Executive Summary ii
Executive Summary Value to Washington Communities The Jail Industries Board is pleased to offer the 2000 edition of the Jail Work Report, a statewide summary of the work performed by offenders housed in city and county jails in Washington. In many cases, work done by offenders in lieu of incarceration was also reported. Twenty-three city jails provided information. All 39 counties reported information, along with eight tribal facilities. In total, offenders worked 3.7 million labor hours. At the state minimum wage of $6.50 per hour, these hours represent $21.9 million in value returned to Washington taxpayers.
Offsetting Costs of Incarceration Almost ¾ of inmate labor, or 73% of all hours reported, offset costs of incarceration in Washington jails. Inmate workers provided essential services to keep daily operations going within correctional facilities. Work totaled 2.49 million labor hours. The most common jobs held by inmate workers were in:
• laundry service—52 facilities • food service—51 facilities • janitorial work—47 facilities
Other common tasks included:
• general labor—27 facilities • vehicle washing/detailing—21 facilities • landscaping—10 facilities • inmate uniform repair—9 facilities • barber services—9 facilities • truck loading/unloading—9 facilities
Providing Services for Government Agencies Inmate workers provided 729,755 labor hours to a wide variety of government agencies, representing 22% of all hours worked. Most work was done by minimum-security offenders leaving the jail to work off-site, and by offenders performing community service hours in lieu of incarceration. Clallam County employed medium-security offenders on a "chain gang" cleaning up litter and dumpsites.

Executive Summary iii
Law enforcement agencies, fair boards, parks and recreation departments, and maintenance departments received the most help from inmate crews. The most common jobs were:
• general labor—37 agencies • grounds maintenance—32 agencies • vehicle washing/detailing—32 agencies • litter pickup—31 agencies • fairgrounds maintenance—22 agencies • parks maintenance—21 agencies • janitorial services—19 agencies
Working for Community Organizations City and county jails reported 153,021 labor hours directed to not-for-profit community organizations. This total does not reflect hours that were reported under another category. Several jails noted that labor hours statistics reported for their jail operations also included hours donated to community groups. Working inmates benefited 89 different community groups in 2000, and performed 34 different kinds of tasks. The most commonly reported jobs were:
• general labor—16 organizations • staffing—10 organizations
Springboard for New Ideas The aim of this report is not simply to present statistics and total up the benefits of inmate labor. By detailing the variety of jobs performed and showing how even small facilities can generate lots of labor hours, the Jail Industries Board hopes you will be inspired to launch some new programs of your own. It may be lowering jail costs through repairing clothing, forming partnerships for community clean up, teaming up with a city for graffiti removal, or helping out at the local senior center. Whatever your idea, chances are good that using inmate labor can be a good solution in this continuing era of doing more with less.

Data are estimated. Data reported combine three separate-yet-related facilities/programs: the King County Correctional Facility (KCCF), that facility's Work Education Release (WER) program, and the DOC-related partnership activities of the King County work crew.
KCCF/WER notes: There are various duties within WER that utilize inmate workers: Inmates clean up the court staging areas where inmates are held prior to court transport; there is a meal crew that serves inmates in the WER facility; and inmates perform clean up duties as sanctions for violating program rules. The inmates perform the tasks or duties within the facility, keeping King County facilities clean within the downtown area. The maintenance performed by WER residents is for those who are not currently employed while housed in the program.
King County work crew: Inmates perform work in the community as an alternative to confinement in the King County Jail. In 2000, 251 offenders benefited from this program, putting in a combined effort of 16,968 hours. At $6.50 per hour, that equates to $110,292 worth of labor for the community. Highlights of their efforts during 2000 include: 1. Removal and disposal of 2,375,282 pounds of illegally dumped material.2. Pick up of over 30,972 bags of litter from city and county streets.3. Litter clean up of over ~1,665 miles of city and county streets.4. Clean up of approximately 4,391 illegal dumpsites.5. Removal and recycling of 58,499 pounds of illegally dumped material.

San Juan County has a 3-cell, 72-hr holding facility. Any jail sentence over three days is completed at Island County Jail in Coupville at a cost of $50/day/inmate. To offset these costs, San Juan County Jail started the Work Crew Program in January of 1999 utilizing electronic home monitoring. The inmates are supervised by a Work Crew Field Supervisor during the day and are confined to their homes when not at work. This is considered a jail program, as it saves the tax payers money and adds value to the community hours worked. Community value at $6.50/hr = $32,409.

COST BENEFIT
The community service program of the Whitman County Jail is a win-win-win effort. The inmates win because they have the opportunity to work off fines. In this way they leave jail with one less bill. Inmates also learn and practice good work habits. The jail benefits because the program creates motivated inmates. Inmates readily volunteer to work; very few refuse because they won't get any benefit from the program. The biggest winner is the community. A wide variety of public and nonprofit agencies are able to supplement their work force with inmate workers. And all taxpayers benefit because these inmates are producing value rather than being idle.
