IB-05 Waste Services Report (6-5) Report dated 26 July 2013 from the Director of Public Works & Services Recommended: That this report be received & noted. The following information is a summary of the collected waste from the Resource Recovery & Public Place Cleansing Division for the month of June 2013.

1. Domestic Waste Streams

During the month of June 2013, 1044.48 tonnes of domestic garbage was collected.

During the month of June 2013, 475.19 tonnes of domestic recycle was collected.

2. Total Annual Domestic Waste Streams

Waverley’s Waste & Resource Recovery Action Plan 2007 – 2017 states that by 2017, Waverley’s total domestic waste stream will have a target of 75% landfill diversion.

3. Domestic Garbage, Clean-Up, Garden Waste & Recycling per Capita

4. Illegally Dumped Rubbish

During the month of June 2013, Waverley Council collected 28.33 tonnes of illegally dumped rubbish. Council received 205 dumped rubbish Service Desk requests (reactive) & 313 work order requests (proactive) during their scheduled services.

5. Mattresses

During the month of June 2013, 308 mattresses were collected & recycled by Mission Australia & Landsavers. As each mattress equates to 0.7m3, Waverley diverted 215.6m3 of materials from landfill.

7. Public Place Cleansing During the month of June 2013, 64.98 tonnes of litter bin waste was collected.

During the month of June 2013, 24.61 tonnes of street litter was collected.

IB-10 Maintenance and Construction Report

Report dated 26 July 2013 from the Director of Public Works and Services.

Recommended: That this report be received and noted.

The following information is a summary of the activities of the Maintenance and Construction Division of Public Works and Services to from 1 June 2013 to 30 June 2013.

1. Maintenance and Construction Unit

This unit provides trades services to various departments within Council and infrastructure repair and reconstruction. The following information summarises activity by this unit.

Maintenance Teams

Plumbing Service Clearing of sewer chokes due to Council trees:

A total of 24 sewer chokes were cleared by Council’s plumbers and by contractors.

Stormwater drains were cleared from Allens Parade, Blair Street, Rawson Street, Murray Street, Seaview Street, Cuthbert Street, York Road and Dellview Street.

Miscellaneous works included repairs to a water leak at Waverley Oval,

Painting Service Line marking in Oxford Street, Nancy Street, Penkivil Street and Wellington Street.

Miscellaneous works include painting of doors at Bondi Pavilion, re-oiling of seats in Varna Park and Hunter Park, painting fence at Bronte Pool, painting tables and seats at Dickson Park, painting aris fence at Hugh Bamford Reserve.

4 Service Desk Requests for painting services were logged in June. 4 were completed.

Carpentry Service 48 traffic signs replaced or repaired.

0 street signs were replaced.

Miscellaneous works included installing missing bollard in Notts Avenue Repairs to timber fence on Costal Walk Notts Avenue, installation of bicycle racks in Hollywood Avenue and Oxford Street and repairs to table in hut at Bondi Park, repairs to Bondi Pavilion, installation of 'J' poles at various bus stops, installation of wheel stops in Denison Street, Relocate bin surrounds in Oxford Street Mall

Pool Cleaning Bronte Pool was cleaned on 13th June 2013.

North Bondi Pool was cleaned on 14th June 2013.

No second cleaning of the pools took place, due to heavy swells.

Pit Cleaning A total of 200 pits were cleaned, with an additional 234

Asphalt Repairs Repairs to potholes, and asphalt footpath were conducted at the following locations:

2. Capital Works Unit

The following Capital works projects are being managed by this unit.

Waverley Park Amenities Building

The upgrade of the Waverley Park Amenities Building is identified in the Capital Works Program (Misc Buildings).

The new building will house male, female and disabled toilets, store rooms and a multipurpose room. Architect Wayne McPhee was appointed in 2008 to develop the concept design and development application plans for the project.

A Development Consent for the new Amenities Building was granted subject to conditions in September 2009 as part of the approval for the Waverley Pavilion. The location of the building is in accordance with the Waverley Park Master Plan.

At the October 2012 Community, Housing, Environmental Services & Public Works Committee approval was granted to proceed to tender for the construction of a new Amenities Building in Waverley Park.

In order to better co-ordinate the detailed design and construction phases of the project, it was proposed that a Design & Construction (D&C) tender be used for this project rather than the traditional approach of having independent contracts for design and construction.

Tender documents were prepared and tenders were called. Tenders closed on 22 April 2013. Tenders received exceeded the project budget and discussions with the project sponsor have been undertaken to reduce project scope for possible cost reduction to meet the current budget restraints. The evaluation committee has assessed the situation and has prepared a report for Council which was presented at the June 2013 Council meeting.

At this Council meeting it was decided all tenders would be rejected and negotiation would be held with all tenderers, with a reduced scope in mind.

Negotiations were entered into with the three Contractors where the scope was reduced and further discussions with regard to changes that could potentially result in savings were tabled.

A new submission was provided by all contractors and they are currently being assessed.

A further report, to the present the new submissions to Council, is currently being prepared with the aim to present it at the August Council meeting.

