1.0 PROJECT SUMMARY
On behalf of Southern States, LLC (SS), Environmental Management Associates,
LLC (EMA) is submitting this Voluntary Remediation Plan – Semi-Annual
Progress Report #3 (Progress Report) to the Georgia Environmental Protection
Division for SS’s manufacturing facility located at 30 Georgia Avenue, Hampton,
Georgia. This Progress Report has been prepared to meet the requirements
contained in the Georgia Voluntary Remediation Program Act and covers the
activities conducted since the submittal of Progress Report #2 dated April 15,
2016.
The SS site (Site) is located at 30 Georgia Avenue, Hampton, Henry County,
Georgia. The surrounding properties are predominantly residential. A
topographic map (Property Location Map) of the surrounding area is included as
Figure 1. A Site Plan is presented as Figure 2.
SS began manufacturing operations at the Hampton, GA location in 1940. SS
manufactures high-voltage electrical switches and fuses at its 30-acre
manufacturing facility located in Hampton, Georgia. In 1986, SS conducted a
focused groundwater investigation to determine the impact from an existing
wastewater sludge impoundment. The results of this and subsequent
investigations identified a release of select VOCs had occurred at the Property.
In December 1989, SS and the Georgia Environmental Protection Division (EPD)
entered into a Consent Order (Order), No. EPD-HW-529. The Property was
listed on the Hazardous Site Inventory on June 30, 1997 as Site No. 10141.
Since 1986, the Property has been the subject of a number of investigations which
identified the presence of volatile organic compounds in the soil and
groundwater.
EMA prepared the VRPAP and submitted to EPD on October 30, 2014. EPD
approved the VRPAP with conditions and comments in two letters dated April
10, 2015.
EMA conducted two formal injections (June 2015 and January 2016 as proposed)
of an in-situ chemical oxidation (ISCO) reagent (PeroxyChem’s (formerly FMC
Corporation) Klozur® sodium persulfate mixed with an alkaline activator
(sodium hydroxide) to form sulfate and hydroxyl radicals) to reduce the existing
groundwater contamination to levels at or below the Type 4 RRS proposed in the
VRP. ISCO application was performed at three specific areas with the following
rationale:

Treatment Area Rationale
Zone A – MW-39 suspected source zone (~ 200,000 µg/L TCE);
Zone B – TP-1 / TP-2 lateral impact area (~ 2,000 µg/L TCE); and
Zone C – MW-18 pilot study to determine saprolite/shallow bedrock
treatment effectiveness on MW-32.
In June 2015, EMA’s subcontractors, REM-CON, LLC and Geo Lab Probing
Services, installed temporary injection points at each of the three treatment
zones. The injection points include open screened areas targeting the
contaminant zones from 12 feet (ft) below ground surface (bgs) to 35 ft bgs. The
sodium persulfate reagent was injected throughout the overburden aquifer.
ISCO injections occurred in June 2015 and January 2016. Only Treatment Zone A
was utilized during Round #2 completed in January 2016.
This Semi-annual VRP Progress Report No. 3 was prepared in accordance with
the VRP and covers the activities conducted since the Semi-Annual Progress
Report No. 2 submittal and covers the period April 15, 2016 through October 15,
2016. These activities included a quarterly groundwater monitoring event,
discussion of soil removal activities, and discussion of the need to perform a
screening level ecological risk assessment.

2.0 ACTIONS TAKEN SINCE LAST SUBMITTAL
2.1 GROUNDWATER PERFORMANCE MONITORING
Groundwater performance monitoring was performed in July 2016. The
following select monitoring wells were utilized for the groundwater performance
monitoring to determine the effectiveness following the January 2016 injection
event:
Overburden Wells
MW-9;
MW-13;
MW-18;
MW-21;
MW-39;
MW-40;
MW-41;
TP-1;
TP-2; and
TP-3.
In addition, overburden monitoring well OEW-1 and bedrock monitoring well
MW-32 were also included to monitor for any effect.
Groundwater samples were collected on July 7, 2016 using low-flow purging and
sampling technique referenced in USEPA Region IV’s SESD Operating
Procedures - Groundwater Sampling dated March 6, 2013. Peristaltic pumps
using disposable Teflon tubing was used for the purging and sampling. Static
groundwater level measurements were recorded at each monitoring well on July
7, 2016. The measurements were made with a pre-cleaned "Slope" electronic
water level detector and were reported to the nearest 0.01-foot based on a fixed
point on the top of the well casing. A potentiometric contour map for the
shallow water table was prepared based on the groundwater elevations
presented in Table 1 and is provided as Figure 3. The groundwater flow
direction is consistent with historic monitoring events.
During the low-flow purging procedure, field measurements of reduction
oxidation potential (redox), dissolved oxygen (D.O.), turbidity, pH, conductivity,
and temperature were recorded. Once the field measurements stabilized for
three consecutive readings, samples were collected directly into the pre-

