1 INTRODUCTION

onemilegrid has been requested by Molonglo Group to prepare a Waste Management Plan for the

proposed mixed-use development at 81-89 Rupert Street, Collingwood.

The preparation of this management plan has been undertaken with due consideration of the

Sustainability Victoria Better Practice Guide for Waste Management and Recycling in Multi-unit

Developments and relevant Council documentation.

2 EXISTING SITE CONDITIONS

The subject site is located on the west side of Rupert Street, as shown in Figure 1, and is addressed

as 81-89 Rupert Street, Collingwood.

The site has a frontage to Rupert Street of approximately 56 metres, a depth of approximately 35

metres, with a total area of approximately 1,954 square metres. The site abuts an unnamed

laneway to the south.

The site is currently occupied by two double storey brick warehouses, with a single crossover

located on Rupert Street, but no on-site car parking.

The site currently accommodates a number of office and community/social uses, and a small cafe

totalling approximately 1,850 m2.

Land use in the immediate vicinity of the site is mixed use in nature, and includes residential,

commercial and industrial uses.

3 DEVELOPMENT PROPOSAL

3.1 General

It is proposed to develop the subject site for the purposes of a mixed-use development, containing

a range of commercial, social and community uses, as summarised in Table 1.

Primary vehicular access to the site is to be provided via the laneway along the site’s southern

boundary, linking to a ramp and single-level basement. The laneway will be widened into the site

to provide for two-way traffic.

A secondary vehicle access towards the site’s south-eastern boundary will provide access to on-

site loading facilities.

All loading and waste collection needs will be accommodated within a dedicated loading dock,

accessed from Rupert Street. The loading dock has been designed to facilitate access vehicles up

to 8.8 metres length (medium rigid vehicles).

3.2 Waste Management

Noting the scale of development proposed on-site, it is not considered practical to rely on

Council’s waste collection services. As a result, a private contractor will be engaged to manage

the collection and disposal of all waste streams associated with the development.

A communal bin store is proposed on the ground-floor of the development, accommodating the

storage of full bins, an organic waste dehydration system, and portably compaction system.

The bin store, loading dock and transfer routes are shown in Figure 2 below.

4 WASTE GENERATION

4.1 Sustainability Victoria Recommended Rates

Waste generation rates for commercial uses are published within Sustainability Victoria’s reference

document “Better Practice Guide for Waste Management and Recycling in Multi-unit

Developments”. Those relevant to the proposal are summarised below.

Further, the waste generation estimates for each use are highly dependent on the specific tenant

and may vary up or down to meet their specific operational requirements.

4.2 Expected Waste Generation

4.2.1 Garbage, Recycling & Organics

Based on the above, and conservatively assuming 7-day operation for each use, the following

waste generation is anticipated.

4.2.2 Organic (Food) Waste

It is noted that the bulk (approximately 75%) of restaurant garbage is food waste, equating to

approximately 21,000 litres/week. Whilst the remaining uses will generate some level of organic

waste, this is not considered significant enough for this assessment.

Organics waste disposal bins will be provided within the food preparation and kitchen areas for

each respective food and drink tenancy, with a food waste digestor or dehydrator within the

communal bin store.

The digestor / dehydrator will ultimately reduce the total volume of organic waste by 90%.

Organic waste shall be used on landscaping areas collected by a specialist contractor for off-site

composting, or used on landscaping area.

A 240L bin will be provided for the temporary storage of digestor / dehydrator output.

4.2.3 Green Waste

It is expected that any maintenance and gardening undertaken on common property will be

managed by a contractor appointed by the operator. The appointed contractor will be

responsible for the disposal of any green waste accumulated during the course of their duties.

4.2.4 Hard Waste

Hard waste services will also be provided by a private contractor, under the management of the

operator.

4.2.5 Electronic Waste (E-Waste)

E-waste includes all manner of electronic waste, such as televisions, computers, cameras, phones,

household electronic equipment, batteries and light bulbs. On 1st July 2019, the disposal of E-waste

to landfill will be banned by the Victorian Government.

A large number of e-waste collection points are available in Victoria and private contractors are

equipped with the resources to undertake E-waste collections.

