TheJurors aro satisfied that In tho pastJapanese residents In tho outer districts have been systematically robbedby some of the policemen, but yourJury finds, also, great difficulty In pro-curing evidence owing to tho apparentfctr on the part of the victims. In thisconnection tho Jury suggests that thoexistence of the Grand Jury and its du-
ties be railed to tho attention of thoJapanese through the columns of news-papers published in that language. Thejury has Investigated tho method ofcollecting licenses on this Island andrecommends that a person bo assignedto attend only tojliat work and that hebe made to give sufficient bond for thefaithful performance of his duties.
