Thanks toMary Kline, John Etheredge, IreneKent Chamberlin, Mike Jezierski, BillMorrell, Rebecca Silvay, SusanTimpano and Betty Eddowes whohave contributed many hours to thesuccess of the RSPS. We couldn’thave done it without you.As we move forward into a new year,let’s maintain the momentum wehave of being a shining light ofAmerica’s Boating Club.Thank you again for allowing me toserve as your Commander.
It has been my pleasure andprivilege to serve as your SquadronCommander this past year. As asquadron, we have enjoyed manyfun activities including the SummerPicnic, the Oktoberfest and theChristmas Party. At the meetings,we have shared good fellowshipand have had several veryinteresting and informativeprograms.Thanks to our Educational Officer,Lt/C William A. Simpson, AP andour Asst. Educational Officer, DavidR. Teets, AP, our classes were wellattended and our new emphasis onproviding on-the-water trainingclasses have been well received.Because of their efforts and theircommittees, several new membershave joined the squadron.Vessel Safety Check Inspectorshave been busy and provided veryhelpful information to the boatingpublic.There are a lot of “Thank Yous” dueto the Bridge Officers who haveserved with me during this year.Along with them and the othermembers of the ExecutiveCommittee, the squadron has beena smooth running ship throughoutthe year..I want to express my sincere thanksand gratitude to some other mainstays of the Squadron. The Educational Departmentparticipated in the Richmond BoatShow by presenting seminars onvarious subjects for all three days ofthe event. We had five instructorsrotating every thirty minutesthroughout each day. Attendancewas mixed with a few no shows forsome presentations to four to tenper seminar. Many thanks go to JimZeigler, Dave Teets, Mike Silvayand Dave Childress for providinginstructor support for the seminarprogram.Our attendance was lower thanexpected mainly because of the badweekend weather (lowtemperatures, sleet, snow and rain)and the fact that we were set up inanother building further from themain crowd. If we are invited backnext year, we hope to eliminatethese issues.All in all, we did provide anadditional boat show presence forRSPS and shared some goodboating information to the boatersthat did attend.
Classes:Jim Zeigler began a combinationBoat Handling (old Seamanship)and Piloting class on March 5th
which will run to April 30th. Classesare held each Tuesday night from7:00 – 9:00 PM at the First BaptistChurch on Boulevard Avenue inRichmond.Part 2 of the Junior Navigation (JN)Course will resume on March 26th.We have five students attendingwith Charlie Gills (SN) instructingand Mark Swearengen and BobPalmer assisting.
Upcoming Events:Deltaville Yachting Center (DYC):Our Squadron will present a SafetySeminar series for DYC’s educationprogram on Saturday, May 18, 2019.These seminars will be USPS seminarsand will consist of:
1. Using VHF and Digital Selective Call-ing (DSC)
2. Person Overboard
3. Partner in Command
4. Emergencies Onboard
5. Hurricanes and Boats
Cost will be $65.00 for all five seminars.Also, we have plans to offer anotherBoater’s Boot Camp on June 22-23.This has been a very popular course fornew boaters and potential boat owners.Saturday the 22nd will consist ofclassroom seminars on Marine Weather,Boat Handling Under Power, VHF Radioand DSC, GPS, Buoyage System andNavigation Rules. On Sunday,attendees will board RSPS vessels for aday of on-the-water training which willbe spent practicing skills associated withtheir previous classroom lessons. This is my last article as yourAdministrative Officer who handles theevents for our Power Squadron.
We had a super group attend theAnnual meeting on February 25th atCrossroads Art Center. Thanksto all of you who have faithfullyattended our meetings this year.
We attended to business, voted in the recommendedslate from the Nominating Committee and enjoyed aprogram brought by George Bruner, AP on RockettsLanding, the site of the 1880’s Yuengling Brewery, whichincluded a DVD. Thank you, George for a very interestingprogram.
Our next event is the annual Change of Watch, pledgingin our new Bridge, Executive Committee and othercommittee members. I hope you all will plan to attend theChange of Watch. For this event, you can bring yourmoney for the luncheon and you can pay at the door, but Ineed to know how many will be attending, so please callor email me with your name and how many are coming.Mary Palmer (804) 338-7416, [email protected]
Bob and I attended the United States Power SquadronsAnnual Meeting on February 20-23. We attended manyother sessions and will be sharing the contents of themwith you to inform you of the upcoming changes made thisyear.
Please plan to help out with our D5 Spring Conferencehospitality suite presentation and plan on attending, if youcan, on March 29-31 in Ocean City, MD. Call Jim Zeiglerto help with Richmond’s project for Friday night.
It has been fun working for you this year and I’m lookingforward to having the help of many of you for the nextsquadron year.
The Annual Meeting for theRichmond Sail and PowerSquadron was held on 25February 2019. 22 memberswere in attendance, a quorumwas achieved. The results ofthe election are as follows:

DirectionsThe entrance is at Lauderdale Dr. and John Rolfe Parkway at the traffic light. (Your GPSmay guide you to turn left off of John Rolfe or to turn left before light on Lauderdale. Thatis an old entrance.) As you enter the complex, follow the road until you come to a stopsign. Turn left (only way you can turn due to construction). Follow road around until youcome to a large parking lot on your left. It says Staff only, but not on this Saturday. Park inthis lot. Walk across the street and enter at covered entrance.
Look for RSPS signs. If there are no parking spots call Mary Palmer at (804) 338-7416.

Richmond Boat Show
The Boat Show Seminar series waspresented by Mike Silvay (upper lefton Boating Apps for the RecreationalBoater), Jim Zeigler (above, Tying UpYour Vessel) and Dave Childress (left,Trailering Your Vessel) to the variousattendees. While attendance waslight, the overall attendance at theshow was light due to the inclementweather that weekend.
Basic Navigation & SeamanshipSeamanship provides a foundation of knowledge and skills in boathandling and maneuvering, boat operation, skipper's responsibilities,and boating techniques that will advance your boating enjoyment. Ifyou have not completed the mandatory boating education courserequired by the State of Virginia, we can also arrange for you to meetthat requirement during this course.Basic Navigation (Piloting) - teaches you how to use the GPS alongwith traditional dead reckoning techniques for planning and laying outsafe routes, as well as ensuring that you are on-course whileunderway. The course covers; charts and their interpretation;navigation aids (buoys, daymarks, lights, etc.); the mariner’s compass;GPS concepts waypoints, routes and preplanning; monitoringprogress underway with GPS and dead-reckoning; and the “Seaman’sEye.”We include a one-day on the water session at the end of the course toprovide hands-on experience with many of a navigation andseamanship skills taught in the classroom.Cost is $150 for members and $275 for non-members (which includes1 year membership) which covers books, divider, plotter, tests andshipping due the first night of the class. Member and non-membercouples can share materials for an additional $15 to cover mailing andexam expenses. Course will run from 7:00 to 9:00 PM on Tuesdaynights from March 5 through April 30 at The First Baptist Church, 2709Monument Avenue (at Boulevard) in Richmond. You must register toattend with Jim Zeigler at 804-347-5239 or [email protected] beforeFebruary 26, 2017. The course is offered by the Richmond Sail and Power Squadron,one of the 400 units of the United States Power Squadrons. We are anon-profit, public service fraternal organization dedicated to teachingsafe boating that has been having fun together and teaching boatingskills for over 100 years. Seamanship and Basic Navigation
Seamanship
Provides a foundation of knowledge and skills in boathandling and maneuvering, boat operation, skipper'sresponsibilities and boating techniques. This course willadvance your boating enjoyment.