A 240 litre E-waste bin will be provided within the bin storage area for use by tenants. The operator

will arrange for a private contractor (likely to be the same contractor providing general waste and

recycling collection, though using a separate collection vehicle) to dispose of E-waste on a regular

basis, or as required.

4.2.6 Secure Document Disposal

Individual tenants who require the collection and disposal of secure documents will arrange this on

an as-needs basis, and may use the on-site loading bay to facilitate collection.

This will be arranged in consultation with building management.

5 BIN REQUIREMENTS

5.1 Waste Compaction

In order to minimise total waste volume and the number of bins required to be stored on-site, a

single-bin compactor will be installed within the bin room, reducing total waste volume by factor of

3.

5.2 Bin Provision and Specifications

Assuming two collections of each waste stream per week, and use of 660 litre mobile bins, the

following bins will be required for the proposed development.

Bin lids will be colour coded to the Australian Standard (AS4123) or to the standard colour

specifications of the private contractor.

5.3 Bin Storage

As indicated in Figure 2, it is proposed to provide a bin storage area on the ground floor for the

development, capable of accommodating the required 13 bins and associated infrastructure.

The bin storage room shall be ventilated, and shall be cleaned regularly by the operator or waste

collection contractor, to minimise odour.

5.4 Bin Collection

To allow for collection, bins will be manually transported from the storage room to the loading

dock. The transfer distance is approximately 6 metres, and not subject to any changes in level.

5.5 Bin Cleaning

The operator shall ensure that the shared residential bins are kept in a clean state, to minimise

odours and to discourage vermin. This may include regular cleaning by a third party, cleaning by

the waste contractor, or bin swapping by the waste contractor.

A bin cleaning area should be provided within the bin storage area, with a drain connected to

sewer.

The building manager will be responsible for the maintenance and cleaning of the bins.

6 WASTE MANAGEMENT

6.1 Best Practice Waste Management

Best Practice Waste Management is an initiative designed to reduce the amount of waste

generated through encouraging a change of behaviour and action on waste management and

moreover recycling.

The benefits of reducing waste generation are far reaching and has been identified as significantly

important by Council and the Victorian Government.

The Victorian Waste and Resource Recovery Policy “Getting Full Value” has been prepared by the

Victorian Government, and “sets out a position and an approach that will position Victoria as a

national leader in resource recovery”.

One of the primary goals of the policy is to “Assist Victorians to reduce the waste they generate

and save Victorians’ money through efficient use of resources”, for which the following strategic

directions are listed:

➢ Support commercial, not-for-profit and Victorian public sector organisations to achieve

financial savings through waste reduction;

➢ Provide households with the information and support they need to reduce waste by using

household goods more efficiently;

➢ Continue to work in partnership with the Commonwealth Government through the National

Waste Policy: Less Waste, More Resources, and take a lead role in national strategies that

harness Victoria’s strengths and capabilities

This policy builds on the Towards Zero Waste strategy, which was launched in 2005.

The operator shall encourage building occupants to participate in minimising and reducing solid

waste production by:

➢ Promoting the Getting Full Value Strategy and the Municipalities Waste Management Strategy,

including the use of The Waste Hierarchy, which in order of preference seeks to:

Avoid waste generation in the first place;

Increase the reuse and recycling of waste when it is generated; and

Recover, treat or contain waste preferentially to;

Its disposal in Land Fill (which is least desirable).

➢ Providing information detailing recyclable materials to ensure that non-recyclable materials do

not contaminate recycling collections;

➢ Providing information regarding safe chemical waste disposal methods and solutions, including

correct battery and electronics disposal methods;

➢ Encouraging composting; and

➢ Providing tips for recycling and reusing waste, including encouraging the disposal of reusable

items in good condition via donations to Opportunity Shops and Charities.

6.2 Restaurant Waste Minimisation

Restaurants can do a lot to minimize or reduce waste, by incorporating simple recycling and waste

reduction programs and procedures that will eliminate much of the waste otherwise disposed of.

