Osbourne Paynter, 22-year veteranof the Royal Turks and CaicosIslands Police Force was sent hometo his native St. Vincent and theGrenadines on Tuesday, November6, in unceremonious fashion.

Before departing the country,Paynter complained that he was giventhe leper’s treatment by his superiorsand the government, telling the mediathat he was handled line an outcast.Aside from an issued governmentpermit to work in the country, theformer longstanding cop had no otherimmigration status, and so, upon hisdeparture from the force, suchimmigration position became null andvoid.

Paynter, who spoke to the mediawhile waiting to be ushered onto aplane bound for Jamaica, throughwhich he was expected to reach to hishome country, complained that he wasled to the Providenciales InternationalAirport from Grand Turk byimmigration officials, who he said heldhis passport in a bid to ensure heboarded the plane.

Paynter parted ways with thepolice force after being approvedunder the government-proposedVoluntary Severance Scheme. Duringhis time in the service Paynter said hewas an integral member of the RoyalTurks and Caicos Police ForceMarching Band. And, even afterleaving the force, he was still asked toplay as a memebr.

“I worked in the Royal Turks andCaicos Islands Police Force and Iserved this country well. And knowthey are handling me like a prisoner.This morning I came by the airport,immigration took away my passport,

gave the pilot my passport. When Icame in Provo, they still held mypassport and told me that I got to leavethe country now,” he said.

He said that even while he wasbeing sent home, Government hadowed him money, and although he waspromised the funds, there was noindication that he would have gotten itbefore boarding the flight. The ex-policeman warned that, based on histreatment here in the TCI, he wouldexplore his recourse options as soon ashe returned to St. Vincent and theGrenadines.

“They still owe me $1500, to takecare of my ticket and other expensesand so on. Up until now I have notseen anybody, and that is so unfairbecause I serve this country well. Theygave me my pension of $683, and I

supposed to get gratuity, they did notgive me any gratuity, but now they areracing me out of the country, and thatis not fair. And when I go to St.Vincent, I am going to take it up withmy people (government) and thehuman rights, because they violatedmy rights,” Paynter lamented.

The disgruntled ex-cop said heexplored the possibility of attainingsome sort of immigration document toenable his stay in the TCI just beforedemitting the force, but apparently thateffort fell through.

“I spoke to Mr. (Oswald)Skippings earlier on, and he did a letterfor me to the governor for him to grantme PRC (Permanent Residency Status)or something based on my contributionin serving this country. And he(governor) never replied; he

(Skippings) wrote the letter from April16. I played music in this country; Iwent to Canada, I went to New York inrepresenting the police band.

“I worked in Marine Branch all ofmy life, I worked in a number ofoperations in the capital (Grand Turk).I did a lot for this country. I came herewhen other people didn’t want to jointhe police force. I was working on acargo boat; they took me off the cargoboat and told me to join the policeforce. And I am so disappointed in theBritish Administration,” Paynter said.

Paynter was among 119 currentand 10 retired officers fromProvidenciales, North Caicos andMiddle Caicos, who received theQueen’s Diamond Jubilee Medal forLong Service to the institution, on July20, this year, during a ceremony at theDown Town Ball Park. He was also amember of the police band who playedat the event.

“I love the Turks and CaicosIslands; the people treated my realgood, but it is the BritishAdministration and the head of thepolice force, especially the policecommissioner, who is the maininstigator behind this kind of treatment.They are treating me like a criminal,”Paynter said.

Meantime, Immigration Officialshave categorically denied that "BigLink" was deported from the Turks andCaicos Islands.

But while Big Link expressed hisdisappointment about being treated likea criminal, a senior immigrationofficial told SUNtv that Paynther wasnever served with any deportationpapers and he has not been placed onany stop list.

The Immigration official explainedthat Big Link has no legal status in theTurks and Caicos Islands, although hewas given several opportunities to do so.

The source told SUNtv that theformer cop was given what was due tohim in terms of pension, and he is freeto visit the Turks and Caicos Islands atany time in the future

They were arrested in GrandTurk, on Wednesday 7th November2012 and subsequently chargedwith committing offences contraryto the Integrity CommissionOrdinance and bailed to appearbefore Grand Turk MagistratesCourt on Thursday November22nd, 2012 at 9am.

Woman appears in court charged with theftSandie Willis who was charged for theft with regards to some eight thousand seven hundred twenty three dollars fromInterhealth Canada, was brought before Chief Magistrate Clifton Warner on Wednesday, November 7th. SamanthaGlinton represented the crown and Glenda Clarke was the lawyer for Willis. The matter was set to be tried in Januaryof 2013 in the Supreme Court upon the request of Willis. Willis was made to surrender all travel documents and wasgranted bail in the amount of ten thousand dollars with a surety.

RE: Proposed Environmental Atrocities in The Turks& Caicos Islands

Having spent a good deal of time in Turks andCaicos in 2002 and 2003 in my quest to setfreediving World Records the Islands occupy a veryspecial place in my heart. I was fortunate enough tobreak several records on those visits which stillstand, and I have been pleased to use my name andsuccess to promote the islands internationally as abeautiful, unspoiled, environmentally sensitivedestination. This included a highly acclaimed BBCdocumentary about diving around the islands thatcontinues to be broadcast globally.

From what I now read and hear from others onthe islands, this has changed dramatically.Providenciales is becoming overrun withdevelopment at the expense of the ecosystems,according to the highly respected NationalGeographic Traveller and Adventure Magazines.More alarmingly, I understand Government is nowactually encouraging development in the country'sNational Parks and Nature Reserves onProvidenciales and elsewhere. This is totallyincomprehensible. The Turks & Caicos Islands' mainattraction is its unspoiled environment — not glitzyhotels, mega-yacht facilities and artificial islands forluxury homes in the middle of National Parks - thisruns completely contrary to the image I, and manyother long-term repeat visitors, treasure of theislands. Most alarming to me is the proposal byDolphin Cove to build and operate a “swim with thedolphins” facility on Providenciales. I have spentmany years exposed to natural dolphin behaviourand serve as a spokesperson for the Whale andDolphin Conservation Society (WDCS) and TheWorld Society For The Protection Of Animals(WSPA). Years ago, it was thought that keepingdolphins in captivity, training them to do tricks and

requiring them to interact with people was aconstructive and harmless thing to do, eveneducational. We couldn't have been more wrong!

It is now common knowledge that keeping wilddolphins in confinement and forcing them to performfor food is extremely cruel, inhumane and unhealthy,with little or no educational value at all. In brief, theyare highly social creatures that ordinarily travel ingroups (pods), often consisting of family units.Separation from the group can cause tremendousanxiety to the animals taken captive and those leftbehind. A dirty little secret is that many do notsurvive the capture and transportation process. Onestudy showed a 53% mortality rate within the first 3months of capture.

Dolphins also are free ranging by nature,roaming miles upon miles of open sea and spendingapproximately 80% their lives at significant depthsbelow the surface. Confinement in comparativelysmall, shallow tanks and artificial lagoons altersinstinctive behaviour dramatically. Male dolphinsoften display aggression toward one another and itcan be impossible for a weaker male to escape theattacks of a stronger one in a confined area. Illnessesand injuries are common in captivity and a very highlevel of veterinary care is required to keep theanimals alive and free from diseases. Every one ofthese animals, even those born in captivity, sufferstress comparable to a human spending its life insolitary confinement, and they are quite literally andpainfully dying to entertain you from the momentthey arrive in captivity. Their only contribution tothis horrendous fate is their permanent andmisleading smile.

"Swim with the dolphins" programs areespecially insidious because the behaviour thatmakes the animals appear so cute and lovable(human interaction such as shaking hands with their

flippers, holding heads above water, chattering,kissing, towing, etc.) is completely unnatural to themand can only be developed through food deprivationtechniques. In other words, they don't do these thingsout of affection they do them because it is the onlyway they get food. Understandably, operators ofthese programs don't publicize the fact that someanimals nonetheless have become so distressed atbeing forced to act unnaturally that they have bittentourists. This happens a lot more than many areaware of and the resulting negative publicity can bedevastating.

Modern and totally logical thinking is that“swim with the dolphins” facilities are a cruelpractice and should be phased out, just as trainedanimal acts have been in many places. In the UK forexample, captive dolphin facilities no longer exist atall, in part due to the agreed health and safetystandards for the dolphins being too costly tomaintain but mostly because public awareness ofsuch cruelty is heightened. Although many still existand new ones are still being built in somemisinformed developing countries, tourists arequickly learning that they are inappropriate andshould not be patronized. I believe that the Turks &Caicos Islands would be making a big mistake tocontinue with its plan to construct one.

Hitherto, the islands have enjoyed a worldwidereputation for celebrating it's wild marine life, thanksin part to Jo Jo the wild Dolphin as well as therelease into the wild of three captive dolphins fromother Dolphinariums, so this proposal strikes me assupremely ironic and counter productive.

For the past 10 years I have been a good willambassador for your beautiful islands. If this wantondestruction of the environment continues, with theimprimatur of

government, I will feel compelled to publiclywithdraw my endorsement of the Turks & CaicosIslands and recommend that tourists visit more eco-friendly destinations thattruly embrace being "Beautiful By Nature".

provision for the empowerment andstatus of the holder of the office ofAuditor General. The Ordinance also provided for

an external auditor of the national auditoffice; to make provision forpromoting economy, efficiency andeffectiveness in the use of publicmoney by government departmentsand other authorities and bodies; andfor connected purposes.The NAO is a Statutory Body and

replaces the Office of Chief Auditor.

John Parker remanded to prisonJohn Parker was brought before the courts on Wednesday and was referred to by Magistrate CliftonWarner as an experienced campaigner due to the fact that he has had numerous cases before thecourts. Parker was arrested and charged for assault occasioning bodily harm. Police reports state that according to a bar owner in the Kew Town area on the thirty first of October

2012, Parker was within the vicinity of the bar and was warned to leave. It was said that Parker hit the barowner with a rock causing him to seek medical attention at the Cheshire Hall Medical Center. This time around, Parker is saying that he was working in his defense by hitting the gentleman with

the rock because he was being taken advantage of.Parker went on to say that the bar owner came up to him from behind and slammed him to the ground

and stomped him in the face. He also said that he sought medical attention for his injuries which couldstill be seen in the courtroom. Parker was remanded until November 16th.

