Who operates Complete Fire Compliance?

What does CFC do?
We provide commercial premises with fire system testing, certification and compliance of water based fire safety installations
And we are an alternative choice to DFES….
CFC provides:
Pressure & flow testing of Water Authority mains (for fire fighting purposes)
Booster system testing to AS2419.1, AS2118 & AS1851 Commissioning & certification to AS2419.1 and AS1851
requirements A consultancy service for water based fire safety systems Auditing of fire safety systems in buildings Flow testing and certification of fire hose reels and….
coming soon…3rd party certification of fire sprinkler systems
What area does CFC cover? CFC operates in;
The metropolitan areas of Perth which extend from Yanchep to Mandurah
CFC is able to provide a quotation outside of the above areas on request
Our scale of charges is dependent on the;
o geographical location of the site
o complexity of the fire system
o number of personnel required to complete testing
o type of inspection or test/s required
Who provides this service in Australia? services like ours operate in other states such as;
Queensland
New South Wales &
South Australia
Under licence, accreditation or other arrangement, private companies undertake fire hydrant booster testing of new and existing fire systems…..NOT THE FIRE BRIGADE
CFC would welcome this in WA also
So where is it specified that certain tests are required in WA?
WA Building Act 2011 and Regulations 2012 (as amended)
The BUILDER is responsible for ensuring inspections/tests are completed
27. Required inspection and tests: Class 2 to Class 9 buildings (s. 36(2)(a)) (1) Inspections and tests that are to be conducted during or at the completion of building work for a Class 2 to Class 9 building are tests to assess compliance with the building standards of each system referred to in column 1 of the Table in Schedule 3 that is required by the building standards to be installed in the building.

Section 10 – Commissioning:
10.4 discusses a pumping appliance connected to a booster…… must deliver the required pressure and flow at the required number of most hydraulically disadvantaged fire hydrants and;
10.6 if a fire system incorporates a tank……then a pumping appliance shall be connected to the tank and the system boosted to achieve the required flow rate and outlet pressure etc
ONLY a Fire Service pumping appliance can do this !
Also, AS2419 states
flows that only a Fire Brigade pump can deliver
……….That is until now !
CFC tests boosted fire systems in exactly the same way as DFES using our ex FESA fire truck and NOW….
Hi-rise buildings also, using our heavy pumping appliance
The flows & pressures required at a booster assembly are significant
Hydrant design & installation
The purpose of the design, installation and commissioning of fire hydrant systems is to produce installations that are functional in a fire situation.
Designers, installers, test agencies and Building Surveyors all play a part in ensuring system performance meets AS 2419.1-2005
Failures & Faults
The number of test failures, system faults and interpretation variations indicate there is a need for better understanding of system design, installation & commissioning and maintenance requirements of fire systems.

New installations and alterations to existing systems must conform to the Australian Standards, Building Code of Australia requirements, and importantly…..
MUST satisfy the Fire Brigade
Older buildings need special attention !
Which is why maintenance is so important
Over time, pipework, valves & pumps corrode & deteriorate…………… Failure of the hydrant system may result
