member to use the skill developed to earn an income. This was shared by the Minister of State (IC) for Minority Affairs, Shri Mukhtar Abbas Naqvi in response to a query raised in the Lok Sabha.

Women sarpanches can transform villages of IndiaDuring his address at the Swachh Shakti 2017 convention on the occasion of International Women’s Day, Prime Minister Narendra Modi said that women sarpanches can transform the villages of India. He stated that women are more dedicated towards their work and perform far better than men.Amidst a gathering of 6,000 women sarpanches and grassroots level workers the Prime Minister asserted that accepted norms of husbands as decision-makers are now obsolete.He, in fact, stressed that women Sarpanches can implement Government schemes in such an efficient manner where while preserving the simplicity of villages they manage to bring in the facilities of the city. He said that “the women we are honouring today have shattered so many myths. They have shown how a positive change has begun in rural India”.While addressing the issue of discrimination against women and the need to change it, the Prime Minister stressed that action-based steps need to be taken for the success of “Beti Bachao, Beti Padhao”. He urged that there should not be any case of female foeticide in villages, especially where the sarpanch is a woman. If the woman sarpanch wishes to create awareness, she can

bring a qualitative change.A woman taking the role of a sarpanch in a village is no easy feat. Besides the challenges she needs to face, there is a change in mindset that has to be initiated. The Prime Minister appreciated their determination and punctuality towards their tasks.Prime Minister also emphasized that there is no shortage of funds for the development of villages. The central

government sends two lakh crores rupees directly to the villages every year. Money can also be mobilized by making manure in various ways for garbage management and cleaning in villages.Shri Modi said that girls across the country are making the nation proud with their brilliant performances in board exams. Though, there should be equal access to education for both girls and boys. The Prime Minister also honored women Sarpanches as well as NGOs for their inspiring and remarkable work in village development.

Indian Railways embarks on the journey of Free Wifi

While waiting for a train on stations, one would stumble on their phone many times. But without internet connectivity, the phone serves no purpose to the common man today. Nobody understands the aspirations of the internet era better than the Narendra Modi government.Indian Railways is one of the largest railway networks in the world. Railways Minister, Shri Suresh Prabhu under his stewardship has brought radical changes in his mammoth railway system.Covering 115 railway stations, free WiFi was made available to 50 lakh people across the country and the railways propose to provide such facility in running trains too later.WiFi facility, being a public service, was not just provided to railway passengers but also to all visiting the stations, including a large number of

students. A total of 400 railway stations will be covered in the first batch and the criteri a adopted to install the services depends upon the volume at stations. Execution of Wi-Fi facility at 400 railway stations has been entrusted to RailTel Corporation, a subsidiary of the Railways, without any fund allocation by the government.The progress of Indian railways doesn’t terminate here. Railways have provided solar panels on rooftops of 19 narrow gauge trains in Northern Railway and 4 broad gauge non air-conditioned coaches in service for use of electrical energy generated in train lighting system on a trial basis, which would save a total of Rs 41,000 crore over a period of 10 years.

Fridays at MyGov: A step ahead in Jan-Bhagidari for building a New India

The digital landscape has been bustling with innumerable citizen voices and opinions for the last few years, particularly in matters of governance and public policy. Be it social media, MyGov, Narendra Modi App, PMO app or Swachh Bharat App, citizens have sought for different avenues to participate and contribute towards the development of the country. The Government too has created opportunities for citizens to effectively harness their skills and expertise. However, there was a need to bring together citizens participating actively across these avenues to a common platform. This led to the beginning of “Fridays at MyGov”, an initiative to connect with a group of citizens through a weekly dialogue at the MyGov Office. “Fridays at MyGov” is an initiative launched in February 2017 to involve influential citizens in seeking their ideas for a New India. It also provides them an opportunity to share their experiences of participation across various digital platforms viz. social media, MyGov and the Narendra Modi App, PMO App etc, directly with representatives of the Government.Do, Discuss, Disseminate- these were the three pillars of MyGov elucidated by PM Narendra Modi as it was launched on 26th July 2014. The vision of MyGov has been “Creating a participatory digital democracy, leveraging technology to enable every citizen to contribute ideas and efforts for nation-building, transforming these ideas into action and recognizing individual contributions.”While MyGov has been buzzing with a lot of creative tasks and policy discussions, the Narendra Modi App gave a greater boost to Jan-Bhagidari by creating networks of active citizens & seeking their participation in disseminating infographics, news, stories & videos. In a first, the Prime Minister has also been seeking inputs for his speeches on various occasions through this App.

