Walk through for the ePAR application:
Pre-requisities: 1. Digital Signature Certificate for the Self 2. NIC e-mail for self 3. Operating system-Windows 7 4. Browser -Internet Explorer 9 and Firefox 21 5. Java Version 7
Go to https://www.java.com/en/download/ and download Java
version 7 if not available already on your desktop/laptop.
6. Configure Java Security Settings Open Java from control panel Go to Security tab and set the security level to Medium/Low.

Windows - 32/64 bit OS).

• Download Gemalto token driver in zip format and it will be saved at
download folder / desktop .
• Unzip the Gemalto Token driver.
Driver Installation process as follows
• Step 1
Double
click here
Press the
Install button
Check the button and click the Next button.
Installation process completed pressing next + next +
finish.
This completes the gemalto driver installation.
Agree
After Installation
• Insert the DSC Token into USB port.
Then click start-> All program-> Gemalto -> SC-SED then press shift button
+ right button of mouse simultaneously to view the token information.
DSC Registration and Login (SPARROW)
Open Internet Explorer 9 and type following URL of SPARROW
1. Please go to http://www.persmin.gov.in/ 2. Click on Department of Personnel & Training (DOPT) 3. When the DOPT webpage is open, Please click on the top scroll titled SPARROW(ePAR for IAS Officers) is available at http://sparrow.eoffice.gov.in. Alternatively, you can straightaway jump to
http://sparrow.eoffice.gov.in
4. If to the Sparrow, you get the warning message that site’s Certificate is not trusted, then please click “proceed any way”.
SPARROW Login
Note: NIC eMail Id is mandatory to login into the SPARROW application. In this case, User Name refers to the NIC eMail Id of the user.
Steps for Login:
User should have a User Name and Password as shown in Fig.SPARROW.6:

Perhaps if User forgets email ID, click Forgot email ID( ) as shown in
Fig.SPARROW.7:

If User forgets password, click Forgot Password( ) as shown in

If User forgets NICeMail, click Apply for NICeMail( ) as shown in

DSC Registration
Pre-Requisites
User should possess DSC
System should detect the DSC Dongle
Registration Process
Plug the DSC , click DSC Registration( ), to register DSC as shown
in Fig.SPPAROW.1:

Enter PIN number of DSC and click OK( ) as shown in Fig.SPARROW.2:

Select the enrolled certificate and click Register( ) as shown in
Fig.SPARROW.3:

A message prompts for successfully registered DSC and click OK( )as in
Fig.SPARROW.4:

User can view the registered DSC(Active) in the list as displayed as shown in
Fig.SPARROW.5:

Note:
a. To deactivate the registered DSC, click Deactivate DSC ( ). b. Inactive DSC cannot be activated again.
