ESSENTIAL FUNCTIONSUnder the general direction of the College President and in accordance with

the provisions of the Education Code, the rules, and regulations of the Board of Governors of the California Community Colleges, and the policies of the District, the Vice President of Educational Services & Institutional Effective-ness performs the following duties:

• Work with administrators, faculty, classified professionals, and students to advance the strategic priorities of the College

• Work with the Vice Presidents to plan and implement the REG365 process (yearlong schedule and three-term registration)

• Collaborate with the District Dean of Workforce & Adult Education and the Vice Chancellor of Educational Services & Institutional Effectiveness to identify and research instruction, student services, and economic and workforce issues; and provide technical expertise

• Ensure career technical and workforce training programs lead to student success and employment

• Lead and build upon through greater employer engagement a robust FCC Student Internship Program

• Direct and implement sound instructional and student support strategies in the planning and the development and management of integrated Equity, Student Success and Support (SSSP) and Basic Skills programming; supervise the preparation and submission of the related instructional budget and, upon approval, assume overall responsibility for timely and accurate implementation

• Strengthen and expand effective success initiatives and practices• Utilize data in developing, evaluating and recommending programs,

student services and instructional practices, policies, and procedures within the parameters of the California Education Code and federal laws

• Work with Vice President of Instruction, Public Information Office and Enrollment Management Committee to ensure FTES targets are met

• Coordinate with Vice President of Instruction the implementation of an institution-wide comprehensive education and training program to build upon the campus climate of inclusion and respect for all employees and students

• Oversee faculty professional development to ensure that they are technically qualified and diversely trained in conjunction with the college’s Professional Development Coordinator

• Identify, develop, and implement externally funded initiatives that advance the College’s goals

• Support the participatory governance process in the development, modification, and implementation of College policies and practices in support of the College’s mission and strategic goals

• Promote the inclusion of students in the participatory decision-making process

• Provide leadership, oversight, and coordination of various divisional, cross-divisional, and college-wide approaches and strategies to advance student success and equity

• Oversee and lead the expansion of Design Science Middle College High School

• Expand and ensure the success of the dual enrollment programs• Lead the expansion efforts of non-credit and community education

programs through partnership with Adult Education partners• Work in close partnership with the Vice Presidents, Deans, Directors,

Academic Senate President, and other unit leads to promote effective communication between the President’s Office and all other the College’s divisions, the SCCCD Chancellor’s Office, and the external community

• Work with Vice President of Instruction to strengthen and implement a variety of new and existing career, technical, occupational, and transfer programs leading to certificates and associate degrees

• Assist in the implementation of the College’s Strategic Plan • Administer the department budget• Develop, direct, coordinate, supervise, and evaluate the programs,

personnel, operations, and activities of non-credit and community instructional programs, including program planning, analysis, and review

• Will be responsible for evaluating direct reports

• Work with the President to ensure compliance with Education Code, state and federal regulations, accreditation standards, district policies, and all contractual agreements between the Board of Trustees and recognized bargaining units

• Represent the College locally, regionally and statewide• Perform all duties with professionalism • Perform other appropriate professional duties and responsibilities as may

be assignedThis is an academic management position, exempt from overtime provi-

sions of the Fair Labor Standards Act, with responsibility for formulation and implementation of district policies, regulations, budget decisions, and super-vision of personnel including assignment of work, evaluation of performance, adjusting grievances, recommending hiring, transfer, suspension, layoff, recall, promotion and termination.

MINIMUM QUALIFICATIONS1. Include an earned master’s degree from an accredited college or

university and one year of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment: or

2. Possession of a valid California Community College Supervisory Credential; and

3. Evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students.

DESIRABLE QUALIFICATIONSProgressively responsible full-time experience in teaching, counseling, or

administration at the community college level. Doctorate in higher education or organizational leadership.

Commitment to the community college mission, vision and goals, including student equity, the values of diversity of community college students, faculty, classified professionals, and the greater community of the city of Fresno

Ability to:• Work effectively as an executive team member committed to collaborative

integration of instruction, student services and administrative services to enhance the learning and working environment towards advancing student equity and closing the achievement gap

• Select, supervise, evaluate, and discipline personnel• Delegate responsibility and authority while maintaining accountability• Comprehend and communicate State and Federal laws related to the

development of student personnel programs at the community college level• Comprehend and use current computer technology• Contribute to the institution’s vitality and growthDemonstrated experience in: • Coordinating student success initiative efforts across divisions, including

instruction and student services that have led to closing the achievement gap • Fostering and advocating for the advancement of equity-mindedness and

cultural competence• The use of emerging technologies to facilitate learning• Making data-driven decisions related to enrollment management and

student retention• Leading and supporting student governments organizations• Participating in a participatory governance structure• Developing collaborative relationships with a diverse college constituency

that foster cohesion and a sense of pride in working together for the good of the student