Furthermore, the Transforming India micro-site was launched in March 2016 as an effort to disseminate the impact of various Government initiatives. A large number of citizens across the country have supported various campaigns under Transforming India with their participation on MyGov and proactive support on social media.

With “Fridays at MyGov”, citizens from different walks of life who have keenly participated in all of these platforms, have come together at the MyGov office with a common goal of “doing, discussing and disseminating” for Transforming India. They have expressed their thoughts and ideas on further expanding the Government’s reach among various segments of the society through innovative methods. “Fridays at MyGov” has helped the Government connect with these citizens in a more direct and personalized manner. Additionally, it has also facilitated a candid exchange of ideas between the Government representatives and citizens.So far, MyGov has hosted prominent journalists, authors, filmmakers and many social media influencers during “Fridays at MyGov”. Beyond the meet-ups, these citizens have supported the Government by proactively sharing videos, data points and giving timely feedback on enhancing the Government’s

initiatives.The larger goal of “Fridays at MyGov” is to engage these citizens in research-based tasks, writing blogs on policy matters and in reaching out to more like-minded citizens through professional and volunteering groups. “Fridays at MyGov” not only is an endeavour to take ahead Jan-Bhagidari but also is a building block for a New India.

Cancer medicine prices slashed upto 86%Bringing a very welcome change to healthcare in India, cancer medicines will now cost substantially less. In an effort to provide relief for cancer patients, the drug pricing regulator National Pharmaceutical Pricing Authority (NPPA) has slashed the prices of some significant cancer drugs by upto 86 per cent.Among these medicines, is a drug called Iressa used in the treatment of lung cancer. Earlier the medicine which cost around INR 29,259 will now cost INR 3,977. The price of chemotherapy drugs like Doceaqualip has also been reduced by 37 per cent making cancer treatment a possibility for thou-sands of citizens.

Cabinet approves six laning of Handia-Varanasi section of NH-2 in Uttar Pradesh

Recently, a proposal for expanding the Handia-Varanasi section of the NH2 highaway in Uttar Pradesh to six lanes was put forth. Last week, the Cabinet Committee on Economic Affairs chaired by Prime Minister Narendra Modi gave the approval for this development. The main reason behind this approval is to inevitably forward the process of development and the improvement of infrastructure in the state. More specifically, it will reduce the cost and time of travel, reduce heavy traffic in the specific stretch and also uplift the socio-economic condition of the area. With the plan being approved, it will increase employment for the local laborers once construction starts. It has been estimated that the project will take around

4000 man-days for the construction of one kilometer on the highway. In light of this statistic, the project would potentially give employment of 3 lakh man days. It is estimated that the cost of the project will be around Rs. 2147.33 crores. This cost will include expenditures on land acquisition, pre-construction norms and the rehabilitation and resettlement of affected area. This plans now comes under the National Highways Development Project (NHDP) Phase – V. The National Highways Development Project has been very successful in the past and this project will increase the level of the project to a higher level than before.

NTPC- Andaman and RajasthanState-run power company NTPC announced the commissioning of a 45-mega watt solar capacity in Bhadla, Rajasthan. This takes their project to a total installed capacity of 160 MW.Last month, NTPC had commissioned 115-mega watt capacity of the 260-mega watt solar power project in Bhadla. With commissioning of this additional solar capacity of 45-mega watts, the overall installed capacity of the NTPC Group has reached 48,188-mega watts. NTPC is also planning 10 solar PV projects and an increase in capacity of about 1,000-mega watts via renewable resources by 2017. This includes the following:

Dadri: 5-mega watts.Andaman and Nicobar: 5-mega watt

Ramagundam: 10-mega wattsTalcher Kaniha: 10-mega wattsFaridabad: 5-mega wattsUnchahar: 10-mega wattsRajgarh: 50-mega wattsSingrauli: 15-mega wattsAnantapuram: 250-mega wattsBhadla: 160-mega watts

NTPC plans to become a 130-GW company by 2032 with a diversified fuel mix and a 600 billion-unit company in terms of generating power. The company also wants its share of renewable energy to go up to 28 per cent. With decreasing prices and NTPC’s plans to continue evolving their programs, the future of renewable energy in India looks strong.