preserved laboratory supplied containers. Monitoring well purge records are
presented in Appendix A.
The groundwater samples were delivered under standard chain-of-custody
(COC) protocols to Analytical Environmental Services, Inc. (AES) located in
Atlanta, Georgia. AES is an accredited laboratory under the National
Environmental Laboratory Accreditation Program (NELAC) (Accreditation ID:
E87582). The groundwater samples were submitted for select target compound
list (TCL) volatile organic compounds (VOCs) including 1,4-dioxane by SW-846
Method 8260B. As requested by EPD, total metals by SW-846 Method 6010C,
total mercury by SW-846 Method 7470A, and hexavalent chromium by SW-846
Method 7196A were also analyzed.
The detected compounds observed during the quarterly events since the baseline
event of June 2015 through the July 2016 quarterly performance event are
summarized in Table 2. Figure 4 presents the most recent total VOC iso-
concentration contours. Figure 5 presents the most recent trichloroethylene
(TCE) iso-concentration contours. The analytical reports are included in
Appendix B.
Please note that the second quarterly performance groundwater monitoring
event for this period scheduled for September 2016 was delayed. This event will
be performed in October 2016.
2.2 DISCUSSION AND CONCLUSIONS
Review of the groundwater data collected in March 2016 following the Round #2
of ISCO injections indicated favorable results in all three treatment zones even
though active injections were performed only within the MW-39 (Source Zone A)
treatment area. The groundwater data presented in Table 2 further indicates that
groundwater contaminant concentrations are decreasing. The following
summarizes the reductions observed at representative monitoring wells within
each Treatment Zone using the baseline data collected in June 2015 as a
reference:
Treatment Zone A
MW-39: 214,900 µg/L to 8,600 µg/L (approximately 96% reduction);
MW-40: 5,438 µg/L to 1,265 µg/L (approximately 77% reduction); and
MW-41: 4,170 µg/L to 1,994 µg/L (approximately 52% reduction).

Treatment Zone B
TP-1: 2,300 µg/L to 1,169 µg/L (approximately 49% reduction); and
TP-2: 856 µg/L to 674 µg/L (approximately 22% reduction).
Treatment Zone C
MW-18: 106 µg/L to 82 µg/L (reduction to non-detect followed by rebound).
Table 2 presents the summary of analytical data collected since the baseline
monitoring event of June 2015. Appendix B presents total VOC and select
chlorinated contaminant trend graphs for each of the performance monitoring
wells.
The reduction of contaminant concentrations from within Treatment Zone A has
been significant to this point resulting in approximately 96% removal from
monitoring well MW-39. This monitoring well has historically exhibited the
highest contaminant concentrations on the site. The reduction is likely the result
of additional activated sodium persulfate injection.
2.3 SOIL REMOVAL
Ms. Jan Sammons of EPD Watershed Protection Branch Erosion and
Sedimentation Group has indicated that no permitting will be required to
remove the relatively small amount of impacted soil from the SED-3 and SED-4
locations as these areas are well under 1.0-acre in size. Therefore, soil removal
activities will begin in the fourth quarter 2016. It is estimated that between 3 to 5
cubic yards of soil at each location will require removal. All soils will be
characterized prior to disposal off-site. Confirmatory soil sampling will be
performed at each area to document removal.

