IWRM in a Nutshell

• Progress report from DWAF on work toward IWRM Goals in the Olifants Doorn and Nationally - The minutes of the PMG Meeting held on 14 October 2008 at Bellville were discussed with the group to provide background on overall project progress, and to give insight into why this workshop is being held with the projects that have entered extension of time phases.

• Re-focusing on IWRM as a Pilot Project – Expectations of DANIDA / DWAF – The concept was discussed that as a pilot project, all role players in IWRM are tasked with ensuring that all possible solutions to problems are found and that all possible methods are tested in ensuring that IWRM is understood and that water related challenges are highlighted and addressed so that communities can develop and achieve their project goals.

1) Swartruggens Climate and Groundwater (SW01X)

Andries van der Walt:

• Problem: Borehole made by Dept Roads and artesian source which is now wasting water and drying up natural springs – NO-ONE takes ownership.

• Want to seal the borehole

• Get roleplayers together (Roads, Local authorities, District Municipality, DWAF)

• Weather stations are in place to supply DWAF and others with data for future generations.

• Monitoring should start by end of the year.

• Groundwater course is planned with IWRM, equipment has been ordered through IWRM

• Protection of springs – dependent on finishing weather station installation.

• Group’s internal commitment not always strong, don’t realize how important it is for future generations.

• Probleem: Boorgat gemaak deur Dept Paaie en “artesian” bron wat nou water mors en natuurlike fonteine opdroog – NIEMAND aanvaar verantwoordelikheid nie.

• Wil die boorgat seël

Conclusion on SW01X: The project’s remaining budget will not be fully utilized by the end of December 2009 and an extension of time should be allowed on the contract until December 2009. The project group is encouraged to

Correspondence should be between projects and Worcester Office. It is difficult to see how projects struggle with the same problems for a long time. Hope that after today there will be light at the end of the tunnel and that projects will have new hope for the future.

for decent work; be inclusive; share experiences & knowledge with others especially those that are vulnerable in the community.

2) Witzenberg Tap and Leak Repair and Awareness (WB01X)

Gerrit Kallemeyer:

• The aim was to teach people to fix their own leaks and taps.

• Schools got the message – kids remind their parents not to waste water.

• Obstacles: transport, rainy days, weekends and evenings the only time we can talk to people, planned to finish in June

• will only finish contract in coming week

• Die doel was om vir mense te leer hoe om hul eie lekke en krane reg te maak.

• Die skole het die boodskap gekry – kinders herinner die ouers om nie water te mors nie.

• Struikelblokke: vervoer, reëndae, naweke en aande die enigste tyd wat ons met mense kan praat, het beplan om in Junie klaar te maak

Conclusion on WB01X: The project will receive invitations to continue involvement with IWRM Strand 3 Projects in Olifants Doorn, and the remaining budget will be extended to the end of December 2009 for this purpose.

3) Van Rhynsdorp Emerging Farmers (VA01X)

Not present.

Conclusion on VA01X: The project will be invited to present at a meeting with the DWAF in Bellville or Worcester. The project’s remaining budget will be extended to the end of December 2009 pending the group’s discussion on goals, funds, and timelines.

4) Lutzville Emerging Farmers (LU01X)

Len Lategan:

• Communal land – 300ha – Cellar used 8ha for excretion of poisonous and waste water. There is no life in this piece of land. Wanted to use the rest of the land. Nosie helped with the cellar; LORWUA; Agriculture; Municipality; EFs. Municipality apologized for not attending; LORWUA and Agriculture were not there; the Head of the cellar has retired, and we haven’t met the new Head yet. Had to wait long to meet.

• Kröhn went back to Ceres but while he was there, he received a letter stating that we can clear 5ha of land; went to Herschelman (Agriculture) and it was supported.

• Water from canal – Johan Matthee – R1 000 000 set aside for EFs – system needs you to do application for sluice, build dam, sluice installed & water is available. Looked at using dams along canal to store water for commonage; cellar’s dam is next door, but all dams too small.

Q (?): Peter Doring Bay Water Awareness projects should proceed to teach the people about how to use water to alleviate poverty – IWRM projects are positioned to achieve this goal. Can a booklet be made available to other strand 3 projects that will assist in achieving awareness goals?

Also, people pay the municipalities for water, so why should they encourage people to save water if it would cause a drop in their income? The IWRM Awareness Workshop will deal with this in more detail.

