    1. About War Child

    1.1. History

    War Child was founded in 1993 by British filmmakers Bill Leeson and David Wilson, when

    they returned from filming the war in former Yugoslavia. Shocked by what they hadseen, they raised enough money to return later that year with a convoy and mobilebakery to help provide for the children affected by the conflict.

    The War Child family soon grew as War Child Holland was formed in 1994 and War ChildCanada started in 1998 - all under the umbrella of War Child International.Our first album 'Help' was launched in 1995 in order to raise money and awareness forthe children affected by the bloody conflicts in the Balkans.After more than 10 years we handed over our music therapy programme and theflagship Pavarotti Music Centre to a local organisation that will continue to serve childrenin to the future.During that time we have expanded our programmes into the four countries we work in

    today - Iraq, Afghanistan, D.R. Congo and Uganda. We have also released four morecritically acclaimed albums; most notably 'Help! - A Day in the Life' in 2005 and 'Heroes'in 2009.

    We protect children from the brutal effects of war and help rebuild their lives.Were on the ground in some of the worlds most dangerous countries providing life-changing support.And were still there after the TV cameras have gone home. Were there for the mostvulnerable children whose homes, families and communities are torn apart by war.

    These include child soldiers, street children and girls at risk of sexual violence. Our vital

    support includes:

    Rebuilding schools destroyed by war and getting kids out of army uniforms and intoschool ones.

    Creating safe havens where children can escape the dangers and hardship of life on thestreets after war has forced them to leave home.

    Providing medical care, sanctuary and counselling to girls and young women who havebeen victims of, or are at risk of, sexual violence.

    Were a small charity with big ambitions. Were passionate about changing the future ofmillions of kids whose lives are torn apart by war. Were on the ground helping

    thousands of them and were lobbying governments and decision-makers to improve thelives of millions more.Being small doesnt mean we cant make a big difference. It means that we dont wastemoney on unnecessary bureaucracy and administration. It means every single poundworks as hard as we do to change the lives of vulnerable children

    The War Child, Child Protection Policy will be sent to shortlisted candidates who will beasked to read the policy in advance of their interview. There will be specific,standardised questions at interview on child protection to understand theircomprehension of it and align them to it. Particular attention will be paid to gaps in anindividuals employment history and frequent changes of employment and/or address.

    3. Recruitment & Selection Process

    3.1. Short listing

    Post the closing date, all application forms will be assessed on how each applicants

    skills and experience relate to the post being applied for. Applicants who meet theserequirements more closely will be invited for an interview/telephonic interview. Thestatement provided by the applicant describing how they meet the person specificationof the post holds central importance in this process. It is important to note that dueto limited resources; only short listed applicants are contacted. Candidates, whodo not receive communication within 6 weeks from the application deadline date, mayassume that their application has been unsuccessful at that instance.

    3.2. Interview

    War Child usually conducts two rounds of interview. However it may vary with job roles.

    War Child usually conducts a panel interview of two or three interviewers. Theinterviewers involved with the interview will be relevant to the post specified, and inturn, may vary. However, War Child HR will always be present in at least one of theinterviews that War Child conducts. The interview questions are predetermined on thebasis of the role requirement and all shortlisted applicants will be asked the samepredetermined questions.

    There may also be supplementary questions based on the information applicants give usin the application form or at the interview itself. The questions are intended to allowcandidates to expand on the application form and to show the panel how well they meetthe requirements of the job.For some jobs there may also be numerical/written/practical tests or a presentation inaddition to the formal interview(s).

    We encourage all candidates to go through our website to understand and appreciateour work and the organisation. During the interview candidates will have the opportunityto ask questions about the role, War Child and any other specific details with referenceto the job opportunity.

    The panel will keep a record of their assessment of each candidate so that the reasonsfor their decision are clear, consistent, and justifiable.     1.1. Background

    War Child UK works with children who, as a result of conflict, live with a combination ofpoverty, exclusion and insecurity. These children might include street children, child headedhouseholds, children conscripted into armed groups, and children who have been put inprison. Our mission is to support and improve the care and protection of children and youngpeople who live with a combination of insecurity, poverty and exclusion in some of the worstconflict-affected places. We look forward to a world in which the lives of children are nolonger torn apart by war. This is a vision that can only be realised through the collective

    actions of children themselves, communities and their leaders, organisations like War ChildUK, governments and key decision makers.

    After implementing a child protection assessment in November and December 2009, WarChild secured start-up funds to initiate a programme in Central African Republic working inBangui and the South East. Our programme is now taking off with a significant grant securedfor work in Bangui and a number of pending applications to expand and develop our work inthe South East.

    1.2. Description of the Role

    War Child UK is working with Voix de Coeur in the care and protection street children under aUNICEF grant in Bangui. We are also working in Zemio and Rafai with a local NGO, JUPEDEC

    which is a community based development organisation, highly appreciated by the localpopulation and authorities. It is the first and only local organisation that initiated aprogramme with LRA victims. Zemio and Rafai, are the locations we would prefer to work.

    We are currently looking to hire for the position of Country Director (CD), CAR. This positionwill have the overall responsibility for War Childs country programme and team in CAR. TheCD will be responsible for sourcing additional funding on the ground in collaboration withWCUK Programmes Team and for carrying out assessments and identifying programmes inthe SE CAR, security permitting. This position will also include developing new projectconcepts and working with the London-based Programme Development and GrantCoordinator to identify and secure funding. They will report to the Programmes Director (PD)based in London.

    1.3. Key responsibilities

    o Programme Development: Programme planning and development in line with War

    Child UKs organizational strategy; time frames and budgets as well as development ofnew concept papers and liaising with in-country donors. These programmes would thenhave to be implemented according to the requirements set out in the grants.

    o Partner liaison: Identify, provide support and initial monitoring of national partners toinstigate and satisfactorily complete projects

    o Financial Management: Rigorous financial and administrative management: supplying

    UK Finance Department with financial requests and expenditure information reports in anaccurate manner on a monthly basis.

    o Support and manage security in-country.

    o Ensure all national staff and visiting staff comply fully with War Childs security policy andprocedures. Security is non-negotiable and overrides programme considerations.

    o Record and report security incidents in the field to the Programmes Director and the

    Security Officer (HQ, London)

    2.5 Child Protection

    o Comply fully with War Childs Child Protection Policy.

    o Act as the Child Protection Focal Point for the CAR team.
