Welcome to the fifth annual WCOWMA-BC Convention and Trade Show.

This event provides onsite wastewater stakeholders with the opportunity to see and hear about new and existing technologies in the industry. Technical and educational presentations provided throughout the trade show and convention will provide valuable information on industry research, regulatory frameworks and product use and specifications.

We invite you to be an active participant in the workshops and presentations taking place over the course of the convention. Throughout the year, Board members and our administrative team are in regular contact with our members and other industry stakeholders. Gathering information through these contacts helps us to ensure that the program we provide at convention meets the needs and demands of the industry. With that in mind, in addition to the convention schedule of events, educational opportunities through a series of workshops are available at this year’s event.

Without our exhibitors’ support, events such as these would not be possible, so please support our partners in industry by touring the booths and taking advantage of this once a year opportunity to see all technologies in one location.

All members are invited to participate in the Annual General Meeting being held after the trade show closes on Friday. The AGM will be followed by a banquet and entertainment.

While you are here, we hope you will take the time to bring any suggestions, ideas or concerns to the attention of the Board or the staff. We are here to serve you.

The most important take away from any convention and trade show is networking. The 2014 event promises to provide you with plenty of opportunity to meet your fellow stakeholders and experts in the onsite wastewater industry.

HOW TO ESTIMATE SEWAGE TREATMENT IN THE SOIL SYSTEM

Workshop Presented by: Michael Payne, M.Eng., P.Eng., P.Geo.

Michael Payne, M.Eng., P.Eng., P.Geo.

Michael Payne is a professional engineer and hydrogeologist. He is a provincially-recognized expert on soil infiltration and soil-based treatment of sewage. Over the last 20 years his company, Payne Engineering Geology, has evaluated sites and completed designs for 200 wastewater drain fields serving a total of more than 6,000 homes.

Michael was co-author of BC’s first Standard Practice Manual, and is currently rewriting the SPM with Ian Ralston and a team of experts. Michael pioneered the use of the borehole permeameter for wastewater systems in BC. He is also one of the three primary authors of the APEGBC practice

guideline for onsite sewage systems, and has been appointed as an expert witness for disciplinary enquiries relating to engineering onsite sewage systems.

WEB RESOURCES AND PRESSURE SYSTEM SOFTWARE WORKSHOP

Workshop Presented by: Ian Ralston, BSc, PgDipAgEng, ROWP

This interactive workshop will focus on those tools that are available for use in the planning process through computer programs or web based resources. Learn where to access information and resources to enhance your planning skills. Source design tools to help with pressure distribution system calculation and sizing. Participants to this workshop should bring a laptop.

Ian Ralston, BSc, PgDipAgEng, ROWP

Ian Ralston BSc PgDipAgEng ROWP is a consultant specializing in onsite systems for difficult sites and subsurface drip dispersal systems. He is also the past chair of the TRC and chair of the Canadian Onsite Technical Resource Association. He was editor of the BC SPM Version 2, and is currently a co- writer of the BC SPM Version 3.

DESIGN & FILING

Workshop Presented by: Jim Andersen, Dipl. T, ROWP & Brent Dennis, P.Eng

This workshop will focus on best practices for completing a comprehensive design and filing package including the following components:

1. Completion of filing package including application and supporting documents. 2. Information sources. 3. Creation of drawings as per applicable standards (SPM) including site investigation plans, proposed construction plans and detail/section views, and as-built plans. 4. Creation of records of design including site/soils reporting, rationale of design, design calculations, specifications, and

related items as per applicable standards.

Jim Andersen, Dipl. T., ROWP

Jim’s background is in the excavating and general contracting business, including 33 years experience in onsite wastewater system installations. His contracting firm does design, installation and maintenance of wastewater systems in the Qualicum Beach area. In addition, Jim works as an educational curriculum developer for industry and government groups. Recent experience as an educator includes instruction of Heavy Equipment Operator Apprenticeship Training programs, and instruction of Onsite Wastewater Practitioner Training courses.

Brent Dennis, P.Eng

Brent has been designing pulp and paper mills throughout North America for 20 years. Since 2005 Brent he has been solely focused on the onsite wastewater industry throughout all areas of BC. He has extensive knowledge of the Ministry of Health Sewerage System Regulation and has collaborated as a subject matter expert on many projects and governmental initiatives. Brent also has an extensive working knowledge of onsite regulations in Alberta, Saskatchewan and the Yukon as well as many US jurisdictions. He has participated in technical and regulatory initiatives at all levels of government, universities and technical committees and has served on Liquid Waste Management Committees and contributed to public education programs. Brent has also contributed to both the education requirements for practitioners and to the recently released, Guidelines for Professional Engineers (APEGBC). As well as designing onsite systems, Brent has consulted to developers with respect to subdivision development particularly where additional local bylaws and official community plans are in place. Brent regularly presents to interested groups and the general public on onsite wastewater. Brent currently serves as the President of WCOWMA-BC.