• Lutzville & Vredendal under Matzikamma Municipality. Need their blessing – asked to find out exactly how much water LORWUA will allow them to extract – wanted a letter.

• DWAF wanted planting plan and advice from Agriculture to be sure of the question of how much water is needed.

• Later Herschelman said the letter about cleaing the land was unlawful – may not just start clearing land, so there was a case of miscommunication.

• There are no real agreements between them and they seem to be full of ideas, but everything just delays the OBe efforts – what now?

• SPP helped arrange protest on the land.

• IWRM – Help us deal with these people to find clarity and truth.

• Meentgrond – 300ha – Kelder gebruik 8ha vir uitstort van giftige en afvalwater. Daar is niks lewendig in die stuk grond nie. Wou die res van die grond gebruik. Nosie het gehelp met die kelder; LORWUA; Landbou; Munisipaliteit; OBe. Munisipaliteit verskoning vir vergadering; LORWUA en Landbou nie daar nie; die Hoof van die kelder het afgetree en ons het nog nie die nuwe Hoof ontmoet nie. Wag vir lang tyd vir vergadering.

• Kröhn het teruggegaan Ceres toe, maar terwyl hy daar was, kry hy ‘n brief wat 5ha grond toeken vir skoonmaak; gaan na Herschelman (Landbou) en kry ondersteuning.

• Water van kanaal – Johan Matthee – R1 000 000 eenkant gesit vir OBe – stelsel benodig dat aansoek gedoen word vir sluis, bou dam, sluis geïnstalleer en water is beskikbaar. Gekyk daarna om damme langs kanaal te gebruik om water vir gemeenskapsgebruik te stoor; kelder se dam is langsaan, maar alle damme is te klein.

• Lutzville & Vredendal val onder Matzikamma Munisipaliteit. Benodig hul seën op die projek – gevra om presies uit te vind hoeveel water LORWUA hul sal toelaat om uit te trek – benodig ‘n brief.

• DWAF soek ‘n plantplan en raad van Landbou om seker te wees van die kwessie van hoeveelheid water wat benodig word.

• Herschelman het alter gese die brief was onwettig oor die skoonmaak van grond, kan nie net grond begin skoonmaak nie, so dit was ‘n geval van wankommunikasie.

• Daar is geen ware ooreenkomste tussen hulle nie en hulle is vol idees, maar alles vertraag net die OBe se pogings – wat nou vorentoe?

• SPP het gehelp om ‘n betoging oor die grond te reël.

• IWRM – Help ons om sake met hierdie mense uit te stryk, sodat ons klaarheid en waarheid kan kry.

5) Clanwilliam Emerging Farmers (CW01X) Willa Williams:

• In 1993 there were 63 people in the group and now in 2008 there are very few left.

• No lease agreement with Municipality.

• Chantelle Welman is not available for a meeting.

• Willa nearly fell ill due to the stress about the problems of emerging farmers.

• Have worked all the manure into the soil, water planning is done, awaiting quotes, then we can immediately start the installation.

• Would like to proceed for a second phase.

• What are we going to do to get the Municipality to co-operate – to get them to the point where they will sign a lease agreement?

• Geen huurooreenkoms met Munisipaliteit nie.

• Chantelle Welman is nie beskikbaar vir ‘n vergadering nie.

• Willa het amper siek geword van stres oor die opkomende boere se probleme.

• Het al die mis ingeploeg in die grond, waterbeplanning is op dreef, kwotasies ingewin, dan wil ons onmiddellik begin met die installering.

Comment: Nik When you go into these kind of problems, one should try and get the answers one by one, and as far as possible in minutes and other written correspondence.

As ‘n mens in hierdie soort probleme ingaan, moet jy antwoord op een probleem op ‘n slag probeer kry alles op skrif.

Comment: Len We’re staying positive – our homes have gardens, we learn in the gardens, we’re preparing for when we have the land. We only need an action plan. DWAF to assist LU01X to gain access to water. Look at putting in a pump. Cellar pumps from canal into their dam already. Paul Herschelman will have to clear up the issue of access to land for deforestation – get reasons in writing. Get clarity on the issue whether water must be bought or leased.