InterHealth Canada says it does notown or operate the incinerator atthe former Myrtle Rigby Clinic, aswas stated in an article in the SUNlast week.

According to InterHealthCanada’s Chie Executive OfficeRoger Cheesman, the incineratorproject is one owned and managed bya division of the Ministry of Health.

Cheesman said that staff whooperate the unit are not members ofstaff of InterHealth Canada but of thethat same division of the Ministry ofHealth.

He added that the hours ofoperation are not in any way dictatedor specified by InterHealth Canada atCheshire Hall Medical Centre.

“The incinerator is based entirelywithin the old Myrtle Rigby HealthComplex site and not on Cheshire HallMedical Centre land,” Cheesmanstated. “Whilst InterHealth Canadacreates the waste that is burned at thesite, the contract it has with TCIG isthat the clinical waste is stored at theCheshire Hall Medical Centre site in asecured compound. Under the contractit is the responsibility of the Ministryof Health’s environmental health teamto remove the bags and dispose of

them according to internationalstandards.”

He added: “It is worthy of notethat most clinical waste is only lightlyor not even contaminated as itincludes dressings, theatre drapes etc.,and any body tissues that may be sentfor incineration comprise anextremely small component of waste.Much of the ‘smell’ may emanatefrom the plastics in the syringes thathave been used and requireincineration.”

Last week, the SUN reported thatnoxious emissions from theincinerator forced the closure of theProvidenciales campus of the Turksand Caicos Islands CommunityCollege last Thursday evening,October 25, after students andlecturers developed respiratoryproblems.

A student, who claimed that hewas affected by the toxic smell, saidthat the emission was so strong that heand other students had to scurry fromtheir classroom off the compoundwhile cupping their noses with theirhands in a bid to stave off theoffensive smell.

“The smell was so strong that italso burned our eyes and noses; the

scent was unbearable to the point thatclass was cancelled for the day. Somestudents mentioned that they hadconstant vomiting after reaching homebecause the scent was still lingering intheir system from earlier ingestion,”one student said.

Principal for the CommunityCollege, Samuel Forbes told The SUNthat he had written to the Ministry ofHealth for them to address the issue inthe future, since it was clear that theuse of the incinerator during schoolhours was having in debilitating effecton occupants of the learning facility.

Forbes said he decided to writethe health ministry after he was toldby the hospital, after making contactwith them regarding the issue that theyhad to carry out the incineration at thattime because the facility had run outof space to store such wastes.

“We have spoken to the personswho were responsible and who weredoing it, and they said they could notdo anything about it, so I have writtento the Ministry of Health, and am nowawaiting a response from thatministry, and I will do some follow upon it because it is a serious thing. I didnot experience it, but my lecturersexperienced it, and obviously it came

from the incinerator where burningwhat I would call bio waste – probablyhuman parts and so forth. One of thelecturers had taken a video of it, soyou could see the black smoke comingout the incinerator,” Forbes revealed.

Governors dispatched by the BritishGovernment to the Turks andCaicos Islands are not answerable tothe Integrity Commission - the bodyset up by law to investigate andprosecute corruption in public life.

It was the Integrity Commission,which revealed that its rein stoppedstops at the Deputy Governor’s office.At the same time the Commission didnot say what, if any measures can betaken internally to bring a governor toaccount in the wake of a corruptionallegation.

Speaking at the unveiling of thePublic Service Code of Conduct onTuesday in Providenciales, BishopClarence Williams, who is a memberof that body, and who also chaired thenews conference, noted: the IntegrityCommission has no authority over thegovernor. But from the deputygovernor and downwards, yes (it hasauthority).”

On its completion of aninvestigation, depending against whomthe allegation is leveled against, theIntegrity Commission can file itsreport to the CEO of the Civil Service;the Deputy Governor; the speaker ofthe House of Assembly; or theGovernor.

Chief Executive Director for theIntegrity Commission EugeneOtuonye said that the deputy governorand the Chief Executive of the PublicService are the ones that would receivereports relating to officers of the

service. He said that reports againstparliamentarians would be made to thespeaker of the House and the governor,while reports of allegation against thespeaker and the deputy governorwould be made to the governor.

“If it (corruption allegation)involves a public officer, that reportwould go to the head of the PublicService and to the Deputy Governor. Ifit involves a member of the House ofAssembly or a minister, it would goboth to the speaker and the Governor.If it involves the Deputy Governor thereport would go to the governor.

“If it involves her the speaker ofthe House of Assembly, the report willgo to the governor. At the end of theday the Commission will make areport of their findings. TheCommission will give a copy of thatreport to the persons against whomthose allegations have been made, sothat nothing is done behind him or her.It is a procedure, and the IntegrityCommission would ensure that theprovisions in the code are compliedwith,” Otuonye said.

In the meantime, Bishop Williamspraised the provisions in the document,reiterating that they would ensure thecurbing of wayward public sectorbehaviours. He hinted that thecorruption level in the TCI neededleashing, and was happy now that thecode was out to tackle such problem.

“Whilst the codes of conduct arenot new to persons in the western

world, we surely looked into our pastin the Turks and Caicos Islands, andbeing a persons who was born andbred in the Turks and Caicos Island –Born in Providenciales and grew up inGrand Turk – I certainly know whathas been going on, so I am thankfulthat we now have a document that islaw.

“The document will ensure thatpersons in public life in the Turks andCaicos see that honesty, integrity, goodwork and fair play are invoked in allfacets of public life and, to see that theTurks and Caicos Islands would goforth with great fortitude that thejurisdiction would become one of themost honest, corruption-free

jurisdictions in the whole world. “And, that is what we will be

promoting with this code, and that iswhat the Integrity Commission is allabout – to promote good governancein the sense of public workers andofficials and their functions and intheir duty to the Turks and Caicos,”Bishop Williams said.

He further noted that copies of thecode would be sent to all personsworking in the public service as wellas to all three political parties. SirDavid Simmons is the Chairman forthe Commission. In the meantime, thegovernment has appointed SimonBaker as Chief Investigating Officerfor the Commission.

While conceding that there was nopublic record to suggest thatrecommendations by electionobservers in countries that votingirregularities were uncovered hadcontributed to any significantchange, The team ofCommonwealth ParliamentaryAssociation, British Islands &Mediterranean Region (CPABIMR) independent ElectionObservers currently in the countrywas hopeful that any shortcomingsreported would be acted upon bythe authorities.

The Election Observer Missionheaded by Gibraltar’s Minister forEnterprise, Training and Employment,Joe Bossano, which arrived in the TCINovember 6, said it would file a reportto Governor Ric Todd on its findingsand recommendations beforemembers depart on November 12.

located in the Bight, Providenciales,said that the observers’ job was toensure that they penned an accurateaccount of the election process, but itwas up to the authorities to act onrecommendations geared at enhancingthe process.

“The responsibility of this missionis, we should reflect what we believeto be true and accurate and it is thenfor you to decide what to make of it.But the important thing for me is notto look the other way when somethings are going to be controversial.We are here to do a job, and we haveto do it honestly and to the best of ourability. It is then a matter for others todecide what use they make of thereport that we make,” Bossano said.

He reiterated that the job of theobservers was not to flinch in the faceof untoward actions, but to recordthem and make the necessaryendorsements.

“Democracy can only work wellif you always bear in mind who youare doing it for. Anything (abnormal)in the elections that you are havingand in the new way of voting catch ourattention, and that we feel needs to bementioned in the report, it bementioned. We are here to oversee theentire (voting) process – frombeginning to end. We have not been

here for the election campaign but wewere made familiar with theConstitution and the changes made tothe Constitution.

“We have got a full picture, andtherefore, what we are here to observeis the actual conducting of theelection. We will be here when thevotes are being counted, and we willstill be here if there are recounts,unless it lasts longer than thearrangements that we’ve got forleaving, which is the 12th (ofNovember). The report that we haveto produce and that I have to sign onbehalf of the Mission is a report that,in my view, should be ascomprehensive and as useful to you aswe can make it. I see it as somethingthat we should do for your benefit andnot to anybody else’s,” he said”

The media arm of the Royal Turks andIslands Police Force has opened up apublic discussion on the operation ofpawn shops that have been recently

mushrooming across Providenciales.Pawn shops, depends to whom you speak, have been viewed in the TCI as

favourable and unfavourable. Some persons see it as a means for the acquisitionof quick bucks when they ran into a jam by pawning valuable items in a bid tocollect funds to offset certain demands, while others sees them as an outlet forcriminals to dispose of stolen items.

In recent time, items stolen from residence across Providenciales havesurfaced at pawn shops, triggering police investigations into some of theiroperations. And, probably this is what sparked the police to open the debate onits Facebook page.

The question posed by the police regarding pawn shop operations is thefollowing: “What are your thoughts on the pawn shops on Provo, should there be strictrules governing the manner they operate? Do you have any issues with the PawnShops? Suggestions.”

The topic received a great deal of feedback from the general public, which offeredmixed views on how they felt of those shops in the Turks and Caicos Islands.

Jeffrey Racette wrote: “I found several items that were stolen from me for sale inthe shops.”

Shamard Gardiner noted: “In relation to pawn store (sic)on the island ofProvidenciales.....that is where most stolen goods are turned in for small amountsof cash.”

Donna Soto wrote: “Back when I worked law enforcement...Pawn Shops werea great way to catch your thieves. There must be rules in place. Make thosepawning/selling goods show I/D (which is photocopied) and take thumb print.Goods should be held at least 30 days before being allowed to be sold. Forms needto be completed and supplied to the Police Dept. with detailed description of whatis being pawned and/or sold. That's just the basics, it's actually a great tool for theInvestigator.”

Claudia Weber Carter wrote: “ I agree with Donna. It is all following a correctprocedure. If you follow these procedures the thieves will think twice (before)taking the items to be pawn (sic) off.”

