Students enrolled in the Agricultural Banking & Finance Program at the University of Nebraska- Lincoln are required to complete a 10-week internship with a financial institution following their junior year of college. The NBA assists in identifying member banks that are interested in sponsoring a summer intern. Interviews and arrangements for the internships are conducted during the upcoming fall semester. In addition, the NBA’s University Foundation Allocation Committee—awards scholarships to students who participate in this program. The overall objective of this internship program is to provide students with a wide range of learning opportunities and work- related banking experience during their summer employment with a Nebraska bank. We strive to ensure that these students have a positive experience, so they will pursue a career in ag banking in our state upon graduation. Build the Banking Workforce Sponsor an Ag Banking Intern in 2020 Would your bank be interested in sponsoring an ag banking intern in the 2020 summer? Students enrolled in the Agricultural Banking & Finance Program at the University of Nebraska-Lincoln are required to complete a 10-week internship with a financial institution following their junior year of college.

The NBA assists in identifying member banks that are interested in sponsoring a summer intern. Interviews and arrangements for the internships are conducted during the upcoming fall semester. In addition, the NBA’s University Foundation Allocation Committee—awards scholarships to students who participate in this program.

The overall objective of this internship program is to provide students with a wide range of learning opportunities and work-related banking experience during their summer employment with a Nebraska bank. We strive to ensure that these students have a positive experience, so they will pursue a career in ag banking in our state upon graduation.

News Briefs from Washington Agencies Issue Final Rule Reducing Call Report Burden on Small Banks The financial regulatory agencies Tuesday finalized changes that would expand the number of banks eligible to file a more streamlined version of the Call Report, as directed by regulatory reform law S. 2155. Under the final rule, non-complex institutions with less than $5 billion in assets would be permitted to file the most streamlined version of the FFIEC 051 Call Report. Banks filing the FFIEC 051 Call Report will also see a reduction of the number of data items required in their first- and third-quarter filings. Read the final rule.

Agencies Release List of Areas Eligible for CRA Credit The federal banking agencies Monday released the 2019 list of distressed or underserved nonmetropolitan middle-income areas in which banks participating in revitalization or stabilization activities will be considered for Community Reinvestment Act credit. OCC Official: Expect CRA Reform Proposal by End of Summer The federal banking agencies expect to issue a notice of proposed rulemaking to revise their Community Reinvestment Act (CRA) regulations by the end of summer, Senior Deputy Comptroller of the Currency for Bank Supervision Policy Grovetta Gardineer said at the ABA’s Regulatory Compliance Conference. She also provided some additional detail on what the agencies are focusing on in their conversations.

Specifically, the agencies are responding to concerns reflected in the comments the OCC received on its CRA advance notice of proposed rulemaking. Ninety-one percent of commenters said the current CRA rules lack objectivity, transparency and fairness, Gardineer said, adding that 98% think they are applied inconsistently and 88% say they have become harder to understand. To address these, she said the agencies are considering how they can clarify CRA-qualifying activities, refine the assessment area definition and implement “an objective set of measures that you can apply—not a single metric.”

Suzanne Killian, senior associate director for consumer and community affairs at the Federal Reserve Board, added that the Federal Reserve wants to ensure that the CRA reform process results in “no reduction” in banks’ investments in low- and moderate-income communities and clients.

Nebraska FSA Announces Extension of Prevented Plant Reporting Deadline to July 15 The U.S Department of Agriculture Farm Service Agency (FSA) in Nebraska is extending the deadline for producers in the state to report their spring prevented plant crop acres to the agency.

FSA State Executive Director Nancy Johner announced Nebraska producers now have until July 15, 2019, to report to FSA acres they intended to plant to crops this spring but could not do so because of the difficult weather conditions. This new deadline coincides with the July 15, 2019, FSA acreage certification deadline that is already in place.

Even though this deadline has been extended, producers are encouraged to communicate with their county FSA office as soon as possible regarding completion of both their spring crop acreage certification and their prevented plant acres reports. While walk-in traffic will be accommodated as much as possible, county FSA offices prefer scheduled appointments with producers to facilitate the flow of business through their doors and make the most efficient use of time for all parties. Compliance Alliance Q&A Q: If we need to temporarily shut down one of our branches to treat for dangerous mold, do we need to give any kind of notice to our regulator?

A: At the federal level, there’s a specific exemption for temporary closings that are not in the bank’s control (for example, due to natural disaster), and this dangerous mold will likely be considered not in the bank’s control and, thus, subject to the exception: Section 42 also does not apply when a branch ceases operation but is not closed by an institution. Thus, the law does not apply to: “A temporary interruption of service caused by an event beyond the institution's control (e.g., a natural catastrophe), if the insured depository institution plans to restore branching services at the site in a timely manner;” Interagency Policy Statement: https://www.fdic.gov/regulations/laws/rules/5000-3830.html Even if this is the case, though, providing notice would certainly be good customer service, and our director, who is a former examiner, would consider it a best practice. Banks in the News Great Western Bank (Lincoln) recently donated $7,000 to Fresh Start for safe and secure housing for women undergoing homelessness in Lincoln. Fresh Start offers services that help women understand their strengths in order to overcome the barriers that led to their homelessness. The bank has contributed more than $2 million in total in the 2019 fiscal year to the program. Henderson State Bank (Henderson) partnered with Heartland Community Schools to award a $3,200 Learn to Dream scholarship to a recent graduate. Learn to Dream is a scholarship program between Southeast Community College and local community partners that provides tuition and fees for 30 semester credit hours to recipients. Nebraska State Bank (Oshkosh) recently awarded $2,000 in scholarships to two Garden County students who plan to attend Chadron State College. (pictured right) State Nebraska Bank & Trust (Wayne) began construction of a new 14,000-square-foot building in Wayne. The new facility, known as the SNBuilding, is scheduled to open in the summer of 2020. (pictured below)