Ons bly positief – ons huise het tuine, ons leer in die tuine, ons maak reg vir as ons die grond het. Ons benodig net ‘n aksieplan. DWAF moet vir LU01X help om toegang tot water te verkry. Uitklaar van of water gekoop of gehuur moet word.

Comment: Salomé Pressure must be exerted on the Municipality – they agree to a meeting, then they don’t pitch – Her group waited for an engineer at a meeting for a long time and he never came – exert pressure because the Municipality is slack.

Druk moet op die Munisipaliteit uitgeoefen word – hulle stem in tot ‘n vergadering, maar het dan ‘n vergadering op ‘n ander plek – moes wag vir ‘n ingenieur by ‘n vergadering – oefen druk uit, want die Munisipaliteit is laks.

Conclusion on CW01X: The project should get written confirmation that the 2,5 ha of water is available for use from the Clanwilliam Water User Association. The project’s remaining budget will be fully utilized by the end of December 2009 pending the purchase of the irrigation system – and the group can apply for a seoncd phase – A full description of the group’s goals, funds needed, and timelines will need to be put into IWRM proposal format by the end of December 2008. The project group is encouraged to

• Keep up with IWRM, attend training and get involved.

• Learn to manage themselves and their production on the land

Conclusion on CB01X: The project’s remaining budget will be spent by the end of December 2009; but the slowing down of the procurement system is having a severe impact as cash is needed “upfront” to ensure that meetings take place. The group can apply for a second phase – A full description of the group’s goals, funds needed, and timelines will need to be put into IWRM proposal format by the end of December 2008. The proposal will need to be clearly linked into closer relationship with IWRM / DWAF / Informage and other Emerging Farmer Forums in the Olifants Doorn.

8) Taraqwa Emerging Farmers (Petersfield Farm) (PE14)

• Big problem: Members who do not want to work, farm people (dwellers on Petersfield Farm) who do not want to be part of the project.

• Municipality does not support the project; Municipal Manager has own project about to be launched; meeting with them, but their plans ended in the project group being summonsed and having a case against them for possession of dagga and there is no concrete evidence – case is now postponed.

• Currently the group is back on farm (except for Willem Petro the Project Leader)

• September the water supply stopped, because the power cable of the pump was stolen. The Police are busy with the case

• The canal on the farm is blocked with sand and needs to be cleared, but the municipality say that this is not part of the land that is allocated to the emerging farmers so they may not access it to clear the sand away.

• The Municipality is not even working in the orchard that is their’s – which the emerging farmers feel is wasteful and irresponsible

11) Suurrug Landbouvereniging (SU21) Project halted due to conflict.

• Our problems are among each other. We don’t work together well. We must use the IWRM funding for the community and for a better life

• Other projects have problems with other people.

• We have a borehole with a pump, so we can use the water, but a lot of it runs away. When the tanks are not full, the pumps work and fill them, but when the pump stands, who is responsible then?

• It’s easy to say that others must fix our problems.

• Project – organic – sweet potatoes, butternuts – has been too wet to plant, so will plant in December, depending on the water. Must still lay water pipes to the spot where we want to plant.

• The ground water vanishes.

• Office equipment – the cupboard is not there – need money to go and fetch the cupboard.

• Another problem: ploughing of the earth – cannot find a tractor, so we use the mules.

• All of us did not attend the workshops, so there was conflict because everyone did not understand

Conclusion on SU21: The project should get written confirmation that the project leadership is in place, and access is allowed to all office equipment and facilities, the group should submit as much documentation as possible regarding their resolutions, and also claim their admin and office funds for the period from July 2008. This should help them start things up again, and then they need to focus on their water problems. The investigation into pump maintenance and support systems will continue as an underlying focus for this group. The project’s contract is in place until end June 2009 when a third phase may be considered for IWRM.

• Finalisation of Project Contract Documentation A letter will be sent out to each of the participating projects to set out the agreement for performance and the way forward to the end of December 2009.

• DWAF Presentation on the Way Forward The group was thanked for their open and active participation. The DWAF group felt encouraged by what the groups had brought to the table, and hoped that the encouragement had also been spread effectively to the groups themselves. Nosie encouraged everyone to keep on trying their best to make a success of their projects, no-one will be left behind, and everyon should take advantage of the support that the different IWRM roleplayers are prepared to give them. Everyone agreed that the relationships that are being built through IWRM in the Olifants Doorn, will be the stongest sustaining factor of this project.