Kellie Hayes wrote: “The understaffed / over worked / underpaid policehave more pressing matters than sorting through mountains of paperwork thathave been supplied by the pawn shops. I should hope that searching throughpaperwork to match a stolen Toshiba laptop or a gold chain with PShp form doesnot take preference over a car accident or worse. If they weren't here it would beone less thing the PO PO have to deal with. They need to go! Pawn shops havegiven thieves a place to take all our property. Yes, our computers, cameras, jewelryetc can and is sold on the street but the pawn shops are dealing mainly with stolengoods! We are giving thieves an easy paycheck.

The latest Audit Report from theTurks and Caicos IslandsGovernment noted that there were anumber of errors in the bankreconciliation for the years 2007/08,2008/09 and 2009/10.

According to the report, due to thefact that reconciliations were notperformed regularly during the year,issues with the accounting systemwere not detected or resolved.Complex issues arose as a result ofunmanaged system issues. Many of theproblems experienced with completingbank reconciliations could have beenresolved if management addressedsystem issues in a timely manner.There were instances wheretransactions were handled incorrectlyand could have only been changed byreviewing the configuration of thesystem. Bank reconciliations were re-performed by Treasury for 2007/08and 2008/09.

The following issues were noted:- • Most of the errors were in

relation to duplicated cheque numbersthat could not be matched with thebank statement and improper handlingof HR journals through the system.

• During 2007/08, 2008/09, TheTreasury processed large value

journals inorder to reconcile the mainaccount. For example, during 2007/08payments on the bank statement notposted to the accounting systemtotalled $5,222,760;$12,681,627:2008/09. Amounts of$4,746,316:2007/08 and$9,459,282:2008/09 noted as amountsposted on the accounting system thatwere not identified on the bankstatement, are not un-presented andpossibly duplicate entries on thesystem that needed adjusting.

• There were instances wherecheques disbursed through theaccounting system appeared in thebank statement as a different amount.Adjustments were completed for thesetypes of occurrences $80,297: 2007/08($45,582):2008/09 and($11,511):2009/10 these reflectinstances where the payment amountswere either more than or less than thecheques processed through the bank.

• Due to reconciliations not beingperformed for the HR section,considerable time was spent to correctdifferences in records and unprocesseddata which also contributed to thedelay in reconciling the main bankaccount.

• It is evident that journals are

automatically generated by the system.Most of the automatic journals couldnot be matched to actualinvoices/payments an therefore had tobe adjusted or cancelled.

• Bank reconciliations were notperformed for all accounts held withbanks.

The accounts were not presentedin the timeframe required. Due to thelateness of the accounts our timelineshad to change. This is still an on-goingissue. There are no procedures orcontrols within the Treasury to analyseand reconcile advance accounts. Fromour audit, for 2010/2011 advances inrelation to PersonalAdvances andChristmas Advances that have notbeen recovered or collected fromindividuals amount to $2,638,670,representing 43% of outstandingadvances at year-end. These two areashave not been properly reconciled bythe Treasury over the years.

We noted that deductions fromsalaries are recorded as receivedhowever in certain cases there is norecord of an advance being issued tothe individual.

The opening balances foradvances cannot be relied on due to noreconciliation in prior years.

No decision has been made towrite off the potential bad debt. Wehope, with proper procedures in place(including proper filing), the Treasurywould be able to perform areconciliation of all advances byindividuals and all amounts owed fromprevious financial years could bewritten off7 once deemed asunrecoverable.

The report added: “As previouslyreported, we noted that there is little orno review of data input by members ofstaff at the Treasury. Additionally,there are no procedures to ensure thatsuspense accounts are cleared in atimely manner, and that all otheraccount balances reviewed andreconciled regularly. This task isnormally left to the end of the financialyear, which makes the year-endaccounting process difficult andsignificantly delays the production offinancial data.”

The Audit report recommendedthat a review be undertaken to resolvethe structural and systemic issueswithin the Treasury. Procedures andcontrols should be in place to ensurethat:

• Accounts are submitted for auditaccording to set deadlines;

• Bank reconciliations areprepared in a timely manner;

• All data input is reviewed andauthorised by a competent andexperienced individual;

• All balance sheet accounts(including advances, deposits andsuspense accounts) are reconciledregularly and reviewed by a seniorofficial.

It was also recommended that theMinistry of Finance delivers arefresher course to all accountingofficers, including all data inputofficers, covering for example, reviewof their department’s account balancesregularly, applying due diligenceprocedures8, matching of purchaseorders against invoices, eliminatingduplicate payments, and postingerrors, etc.

Over 100 Teachers from threeGovernment schools in Providencialesreceived their Emergency FirstResponse (EFR) & CardiopulmonaryResuscitation (CPR) certifications lastweek, all thanks to Beaches Turks &Caicos philanthropic arm, theSandals Foundation.

The award recognized teachers andprincipals from the FoundationSponsored Clement Howell High andEnid Capron Primary and also fromneighboring Primary school, Ianthe Prattwho all celebrated in a lavish cocktailceremony held at the resort’s EastCaicos Grand Ball room. Early lastmonth teachers of the three schoolsparticipated in a two-day trainingworkshop facilitated by the resort’sTraining and Development Departmentwhich came just in time for the newschool year. The seminar taught theteachers how to act in an emergency,assess the scene and patient, lay rescuerCPR and how to use an automatedexternal defibrillator device. With theuse of dolls and active participationfrom their fellow colleagues during roleplay exercises, emergency situationscame to life at the workshop. “OurClement Howell Teachers wererecognized at a cocktail ceremony lastweek where they were each presentedwith a certificate of recognition and acard certifying them as CPR and ERFtrained,” said Gerald Persaud, newprincipal of Clement Howell HighSchool, “The School is home to over900 students and accidents areinevitable, with the training teacherswill be better able to first render someform of emergency first response or

CPR before he or she is taken to seekfurther medical attention.”

The TCI Constitution provides for

TitoForbes and Wendy Seymour are inthe UK to undergo an intensivefour week training programmethat will place them among the besttrained Immigration Officers inthe Caribbean.

Prior to the start of training theofficers observed UK ImmigrationArrest Team operations in Stoke,Liverpool and Sussex before joiningtheir UK counterparts in a one-weekPersonal Safety (Arrest) Trainingcourse in Gatwick. This will makethem the first trained Arrest TeamImmigration Officers in the TCI.During their visit, they will alsoparticipate in maritime skills trainingand visit an Immigration DetentionCentre

They will later join other UKBorder Agency officers in a two-week'Training for Trainers' arrest course inDagenham, Essex.

On their return to the TCI, Mr.Forbes and Ms Seymour will leadImmigration Task Force units inProvidenciales and Grand Turk, beingthe first designated Officers withcertified powers of arrest, in the

Islands. The opportunity to haveworked in partnership with teams likeStoke will not only broaden anddeepen their skills and experience butalso better equip them to developtheir teams here at home.

At the start of their visit, Mr.Forbes and Ms Seymour were able tofollow the process from arrest throughto custody during OperationMayapple. This is a UK BorderAgency initiative targeting over-stayers; primarily students who havebeen refused permission to remain inthe UK but who have failed to embark.

UK Immigration Inspector AshleyRobinson who with TCI BorderControl and Enforcement ChangeManager, Simon Excell, deliveredinitial operational skills training to overtwenty officers in the TCI in earlyOctober said: "My personal thanks goto the Stoke Team for their assistancein part of a wider transformationprogramme, enhancing officer safetyand border security of a BritishOverseas Protected Territory."

At the conclusion both officerswill be fully certificated 'PersonalSafety Trainers', qualified to deliverarrest training to designatedImmigration Officers in the TCI. Thattraining is scheduled to commence inearly January 2013.

POLICE BLOTTERIn Grand Turk on Friday 2 November 2012, a 30 year old male was formallycharged and cautioned by the police for using an Offensive weapon as to causefear and Assault Occasioning Actual Bodily Harm.It was reported that on Wednesday 31 October 2012 at the Taste of the IslandsBar and Restaurant the 30 year old male used a cutlass and a rock to cause minorinjuries to another male.

Also in Grand Turk on Sunday 4 November 2012, an 18 and a 20 year old malewere arrested and charged. The 18year old was charged for Inflicting GrievousBodily Harm and fighting in a Public Place. While the 20year old was chargedfor Using Offensive Weapon as to cause Fear and Fighting in a Public Place.These charges were laid after the police investigation into a report that wasreceived on Saturday 3 November 2012 at 4:15am. It was alleged that both maleswere at the Santa Maria Gaming Lounge when they get into an argument whichresulted in a fight. One of the males was hit in the face with a chair. Both maleswere taken to court and were remanded into custody.

Also in Grand Turk on Sunday 4 2012, a 24year old female was arrested for theoffences of Resisting Arrest, Using an Offensive Weapon as to Cause Fear,Assault on a Police Officer and Disturbing the Peace. She was also warned ofintended prosecution for Violent and Abusive Language. These charges stemmedfrom the investigation into a report of a female pulling a knife on another womanand the subsequent arrest.

If the Progressive National Party(PNP) is given the reins of power,among the national securitymeasures to which that the publicshould look forward is theestablishment of defense force.

According to that party’s newly-released manifesto, the defense force,which is to be called the Turks andCaicos National Guard would becommissioned to assist existing crimefighters in further tackling especiallyillegal migration and also to assist innational emergencies.

A similar regiment was beingtouted during the former MichaelMisick Administration but wasabandoned after a little while.However, it appears that with humanand drug traffickers using go fast boatsnow to aid their illegal activitieswould give a Dr. Ewing-led PNPadministration the gumption to revisitsuch border protection measures.

“The National Guard willestablish bases at strategic locationswithin Turks and Caicos and will bestaffed by professionally trainedofficers and the best air, land and seaequipment that the Turks and Caicoscan afford,” the document said.

To further strengthening thesecurity of the country’s borders, thePNP said that it would establish a unitwhich appears similar to that of thedisbanded Special Police ImmigrationCustoms Enforcement (SPICE). Thisunit, according to the party, would bemade up of the Royal Turks andCaicos Islands Police Force,Immigration and Border Control.

According to the manifesto, thePNP said it would also take amultidisciplinary approach toattacking the root causes of crime inthe country.