OPERATIONS AND MAINTENANCE - PART I

Workshop presented by: Steve Carballeira, PGO & Garth Millan, ROWP

Operations & Maintenance - Part I concentrates on both the business aspects of Operations & Maintenance and the O & M required for conventional systems including trenches, beds, mounds and at-grades with some aerobic tank discussion.

This one day workshop will provide the preliminary requirement for WCOWMA-BC’s Maintenance Provider Program. Topics covered in the Operations & Maintenance - Part 1 Workshop include:

Steve Carballeira, PGO

Steve Carballeira has a Bachelors degree in Geology and is a hydrogeologist with over 25 years consulting experience. Starting off in asbestos removal monitoring projects, he gradually worked his way into the environmental assessment and contaminated sites arena where his experience with ground water projects began. Steve moved to Vancouver Island in 1996 and worked for EBA Engineering and then Levelton Consulting in their environmental divisions. He completed many environmental studies where he was responsible for determining onsite groundwater conditions, potential contamination plumes and planning designs for remediation strategies. He started in the

wastewater sector by first doing soil studies for larger disposal systems and then designing systems under the previous wastewater regulations. In 2005, when the Sewerage System Regulation came into effect, he took additional wastewater system design classes and he and his wife Elaine started H2O Environmental Ltd, a groundwater consulting business. He has been concentrating on wastewater system design for residential, small commercial and multiple unit developments and is also involved in small to large hydrogeology studies, well setback reductions and well quality and quantity evaluations. He has taught courses and has been a past presenter at WCOWMA conferences. Steve is always happy to answer questions, try to solve problems and help others in the wastewater

industry.

Garth Millan, ROWP

Garth Millan is a ROWP Installer & Maintenance Provider. He owns Jab Site & Wastewater Solutions Ltd., based on Hornby Island, working on: Hornby Island, Denman Island, and in the Comox Valley.

Garth started doing minor repairs on septic and well water systems about 20 years ago. In 2005, he became certified. Garth’s focus is on maintenance and minor repair work. During his first 5 years of certification, he completed about 4 installations annually, and under the direction of a Hydro- Geologist, expanded his knowledge of soils and learned how to deal with complicated sites.

Garth was elected to the Board of WCOWMA-BC in 2012 and hopes to continue as a Board Member as long as he is needed. He intends to become more involved in the training and certification of new ROWP’s, helping replace those wastewater professionals who are fast approaching their “golden years.”

CLASSIFYING & DESCRIBING SOILS FOR WASTEWATER TREATMENT APPLICATIONS

Workshop presented by: Kent Watson, MSc

Correctly identifying and logging soils is the most critical component in onsite system design and may be, for some, the most daunting step in the process. The notion that soils can be simplified is a myth. No two soils are the same and may be highly variable over a distance of a few meters. The idea that one can stand on the edge of a pit and learn a practical skill by osmosis also does not work. One needs to be prepared to jump in and get their hands dirty.

Logging soils for onsite system design is not overly difficult when well trained in the field. That is the purpose of this field day, to develop confidence as one describes and logs two profiles, time permitting, under the guidance of a professional soil scientist. The learners will log the results as the instructor demonstrates horizon identification and depth; coarse fragment estimation; demonstrates hand texturing; shows how to properly determine structure grade, kind and class; demonstrates consistence procedures; establishes how to use Munsell colour to determine matrix and mottle colours, how to determine mottle contrast and how to interpret colour to determine whether soils are aerated or not; describe how to record root abundance and size and how to determine the actual rooting depth. Limiting and restrictive horizons will be discussed.

Weather permitting, the participants then will work in pairs, both in the pit, and log one or two profiles on their own. After each profile is logged a discussion on system type will take place. Time permitting we will also look at various parent materials along a road cut. If you have a copy of Soils Illustrated (Watson 2007, 2009) bring it along. Abridged field book codes and soil description procedures will be also be provided. You may bring your own soil log forms or use one of a number that will be provided. You will need tape measure, clipboard, trowel, soil knife, pencils and any other field supplies you may currently use. There will be some equipment provided. Please ensure to dress warmly.

** Should inclement weather not permit being out of doors, soil structure, texture, and grade will be examined in the classroom using the samples provided.

