MANCHESTER OVERVIEW The Manchester Creek Wastewater Treatment Plant is an activated sludge plant with settling clarifiers, anaerobic digestion, sludge thickening, dewatering, and disinfection.
The plant is permitted for 20MGD and discharges into the Catawba River.

PURPOSE FOR WASTE HAULER PROCEDURES
• The City of Rock Hill’s Industrial Pretreatment Program must ensure all wastewater discharged to the POTW complies with EPA, DHEC and local requirements.
• The Industrial Pretreatment Program is required to develop and implement procedures to control all waste haulers that discharge wastewater to the Manchester Creek WWTP.

WHAT IS HAULED WASTE?
PROBLEMS WITH HAULED WASTE
• More concentrated than regular sewage (the more concentrated it is, the more expensive it is to treat) – Domestic Limit of TSS: 200 mg/L – Average sampled septic TSS: >20,000 mg/L
• Activated sludge treatment plants are especially sensitive to large variances in influent concentrations and toxic loads
TYPES OF HAULED WASTE
• Portable toilets wastewater • Domestic wastewater (Household wastewater) • Nondomestic wastewater (Non-household
wastewater)
• Note: These are generally not customers whose taxes pay for the operations of the treatment plant
PORTABLE TOILETS
WASTEWATER Often referred to as porta-pots, are simple portable enclosures
containing a chemical toilet which are typically used as a temporary toilet for construction sites or large gatherings because
of their durability and convenience
Low volume associated with portable toilets
DOMESTIC WASTEWATER
(HOUSEHOLD WASTEWATER) Usually from residential properties not connected to the
wastewater collection system
NONDOMESTIC WASTEWATER
Up to 340 times more concentrated than regular sewage
APPROVED NONDOMESTIC CUSTOMER LIST
• Waste hauler must have a Nondomestic Waste Hauler Permit to pump out nondomestic customers
• List is individualized for each waste hauler company
• List contains customer’s name, address and type of waste
• List is broken down by approval process
– Level 1: Only requires a one time inspection
– Level 2: Facility needs inspection/approval before each pump out
– Level 3: Needs to be inspected AND sampled during each pump out

• LEVEL 1 Commercial customers are businesses that, once on the list, do not need approval by a City representative unless there is a change in type of operation at this location

• Waste hauler is responsible for submitting a list of current nondomestic customers to the Industrial Pretreatment Program
• Revised lists with new customers will be available at the beginning of each month (or as needed) in the lock box in the plant operator building
INSPECTING NONDOMESTIC CUSTOMERS
• Call with as much information about company as possible
– Company name, address, type of business, is pumping an emergency or a routine pump out, etc.
• Calling order:
*Only call Eric for Food Service Establishments (FSE) or in
emergency situations*
• Depending on type of business and information provided, we will either give approval by phone or will have to inspect the facility
• Be Patient!—We have sampling, inspections, meetings, etc.

• Must obtain a SCDHEC license to clean onsite sewage treatment and disposal systems and self-contained toilets

STEPS IN CONTROLLING HAULED WASTE
• Each waste hauler must submit a permit application • Must obtain a Waste Hauler Discharge Permit • Must have a designated discharge location • Sample and inspections • Documentation system (Waste Hauler Report) • Waste hauler must have consent prior to discharge
of non-domestic loads

First step in controlling hauled waste is to have each waste hauler submit a permit application
A Waste Hauler Permit application must be filled out for a renewal of permit, any significant
changes of operations, or a change of ownership

FALSIFYING INFORMATION
• Sec. 29-155. Falsifying information. Any person who knowingly makes any false statements, representation or certification in any application, record, report, plan or other document filed or required to be maintained pursuant to this article or a wastewater discharge permit, or who falsifies, tampers with or knowingly renders inaccurate any monitoring device or method required under this article, shall, upon conviction, be punished by a fine of not more than $2,000.00 or by imprisonment for not more than 30 days, or by both. Each day on which a violation shall occur or continue shall be deemed a separate and distinct offense.

REVOCATION OF PERMIT
Sec. 29-202. Revocation of discharge permit. Any user who violates the following conditions of this article or applicable state and federal regulations is subject to having its permit or authorization revoked in accordance with the procedures of this article:
• (1) Failure of a user to factually report the wastewater constituents and characteristics of its discharge;
• (2) Failure of the user to report significant changes in operations or wastewater constituents and characteristics;
• (3) Refusal of reasonable access to the user's premises for the purpose of inspection or monitoring;
• (4) Violation of conditions of the permit or authorization; or
• (5) Discharging to city's sewer system without authorization or permit.

MONITORING REPORTS,

Why does the City of Rock Hill require so much information to discharge to the
WWTP?
To prevent the introduction of pollutants into the collection system or WWTP
Required by DHEC and EPA to monitor and track all waste coming into plant
MONITORING (EPA)
• Necessary to gather info about characteristics of hauled waste
• Can provide info on load(s) that cause problems with plant operations
• Demonstrates POTW is serious about enforcing standards and requirements.
MONITORING AND RECORDS
• All discharges must be recorded when releasing waste to the Manchester Creek WWTP
• NEW LOG-IN SYSTEM – Automated for ease of data input/tracking
– PIN/Password protected
• Lock box should be used if system is not accessible

WASTE HAULER KEY POINTS

• Heavy sludge needs a 24 hour notice prior to disposal to the WWTP

EPA GUIDELINES
• 3.3.1 Communication with Other POTWs
To effectively control hauled waste, all POTWs within a geographic region should readily share the information they receive on hauled waste with each other. When a POTW rejects a load, the operator should consider contacting nearby facilities where the waste may be delivered, and inform them why the load was rejected. If a waste load is rejected, the POTW could also 3- 21 request the hauler to provide information on when and where the rejected load was discharged. POTWs should also communicate with one another to identify frequent violators. A list of haulers with frequent violations, including type of violation, can be distributed among regional POTWs.
