Needless to say, I’m very proud of the time and effort that all of these professionals put into learning the basic “tools of the trade”. They received great support from Tami Grant, CPPB, and Kevin White, CPPB, who organized a local study group to help them thoroughly prepare for the exam. I thank both Tami and Kevin for working so hard to help everyone succeed – the results speak for themselves.

We continue to achieve incredible success with professional certifications. forum for our NIGP Region 12 The individual achievements don’t stop with certifications. Many of you are probably familiar with the Extra Mile Award program sponsored jointly by the Secretary of State and the State Auditor. Extra Mile Awards are presented to individuals or groups who surpass expectations for exemplary public service.

Representative on the Board of Directors, Darin Matthews, CPPO, C.P.M., who will be presiding as NIGP President.

The chapter Board of Directors met on June 28th for an extended planning meeting. I am so impressed with the energy and innovation being demonstrated by every committee. They are refining chapter operations procedures and planning a full schedule of seminars

There were 13 Extra Mile Award winners statewide this year out of hundreds nominated; Washington State Chapter member, Kevin White, CPPB, from WSDOT was one of them.

Kevin White is presented the Extra Mile Award by Bill Ford, WSDOT Asst. Secretary and Linda Bremer, Director of GA

Kevin was nominated for administering the WSDOT purchasing card program. Under Kevin’s guidance, the WSDOT purchasing card program is one of the largest and most efficient in the state. The program has produced over $300,000 in rebates for the department, in addition to lowering the cost of small dollar purchasing transactions by over $8,000,000 in the past three years. Kevin’s nomination form stated: “He surpasses every expectation and is an exemplary public servant who personifies the attributes of innovation, efficiency, and visionary thinking for which the award is intended.”

As you read this, NIGP’s 61stAnnual Forum is being held in Tampa, FL. I’m happy that our chapter will be represented by at least five members. This will be a special

and events so please take a few more minutes to read the committee sections of this newsletter. I know they’d be happy to hear other ideas you can suggest or find a way for you to contribute on the committee. The Board of Directors usually meets on the fourth Wednesday of each month at 11:00 – 12:30 to coordinate the events and activities of the chapter. Any member is welcome to attend any Board meeting either by phone or in person.

NIGP Procurement Information Exchange (PIE) Specifications Library One of the benefits of being a National Member of NIGP is the Procurement Information Exchange (PIE) Specifications Library. The PIE Specification Library is an “online resource library of sample solicitations, purchase descriptions and specifications for use by NIGP members.” The library is the result of NIGP members contributing document samples to the library. NIGP accepts sample solicitations, purchase descriptions and specifications (RFP’s, IFB’s, and RFQ’s) and public purchasing related forms and templates. Examples of the forms and templates are bid tabulation forms, check lists, legal notices, position descriptions, organizational charts, purchasing card information. Over the years I have found the spec library to be an invaluable source of information for developing specifications, procedures, and forms. Contributions can be made by sending messages to

Additionally, the Committee has designed a membership card, which they will present to the full Board at the July Board Meeting. Beginning in August, membership cards and chapter pins will be mailed to new members and current members as they renew.

During 2006, the Chapter has gained 35 new members, with at least an additional 6 new

members pending approval at the July Board Meeting, for a total of 41. The Chapter has also had 35 non-renewals during 2006. Most of the non-renewals were a result of updating records from the past couple of years and peers retiring or leaving the public agency arena. To date, our Chapter is 162 members strong and growing!

In conjunction with the Fall PNPPA conference in Olympia, WA we are pleased to have another of our own - Karen Fitzthum from Metro King County - presenting The Art of Contract Formation. Karen's first-

hand experience with blending two agency’s documents is the foundation for this class. It's perfect for the procurement professional responsible for the development and management of boilerplate, contracts, negotiating and administering contracts. Please join us at the Red Lion Olympia on Wednesday, September 13th for this newest offering from the WA State Chapter of NIGP.

On September 26th and 27th the City of Bellevue will be hosting an Emergency Preparedness conference, currently being planned by the Chapter's Emergency Preparedness Committee. Still in the planning stages, the committee has two full days of speakers and resources from local, regional, state and federal emergency services. More information will be available soon, and if you have any immediate questions please contact Bruce Brady at [email protected].

We have two LEAP classes planned for this fall - Legal Aspects of Public Procurement (October 4, 5, 6 at King County) and Introduction to Public Procurement (November 15, 16, 17 at General Administration, Olympia). Registration information will be available for these classes in August, but mark your calendars now.

Lastly, we have CPPB and CPPO review and testing tentatively scheduled for September and December. Your interest in these opportunities will determine whether we hold both. Please let me know ([email protected]) if you plan on attending either of these review sessions and testing. Scheduling these will depend on the responses I receive. Let me know you date preferences, etc., and if you have the ability to host the review and testing sessions. These

classes have a very low minimum, so if just a few people are interested we will get them scheduled for you. In August I will have an update for anyone interested in the C.P.M. bridge to CPPO certification opportunity. Stay tuned!