“We will, through our expansionsin the education sector and youthprogrammes, provide the necessarymeans to impart social values, skills,

training, employment and rehabilitateprograms for those vulnerable to thesocial ills. We will work closely withthe Royal Turks and Caicos IslandsPolice Force and conduct a needsassessment workshop to determinepriority areas for funding anddevelopment such as training, increasestaffing improving equipmentavailability, infrastructureimprovement and the expansion of thefleet of vehicle require for communitypatrols and emergency response,” thedocument further stated.

The party said in its manifesto thatit would develop and strengthen thepolice information database as well asnetwork infrastructure. It said also thatit would the Scenes of Crime Unit byadding additional field forensicsupport staff and other trainedindividuals.

“We will develop a medicalexaminers’ office and laboratoryfacility to support the investigation ofmurder homicide and other incidents.We will strengthen the Marine PoliceBranch with the purchasing andmaintenance of more vessels and therecruitment of officers to the marinebranch as we evolve into our owndefense force.

“We will seek to establish strongerrelationship between the BahamasDefense Force and the US CoastGuard. We will strengthen our aerialsurveillance programme for betterborder control illegal migration andfor crime detection,” the documentfurther stated.

The PNP launched its manifestoon Tuesday, October 29, both as itsheadquarters in Providenciales and onthe capital island Grand Turk. Leaderof the party Dr. Rufus Ewing, said thatthe PNP was the best alternative to theBritish Government at this time in thecountry’s history, since its plansencapsulated the needs of the variouscommunities

A number of Turks and CaicosIslands business enterprises arebacking the “I Believe” initiative,which is geared towards assistingschools in need of vital equipmentsuch as desks, chairs, properbathroom amenities and playingareas.

The “I Believe” programme,which is the brainchild of DoubleHelix Production, headed by youentrepreneurs Heath Francis and hiswife and business partner TammyFrancis of the Miss Earth fame, isbeing backed by some of TCI’s mostprominent businesses, includingtelecoms companies LIME, Digiceland IslandCom; the TCI DigicelCinema, Marco Travel Escape Salonand Spa.

Francis told The SUN that one ofthe main beneficiaries from the “IBelieve” initiative will be the ClementHowell High School, which is

woefully in need of repairs and basicbut essential furniture, such as desksand chairs for students.

According to Francis, LIME isoffering six months of internet service;Digicel is pledging a Blackberryhandset; IslandCom is offering aniSwagg; Marco Travel will be giving agift voucher; TCI Digicel Cinema isdonating a year’s movie pass for two;Escape Salon is offering a full day spapackage for two; while Double Helixis giving away a flat screen TV, as wellas a gift card. The first place prize is around trip ticket to New York and$1,000 spending money. The otherprizes are being ironed out, Francissaid.

Schools and other institutions areurged to be part of the project by wayof buying and, or selling tickets for theworthy cause. And, according toFrancis, there are incentives for someof the schools that have committed toparticipate in the drive. He noted thatthe school that sells the most bookswill get $5,000 in school supplies; the

second is to get $3,000 in supplies,while the third place will get $1,000also in supplies.

There are also goodies for studentswho participate in ticket sales. Thestudent that sells the most books willwalk away with $1,000 cash. Drawingdate is December 22.

The day of the prize drawing,

according to Francis, will take theshape of a children’s fun day, featuringcartoon characters, fun, games andgiveaways. He said that funds raised atthe door would be matched by hisorganization and, the total donated tothe public library in Providenciales.

“The library seems to be havingissues with their computers. Andanother issue that the library is havingis a lack of proper signage with nicevibrant colours, so that people knowthat there is actually a library, from theoutside.

“We can put things in place and tryto uplift it a bit. There are a number ofschools that have issues (with theirpremises). We will find ways to reachout to companies and assist thoseschools are who part of the (I Believe)venture, with supplies and so on, andfix these issues – bathrooms,classroom chairs and tables, chalkboards – that is what ‘I Believe’ is allabout,” Francis said. Francis pointedout that the venue for the fun day anddrawing was still being negotiated.

Only LilyAldridge could boast star-spangledwings that shot out silver sparkles.

Alessandra Ambrosio's orchid-petal wings might have lacked a littlegrandeur, but she made up for it with a$2.5 million jeweled "floral fantasybra."

Still, wearing a sheer pink minithat gave glimpses of her bra, Rihannasang "Fresh Out the Runway" at theend of the corset-and-garter parade andshe was the one to grab the audience'sbiggest applause.

The fashion show has become apre-holiday season tradition for theretailer. CBS will turn it into a one-

hour special, which also hadperformances from Justin Bieber andBruno Mars, to be shown on Dec. 4.

Lima said she loved opening theshow in the ringmaster costume. "Theatmosphere of the Victoria's Secretfashion show is electric," she said. "It'sso much fun to be able to interact withthe audience! What other show will

The maid in question, Pray Dodaj, told Germannewspaper Bild that she was recently dismissed fromher job at the Melia Dusseldorf after she approachedthe singer's room to ask for a signature.

"I am an incredibly big fan so I took all mycourage and rang the bell to get an autograph," Dodajalleged, adding that she was turned away by two ofthe star's assistants.

"A day later the cleaning company thatemployed me at the hotel called and said that Ms.Lopez had complained," she continued. "I was firedright there on the phone. Because of an autograph."

Not so, says the former American Idol judge, 43,who played a hotel housekeeper in the 2002 romanticcomedy Maid in Manhattan.

The Bahamas TelecommunicationsCompany (BTC) is investing a further$2 million in its 4G network to relieve“bottlenecks” at 15 cell tower sitescaused by a 400 per cent increase inmobile data usage, its chief executiveyesterday also targeting a ‘doubling’ ofits Internet market share, according toa report in the Nassau Tribune.

Disclosing that the transition to the4G network had unleashed “a hugepent up demand for data”, GeoffHouston said customer complaintsabout cellular service quality anddropped/missed calls stemmed fromthe fact that traffic volumes explodedas BTC was in the midst of switchingout its outdated existing network.

According to the Tribune article,Data volumes on BTC’s network, hesaid, had seen a “factor increase” of 40times’ since it began switching out its2G network, rising from 3,500Megabytes (MB) per day to 145,000MB daily.

Noting that cellular voice traffichad also increased by 30 per cent, MrHouston said BTC “didn’t miss aheartbeat” in deciding additionalinvestment was necessary to solve theproblems.

He added that they had beenexacerbated by a 30 per cent increasein roaming traffic over the past 12months, with tourists and visitors tothe Bahamas increasingly using theircell phones for mobile data.

Elsewhere, Mr Houston said BTCwas targeting the business/commercialmarket for short-term growthopportunities, plus looking to expandits broadband Internet market shareand increase the Family Islands’contribution as a percentage of its totalrevenue.

He told Tribune Business thatBTC, which currently held a 20-25 percent Internet market share, should have“50 per cent plus” for a company of itssize.

And the BTC chief executive saidhe wants to grow the Family Islands’share of total revenue from around theexisting 15-20 per cent to one-third.

Describing November as “a bigmonth” for BTC with regard to “thefinal deployment” of its 4G network,Mr Houston said: “That’s been a largepart of our journey, and most likely bythe time we get there we will havechanged out every single aspect ofBTC’s mobile network - the voiceplatform, the billing, the texting - andput in an entirely new supportingplatform.

“In amongst all that, is a hugeamount of latent demand for data.

We’ve experienced capacity increasesin some locations by 400 per cent.”

“That [demand] continues toincrease as customers get smartphones,” Mr Houston added,estimating that sales of this producthad increased from 3 per cent of totalhandsets at the time of the April 2011privatisation to more than 50 per centnow.

“That’s been part of ourchallenge,” he told Tribune Business.“As we changed the network out,people used their phones more forvoice and data.

This month we will be investing$2 million to cope with capacity atthose 15 locations. There has also beena 30 per cent increase in voice traffic.”

Asked what he would say toBahamian consumers and businessesabout the cellular network problemsexperienced this year, Mr Houstonreplied: “We’re on it.

“We understand these issues,where the areas are. We have a plan inplace, and are executing it this month.We didn’t miss a heartbeat; we realisedwe needed $2 million to fix all thesebottlenecks.”

Mr Houston said BTC andCWC/LIME were not alone inexperiencing such difficulties, notingthat the likes of AT&T and Verizonwere having problems keeping up withconsumer demand that was rapidlychanging business models and drivingthe communications market away fromvoice to mobile date.

The BTC chief executive addedthat the company “had a big job to do”in educating its cellular customers,noting that many were buying handsetsin the US that were not compatiblewith, and did not configure and operatevery well on, his company’s network.

Some 3,000 different handsetmodels and brands, some of which hehad never heard of, were using BTC’snetwork. And Mr Houston said thelack of compatibility of some modelsmeant consumers could not use thecompany’s data packages.

BTC has more than 300,000cellular subscribers, of whom 30,000-plus or 10 per cent use mobile data.

“We must always remember wehave got a huge roaming market,” MrHouston told Tribune Business. “Thereare more such users on this network atany one time than the biggest networkin Brazil.

“The vast majority of thosecustomers, as a percentage, are higherthan Bahamian customers in terms ofusing smart phones. That’s unforeseendemand we’re having to cope with aswell. Our data usage from roaming hasprobably increased 30 per cent in thelast 12 months.”

Mr Houston said it was noticeablethat “bottlenecks” had occurred atcellular sites in the Cable Beach andParadise Island areas.

Looking ahead to short-termgrowth opportunities, Mr Houstonidentified broadband Internet and theFamily Islands as two that BTC waspursuing.

“We are going to be veryaggressive pursuing broadbandproduct,” he told Tribune Business.“Prior to CWC arriving, the businesshad lost a significant amount of marketshare, and we’ve got to win that back.

“A company like ourselves shouldbe in the 50 per cent-plus share range,and we’re currently sitting in the 20-25 per cent range, so we’ve got hugework to do.

“We also feel there’s significant

latent demand in the Family Islands.I’d like to feel in future one-third ofour revenues will come out of theFamily Islands, and today it’s probablya little less than that - 15-20 per cent ofrevenues.”

