Cookstown Water Pollution Control Plant
Introduction Effective January 1, 2016, the Town of Innisfil transferred ownership of its municipal sewage works to InnServices Utilities Inc. (InnServices). InnServices is a municipal service corporation, wholly-owned by the Town of Innisfil, charged with the responsibility to operate, maintain and expand the municipal sewage works that service the Town of Innisfil. InnServices has prepared this Summary Report for the operations conducted during the 2016 calendar year. This Annual Report has been prepared to meet the following commitments:
To provide InnServices Utilities Inc. Board of Directors, as Owners of the sewage works, a summary of the operations and maintenance of the Cookstown Water Pollution Control Plant that took place during the reporting period of January 1, 2016 to December 31, 2016; and
To comply with Condition 8 of ECA #4852-9Q3LC4 This Annual Report, provided to the InnServices Board of Directors and Town of Innisfil Mayor and Council, conveys information related to the performance of operations and maintenance, which aids decision making related to system expansion needs.
Ministry of the Environment and Climate Change Approvals
The Cookstown Water Pollution Control Plant (WPCP) is a package extended aeration facility constructed in 1986. The treated effluent is discharged to Innisfil Creek through a pumping station and force main. Environmental Compliance Approval (ECA) Number 4852-9Q3LC4 was issued on November 12, 2014 and governs the operation of the facility. The ECA identifies a design capacity of 825 m3/day. The Cookstown WPCP was in compliance throughout the year with no spills or upsets to report. The plant operated well below all ECA effluent criteria including CBOD, Total Suspended Solids (TSS), Total Phosphorus and Total Ammonia Nitrogen. No biosolids were removed from the Cookstown lagoons in 2016. Sludge blanket levels continue to be monitored, and ammonia trends are tracked as an indicator of sludge blanket influence on the effluent. For the reporting period covered in this report, InnServices Utilities Inc. was defined as the Operating Authority of the Cookstown Water Pollution Control Plant. It is operated under the following Certificates of Classification: Class II Wastewater Treatment certificate #950 Class I Wastewater Collection certificate #1479

Flows
The 2016 average daily influent flow was 451 m3 or 54.6% of plant capacity. The plant received a raw influent total of 165,067 m3 for the entire year. The 2016 maximum daily flow occurred March 28 when the flow recorded was 1,595 m3.

A total of 164,631 m3 of final effluent was discharged from the polishing lagoon during the discharge periods of January through May, and October through December, 2016.

Effluent Quality
Samples for final effluent reporting were taken at the effluent final discharge point at Innisfil Creek. When inaccessible due to ice and snow build-up in the winter months, samples were taken from the sample ports on the discharge side of the effluent pumps.
The table below identifies the effluent limits as set out in the ECA:

The following diagrams provide a visual comparison of the above noted Effluent Quality Limits over a ten year period.
Total Phosphorus:
The highest monthly average of 0.21 mg/L Total Phosphorus concentration in the effluent was in April resulting in a maximum total monthly loading of 13.10 kg. However, as required by the ECA, the annual average concentration was well below the 1.0 mg/L limit (0.08 mg/L), and the annual loading of 13.27 kg. was far below the limit of 300 kg/yr.
The annual average concentration of Total Ammonia Nitrogen was 0.48 mg/L, the limit is 4.0 mg/L

The annual average concentration of Total Suspended Solids was 4.0 mg/L, far below the limit of 25 mg/L
The annual average concentration of CBOD5 was 3.0 mg/L. The effluent limit of this parameter was maintained well below the limit of 25 mg/L

Operational Challenges
No extraordinary operational challenges were experienced in 2016.
Looking ahead, increased development activities may present challenges to operations. An Environmental Assessment is under way to explore the best options to deal with increased flows stemming from development.
Calibration
Annual flow meter calibration was completed in October, 2016 by a third party instrumentation and controls technician. The records are in the appendix of this report.
Maintenance
Regular maintenance was completed and logged by InnServices Wastewater staff. In 2016 two new pumps were installed in the raw wet well.
NASM
There were no activities related to the generation or disposal of sludge (NASM) during 2016. We anticipate there will not be any such activities in 2017.
Complaints
One complaint was logged for the Cookstown system in 2016. 1. Request to cut grassy area abutting Royal Oak Estates
Spills/Bypasses
One incident was reported to Spills Action Centre (Reference #0712-AFVMPS), December 22, 2016. Operators responded to a report of possible sewage overflowing onto the boulevard of a commercial plaza (52 Queen Street). The flow was confined to the immediate area of the manhole. A vacuum truck cleared the line and cleaned up the overflow. CCTV inspection revealed construction debris partially blocking the lateral. This was cleaned from the lateral, normal flow restored.

RE: ANNUAL INSTRUMENT; FLOW, LEVEL, PRESSURE VERIFICATION/CALIBRATION SERVICES INNSERVICES; INNISFIL STP OCTOBER 2016 Dear Mr. Fiddy, Flowmetrix Technical Services Inc. appreciates the opportunity to complete your Annual Instrumentation Verification/Calibration Services. Flowmetrix field representative Mr. Curtis King and Mr. Dan Matchett managed this service project during the month of October 2016. This letter of transmittal confirms completion of this service project. This service report contains (i) a summary instrument list, (ii) a notes section identifying any discrepancies, as observed during this project period, and (iii) individual instrument reports for all verification/calibrations completed by trained, knowledgeable and experienced Flowmetrix Technical Services personnel QA/QC Flowmetrix adheres to a rigid scope of service and deliverables for each client and each instrument tested and reported. We follow a standard guideline while performing verification and calibration techniques for each instrument. The values are field reported and entered into standard view reporting structure for client review. A digital report is competed for each instrument and collated into a single document for client record.
Approach & Methodology Flowmetrix conducts verification on each instrument and calibrations on instruments that are outside the expected tolerance of the instrument response. Manufacturers suggested testing guidelines are used to verify or calibrate each instrument. Where, unable to perform the verification or calibration as suggested by the manufacturer, a best management practice is performed to validate the performance of such instrument; Wherever possible, simulation techniques are most commonly practiced to validate / calibrate flow, level and pressure instruments. Where simulation techniques are not possible, other validation techniques such as volumetric comparison, flow-‐to-‐flow testing, transit time testing, and Meter Element Change Out Program (MECOP) is considered.
