Thank you for reading the City’s Waste and Recycling Guide.

The aim is to be more sustainable and therefore we have reduced the size of our annual Waste and Recycling Guide and made additional information available on the City’s website.

• Search the new A-Z guide for disposal options of materials you are unsure of.

• Your household waste collection schedule is available online. Enter your address to find collection dates for your bins and green waste verge collections.

Containers for ChangeDrop-off locations

The City’s approved refund points are designed to handle returns of all sizes to allow customers to claim their refunds effortlessly, either in cash or electronically.

Containers for Change

Which containers are eligible for a refund?

Containers for Change targets beverage containers most commonly seen as litter. The types of beverage containers covered include plastic and glass bottles, liquid paperboard cartons, and steel and aluminium cans between 150 millilitres and three litres.

Eligible beverage containers include those which are:

• Aluminium, steel, plastic (HDPE/ PET), glass, liquid paperboard

• From 150 millilitres to three litres

• Purchased in WA.

Garden organics waste – green-top binFortnightly collection

Use me for:• Lawn clippings

• Leaves and flowers

• Small branches

• Palm tree pods

• Weeds and herbs

• Prunings and cuttings.

DO NOT use me for:• General waste, including food

waste

• Building materials

• Fruit fallen from garden trees (use your red-top bin)

• Dirt, soil or sand

• Food (including fruit and vegetables)

• Garden hose

• Glass

• Garden tools

• Household waste

• Large logs or stumps

• Painted or treated timber

• Plant pots

• Plastic bags

• Plastic or metal

• Stones or rocks.

Top tips:• Place items loosely in the green-top bin, free of plastic bags

• Food waste, including fruit and vegetables, should be placed in the red-top bin or placed in your composting and worm farms – visit the City’s website for tips, and to find out more about upcoming workshops

• Fallen fruit from trees cannot be put in your green-top bin – please dispose of this in your red-top bin

• Dispose of pet waste in your red-top bin.

DO NOT use me for:• Plastic bags and light plastic film

• Nappies, wipes or sanitary products

• Batteries, globes or chemicals

• Clothes or other textiles

• Food waste

• Tetra Paks and other silver-lined products

• Garden organics waste

• Electrical and electronic items

• Gas bottles and aerosol cans

• Car parts

• Asbestos (call Mindarie Regional Council [08] 9306 6303 for disposal)

• Ropes, cables and garden hose pipes

• Window glass.

Top tips:• Soft plastics (light plastic film, bags and bread bags) are not

accepted in the yellow-top bin – recycle these items in REDcycle bins at your local supermarket

• Place items loosely in the bin, free of plastic bags and bin liners

• Remove lids and rinse bottles, jars and containers

• Aerosols, polystyrene, batteries, e-waste and globes are not accepted in the yellow-top bin – these items can be recycled free of charge at the Recycling Centre Balcatta

• Flatten cardboard and squash cans and plastic containers

• Silver-lined products (such as long-life juice and milk cartons) cannot be recycled and should be placed in your red-top bin

• Metal lids are accepted in the yellow-top bin; however, small plastic lids should be placed in your red-top bin.

General waste – red-top binWeekly collection

DO NOT use me for:• Batteries (household and car)

• Soil, sand or rocks

• Building materials

• Hazardous waste

• Gas bottles

• Hot ashes

• Motor oil and oil filters

• Poisons

• Syringes or medical waste containing blood products

• Asbestos (call Mindarie Regional Council [08] 9306 6303 for disposal)

• Untreated timber.

Top tips:• Items disposed of in your red-top bin go directly to landfill – dispose

of recycling correctly in your yellow-top bin and help us to divert more waste from ending up in landfill

• The City encourages you to start composting and worm farming if possible – visit the City’s website for tips on starting, and to find out more about upcoming workshops

• You can take your soft plastics such as plastic shopping bags to major supermarkets for recycling – look for the REDcycle collection bin at the front of the store. To find your closest REDcycle collection point visit REDcycle.net.au

Recycling Centre BalcattaThe City has a dedicated recycling centre at 238 Balcatta Road, Balcatta.

Opening hours

Monday to Saturday 7.30am – 4.00pm and Sunday 8.00am – 4.00pm.

Closed Christmas Day, New Year’s Day and Good Friday.

The following items can be dropped off at the Recycling Centre Balcatta free of charge:

• Aluminium

• Bicycles (working)

• Batteries

• Clothing, fabric and shoes

• Dry cardboard

• Electrical items

• Globes

• Household furniture in good condition (at the discretion of the contractor)

• Landscaping items

• Polystyrene

• Scrap metals

• White goods (excluding fridges and freezers).

The following items must be taken over the weighbridge and fees apply:

• Air conditioners

• Fridges and freezers

• Household bulk waste

• Mattresses and bases

• Tyres.

Tip passesCity of Stirling ratepayers receive tip passes on their annual rates notice. Tip passes can be combined with other payment methods if the delivered weight exceeds the passes provided. Fees apply after all tip passes have been used.