Logistics and You Your PR Committee has been promising you a chapter website for

months, and I'm happy to tell

you that things are moving

along nicely! We sent

RFP's out several

months ago (we're procurement folks after all...we couldn't help it!) and only received two responses that we weren't all that crazy about. At the same time, Charlotte Walther came to our rescue with some information on a firm based out of Florida by the name of "The NewLinear Group" that has done several other NIGP Chapter's web sites. We've since had their site(s) demonstrated to us, received some glowing recommendations, identified funds in the budget to pay for it, and have started contract negotiations with them. Their design, called "ChapterManager" was created specifically for NIGP Chapters. It will streamline record-keeping, membership, scheduling, possibly accept online credit card payments, track re-certification points, generate training certificates, and much more! The Board sees this as an enormous tool to connect our chapter, recruit new members, and to have your hard working committee members spend less time on the repetitive tasks. To say that the Public Relations Committee and the Executive Board is excited about ChapterManager is an understatement! We invite you look at one of their sites that would be very similar to what our finished product would be. Check out the Greater Miami Chapter of NIGP's website at www.nigpmiami.org and let us know what you think!

The Scholarship Committee has working to set up the Chapter’s Scholarship Program. The Committee has focused on:

Disaster Kits The Emergency Preparedness Committee was created to assist Chapter members in preparing for and dealing with emergencies/disasters. To accomplish this goal, the Committee is focusing its efforts in two ways. One is to hold a 2-day emergency preparedness workshop in September. The workshop will be held at the City of Bellevue City Hall. A tentative workshop agenda has been developed and professional emergency preparedness managers have been invited to participate. The workshop is planned for September 26th and 27th - please mark your calendars and plan on attending. The cost will be low and you can attend one or two days. Lunch and refreshments will be provided.

with no additives In the last Chapter newsletter, we discussed the four steps to disaster preparedness. The third step is to assemble a disaster supply kit. Below are two disaster supply kits – one lists general items for use at home and the office. The other is a “go” kit for a person l that would be assigned to an Emergency Operations Center (EOC) to assist in emergency operations. Both kits should be as portable as possible. Note: both lists are the “basics” and other items can be added to your kits.

• Toilet paper General Disaster Kit • Whistle The other focus has been on collecting

information on emergency preparedness, especially in terms of lessons learned and information important to purchasing personnel. A list of websites has been created, along with sample forms, and other information. The Committee will be assembling and distributing this information to the Chapter members at the workshop and at future Chapter meetings, and posting on the forthcoming Chapter website.

Dear Public Purchasing Colleague: In 2003, Washington State formed its own affiliate chapter of the National Institute of Governmental Purchasing (NIGP). The Washington State Chapter of NIGP (WA-NIGP) currently has over 160 members representing public agencies from all across the state including cities, counties, state agencies, higher educational institutions, public school districts, transit authorities, ports, and other special districts. We cordially extend an invitation to you to join our organization. NIGP is a membership based non-profit organization providing support to professionals in the public sector purchasing profession. The WA-NIGP provides its members with education and training, professional networking, and preparation for certification through NIGP which is nationally and internationally recognized. Many classes are offered at a discounted rate for chapter members. Even though you or your agency may already be a member of the national organization, chapter membership is separate from national membership. NIGP’s network of affiliate chapters provides a gathering place for education, networking and problem solving at the local and regional levels. Individuals are eligible for full membership in the WA-NIGP if they are:

1. performing procurement and material management activities in a public organization including federal, state, county, municipality and township, public school, college and university, hospital, commission, authority and any other public agency

2. employed full or part time in positions having a direct influence on the public procurement process, including elected officials, department heads and educators

The annual membership fee for Washington State Chapter members is $30. This fee is often paid by the individual member’s agency and is indicative of the value the agency places on the importance of the purchasing profession. As a reminder, chapter membership is not included in national membership. The primary function of the public sector professional purchaser is the successful acquisition of the true value for all supplies, services and public works secured for the public agency. The most valuable purchase you can make is an investment in yourself by joining an organization that is dedicated to improving your performance and obtaining more value for increasingly scarce tax dollars. By joining the Washington State Chapter of NIGP, you will become a member of a professional organization dedicated to the principles and needs of the public purchasing profession. It’s a typical day at work. You’re sitting back in your chair, feet on the desk; enjoying your cup of coffee (don’t we wish!). Just as you reach for your doughnut, the building starts shaking. Earthquake!!! A few minutes later, you crawl out from under your desk. The office is a mess and the power is out. Fortunately (although you may not feel that way at the time), the cell phones still work, and they are ringing non-stop. Maintenance crews need sand bags, medics need fresh water and oxygen, and contractors are needed ASAP. Not to mention that the City will need to be staffed up 24/7 for a couple of days and they’re going to need food, water, and personal items. Are you prepared? Do you know what to do? If not, then this workshop is for you.

“Preparing for an Emergency: Lessons Learned – Katrina and Rita – 2005” Don Buffum, State of Mississippi and Denise Lea, State of Louisiana Don and Denise are public purchasing professionals who will, via teleconference, give a Power Point Presentation and talk about their experiences during Hurricanes Katrina and Rita. They will share the lessons they learned during the worst hurricane to ever hit the United States. “Let you hazards make your program smarter” - Barb Graff, Director of Emergency Management, City of Seattle. An effective emergency management starts with an understanding of risk and vulnerabilities. Planning or preparedness without that understanding is like throwing darts at clouds. This session will help you quantify your risks and invest sensibly in reducing or eliminating them. NIMS/ICS - Sarah Miller, Emergency Preparedness Manager, City of Auburn What are the National Incident Management System (NIMS) and the Incident Command System (ICS) and why are they important?

EOC Tour – tours of Bellevue’s state-of-the-art EOC will be conducted on both days at lunchtime.
