Provides detailed Cost Analysis for use in determining Army procurement strategies IAW Federal Acquisition Regulations (FAR). Developed the Earned Value/Cost Avoidance Metrics to optimize procurement expenditures and distribution of live training devices for the Army. This facilitated cost avoidance savings of approximately One Billion dollars in acquisition and sustainment dollars for the Army. Responsible for integration of Training Aids, Devices, Simulators and Simulations (AR 350-38) Life Cycle Planning input into the Army Basis of Issue Plan (BOIP) Provides system acquisition analysis for input into government budget planning and product acquisition. Coordinated directly with PEO-STRI/PM-TRADE (Orlando, FL) Program Managers and Civilian Corporations to delineate combat developer requirements used in the design and production of live simulation devices. Participated in numerous civilian/government working groups (IPTs, CDRs, CoCs, TDRs etc.) for product development and testing.