3.0 SCHEDULE AND FUTURE SUBMITTALS
A groundwater sampling event is scheduled for October 2016 to further assess
the impact and any rebound in TCE contamination from the ISCO injections.
Removal of impacted soil from the SED-3 and SED-4 locations will begin in the
fourth quarter 2016.
As requested in the May 25, 2016 correspondence (Brownlee to Shelley) an
ecological risk assessment will be performed.
Additional activities for 2016 will include groundwater data evaluation including
additional hydrogeologic data collection (hydraulic conductivity testing) and
monitoring to pursue development of groundwater ACLs where appropriate to
demonstrate that any off-site receptor will not be adversely impacted. Once a
groundwater ACL has been agreed upon, a partial cap to consist of polyvinyl
cover and re-vegetation to cover exposed areas of the former landfill will be
initiated to prevent further surface water infiltration and potential movement of
any subsurface contaminants.
A Projected Milestone Schedule, showing timelines for the above items, is
included in Appendix C.
Semiannual progress reports will continue to be submitted updating the progress
and implementation of the VRPAP throughout the program. Additionally the
Projected Milestone Schedule will be updated to show progress on the VRP
objectives. The VRP Progress Report #4 will be submitted by April 15, 2017.

Samples 004-010 were received with limited holding time remaining and the laboratory was unable to meet the EPA/Method
specified holding time of 24 hours for Hexavalent Chromium by Method SW7196. Laboratory proceeded with analysis per
client request on the COC.
Revision:
A revised report was created in order to report results for sample "TP-1" (1607538-008). When creating the revised report, it
was noted that the Sample/Cooler Receipt Checklist had a correction regarding samples being received within holding time.
However, the correction did not include the initials of the individual who made the correction and the date in which the
correction was made. The checklist should have indicated that samples were received within holding time. The checklist was
updated by the Customer Service Manager when the revision was created.