Another “big one” was theBahamian business/commercialmarket. “We have got a huge job to doto establish credibility with thecustomer base, and believe there aresignificant growth opportunities,” MrHouston added.

BTC would target this in the nextyear, having established “a whole newsales organisation” within thecompany to target that marketsegment, and changed the networkserving it.

“If you look at the products andservices out there servicing thatmarket, it’s a fairly narrow product set,so we believe the potential’senormous, as companies look forconnectivity, and connectivity tointernational head offices. We don’tfeel like there’s enough of that here inthe Bahamas.”

He said as a result, many Bahamians, who were accustomedto the benefits which they derived from the drug trade and a falseeconomy “must now face the harsh reality that they mustlegitimately work.

“Many of them, predominantly our young men, are illprepared and as a result have turned to other forms of crimes.These crimes include human smuggling, illegal gambling,robberies, a myriad of other property crimes, and fraudulentactivities. “

Nottage told the international gathering that the transport, sale,and use of illegal drugs continue to fuel crime in many countriesand that a consequence of the drug trade is the possession,trafficking, and use of illegal firearms to commit serious crimes.

He said while the United States and Mexican authorities havesought to deal harshly with the situation, those engaged in theillegal trade are now turning their attention to softer targets andwill demonstrate an aggressive exploitation intent.

“Suffice it to say, we feel that the Caribbean region will attractthe attention of these organizations. We therefore, support the viewthat proactive and urgent attention must be directed to our region– the Caribbean.

Voters in Puerto Rico have supporteda non-binding referendum to become afull US state.The measure will require approval

from the US Congress, but PresidentBarack Obama has said he will respectthe vote.The island is currently a US

territory, which uses the dollar andwhose citizens travel on US passports.But it does not return senators to

the option of resolving the matter through dialogue with Washington.“We have had so far three legal opinions of the legality at the

WTO of these subsidies which are being given by US territories andall of them stated that there is a case to be made against the subsidies,and one of the opinions came from the advisory centre on WTO lawwhich is a body set up to advise individual countries on issues relatedto WTO laws.“So we have a clear case there. We now need the political will to

take it forward and time is not on the side of the industry,” Ward said.

Regional rumproducers may look toWTO to solve dispute

with United StatesGEORGETOWN, Guyana –Caribbean Community(CARICOM) Secretary-GeneralIrwin LaRocque Wednesday saidthat the regional grouping remainscommitted to providing support“where necessary” to Jamaica,Haiti and Cuba following thepassage of Hurricane Sandy late lastmonth.

The hurricane has been blamedfor nearly 100 deaths in theCaribbean as well as millions ofdollars in damage to theinfrastructure of several countries.

In messages to the respectivegovernments, LaRocque extended hissympathies and noted “with distressthe tragic loss of life and extensivedamage wrought to key sectors suchas agriculture and tourism”.

“The Community acknowledgesthat the effects of Hurricane Sandylong term with serious implications… as tourism and agriculture are atthe centre of economic activities inthe affected areas of St. Mary,Trelawny, St. James, Westmoreland,St. Elizabeth, Manchester, St.Catherine and St. Andrew,”LaRocque said in a message toJamaica’s Prime Minister PortiaSimpson Miller.

He said that “this latest bout ofdevastation is also particularlydisheartening” because it woulddefinitely affect Jamaica’s efforts toaddress the economic challengesbrought about by the global andfinancial meltdown.

But LaRocque expressedconfidence that the courage andresilience of the Jamaican peoplewould fortify them as they continueto rebuild.

In his message to Haiti’sPresident Michel Martelly, theCARICOM Secretary General saidthe regional community is “acutelyaware that in the past two years,Haiti had suffered more than itsshare of natural disasters”, andthat Sandy’s passage would impactthe progress already made after theearthquake of January 2010.

“The Caribbean Communitystands ready to provide support tothe People and Government ofHaiti as the process of recoverycontinues despite this latestsetback, strong in the assurancethat Haiti will move forward,pressing onward to its highestdevelopment aspirations asfamilies, communities and as anation,” he said.

LaRocque told Cuban PresidentRaul Castro that “tragedies of thisenormity only serve to accentuatethe importance of our continuedregional efforts to collaborate incritical areas of disaster mitigationand preparedness”.

He gave his commitment toproviding support where necessaryto Cuba, noting that the roadtowards reconstruction andredevelopment would requireunited efforts.

LaRocque also sent a messageto the United States whereHurricane Sandy caused billions ofdollars in damages and the deathsof more than 100 people.

He said that despite thechallenges, he was confident thatthe resilience and “can-do” attitudeof the American people, andmembers of the CaribbeanDiaspora, would make it possiblefor a quick and full recovery.

"We must aim higher and work harder andcontinue to pursue development in a scientific way,promote social harmony and improve the people'slives," he said.

China's development should be made morebalanced and sustainable, he said, and the "seriouschallenge" of corruption should be addressed.

"If we fail to handle this issue well, it could

prove fatal to the party, and even cause the collapseof the party and the fall of the state," he said.

Anyone who broke the law would be brought tojustice, "whoever they are and whatever power orofficial positions they have", he said.

The corruption warning echoed one delivered10 years ago during the previous leadershiptransition, when the party was told it risked"heading for self-destruction" if it did not tackle theissue.

The months leading up to this congress haveseen China's political leadership rocked by a scandalinvolving Bo Xilai, the former Chongqing partyleader once seen as a candidate for top office.

His wife has been jailed for murdering a Britishbusinessman and he is expected to face trial oncorruption-related charges.

Across China, meanwhile, recent cases ofofficial corruption have stoked public anger andthere have been a series of high-profile massprotests focusing on land grabs and environmentalissues.

On the internet, thousands of people have calledfor better measures to fight corruption, leavingcomments on websites launched for the congress byofficial media outlets Xinhua news agency, People's

Daily and China Central Television (CCTV).Economic growth has also slowed in recent

months and the wealth gap is an issue of greatconcern, as is China's ageing population.

Mr Hu said a new model for economic growthwas needed to respond to domestic and globalchanges.

"On the basis of making China's developmentmuch more balanced, coordinated and sustainable, weshould double its 2010 GDP and per capita income forboth urban and rural residents (by 2020)," he said.

Amid rumbling regional tensions over territorialrows in the East China and South China Sea, Mr Husaid the nation should "resolutely safeguard" maritimerights and become a maritime power.

"Active and prudent efforts" should be made toreform the political structure, he said, without givingdetails.

The congress - for which no formal schedule hasbeen revealed - will last a week and will be keenlyobserved for any indications of the leadership's futureplans.

During the congress a new central committee isselected. It then chooses the country's highestdecision-making body, the Standing Committee ofthe Politburo.

After a hard-fought election, they nowhold a 55-45 majority in the Senate.

The division in control of the two housesof Congress has led to partisan battles andlegislative gridlock since the last mid-termelections in 2010.

The Democrats repulsed the expectedchallenge from the Republicans, gaining twoseats and losing just one of the seats targetedby their opponents.

Thirty-three of the 100 Senate seats wereup for election.

With most results now in for the Houseof Representatives, there will be little if anychange in the chamber.

Republicans will continue to hold astrong majority and are on target to finishclose to the 242 seats they held.

David Kendall, a senior fellow at ThirdWay, a centrist think tank in Washington,said: "The upshot is that the voters aresaying to President Obama and HouseSpeaker John Boehner: 'Go back to thebargaining table; finish the deal.'"

Mr Kendall was referring to theintensive negotiations the two men held in2011.

The talks ultimately collapsed but wereaimed at bringing around $4tn in deficitreductions over the next 10 years.

That problem still confronts the re-elected president and the new Senate andHouse when they take office in January.

United Airlines said SuperstormSandy cut its October revenue byabout $90 million as it was forcedto cancel almost 5,300 flights.

A judge has ordered $19bn (£11.9bn) of assetsheld by oil company Chevron to be frozen inArgentina over an environmental damages claimin Ecuador, lawyers in the case say.

The Ecuadorean plaintiffs accuse Chevron ofpolluting land in the Amazon region for almostthree decades.

Last year, an Ecuadorean court orderedChevron to pay $19bn in damages.

Since Chevron has few assets in Ecuador, theplaintiffs are trying to get the ruling enforcedabroad.

A lawyer for the Ecuadorean plaintiffs,Enrique Bruchou, said the Argentine judge hadagreed to their request to freeze Chevron's assetsin Argentina after they could not get the companyto pay up in Ecuador.

The Ecuadorean court judgement originally

ordered Chevron to pay $8.6bn in environmentaldamages, but that was more than doubled becausethe oil company did not apologise publicly.

The Ecuadorean plaintiffs say that Texaco,which merged with Chevron in 2001, dumped toxicmaterials in the Ecuadorean Amazon between 1964and 1992.

Chevron says Texaco spent $40m cleaning upthe area during the 1990s, and signed an agreementwith Ecuador in 1998 absolving it of any furtherresponsibility.

Chevron has in the past said the original rulingagainst the company was a product of "bribery andfraud".

The company has also dismissed the plaintiffs'moves to get the ruling enforced abroad, saying that"if the plaintiffs' lawyers believed they had alegitimate judgement, they would seek to enforceit in the United States".

Men and women split between thecandidates: overall, 55% of womenvoted for Mr Obama, 44% for MrRomney. For men, 52% voted for MrRomney and 45% for Mr Obama.

In 2008, Mr Obama gained ahigher percentage of the male vote(49%) and a similar percentage of thefemale vote (56%).

However, there was a divisionbetween married and unmarriedwomen: 53% of married women votedfor the Republican candidate, while MrObama won unmarried women two-to-one: 67% to 31%.

Overall, women make up more of

the electorate - 53% - slightly morethan their share of the US population.

THE ETHNIC VOTEMr Obama overwhelmingly won

the black vote with 93%, a sliver lowerthan four years ago. Latinos also votedstrongly for the Democrat - 71% intotal and probably made electoraldifferences in Colorado and Nevada.Latinos or Hispanics made up 10% oftotal voters in the US, up onepercentage point from 2008.

Mr Obama lost some of the whitevoters that propelled him to a strongwin in 2008, with 39% voting for asecond Obama term in comparison to43% in 2008. The white electorate,while still a majority, dropped to 72%of the country as a whole, down from74% four years ago, and 77% eightyears ago.

