    Good Evening Mayor Leeser and Honorable Members of the CityCouncil:

    As you are aware, we are nearing completion of the reconstruction ofCountry Club Road in the Upper Valley. Part of this project includedinstallation of a public art piece in the roundabout at Country ClubRoad and Memory Lane. Work began on this installation over thelast week. However, as installation progressed, it became clear tocity staff that what was being installed included structuraldeficiencies and did not match with what was called for in the city'scontract with the artist.

    As a result, we have had the piece removed from the site. After thepiece was removed from the site, the artist's team asked El PasoPolice to intervene asserting that the installation was being stolen.EPPD explained to her that this was a contractual matter betweenher and the city which they were not equipped to resolve.

    The public art team is fully engaged and will ensure that a piecereflecting the community's expectations is installed at that site.

    We have provided this level of detail in our briefing to you becausewe anticipate the artist will take her concerns to the news media. Wewant you to be fully aware of what actually transpired.