Compliance of Bus Stops with Disability Standards

Works are being carried out as part of an ongoing program to upgrade bus stops to comply with the Federal Government's Disability Standards for Accessible Public Transport. Due to an increase in scope, there are now a total of 156 bus stops to be upgraded in Waverley Council Municipality.

Construction works commenced in January 2013 and to date over 130 sites have been completed. Due to inclement weather delays, tactile paving works are due to be finalised by the end of August 2013.

Campbell Parade Bus Stop Upgrade

Tamarama Kiosk & Services Building

Tamarama Kiosk and Services Building has been identified in the Capital Works Program for refurbishment and new construction. The key area of construction for the works are summarised as follows:

Demolition of the existing amenities and Services Building

Construction of the new Kiosk and Services Building Demolition of the existing Kiosk building Construction of the new SLSC Storage building Other works in and around the existing Council site.

Kane Construction was awarded the contract in March 2013. Construction commenced in May 2013 with the demolition of the two existing buildings.

The concrete floor slabs and in ground services for both buildings have been completed together with the installation of the concrete precast panels.

The construction of the steel framework for the amenities building is under way as well as the roof structure for the storage / first aid room building.

Installation of services within the buildings will commence shortly.

Recreation, Customer and Community Services

Information Bulletin August 2013

Library School Holiday Program All of the Library’s school holiday programs sold out this winter. Celebrating the theme of 'Winter Magic' - to coincide with Council's Bondi Winter Magic campaign theme - our junior visitors took part in a range of enchanting activities including creating snow in their bare hands with The Crazy Scientist, enjoying stories of far-away lands with Fairy Poppilina and conjuring up their own magic hats and wands just to name a few.

Bondi Pavilion School Holiday Program The Bondi Pavilion again provided fantastic holiday workshops with over 900 children in the local area attending art, craft, physical, musical, dance, photography and film making activities. One of the holiday activities was held by artists from the We Dream, We Speak , the NAIDOC exhibition in the Bondi Pavilion Gallery, which was supported by Waverley Council. Holiday participants were instructed in and created their own works of art around the theme of creation stories from both Aboriginal and Jewish cultures. This was a unique opportunity for local children to experience the collaboration between these two local cultures within a creative and accessible environment.

WINTER SCHOOL HOLIDAY PROGRAMS Waverley Pavilion School Holiday Programs The July program saw another highly successful program run in the indoor sports court at the Waverley Pavilion (Margaret Whitlam Recreation Centre). The program featured 30 sessions over two weeks, catering for children from 3 to 13 years of age. The program was structured to offer as wide a range of sports as possible. The featured sports for this program were netball, basketball, tennis, soccer, volleyball, table tennis, cricket, Oztag, T Ball and indoor hockey. There was also soccer skills and multi-sport, early developmental sessions for 3 to 5 year olds. The intent of the program is to give children a wide selection of sports to choose from so they are able to try sports that they may not previously had the opportunity to participate in. Specialised coaches were used for each session. The program saw 436 of the possible 486 places available filled, a participation rate of 90%. 70 customer satisfaction surveys were completed with 91% of participants saying they were either satisfied or very satisfied with the program. The program will continue to develop and evolve through 2013-14 as we endeavour to tailor the program to better meet the community's needs.

The View from here: June exhibition by refugees living in Australia To coincide with Refugee Week in June, the Atrium Gallery at Waverley Library hosted an exhibition in partnership with the Jesuit Refugee Services featuring some striking works by refugees living in Australia. The exhibition launch on 19 June at the Library Theatrette attracted a strong crowd and it was standing room only. The exhibition was opened by Cr Leon Goltsman and the Director of the Jesuit Refugee Service, Fr Aloysius Mowe SJ. A song and video work by a refugee gave attendees an insight into the world through the eyes of a refugee.

Waverley Community Milestones: June historical display by the Waverley Historical Society In celebration of the National Heritage Trust Festival in June, the Waverley Historical Society exhibited photos and facts about four key landmarks in Waverley, including the MacNeil Church, Boot Factory, Bondi Pavilion, and Bronte Beach. The exhibition launch on 14 June featured an address from Cr Joy Clayton, as well as stories about the featured landmarks.

Adopt-A-Tree planting day

The Parks & Open Space tree team completed a Civic Pride Adopt-A-Tree planting day on Saturday 29 June. This resident driven project, located on Lancaster Street (east), Dover Heights, was the result of many residents coming together to request the replacement of street trees after a large storm destroyed them many years ago. 16 trees were planted, consisting of Tuckeroo and Metrosideros Fiji Fire. Poor weather meant not too many residents were keen to assist with planting but they did come out to thank the team for their hard work. Bondi Wave Showcase Concert

Bondi Wave is a three month music course providing training in singing, performing, writing and arranging to young people. The showcase concert is on Saturday 2 August at 7pm at Bondi Pavilion. The concert brings together eleven local youth bands of 13-17-year-olds, with a range of exciting new and emerging talent on show. The concert will feature original new works and performances and will be held at the Bondi Pavilion Theatre.