THE YOUTH VOTEYoung voters were a key part of

Mr Obama's victory for a second time. Sixty per cent of voters aged 18 to

29 years voted for Mr Obama, slightlydown from his percentage four yearsago of 66%.

But the percentage of voters in thisage range increased slightly, to 19% ofthe electorate.

Voters aged 30 to 44 were fairlysplit, with a slight inclination to MrObama, 52% to 45%.

The largest percentage of theelectorate in terms of age, 45 to 64,went to Mr Romney with 51%.

LOWER-INCOME AMERICANSLower-income voters went

decisively for Mr Obama. Of those making under $50,000

(£31,000), 60% voted for Mr Obama.The president did not do badly

with middle-income and richer voterseither, gaining 46% and 44%,respectively in each category.

The three income categories are

fairly split among the electorate, withthe lower-income group representing41% of the total vote.

THE RELIGIOUS VOTEMr Romney gained 62% of the

Protestant vote. Catholics and other Christians

were split among the two majorcandidates.

Those of no religion as well asJewish voters gave Mr Obama a voteof confidence at 70%.

THE ECONOMYThroughout the campaign, both

candidates said it was all about theeconomy, and voters' decisions largelycame down to who they thought wasbest on the issue.

Fifty-nine per cent of those polledsaid the economy was their foremostconcern. Among those, a slightmajority (51%) went for Mr Romney.So how does this match with anObama win? Fifty-four per cent ofvoters who named unemployment astheir top economic concern voted forMr Obama.

The president also received manymore votes from those concernedabout healthcare and foreign policy,while deficit-minded voters stronglychose Mr Romney.

Walmart will kick off its holiday salesrush at 8 p.m. on Thanksgiving, itsearliest start ever, and will guaranteethat those who line up can buy a trio ofgadgets as it places a big bet thatshoppers are ready to spend thisholiday season.

The holiday season is critical forWal-Mart Stores Inc. , the world'slargest retailer, and its Walmart U.S.division. More than a quarter of itsannual sales come during the holidayseason.

"We bought deep, very deep, andwe bought deep on items that matter toour customers," said Walmart U.S.Chief Merchandising and MarketingOfficer Duncan Mac Naughton.

Retailers are coming up with freshways to entice shoppers this year, asholiday spending is only expected torise 4.1 percent, according to theNational Retail Federation, down from5.6 percent growth in 2011.

Walmart kicked off layaway amonth earlier than last year, in mid-September. Layaway allows shoppersto keep a product on hold at the storeand pay for it over time. Chains suchas Walmart and Target have alreadypublished toy catalogs.

While the holiday shopping seasontraditionally kicks off on the day afterThanksgiving, known as Black Friday,the push to sell Christmas presents andother items has been moving earlierand earlier in recent years.

Retailers say that shoppers wantearlier deals.

"'We got customer feedback thatsays ‘I like to shop earlier so I

can go to bed earlier,'" Mac Naughtonsaid.

Thanksgiving will be observed onNov. 22 this year.

At 8 p.m. local time onThanksgiving, Walmart's offers willinclude deals on video games startingat $10 and home appliances such as aCrock Pot slow cooker and a Mr.Coffee maker for $9.44 each.

Walmart also said it wouldguarantee that three items will beavailable that night to people standingin line in its stores between 10 p.m.and 11 p.m. on Thanksgiving, thoughthe items are not among the hottestnew gadgets of the year.

This year, Sears stores will open at8 p.m. on Thanksgiving Day and stayopen overnight until 10 p.m. on BlackFriday. Kmart has been open onThanksgiving for the last 21 years.

In 2011, Walmart began with dealson toys, home items and clothing at 10p.m. on Thanksgiving, followed byelectronics deals at midnight and otheroffers at 8 a.m. on Friday, Nov. 25.

Most Walmart stores will be openon Thanksgiving, unless they arerequired to close by local or state law.

A surge in the cost of feed grain after the worst U.S.drought in more than half a century has strippedmany livestock farmers of profit and set off a chainof events that threatens to drive up world meatprices in 2013.

The global economic downturn has made itdifficult for farmers to pass on rising costs to cash-strapped consumers, and they have sought to scaleback production plans in the face of mountinglosses.

In the pork industry, this has meant slaughteringbreeding sows, which in the short-term can actuallyincrease meat supplies, with the eventual decline inproduction not felt until 2013.

"If you take a breeding pig out of the systemnow it takes around nine months before there is anyimpact on the level of slaughtering because of thelifespan of a pig," said Stephen Howarth, analyst forBritain's AHDB-BPEX.

Retail prices for pork and beef in the UnitedStates have remained stable so far, but analysts saidretailers would eventually be forced to pass on risingcosts to consumers when supplies get tighter.

"Because there is no immediate drop-off inproduction, you don't tend to get much of a price

reaction in the short term. It can feed through into abigger price reaction further down the line," headded.

Jim Robb, director of the Livestock InformationCentre in Denver, Colorado, said as prices riseshoppers could switch from more expensive tocheaper meats.

"For 2013, we may see a little bit moresubstitution by consumers away from beef andtowards chicken and pork because we'll see recordhigh price levels across most categories, especiallyfor beef," he said.

LMIC forecast 2013 U.S. beef production at24.8 billion pounds, the lowest since 2005, and 23.6billion for 2014, its lowest since 1993.

Livestock economist Chris Hurt of theUniversity of Purdue said the U.S. hog industryshould begin to see a reduction in pork supply aboutMay or June next year.

Many cattle-fattening stations - known asfeedlots - in the United States have been operatingat losses for several months. Hurt said he expectedthe numbers of cattle leaving feedlots should taperoff noticeably in January or February next year.

The price of corn, the most widely used feed

grain, rose to a record high of $8.43-3/4 a bushel inAugust.

Prices have since fallen back slightly but remainstubbornly high at about $7.40 a bushel, with thecost of the commodity roughly doubling in the lastthree years, due partly to surging demand from theU.S. biofuels industry.

A hog will eat the equivalent of about 14bushels of corn to produce about 70 kg of meat.

Tim Koch, meat analyst at German agriculturalmarkets consultancy AMI said a reduction inGermany's pig herd and high animal feed costswould make 2013 a "painful time for farmers andconsumers alike".

ADHB-BPEX analyst Howarth said EuropeanUnion pigmeat production should decline by at least2 percent in 2013, while the pig industry in keyexporter Canada was also contracting.

"The big unknown is China, which accounts forabout half the global market for pigmeat. Any dropoff in production will mean an increase in demandfor imports, but there are conflicting stories comingout of China," he said.

"I think at the very least it won't expand asquickly as demand is increasing in China."

Girls Sailrock U14 league in high gear The U15 Girls Sailrock league champions could well be the Titans who remain at the top of the standings with only two weeks of games remaining. Another impressive run of results saw them stretch their lead over their nearest rivals, the Striking Cheetahs.

A narrow 1-0 victory over the Green Dragons courtesy of Rhian Davies’ lone goal was followed up by a more comfortable 2-0 win against the Purple Panthers, the goals coming from Evnisha Saintverlu and Shinaydine

Pluviose. In their final match they had to come from behind to force a 1-1 draw with the Yellow Dragons after Yarielca De La Cruz had given them the lead. Some strong defending from Briandie Brooks had kept the Jaguars in the lead until the final two minutes when Pluviose scored from long range.

The Jaguars managed to move off the bottom of the league wityh a 2-2 draw with the Panthers and a 2-0 win against the Red Devils. De la Cruz scored twice in both games

to round of an impressive individual performance and her sister Yarileny as well as Jachelle Gardiner found the back of the net for the Panthers.

In the remaining games the Striking Cheetahs managed to keep close to the Titans with wins against the Red Devils (3-2) and the Purple Panthers (1-0) before losing to the Green Dragons (1-0) who scored through Lashauna Thompson. Jenny Fluerenvil scored all four goals on the day for the Cheetahs to put her on top of the goalscorers list alongside

Yarielca De La Cruz on seven goals apiece.

In the final game of the day the Red Devils tied 2-2 with the Green Dragons. Makayla ellis scored both goals for the Dragons whilst Guerline Hall was on the score sheet for the Devils, adding to the two goals she scored earlier in the day against the Cheetahs.

MVP for the day was shared between Guerline Hall and Darinique Coackley of the Red Devils for their hard work and commitment.

The U14 Boys Sailrock looks set to go down the wire although the Grasshoppers are currently in the driving seat, three points ahead of the Eagles courtesy of two back to back wins at the weekend. The Grasshoppers brushed aside the Eagles 4-1 before demolishing the Golden Retrievers 6-1.

Their goals came from Wilkins Sylvain (3,2), Marvin Joseph (1,1) Mackenson Cadet (1,1) and Jeff Beljour. Ericson Homme scored for the Eagles and Watson Alphonse for the Golden Retrievers. In the other games the Tigers managed a hard fought win over the Retrievers with goals from Rodrigo Vasquez and Tariq Germeil whilst Idlin Beloni gave the Retrievers some hope of salvaging a point with a well taken goal.

The Tigers then went on to beat the Eagles with goals from Vasquez, Kenley George, Ras Diamond and Germeil. Jackson Pierre put in another impressive display for the Eagles coming up with two goals but it was not enough on the day.

As usual there were many strong individual performances but the pick of the bunch were Rodrigo Vasquez for the Tigers and Jackson Pierre for the Eagles.

Net Rockers, AFC Strikers in exciting goalless draw

The WFL produced another game of high intensity last Sunday as defending champions Net Rockers held on for a 0-0 draw against the young AFC Strikers team.

The last time the two teams met Net Rockers were comfortable 8-0 winners but things have changed in recent months and Strikers will consider themselves unlucky not to have taken all three points as they had more than their fair share of possession and came close to scoring on many occasions.

Strikers showed their intent right from the start as Kadine Delphin raced onto a pass from Yarielca De La Cruz in the first minute of the game only for her shot to run across the face of the goal. The young team continued to keep Net Rockers pinned in their own half but despite controlling possession they could not find a way through. In fact it was Net Rockers who almost snatched the lead in the final minute of the half when Carmela Giordano fired over the bar from close range.

