May 17 held its first surface
transportation hearing of the
year to explore options fund
and finance a robust multi-year
reauthorization of SAFETEA-
LU. Witnesses recommended
creating a national infrastructure
bank and expanding the use
of tolling as potential ways to
supplement existing Highway
Trust Fund (HTF) receipts.

2011 “Transportation Development Hall of Fame” is June 1. This annual ARTBA Foundation program honors “individuals or a families who have made extraordinary contributions to U.S. transportation development or demonstrated exceptional leadership over their lifetime.” Individuals from the public and private sector can be living or inducted to the Hall posthumously. Anyone can nominate a candidate. ARTBA membership is not required.
Forms are available at: www.artbahalloffame.org. The 2010 and 2011 classes will be honored at a September 7 gala dinner during the association’s “TransOvation” workshop near Dulles Airport in Virginia.

Maryland-based contractor Corman
Construction, represented ARTBA Monday,
May 16, at a private meeting with senior
Obama Administration officials. Held during
National Transportation Week, discussion
topics included the highway, transit and
aviation reauthorizations, and the industry’s
workforce development needs. Sines was the
only transportation contractor in attendance.
The Administration was represented by
Valerie Jarrett, senior advisor to President
Obama; Jon Carson, director of the White
House Office of Public Engagement; John
Porcari, deputy secretary of transportation;
and Victor Mendez, federal highway
administrator. In the course of the meeting
and discussion, ARTBA shared a sample state
transportation economic profile created for
reauthorization advocacy efforts, as well as
ARTBA’s latest transportation design and
construction career brochure.

As of May 16, highway
investments made by the
American Recovery and
Reinvestment Act (ARRA) have
delivered 7,801 completed
transportation infrastructure
projects. Another 5,094
transportation projects are
under construction and 490 are
yet to begin. This demonstrates
that ARRA support for the
transportation design and
construction industry is coming

a March report that the federal
government could generate
billions for infrastructure
investment by charging road
users based on their mileage

link the costs of road use and

observation after the hearing
that it may be advantageous
to pass a short-term
reauthorization and revisit the
funding issue again in two years
when the political environment

February Vehicle Miles Travelled Up Over 2010
According to Federal Highway
Administration data, travel on
all roads and streets increased
by 0.9 percent, or 2 billion
vehicle miles, in February 2011
compared to the previous year.
Additionally, total travel for
2011 is ahead 0.6 percent, or 2.8
billion vehicle miles, compared
to the first two months of last
year. The February data—
the most recent available—
represents 12 consecutive
monthly increases in year-to-
year vehicle miles travelled.

person’s perspective, views on

finance, operations and long-
term needs. Two winners will
be selected from a nationwide
pool of submissions—with the
top videos shown at ARTBA’s
National Convention in
Monterey, Calif.
Students of all ages are

Brian Brown, Coeburn, Va.Brian’s father, Billie, was permanently disabled in an accident after jumping into a ditch to avoid be-ing struck by a high-speed truck as he worked in a roadway construction work zone. Brian is pursuing a degree in biblical studies at Liberty University in Lynchburg, Va.
Joseph Halvorson, Ames, IowaJoe’s father, Russell, was working for Davis Con-crete/Silvestri Paving Company when he was killed in 1989. Joe is pursuing a degree in me-teorology at Iowa State University.
Brianna Keefe, Wyalusing, Pa.Brianna’s dad, Bret, was killed in a car accident in 2001 while working for the Pennsylvania Depar t-ment of Transportation. Brianna attends North-western University near Chicago and is majoring in journalism and international studies.
Allison Moore, Chula, Ga.Allison’s father, Steve, was killed in an accident while working as an employee of the Georgia Depart-ment of Transportation in November 1996. Allison attends University of Georgia and is majoring in political science.
Nahun Morales, Springfield, Va.Nahun’s dad, Nahun Levia, was injured and disabled while working on a highway and bridge project in the Washington, D.C., area. Nahun attends George Mason University and is majoring in business administration.
Seth Ward, Tell City, Ind.Seth’s father, Ronald, was killed on the job in 2005 while working maintenance for the Indiana Depart-ment of Transportation. Seth will be attending University of Southern Indiana in the fall and plans to major in elementary education.

The transportation infrastructure network is the backbone of our economy. Nearly 80 million American jobs in tourism, manufacturing, transportation and warehousing, agriculture and forestry, general construction, mining, retailing and wholesaling rely on highways, bridges and rail systems every day. That’s one big payroll. These industries provide a total payroll of $2.8 trillion and
their employees contribute more than $233 billion annually in state and federal payroll taxes. So it makes sense to get working on passage of the overdue highway/transit investment bill. A lot of working Americans are depending on it.