Kent Watson, MSc

Kent Watson obtained his BSc. in Geology from UBC in 1974. He became a research assistant in the UBC Faculty of Forestry in 1973 and from there completed his MSc. in Agriculture through the Department of Soils Science in 1977. He specialized in Remote Sensing, Range Ecology and Soil Classification. He taught at UBC from 1975 – 1979 both as a Teaching Assistant and Sessional instructor in the Faculty of Forestry. He was hired at Cariboo College in 1986 as a part time instructor and became full time in 1996. He began teaching soil science in 1994 at now Thompson Rivers University. In 1997 he produced his first manual on describing soils in the field. This was revised and

published as a field guide “Soils Illustrated – Field Descriptions” in 2007 and revised in 2009. He is a member of the Canadian Society of Soil Science and is actively involved with the Pedology Soils Sub Committee. Kent is a firm believer that field work is essential.

KEYNOTE PRESENTATION: CURRENT TECHNOLOGIES PROVIDE MANY OPTIONS FOR PROTECTING WATER QUALITY

Keynote Presented by: Gary MacConnell, PE—MacConnell and Associates and Green Global Technologies

Current onsite wastewater technologies and methods provide many options for protecting the water quality of aquifers and surface waters. Conventional septic tank systems with gravity drainfields provide the most treatment of all of the types of on-site systems. However, there are currently a host of alternative options available for both treating wastewater and ultimately disposing of the treated effluent. These options are often required in: more densely populated areas, where there is shallow groundwater or a confining layer such as bedrock, areas which have challenging soils, and in areas which border surface waters. Various types of wastewater treatment options and effluent disposal options are reviewed.

Gary MacConnell, PE

Gary MacConnell is a Professional Engineer with thirty years of working experience. He has degrees from Gettysburg College and Duke University. He is currently President of MacConnell and Associates and Green Global Technologies. During his career he has been involved in the design of over 400 on-site wastewater systems, which range in size from single family homes to systems which serve large communities. He is known for his innovative ideas when it comes to on-site wastewater. He currently has ongoing projects in three countries and several States in the US. His designs have accommodated most types of site and regulatory constraints.

TOWARDS THE DEVELOPMENT OF A DECENTRALIZED WASTEWATER MANAGEMENT SYSTEM FRAMEWORK FOR CANADA — UPDATE ON THE CMHC PROJECT

Presented by: Don Lewis, M.A.Sc. Env. Eng.—Novus Environmental Inc.

The cost of energy and other resources continues to rise, while municipalities grapple with aging infrastructure and rising debt. On top of this the uncertain effects of climate change are an ongoing concern. In the case of water and energy, the flexibility of decentralized approaches is appealing to many for its economic, environmental, and public health benefits.

Despite the significant work already undertaken on the technological side of this issue many barriers exist which prevent their successful implementation and long term operation. Municipalities are often unaware of the benefits of decentralized approaches to wastewater and water management and clear and consistent guidelines have not been developed to ensure their proper management. This presentation will provide a review of a recent project, supported by CMHC, designed to address the need for clear and effective management strategies and guidance regarding how decentralized wastewater systems (i.e., single family onsite or small cluster systems) can be best operated and maintained to support long-term performance in the Canadian context.

Don Lewis, M.A.Sc. Env. Eng.

Don’s career has spanned 30 years in the environmental field in both the private and not for profit sectors, working successfully with government, industrial and municipal clients. He has had a career focus on water, resolving issues as far ranging as industrial and municipal effluent toxicity, develop- ment of novel approaches for treatment of drinking water and wastewater, water conservation and storm-water management including decentralized approaches to water and energy management.

Don’s work has typically involved collaborations between industry, university/college and government scientists and other professionals. Most recently he has worked with NATO and other

groups developing a systems approach to understanding sustainability for small communities and military installations based on 2nd Law of Thermodynamics.

FIELD AND WATERSHED SCALE ASSESSMENT OF ONSITE SYSTEMS IN NOVA SCOTIA

Presented by: Andrew Sinclair, PhD - Dalhousie University

This presentation will provide an overview of the Nova Scotia On-site Wastewater Systems (OWSs) Research Program at Dalhousie University. The long-term objectives of the program are to: (i) optimize the treatment performance of OWSs used in Nova Scotia, (ii) assess the long-term treatment performance of OWSs, and (iii) develop modeling tools to evaluate the environmental risks associated with OWS usage. In Nova Scotia, due to shallow, restrictive soils and high groundwater tables, several different alternative disposal designs relying primarily on lateral flow processes have been developed over the past 30 years. In 2004, Dalhousie University established a field research facility to allow for long-term assessments of the performance of these alternative disposal field configurations. We now have close to 10 years of data from this facility and this presentation will highlight some of the key factors (external hydrologic loading, wastewater distribution method) which influence OWS treatment performance. The presentation will also focus on predicting phosphorus retention within OWSs, which is an important issue that influences many land-use planning decisions in Nova Scotia. We have used data from our field scale systems to develop a watershed scale modeling approach for simulating phosphorus loading from OWSs to surface water systems. This watershed model was then calibrated and tested within a mixed land-use catchment in the Annapolis Valley of Nova Scotia. The modeling study demonstrated that OWSs have the potential to be significant sources of phosphorus in Nova Scotia watersheds, and that improved design, management, and replacement strategies are required to mitigate this water quality risk.