After a stern talking to at half time, the Strikers players emerged more determined to see their passing and moving style pay dividends. For most of the second half the Net Rockers found themselves under pressure from their young opponents and had to rely on breakaways to make any attempt on goal. Jenny Fluerenvil and Kadine Delphin used their pace and skill to make several strong runs, Guerline Hall and Yarileny De la Cruz both came close to scoring but it was Yarielca De la Cruz who was the star of the show.

The twelve year old played like a seasoned professional as she controlled the midfield. On several occasions she glided through the opposition's defence creating chances for both herself and her team mates. Her two most memorable moments came with long range shots from thirty yards that appeared to be sailing into Net Rockers goal only to have them rebound of the crossbar.

In addition to all their pressure Strikers will feel unlucky that they did not perhaps get a penalty as on two occasions Net Rockers players appeared to handle the ball in the penalty area, however the referee was not convinced. Credit must go to the Net Rockers defence and goal keeper

Berthalee belle for ensuring that her team managed to hang on for the draw and after two games without conceding a goal it appears that their defence will be hard to break down this season.

Technical Director Matthew Green was very pleased with how the young Strikers team acquitted themselves. "The girls have improved tremendously in recent months, the fact that they dominated the game against the reigning champions is testament to their improved technical ability and tactical understanding.

They were not intimidated by the more direct style and physicality of their opponents and proceeded to play attractive football. It is only a matter of time before they get their first win. They are still very young but they have the potential to become a very accomplished

female CFU CommitteeIt’s the dawning of a new day for the Caribbean Football Union (CFU) as new vistas are being shaped for women’s football in the Caribbean. Gordon Derrick, President of the CFU in his efforts to take the game to another level announced the introduction of an all-woman Women’s Football Committee consisting of eleven members drawn from eleven countries affiliated to the CFU.

According to Derrick, “it takes revolutionary thinkers who are bold enough to appoint a Women’s Committee such as this, the first of its kind to consist of all females. I am just elated that we have been able to find capable women in the region who can be given a fair opportunity to make a contribution to the development of football among girls and women.”

This Committee is the first of its kind in the history of football where Women Football at a regional or international level is being guided by all women and both the CFU President and the Committee Chairperson, Ms. Sonia Bien-Aime agree that there is lots of work to be done to promote and develop women’s football in the region; but they are convinced that with support from all stakeholders, progress will be evident in the not too distant future.

Of Bien-Aime’s appointment, TCIFA President Christopher Bryan says, “Everybody at the Football Association congratulates Sonia for her appointment to such an important position within Caribbean football. She has been deservedly recognized for her ability and hard work and reflects on how well the organization of football

in the Turks and Caicos is viewed generally across the region. We are extremely proud of her.”

There is representation from across the four languages (i.e. English, Dutch, French and Spanish) of the CFU and from the varied women’s football development levels within the region, thereby strengthening the richness of the Committee and making it truly reflective of the CFU.

In accepting the appointment, Bien-Aime who is also a CFU Executive Committee Member underscored the historic nature of the appointment and the composition of the Committee. She said, “I have accepted this position with great enthusiasm. It will be my privilege to serve as Chairman on this Committee with a great panel of women that endeavours to make an incredible impact on Women’s Football in the region.”

In addition to Bien-Aime, the other members are Diana Claxton-Carty (Anguilla), Sharleen Hengeveld (Aruba), Gwendolyn Salmon (Antigua & Barbuda), Elaine Walker-Brown (Jamaica), Monique Andre (Haiti), Ana Rabell (Puerto Rico), Jinelle James (Trinidad & Tobago), Chantal Bird (USVI), Bernadine Andrew (Grenada), and Shequita Parson (Bermuda) while the CFU Secretariat will serve as the Secretary of the Committee.

All committee members will be appointed for a period of 4 years and are all actively involved in football at the local and National level, possess sufficient level of footballing knowledge, Laws of the Game, and are experts at women’s football development.

The goal of the Committee will be to advise the Executive Committee of the Union by undertaking

financial planning and oversight responsibilities by monitoring, reviewing and providing advisory functions in the areas of budget and finances.

The Committee will exchange views on the CFU women’s competitions and the CFU Women’s Calendar, including coordination with CONCACAF and FIFA competitions. Responsibilities also includes assisting in the process of selecting the host association(s) for the final round of the CFU Women’s U17 Championship, CFU Women’s U19 Championship and any other women’s competitions that the CFU may create and conduct a cost benefit analysis and report to the CFU ExCo on the establishment of CFU Senior Women’s Competitions.

The committee will also assist with the programme content for women’s football conferences and courses, monitor the CFU Women’s tournaments that serve as qualification tournaments for CONCACAF and FIFA tournaments as well as assisting in defining the draw principles and monitor the preparation and conducting of CONCACAF and FIFA national teams competitions and help in drawing up and implementing girls’ and women’s football development strategies and programmes.

The Committee has the jurisdiction to make recommendations with respect to the development of referees within the Caribbean region, and source an annual budget which will be presented to the CFU Executive Committee for approval.

As far as progress is concerned in Testcricket, West Indies haven't takenmany strides for much of the pastdecade, though there have been signsof a revival this year. They have lost toAustralia at home and England abroadbut they have given more than just aglimpse of a fighting ability.

The improvement translated to acomfortable series win over NewZealand in August, their first at homesince beating England in 2009. They areeyeing a second straight Test series winwhen they come up against bottom-ranked Bangladesh.

Captain Darren Sammy said aheadof West Indies' first training session in

Dhaka on Wednesday, that just like theteam pushed itself to win the WorldTwenty20, it will be doing the same onthis tour.

"It is more of a belief factor. Wehave played some good series over theyears where we were competing againsthigh-ranked teams, now we believe wecan be even more competitive and getresults over higher-ranked teams,"Sammy said in Mirpur. "We have a teamgoal which we want to achieve but thisis going to be a step-by-step process.

"It's important to come here and winmatches and it's a challenge we put onourselves. Just like we forcedourselves to try and win the T20 World

Cup, we achieved that and we are nowlooking forward to the next serieswhich is against Bangladesh. Webelieve we can achieve our goals."

Between their last series inBangladesh, where they won the Testseries 1-0 and the ODIs 2-1, West Indieshave lost three Test series but there havebeen plenty of positives, chiefly thestrength in the leadership. Sammyhowever believes nothing much haschanged in the last 12 months.

"My role as a captain has notchanged. Every player is aware of whattheir roles are in the team. Last year I haveexcelled in the role the team expects meto play, and I don't see any difference this

year. "We just got to bring all our players

together and go down and perform on thecricket field. That's where theperformance counts."

Sammy believes that the successsince last October has also made the teamstronger, though the return of Chris Gaylehas also helped matters. "We havedefinitely improved as a team. A numberof players have come on board and we area little bit more consistent.

"We beat New Zealand in both Testsand performances came from differentplayers. We come here with onemission: to win all three series inBangladesh."

West Indies captain predictsprogress in Tests

The West Indies Cricket Board (WICB) is looking at the possibilityof having a Caribbean Premier League (CPL) Twenty20tournament in the near future.

The announcement was made by new WICB CEO MichaelMuirhead yesterday as he fielded questions during his introductionto the local media at a press conference at Hyatt Regency, Port ofSpain yesterday.

Muirhead said the WICB wanted to play a lot more cricket andthat the establishment of a CPL T20 would help in that regard.

He said: "We (WICB) are in negotiations to try and establish aPremier League in the Caribbean and that would obviously bringthe opportunity to play much more cricket, albeit at the T20 levelin this first stage, and we are at a stage now where we are speakingto one such promoter and would like to hope that it will bear fruitin the near future.

"We are trying to increase the amount of day-night cricket weare playing and one way to do that is through the CaribbeanPremier League," he explained.

He also noted that a new Caribbean Premier League T20 couldmean the end of the territorial T20 (Caribbean T20).

"There is a possibility that it could mean the end of theterritorial T20. The reason being that the competition and maybehow the contract is written, you could not have competing entitiesthere because many of those teams could actually form part of thefranchises that will participate in the CPL," said Muirhead.

Pressed further about a timeline for the establishment of theCPL, Muirhead said he could not give an answer about when itwould come on stream.

In terms of the negotiations with a possible sponsor of thetournament, he said: "We are fairly advanced. The WICB isnegotiating the rights to host a Caribbean Premier League. We arequite advanced in that regard."

The new CEO also believes the CPL will increase the exposureof local cricketers.

He said the CPL will feature a number of teams and personswho did not have an opportunity to play in the regional tournamentbefore, could get a chance in one of the franchise teams.

WICB corporate communications manager Imran Khan notedthat the squads for franchises extend to 20 or more players asopposed to the 15 players for the territorial teams in the CaribbeanT20.

"It (the CPL) could allow for more opportunities," Khan added.

Caribbean PremierLeague coming

West Indians Tino Best and Devon Smithare among 16 players who have started legalproceedings against the organisers of theCricket All Star T20 match in Toronto inMay claiming they have yet to be paid.

Ontario-based Kat Rose CustomDesigns Inc (Kat Rose), which organised theCricket Canada-approved event, has beenserved notices at the Toronto Small ClaimsCourt regarding unpaid match fees andexpenses totalling approximately $113,000.

Apart from Best and Smith, some of theother affected players include SanathJayasariya, Saqlain Mushtaq, Kyle Mills,Jacob Oram, Mark Boucher, Brendan Taylorand Bangladesh allrounder Nasir Hossain.

"We are incredibly disappointed anddistressed by the lack of professionalism ofthe Kat Rose organisation," said Tim May,the chief executive officer of Federation ofInternational Cricketers' Association(FICA).

"The players fulfilled their contractualobligations and are now each left out-of-pocket to the tune of several thousanddollars of their own money.

The match, which saw the Asia/CanadaXI defeat the International XI squad by threewickets, was said to be entertaining despitethe absence of several players with starpower.

Smith was eventually named man of thematch.

"How can anyone in good conscienceconduct business this way" questioned May.

"It is unacceptable that the players haveyet to be compensated and reimbursed fortheir time and costs."