Prime Minister Narendra Modi inaugurated the ONGC Petro additions Ltd petrochemicals complex in Dahej, Gujarat.A joint venture organization promoted by ONGC, Gail and GSPC, it is a grass root integrated petrochemical complex located in Special Economic Zone (SEZ) under Petroleum, Chemical and Petrochemical Investment Region (PCPIR).The largest petrochemical plant in the country, at full capacity, the plant will produce 14 lakh metric tonnes of polymers - viz. linear low density polyethylene (LLDPE), high density polyethylene (HDPE), polypropylene (PP) - and 5 lakh metric tonnes of chemicals such as benzene, butadiene, and pyrolysis gasoline. The product warehouse is one of the largest in India with an area of 128,250 square metres.The investment of the plant is pegged at Rs. 30,000 and its strategic location in the petrochemicals and chemical hub assures ease of connectivity leading to a comprehensive ecosystem.The project will also lead to an increase in new downstream plastic processing industries in the country. The project is also stated to generate an investment of Rs 40,000 crore and more significantly create 20,000 indirect employment opportunities giving a push to the Make in India programme.The significant use of polymers will considerably reduce burden on traditional materials such as wood, paper, metal and will help in conservation of natural resources like water and energy. The company also aims to encourage polymer consumption and the products will be used for infrastructure, housing, irrigation and other important sectors.

How the World’s Largest Democracy Conducts Elections?

In a country that is so huge and diverse as India, the scale and the scope of elections is also colossal making it the largest democratic exercise in the world. Elections are held at the national, state and local levels at regular intervals. India’s constitutional provisions and the laws made by the Parliament ensure that all the elections held in India are free and fair. The Election Commission of India (ECI) which is an autonomous constitutional body also ensures that the elections at the Parliament, State and Union Territory Assemblies, and electing the President and Vice-President are conducted in a smooth manner.Before the elections, the ECI makes sure that the Model Code of Conduct for political parties and candidates are laid-down. ECI announces the schedule of the elections; conducts registration of political parties and categorises them into national or state parties; issue notifications; scrutinizes the filing of nominations; oversees the political campaigns; administers polling and counting; compiles the list of the elected, and disseminates the election results.The Electronic Voting Machine (EVM) had been introduced to digitise the voting process that is speedy, reliable and efficient. The EVM system ensures sophisticated technology and a flawless process to successfully conduct elections across the country. In instances where the credibility and transparency of EVMs is questioned, a thorough investigation is conducted to mitigate any instances of a loophole.In the year 2009, some activists approached the Supreme Court with claims of a flawed electoral process. The Supreme Court advised the persons in question to take their concerns to ECI. The activists then opened dialogue and ECI

threw an open challenge to anyone to demonstrate how machines owned by ECI can be tempered. However, in spite of opportunities given by ECI, machines opened and internal components shown, no one could demonstrate any tempering with the machine in ECI HQ. There proceedings were videographed.Further in an extraordinary measure, the Commission invited those who had expressed reservations about the EVMs to come and demonstrate the points

made in their allegations from 3rd to 8th August 2009. Those invited included political parties, petitioners before various courts and other individuals who had raised similar issues to Commission.The exercise saw a hundred EVMs from ten states ready for scrutiny and investigation at the Commission’s office. The EVMs were offered for demonstrations in the

presence of a technical experts group as well as engineers representing the EVM manufacturers, BEL and ECIL. The conclusive outcome of this exercise established that no one present there could demonstrate any tamper-ability of the ECI-EVMs. Those among the complainants either failed or chose not to demonstrate. The many guidelines of the ECI not only establish the flawless electoral process but also assures citizens of accountability and transparency.Conducting the General Elections could be the most challenging task for the ECI. However, they could be considered as the most efficient body involved in managing the elections and the guardian of India’s democracy.