Andrew Sinclair, PhD

Andrew Sinclair recently completed his Ph.D. in Biological Engineering at Dalhousie University. Sinclair's Ph.D. research has involved developing and testing a phosphorus (P) on-site wastewater simulator (POWSIM) to simulate phosphorus loading from on-site wastewater systems. The POWSIM model was used in conjunction with an integrated hydrological-water quality model (SWAT) to successfully simulate P and sediment loading in a rural mixed land-use watershed in Nova Scotia. The model framework was also used to assess different development and beneficial management practice scenarios for both agricultural and residential land uses, and their impacts on P loading and

in-stream concentrations. In addition, Sinclair has 10 years experience as an environmental and research engineer in Nova Scotia, Nunavut and Ontario working on various contaminant fate and transport projects.

Darcy Mooney, P.Ag.

Darcy Mooney is the Manager of Operations Management at the Columbia Shuswap Regional District. Darcy is a Professional Agrologist and has over 15 years’ experience working in local government. Darcy has been passionately involved in the development and update of numerous waste management plans and programs aimed to enhance environmental protection, public awareness and personal responsibility. Darcy was instrumental in the development of the CSRD’s Septic Smart program launched in 2012 designed to provide ongoing public information on house hold liquid waste and onsite sewer systems.

EROSION & SEDIMENT CONTROL—KEEPING STORMWATER FROM BECOMING WASTEWATER

Presented by: James Kay, P.Eng - Focus Corporation

Stormwater is an often-overlooked source of contaminants and pollution. Ultimately the wastewater industry has tightened regulations and compliance to such a level that stormwater is one of the worst offenders in terms of sediment, phosphorus and nitrogen, in addition to hydrocarbons and heavy metals. While increased investment in the wastewater industry may be suffering from diminishing returns, some very basic expectations and enforcement of erosion and sediment control best management practices can achieve enormous improvements for our streams, rivers and watercourses.

This presentation will highlight the impact of stormwater runoff on the natural environment, discuss the causes and sources of the pollutants, and demonstrate some very successful approaches to preventing erosion as well as effectively inducing sedimentation. Across BC, several municipalities are achieving compliance to exacting standards; the challenge is to raise the awareness and expectations to ensure stormwater remains a resource.

James Kay, P.Eng

James Kay is a Professional Engineer and Consulting Civil Engineer with Focus Corporation, overseeing municipal works and land development projects including subdivisions, townhouses, commercial plazas, industrial and institutional projects throughout the Okanagan and Greater BC in excess of $50 million/year. Over the last decade, James has been extraordinarily involved in the erosion & sediment control industry, obtaining his CPESC designations, volunteering on boards, and presenting and teaching at various conferences and association venues. Stormwater can have an enormous impact on our natural environment, and raising the bar by implementing basic measures can make an

enormous difference.

STANDARD PRACTICE MANUAL VERSION 3 - STATUS OF CONSULTATION DRAFT

The Ministry of Health is currently consulting with industry stakeholders on a draft Version 3 Sewerage System Standard Practice Manual - to replace version 2 currently in use - which supports the planning, installation, and maintenance of onsite systems by authorized persons. This presentation will review key stakeholder feedback obtained during a series of ‘in-person’ practitioner seminars, held at five location in BC, and its incorporation into the most recent draft (version 3.4). Future consultation and direction in the development of a finalized version 3 SPM, and its linkage with the scope of practice of industry practitioners and professionals will also be discussed.

Version 3’s improved format, readability, organization, and technical considerations are anticipated to positively impact the onsite wastewater industry through enhanced public health protection, increased certainty, and improved system design and longevity.

Key Learning Points:

To describe key issues raised at the SPM seminars and the resulting feedback incorporated into draft SPM version 3.4. To discuss remaining consultation and additional steps to create a final SPM version 3.

Rupert Benzon has worked as the Manager of Land Use (Policy and Legislation) with the Ministry of Health (Health Protection Branch) for the past 6 years.

Prior to this, Rupert worked as an Environmental Health Officer with the Interior Health Authority and the City of Toronto for 10 years, where he specialized in recreational water quality and health hazard abatement. He has also been involved with onsite sewage and drinking water quality programs at the field level during his 14 years with government.
