Over the past 31 years I have watched Waterford Country School grow from a small education and residential treatment agency, built upon one family’s dream, into a nationally-accredited, non-profitoffering over a dozen different programs for children, youth and families throughout Connecticut. I amprivileged to be a part of it and I’m honored to lead Waterford Country School into the next chapter.

First, we would like to thank all of you who support the work of Waterford Country School. Withoutour amazing volunteers, donors and community agencies, we would not be able to fulfill our missionto help children and families in need. You helped make 2012 a great year. I want to take this opportunity to share with all of you some of the developments of the last year.

After 90 years of service to the community, 2012 proved to be a pivotal year as Waterford CountrySchool transitions into the next chapter of its corporate story. The vastly changing landscape of children’s services has lead to a dramatic reduction in utilization of group care programs, favoring family-based and community based living. Waterford Country School has been very successful in managing the shift into the new treatment paradigm. We have done this by resizing some of our existing programs, both larger and smaller, and opening new programs.

This year also featured some changes in the Agency leadership. William Martin, a long-standing administrator, took the reigns as Executive Director in September, becoming only the fourth CEO inthe Agency’s 90 year existence. The Agency also brought in Kathy Teel and William Meese, both withover 20 years of related experience, into the Leadership Team. Two new Board Members, ChristineHammond and Nicholas Fortson, also joined the WCS family this year. Both the Leadership Teamand the Board of Trustees now have an average of 16 ½ years of Agency experience.

Some of the major program changes over this past year include:

• The Residential Treatment Program was reduced from 30 beds to 24 beds to adjust to the reduced demand for services. • The Education Day School Program has expanded from about 20 students to about 40 students, this year focusing on elementary school students with special needs. • The Agency opened Camp Cuheca, a summer day camp for children with special needs, and operated with about 16 campers for 6 weeks. • The Agency completed negotiations with a local adoption agency and will acquire that agency early in 2013 to add this valuable dimension to our foster care and community services division. • The Therapeutic Foster Care Program expanded their scope of families to include relative (kinship) placements, enabling many children to remain with their extended family. • The Agency added a therapeutic mentoring program, offering highly trained staff as companions to special-needs children. • The Agency entered into its fourth year of implementing the CARE treatment model from Cornell University and presented some of the positive results at the Cornell World Conference in May. Currently there are only 60 CARE agencies world-wide.

On the physical plant front, the team of Board members, staff members and community supportersworking to fund and build the new Otto Graham Gymnasium have established a goal to start construction in the spring of 2013. This is an exciting development in a long-standing project. Theteam is working hard to raise the balance of the funds, refine the design and interface with the builders.

As you can see, 2012 was an exciting year and sets the stage for a bright future. Our special thanksto all of our supporters.

All children deserve a high-quality education which includes a well-planned physical educationcurriculum. We will do whatever it takes for children to learn in a safe, healthy environment. Formany years, our children have had to make do in a reconverted dairy barn for their gym activities.Deteriorated conditions, inadequate heating and insufficient space have all been part of our dailystruggles. Physical activity is essential to positive growth and development. This type of programming increases competencies, improves strength and overall health, develops motorskills, and provides enjoyment of recreational activities. Children will learn responsibility, the importance of teamwork, and leadership abilities will flourish. Please consider supporting our Agency.