Kat Rose, which contracted individuallywith all of the players, claimed the absenceof some of the cricketers from Pakistan,because of last minute visa issues, meant theevent was financially unsuccessful.

After watching the Los Angeles Lakersdrop to 1-4 on the season with a 95-86loss to the Utah Jazz on Wednesdaynight, Lakers executive vice presidentJim Buss was not a happy man.

Something is not yet right with hisstar-studded team, and as a competitiveguy, Buss is looking for ways to fix itsooner rather than later.

"You don't start 0-3 for the first timesince we've owned the franchise withoutbeing on top of it," Buss toldESPNLosAngeles.com. "No matterwhat, you have to be aware. That doesn'tmean change is coming. That just meansyou have to be aware."

But while fans and pundits haveplaced the blame for the Lakers' earlystruggles on coach Mike Brown, Busssaid he's still very confident in his coach.

"I have no problems with MikeBrown at all," Buss said. "He just workstoo hard and he's too knowledgeable forthis to be happening.

"So either the system is flawed orsomething's going on. Or, like theTriangle, it's very hard to pick up andunderstand. I'm not a basketball mindlike he is or the players are, and theplayers are fine with it, so I just have to

"You have to give it time tounderstand [what's going on]," Buss said."I don't know if there's an actual gametotal that would make me impatient. High Court strikesdown Azharuddin's

life banThe Andhra Pradesh High Court has declared illegalthe life ban imposed by the BCCI on former Indiacaptain Mohammad Azharuddin. A division bench ofthe high court set aside the order of the City CivilCourt, which had upheld the ban after Azharuddin hadchallenged it.

The BCCI had banned Azharuddin on December5, 2000 for his involvement in match-fixing. Sincethen, Azharuddin, 49, has had no involvement incricket-related matters and became a politician in 2009.He is currently a member of parliament fromMoradabad constituency in Uttar Pradesh.

He said he was happy the issue was over and donewith, and he would not be taking any further legalaction: "It was a long drawn out legal case and it waspainful. We fought in the court for 11 years. Finally theverdict has come and I am happy that the ban has beenlifted by the court.

"I am not going to take any legal action against anyauthority and I don't want to blame anybody for thisalso. Whatever had to happen has happened. I don'thave any complaint."

The BCCI, for now, has adopted a wait-and-watchapproach. "It would be premature to comment till ourlegal team goes through the court order," BCCI chiefadministrative officer Ratnakar Shetty said.

Azharuddin played 99 Tests and scored 6125 runsat an average of 45. He also played 334 ODIs, scoring9378 runs at 36.92 during a 15-year career.

The International Association of AthleticsFederation announced the finalists for the "MaleAthlete of the Year" award on Nov. 6, and thelist has many Britons shaking their heads inwonder.

Jamaican Usain Bolt, American AriesMerritt and Kenyan David Rudisha each madethe final list. British runner Mo Farah, however,was not among the three finalists.

Perhaps it's because he's missing somethingthat all the other finalists have.

Bolt landed on the list after successfullydefending his three Olympic gold medals inLondon. Individually, Bolt won his secondconsecutive titles in the 100- and 200-metersprints, while he added a second consecutiveOlympic gold as a member of the men's 4x100-meter relay. The men's relay set a world recordof 36.84 in the event. Bolt is currently the worldrecord holder in both the 100- and 200-metersprints, as well.

Merritt won gold in the 110-meter hurdleswhen he defeated reigning world championJason Richardson. Merritt earned the Olympicwin by 12-hundredths of a second in a time of12.92.

Less than a month later, the 27-year-oldAmerican went on to smash the 110 hurdlesworld record in a Diamond League meet inBrussels. There, Merritt ran to a time of 12.80 tobreak the previous world record of 12.87, which

was held by Cuban Dayron Robles. Rudisha won gold in the 800-meter race

with a showing that London Olympic organizerSebastian Coe called "the standout performanceof the Games." In winning gold, Rudisha alsobroke the world record -- which belonged to Coeduring the 1970s and 1980s -- when he crossedthe line in a time of 1:40.91. When he did so,Rudisha became the first man to ever run the 800faster than 1:41.00.

By comparison, Farah left the 2012 OlympicGames with two gold medals. He earned the firstin the 10,000-meter and the second in the 5,000-meter. His 10,000-meter gold medal was the firstever for Great Britain.

Sure, Farah completed a great andimpressive feat in winning the distance double,but there's one thing the 29-year-old Britishrunner is missing: a world record. There is nodenying that he put out impressive performancesin London, but Farah didn't do anything that hadnever been done before. Bolt, Merritt andRudisha are.

When the long list of 10 candidates waspublished on Oct. 9, Farah was among the 10listed, as were Jamaican Yohan Blake, AmericanAshton Eaton and Grenadian Kirani James.

LONDON -- In what is shaping up tobe the new top rivalry in tennis, NovakDjokovic held off Andy Murray onWednesday at the ATP finals.

The top-ranked Serb got the bigbreak when he needed it late in thethird set and beat Murray 4-6, 6-3, 7-5at the O2 Arena.

"Another great match. Anothergreat performance from both of us,"said Djokovic, who has known Murraysince they were 11 years old. "I didn'texpect anything less, other than atough match that went down the wireand was decided in the last point."

Djokovic is 4-3 against Murray in2012, with his biggest win coming ina five-setter in the Australian Opensemifinals. But Murray had won twoof the previous three, including in thesemifinals of the Olympics and in theU.S. Open final -- another five-setter.

Overall, Djokovic leads the third-ranked Murray 10-7 in head-to-headmeetings.

"I think both of us probably seeeach other's games pretty well.Especially this year, because we'veplayed so much," Murray said. "Butthe one thing I would say is, this yearI think both of us probably have seen

things in each other's games probablyimprove, and that's why there's a lot oflong rallies, and the matches areincredibly tight."

Djokovic lost the top spot to RogerFederer in July but will return to No. 1next week.

The ATP says Federer will droppoints from his 2011 title wins at the

Swiss Indoors and Paris Masters. Helost in the Swiss Indoors final Sundayto Juan Martin del Potro, and thenpulled out of next week's Paristournament.

The ATP says Federer will not beable to earn enough points to finish theyear ahead of Djokovic.

Murray has had a breakthroughseason. He became the first Britishman since 1938 to reach theWimbledon final, and soon after wonthe Olympic gold medal by beatingRoger Federer on the same grass at theAll England Club.

The Scot's biggest win, however,came in September when he becamethe first British man since Fred Perryin 1936 to win a major tennis title withthe victory over Djokovic at the U.S.Open.

Djokovic's big year came in 2011,when he won the Australian Open,Wimbledon and the U.S. Open. Butnow they're both major champions,and holding their own against Federerand Rafael Nadal, the two players whohave had a monopoly of tennisrivalries for nearly a decade.

Now may be the time for them tostep aside and let Djokovic andMurray reign supreme.

The USA face a tough start to lifein the final round of theCONCACAF 2014 World Cupqualifying tournament as theywere drawn away in three of theirfirst four fixtures.

The six countries involved inthe 'hexagonal round' wereunable to agree on the scheduleof games, so CONCACAFcompleted a draw for the fixturesthat saw Jurgen Klinsmann'sUSA side open their campaign inHonduras on February 6, beforehosting Costa Rica on March 22,then travelling to Mexico onMarch 26. They then visitJamaica on June 7.

"In a draw like that nothingis going to turn out perfectly.Usually, a team would like tohave the first game at home, butif you don't have the first game athome you make the best out ofit," Klinsmann said.

"If you get the results on theroad, there will be far moreconfidence in your home gamesand you can finish it off. It's finewith me. We've just got to bereally sharp and focused and getthe job done on the road indifficult environments.

"I think it's an exciting groupand it will go all the way down tothe last game to decide who isgoing to the World Cup."

Three CONCACAF teamswill advance directly to the finaltournament in Brazil, but the

fourth-placed country will playoff against a side from theOceania region, most likely NewZealand.

CONCACAF draw:United States start on

the road FLORHAM PARK, N.J. -- New YorkJets coach Rex Ryan laughed off aleaguewide player survey that named himthe most overrated coach in the NFL,saying he was just happy to finish ahead ofnemesis Bill Belichick.

"My first thought was, I looked at itand I saw who was second," Ryan saidWednesday, alluding to the New EnglandPatriots' coach. "I was like, 'Hey, I finallybeat Belichick in something.' I knew itwould take time, but I finally got him."

The Sporting News conducted ananonymous midseason poll of 103 playersfrom 27 teams. Ryan finished first by alandslide, collecting 35 votes. Belichickwas second with 16 votes.

Ryan created a personal rivalry withBelichick, declaring soon after he washired by the Jets in 2009 that he didn't takethe job to kiss Belichick's Super Bowlrings. Since then, the Jets have finishedsecond to the Patriots every season in theAFC East.

Turning serious, Ryan said he didn'tmind the "overrated" label.

"I wasn't offended by it," he said.Revealing some of his trademark

bravado, Ryan claimed he'd finish near thetop of any survey in which players votedfor the coach they'd most want to play for.

In fact, he has placed highly in thatcategory in past polls.

"Poll the same players about whothey'd want to play for, and I'll probablyend up where I always do -- right at the topwith (Mike) Tomlin," he said, referring tothe Pittsburgh Steelers' coach. "(It wouldbe) either me or Mike Tomlin, one of two.We're the guys they want to play for.

"I don't think that would change. Idon't care. As long as they want to comehere and play, if I'm overrated, that's fine."

However, the Sporting News releasedits poll results of coaches that playerswould least like to play for Wednesday, andRyan (16 votes) finished third, behind theBuccaneers' Greg Schiano (20) andBelichick (19).

The Sporting News also conduced asurvery on coaches that players most wantto play for, and Ryan finished tied for sixthwith the Ravens' John Harbaugh in thatpoll, which was also released Wednesday.Tomlin finished atop that poll whileBelichick finished second.

Ryan led the Jets to the AFCChampionship Game in his first twoseasons, but his star has fallen during thepast year. The Jets are 3-5 this season, andthey've lost eight of their last 11 games,dating to last season.
