Water and Springs Restoration
• Springs projects are selected through a public process with the water management districts
• Since 2013, more $177 million committed for 144 springs projects
• Additional $50 million appropriated for FY2018-19 • Legislative water projects are chosen by the
Legislature from community budget requests • Over $300 million appropriated since 2011
• Projects include water quality improvement, sewer, land acquisition, OSTDS, agricultural Best Management Practices (BMP), reuse water

Septic Incentive Program • Voluntary incentive program for up to $10,000 for
Septic system installers and licensed plumbers • Replacement of existing conventional septic systems
with enhanced nitrogen-reducing Onsite Sewage Treatment and Disposal System (OSTDS)
• Within springs Priority Focus Areas (PFA) in: • Wakulla, Leon, Citrus, Hernando, Marion, Orange, Seminole,
Volusia, Pasco counties • Applications will be made to DEP, contingent on
funding by the Legislature • Applications require DOH permit, description of
equipment, cost estimate, homeowner waiver form • Work cannot be completed until application is approved
• Provides low-interest loans to local governments to plan, design, and build or
upgrade water, wastewater and stormwater facilities • ~$270 million per year total for Clean Water and Drinking Water • Revolves using state and federal appropriations, loan repayments, investment
earnings, and bond proceeds • Interest rates on loans are below market rates and vary based on the economic
wherewithal of the community • Wastewater collection and treatment projects • Water supply, treatment, storage and distribution • Also reuse, stormwater, nonpoint and green energy • Federal requirements for fair wages, American Iron and Steel, asset management plans
• Interest rate breaks to help with compliance

Nonpoint Source Management Grants Clean Water Act 319(h) Federal Grant (319 Grant)
Federal and state funding for projects that reduce pollution from nonpoint sources, particularly to address impaired waterbodies and meet restoration goals related to TMDLs and restoration plans
State Water-quality Assistance Grant (SWAG) • ~$8 million per year total, EPA 319(h) federal funding
and State funding • Projects should be ready to go and of no more than
3 years duration • New combined project proposal for all NPS grants,
will be accepted year-round • Project selection expected twice per year
• Generally March-April and October-November • Emphasis on strategic project selection • Projects are evaluated on a number of criteria
NPS Grant Eligible Projects • Demonstration, evaluation, and implementation of agricultural, silvicultural, and
urban stormwater runoff BMPs
• Nonpoint source pollution reduction in priority watersheds
• Ground water protection from nonpoint sources
• Green Infrastructure/Low Impact Development
• Public education programs on nonpoint source management
• Septic to sewer projects • (laying the lateral from the residence/business to the main sewer line, connection to sewer line,
grinding station [if on the resident’s property], and abandonment of the septic if the remaining septic tank is a continued source of pollution)
• Once stormwater enters a major conveyance system, EPA
considers it a point source and may not be eligible for the 319 Grant
• Minimum 40% non-federal match for Florida to EPA funds • Note: SRF funds may be used towards match criteria
• PLAN AHEAD: Can take up to two years from application to ability to expend funds
• Be prepared to document project construction and results, monitor effectiveness
• Resolve land acquisition & liability issues • When possible, finalize design and permitting prior to
receiving 319 grant