The Nib: Waverley Library Award for Literature The past month has been a very busy one for 'The Nib', with the following arrangements taking place: New Judge: Fiona Harari has been appointed to the judging panel. Fiona has been a journalist and television producer for 30 years and has written for Good Weekend and The Monthly. Her first book A Tragedy in Two Acts was shortlisted for last year's Nib Award and she was one of the 'Nib ambassadors' at this year's Sydney Writers' Festival. New Committee Member: Jane Turner has joined the Literary Award Committee. Jane is Director of Gertrude & Alice Bookstore/Cafe at Bondi and is well known within the local community. Jane has worked closely with the Library previously and was an Award sponsor in 2012. Jane is also a member of the Bondi Chamber of Commerce. New Community Partner: The Wentworth Courier is the new media partner for the Nib, ensuring a wider range of publicity and editorial support for the People's Choice Award and leading up to the announcement of the overall winner in November. New Award Category: This year sees the creation of a People's Choice category in this year's award. This will provide an opportunity for significantly increased involvement by the local community, especially, in the Award process. An author prize of $500, as well as a nominator's prize, will be made available. Nominations Closed: The closing date for nominations was 12 July. There were many 'last-minute' entries, as there usually are, with almost 140 received for judging. Given the challenging circumstances faced by the publishing and writing industries over the past 12 months, this is an excellent result. At least three previous Nib winners have nominated again this year.

Publicity: As a national Award, publicity is generated across all states and it is expected that this will be reflected in the origin of entries. Besides the major national literary publications, writers' centres featured heavily in the promotion of the award to their clients, including those in South Australia, Northern Territory, ACT and Western Australia. As a featured event in the Sydney Writers' Festival (at no cost to Council), the Award session was brought to the attention of a broad cross-section of the general reading public by being included in 10,000 day programs, at least 60,000 full programs, and part of the online program which received over 145,000 visits. This broad reach generated an increased number of enquiries about the award. Tech savvy Library staff = tech savvy public The new Library 'Tech Time' workshops for the public got off to a successful start in July. These workshops are aimed at developing IT skills of people who may not have been previously exposed to computers and IT. The two introductory workshops Mousing around (an introduction to computers) and Let's email (helping people set up email accounts and learn to send and receive emails) were fully booked with wait lists. Adults of varying ages attended and feedback was very positive, with requests for 'more please!' A workshop will also soon be held to teach beginners how to set up a Facebook account, make Facebook posts and upload photos. We will be repeating the first four workshops in September and October and plan to offer an expanded range of workshop topics in 2014.

In addition, seven staff members volunteered to be trained as public trainers and have been attending in-house train the trainer sessions, conducted by the Library Tech Project Team. Feedback from staff has been very enthusiastic. Trainee trainers enjoy the challenge of presenting. Staff confidence with technology and pride from being able to answer technology enquiries in their customer service roles, is increasing. It's a win, win, win all round.

Encouraging membership of F riends of Waverley Library Friends of Waverley Library (FOWL) members are now also entitled to two new FOWL Freebie event vouchers, which entitles the holder to entry at any of the Waverley Library's events or courses valued at under $25 or less. This Library initiative is designed to add value to FOWL membership and encourage new FOWL members. UPCOMING EVENTS Crossword crazy @ Waverley Library Following three sold-out courses at Waverley Library, cryptic crossword master Ralph Penglis is back by popular demand this August to teach another eager class the secrets of the trickiest puzzles of them all. Waverley Library now also runs a free monthly cryptic Crossword Group. Also led by Ralph, the group enjoys solving the latest puzzles together over morning tea and coffee. It's a great chance for people to exercise their brains, meet new people and socialise at the same time.

Waverley Library - new community programs There are two new programs starting soon: My Changing Family and Me Mondays - 5, 12, 19, 26 August, 2 & 9 September, 4:00 - 5:30pm

The Library is partnering with Relationships Australia to present a six-session course for primary school aged children and their separated parents. The course has been designed especially for families where the parents have been separated for more than three months, to support children who are moving between two homes. Success over stress! Wednesday 28 August 4:30–6:30pm Cost: $20 or $18 for Library members Waverley Library already has a great program of HSC study talks and the ever popular study 'Lock in.' New this year, we are introducing a special HSC preparation event which focuses not on facts and figures, but how students can mentally and physically prepare for this huge period in their young lives. Presented by the 'Mind Your Moves' team, participants will learn how to keep exam stress and anxiety at bay, which foods to eat to boost their concentration as well as simple moves and exercises to help calm their nerves. Children's Book Week This August, the Children's Book Council of Australia, together with schools and libraries all over the country will be celebrating Children's Book Week 2013. Now in its 68th year, Book Week is the longest running children's festival in Australia. Each year this special week is marked with the celebration of books by Australian authors and illustrators and announcement of the Children's Book of the year. Waverley Library will be bringing all the excitement of this year's theme 'Across the Universe' to the Children's library with a galaxy full of fun from Saturday 17 – Saturday 24 August.