RESPONSE TO COMMENTS
(Brownlee to Shelley May 25, 2016)
Comment 1 – According to the VRP Progress Report, ISCO is to be used to reduce the existing groundwater contamination to levels at or below the Type 4 RRS. Please establish a Point of Exposure for groundwater and an associated Point of Demonstration (Section 12-8-108 of the Act), and utilize these compliance locations to evaluate the effectiveness of the proposed treatment technology.
Response - The distance from the edge of the delineated contamination as defined by monitoring well MW-18 to the western most and downgradient property line is approximately 1,400 feet; no downgradient drinking water wells exist within a 1.0 mile radius; and all areas downgradient of the Facility and within the City of Hampton are supplied by public drinking water. Given this situation, EMA would propose that the Point of Exposure be set at the western most property line located 1,400 feet downgradient. The associated Point of Demonstration will be groundwater monitoring well MW-17.
Comment 2 - Please perform the following monitoring activities at locations throughout the pilot test area(s) to evaluate the effectiveness of the ISCO corrective action:
a. Establish a sufficient amount of monitoring locations that can be used to determine the estimated radius of influence at each injection point, which in turn should be used to support the established injection point spacing intervals. Should a sufficient amount of locations not be present, additional monitoring locations/piezometers may be required.
Response – Both injection events were completed prior to this request; however, sufficient injection points were installed at each of the three treatment zones A, B, and C as demonstrated by increases in dissolved oxygen at each nearby monitoring well, off-gas pressure observed at injection points and monitoring wells in each zone, and the observed decrease in contaminant concentrations. Treatment Zone A (MW-39 area) is within the former landfill area which is comprised of heterogeneous material which allowed good contact and movement of the treatment material.
b. Provide the injection pressures and the influence of these pressures on the aquifer and associated contaminant migration vectors (i.e., demonstrate that the delivery methodologies are not displacing the contaminants outside of the established treatment zone).
Response – The injection pressures ranged from 80 to 100 psi. No observed increase of contaminant concentrations outside of the plume have been observed even after 12 months. The maximum volume injected into each source area was only 6,700 gallons per event. No significant plume displacement is expected based on an area of approximately 245,000 cubic feet which equates to approximately 550,000 gallons (groundwater within spore space) within the main plume area. This is a 2% percent addition. The objective was to decrease the source area concentration levels only. Each source area is surrounded by monitoring wells which will be used to determine if this unexpected displacement occurred.
c. Monitor for and identify any dissolved oxygen fluctuations.
Response – Both injection events were completed prior to this request; however, dissolved oxygen readings were recorded during post-injection groundwater performance monitoring events and are included in the purge logs.
d. The oxidative environment caused by ISCO treatment may increase the solubility, mobility, and total groundwater concentrations of redox sensitive and exchangeable sorbed metals, including the oxidation and mobilization of trivalent chromium to hexavalent chromium. Although literature suggests that metals mobilized by ISCO treatment may return to their normal state and re-entrain in soil after the oxidant is consumed, or upon migration outside the oxidative treatment zone, please be aware that- EPD will require an assessment of total metals concentrations in groundwater both inside and outside the treatment zone as part of this VRP CAP implementation.
Response - Total metals analysis was performed in March 2012 as part of the treatability study by EMA and historically by Conestoga-Rovers & Associates. The groundwater monitoring data for the performance monitoring well network collected in June 2016 which includes monitoring wells within each zone of treatment and outside the treatment zones do not show any mobilization of heavy metals. This data is presented in Table 2 of the VRP Progress Report #3.
e. Include additional surface water monitoring locations along Little Bear Creek to monitor the effects of the ISCO Pilot Test in relation to this particular exposure pathway.
Response – Surface water samples for the analysis of the target VOCs will be collected in October 2016. If detections are observed, additional sampling will be performed in December 2016 and evaluated.
f. Indicate the specific injection sequencing and specific injection depth intervals within each pilot test area.
Response – At each treatment zone, the screened portions of the injection wells were installed at shallow intervals (3 feet to 15 feet below the top of water table) and deep intervals (15 feet to 35 feet below the water table) to ensure sufficient contact with the contaminant. Injections typically were initiated at the upgradient locations and progressed to the downgradient location with the deeper zones injected first.
g. Determine the anticipated residency time of the injectant within the treatment zone.
Response – The sodium persulfate was activated with hydrogen peroxide and typically has a residency time of a few weeks based on several studies completed by PeroxyChem and based on our experience on other sites. The residency time observed at this Site ranged from two weeks to two months depending on location. Mild off-gassing was observed to be occurring at various degrees at monitoring wells MW-39 and MW-40 as long as 6 weeks after the last injection which occurred in January 2016.
Comment 3 - Based on the data provided within the VRP Application and the above referenced Progress Reports, the downgradient bedrock monitoring location MW-32 exceeds the applicable
risk reduction standard (RRS) for trichloroethene (TCE). While delineation to the default Type 1 RRS is required in accordance with Section 12-8-108 of the Act, EPD will accept a demonstration of vertical delineation to the extent that will be influential to the established Remedial Action Objectives and any associated potentially complete exposure pathway.
Response – Agreed.
Comment 4 - In addition to VOC concentrations, please provide a figure similar to Figure 7 of the VRP Progress Report #1 with individual constituents such as TCE as it is the major concern of constituent in groundwater at the site. The big size paper such as A1 may be used to map those numbers clearly on the figure.
Response – Agreed. An iso-concentration figure will be prepared for total VOCs and TCE and presented on A1 size figures.
Comment 5 - The total VOC line for the MW-39 trend graph in Appendix B of Report #2 appears incorrect. The total VOC line should be above the TCE line as it is with the other trend graphs.
Response – Corrected.
Comment 6 - Please show the location of SED-4 and SB-7 in future figures of sediment
contamination.
Response – Agreed.
Comment 7 - EPD does not concur that an ecological risk assessment (EA) is no longer warranted. PCBs have been detected in sediment samples at several locations and various depths in Little Bear Creek. In fact, the statement in Report #1 that "PCB impact is sporadic in the sediment" indicates that additional systematic sampling of the sediments is required to define the areas of impact. However, EPD does agree that the proposed enclosure of the creek within a pipe should be delayed until the EA is completed as the enclosure of the creek may prevent other remedial actions needed for the sediments in Little Bear Creek. The EA is also necessary to establish a remedial goal for the sediments since the proposed criteria of the Type 1 RRS (1.55mg/.kg) is higher than USEPA's current ecological screening value for PCBs. Response – A screening level ecological risk assessment (SLERA) will be performed following ecological risk assessment guidance from the United States Environmental Protection Agency (USEPA), including the following documents: Ecological Risk Assessment for Superfund (1997), Guidelines for Ecological Risk Assessment (1998), and Region 4 Ecological Risk Assessment Supplemental Guidance (2015).