Tip passes are provided on an annual basis for residential use only and are non-transferable:

• Proof of address and the tip pass are required on entry to the recycling centre

• Expired tip passes will not be accepted

• Tip passes cannot be reprinted so make sure you store them in a safe place.

Use your tip passes to dispose of the following items for free at the Recycling Centre Balcatta:

• Household bulk junk – up to one tonne including two mattresses or bed bases and two fridge disposals (additional mattresses, bed bases, fridges and freezers will incur an additional fee)

• Clean green garden waste – up to one tonne

• Clean sand, bricks and concrete – up to one tonne (no timber, roof or wall tiles, super-six sheeting, asbestos or plastic buckets with dried cement).

The Recycling Centre Balcatta does not accept asbestos materials. For disposal options, please contact Mindarie Regional Council or Red Hill Waste Management Facility.

Hazardous wasteUp to 20 litres or 20 kilograms of hazardous waste can be brought to the Recycling Centre Balcatta per day, free of charge. Commercial quantities will not be accepted.

Items accepted include:

• Electronics/mobile phones

• Flares and red fire extinguishers

• Fluorescent light globes

• Household and car batteries

• Ink and printer cartridges

• LPG gas cylinders (that hold less than nine kilograms of gas)

• Pesticides, insecticides and herbicides

• Pool and other household chemicals

• Motor oil, coolants and filters (household quantities only, over 20 litres not accepted)

• Smoke alarms

• Solvents and paints (dry/empty tins also accepted, up to 100 litres per day including dry/ empty containers, commercial quantities accepted)

• Varnishes and stains

• X-ray film.

The following items will NOT be accepted:

• Any household hazardous waste collected for a fee by commercial operators

• Asbestos (call Mindarie Regional Council [08] 9306 6303 for disposal)

• Paint brushes (place in your red-top bin)

• Explosives or ammunition (contact your local police station)

• Radioactive materials (excluding smoke alarms)

• Waste from commercial or government organisations.

Green waste verge collectionIn addition to your green-top bin, the City offers green waste verge collections.

Green waste items must be placed on the verge by the start date of the scheduled collection date. Items can be placed on the verge up to nine days before your scheduled collection date and may take up to two weeks to be collected.

It is illegal to place green waste on parks, reserves, vacant land or commercial properties.

You can find your collection dates including maps on the City’s website at www.stirling.wa.gov.au/greenwaste

If you witness any illegal dumping, please report it by visiting www.stirling.wa.gov.au/illegaldumping

Space-restriction-related issues and concerns should be reported to the City.

To ensure green waste can be collected from your verge, please make sure that:

• Branches are no more than 1.5 metres long

• Branches that are more than 25 centimetres in diameter (thickness) have been cut into lengths of no more than 30 centimetres

• Green waste is not in cardboard boxes or hessian, polypropylene or plastic bags

• Green waste is free of contamination.

DO NOT place green waste on or near:

• Footpaths or driveways, or allow it to overhang onto roadways, obstructing views

• Artificial turf, trees, stumps or sprinklers

• Water meters, Telstra covers, electrical green domes, manhole covers or posts

• Fences, walls, letterboxes or fixed objects.

New online residential waste servicesAs part of our digital transformation journey, the City is committed to making it faster and easier for residents to address some of the most common residential waste enquiries.

Along with a handy A – Z guide, the City has recently launched an online service for customers who need to lodge common enquiries about household kerbside bin collections.

You can now visit the City’s website to make an enquiry or lodge a report for:

• Damaged bins

• Missed services (missed bin collections)

• New bin requests

• Missing (lost) bins.

Instead of calling the Customer Contact Centre, you can simply head to the City’s website and fill in a quick and simple form to lodge these requests.

On-demand collection servicesThe City has a range of on-demand collection services.

Properties can access each of the following services once every financial year (1 July – 30 June):

• 1 x electronic waste collection (a total of six items)

• 1 x skip bin (3m3)

• 1 x white goods collection (a total of four items)

• 1 x mattress/base collection (a total of six combined pieces only – this excludes wooden and metal bed frames and headboards).

These services can be booked online via the City’s website www.stirling.wa.gov.au/ondemand

Dumping is illegal. Fines apply. Report illegal dumping at www.stirling.wa.gov.au/illegaldumping

Skip bins Use me for:

• Bulk cardboard and polystyrene

• Carpet/floor coverings (except tiling)

• House and garden furniture

• Household junk waste

• Sporting equipment

• Timber products (up to 1.5 metres in length).

DO NOT use me for:• Asbestos (call Mindarie

Regional Council)

• Building materials (concrete, cement, Gyproc, reinforcing bar)

• Car parts or batteries

• Electronic waste

• Food waste

• Gas bottles

• Garden organics waste

• Hazardous waste

• Liquids, including oil and paint

• Mattresses/bases

• Sand, bricks, paver, tiles or rubble

• Trade or commercial waste

• Tyres

• White goods.

Skip bins will be collected two business days after delivery. Delivery and collection will occur on a weekday between 6.00am and 6.00pm. Skip bins are 1.8 metres long and 1.6 metres wide.

DO NOT:• Overfill your skip bin (it will not be collected)

• Refill the skip bin when it’s awaiting its collection.