These can include the following:

➢ Avoid over-purchasing. Over-purchasing causes spoilage and waste. Take inventory frequently

and adjust orders where necessary;

➢ Store items in the order you purchase them. Use older items first. Place newly purchased items

at the back of the shelves and train employees on the order of use;

➢ Inspect deliveries. Many deliveries include unusable meats and perishable items which may

have opened or spilled during shipment;

➢ To avoid spoilage, store food tightly and appropriately, eliminating air in containers;

➢ Use storage containers that can be reused and request that food be delivered in reusable and

recyclable containers;

➢ Use up all of a food product by reviewing your menu; and

➢ Consider the use of composting for all perishable items instead of discarding them as waste.

6.3 Common Property Litter and Waste Removal

The proposed development includes a number of common property areas, including foyers,

hallways, parking areas and the bin storage area.

The operator shall ensure that all common areas are kept clear of litter, and that all waste is

removed from common areas on a regular basis. This includes the bin storage area in particular, to

discourage vermin.

6.4 Signage

To avoid contamination between garbage streams, bin lids will be colour coded in accordance

with contractor standards, to ensure the bin type is easily distinguishable. Furthermore, bins should

include typical signage (preferably on the bin lid) to reinforce the appropriate materials to be

deposited in each bin. Example signage available from Sustainability Victoria is shown below.

6.5 Noise Control

To minimise the disturbance to residents during waste collection, the collection should follow the

criteria specified by the EPA, as below:

➢ Collections occurring once a week should be restricted to the hours 6:00am to 6:00pm, Monday

to Saturday;

➢ Collections occurring more than once a week should be restricted to the hours 7:00am to

6:00pm, Monday to Saturday;

➢ Compaction should only be carried out while on the move;

➢ Bottles should not be broken up at the point of collection;

➢ Routes that service entirely residential areas should be altered regularly to reduce early morning

disturbance; and

➢ Noisy verbal communication between operators should be avoided where possible.

6.6 Food Standards Code

Division 2 of the Food Standard Code details requirements for the design and construction of food

premises. With regard to garbage and recycling, Section 6 of Division 2 details 3 requirements for

the storage of garbage and recyclable matter. A review of these requirements with respect to the

proposed café and restaurant waste storage area follows:

(a) adequately contain the volume and type of garbage and recyclable matter on the

food premises;

The proposed bin storage room has been designed to accommodate the required number of bins

for the volume of garbage and recycling generated by the restaurant uses.

(b) enclose the garbage or recyclable matter, if this is necessary to keep pests and animals

away from it; and

The proposed bin storage room is enclosed, secured and will be vermin proof.

(c) are designed and constructed so that they may be easily and effectively cleaned.

The proposed bin storage room will be constructed to ensure effective cleaning.

6.7 Tenant Information

To ensure all tenants are aware of their responsibilities with regard to waste and bin management,

an information package should be provided to all residents, including the following information:

➢ A copy of this Waste Management Plan;

➢ Methods and techniques for waste reduction and minimisation;

➢ Information regarding bin collection days and requirements;

➢ Tenant responsibilities with regard to bin usage, storage, and collection; and

➢ Tenant responsibilities with regard to litter and waste removal from the common property.

6.8 Waste Management Plan Implementation

The implementation, coordination and funding of the Waste Management Plan is the responsibility

of the operator, and should be a dynamic document, reflecting changes in on-site and off-site

conditions e.g. varying bin requirements, or changing waste collection methodology. As such, the

plan should be regularly revisited and amended to provide the most accurate and relevant

information to achieve the desired objectives of effectively managing the storage and disposal of

waste generated on-site.

Should any significant operational changes occur on-site, a new or amended Waste Management

Plan prepared by a suitable qualified and experienced person or firm may be required, detailing

changes to the storage and disposal of the general, recyclable and e-wastes, responsibility in

management and maintenance of the bins, location and area of bin rooms, etc.

7 OCCUPATIONAL HEALTH & SAFETY RESPONSIBILITIES

The Owners Corporation/site operator shall ensure compliance to all relevant OH&S regulations and

legislation, including the following:

➢ Worksafe Victoria Guidelines for Non-Hazardous Waste and Recyclable Materials
