ThefirstfullyearofbeingaWayneTownshipTrustee has now passed, and 2018 was an adventurousyeartosaytheleast.ThroughthecohesivenessofTheBoardofTrustees,theFiscalOfficerLauraDaley,andthededicatedstaff,wehavealotthingsgoingonandcompletedtasksaswell.ForthoseintheHeavenlyAcressubdivision,wearestillworkingongettingafinalsetofplansthataretoalleviatethestormwaterproblemsinyourneighborhood.Weareclose,theplansareinthehandsoftheCountyEngineersOfficeforreviewasofthewritingofthisreport.Wehavebeendiligenttokeepthisprojectmovingandwewillcontinuetodosountiltheworkiscompleted.Theprojecteddateofimplementation,aslongaseverythinggoeswell,shouldbelatespringorearlysummerof2019,weshall see. ThroughthekindnessofthevotersoftheTownship,afirelevywaspassedandweareveryclosetosigningadealtobuyalongawaitednewfiretruckalongwithupdatedequipmentforthedepartment.Ittakesaboutayearfromthetimeoforderingtodeliveryofanewfiretrucksoagain,ifeverythinggoeswell,weshouldseeanewfiretrucksometimearoundspringof2020.ThankstoallwhovotedforthelevyandIamsureyouwillseepositiveresultsandimprovedservicetothepeopleofourtownshipalongwithgreatersafetytoouremergencyresponders. Roadmowingin2018wasnotuptoparandwehaveimplementedanewprogramwhere,withsomenewequipment,weshouldbeontopofitthisyearwithouthiringmorestaff.Thelastpieceofoldequipmenthasbeenreadiedforauction,thenewequipmentisinplacealongwithadequatestafftokeeptheroadscleanandclearwithalittlehelpfromMotherNature.Lastyear,accordingtoHookFieldinMiddletown,wehad41.03inchesofrainaveraging3.4inches

TheBoardofZoningAppealsgainedtwonewfacesthisyear,GaryWittandDuaneHacker.JeremyFruthwasmovedfromanalternatepositiontoaregularseatontheboardandGaryandDuanewillserveasalternates.Weputoutarequestforanyinterestedpartytosubmitresumesforanyboardpositionsandwewillcontinuetoreviewboardpositionsastermsexpireandwhowillbeappointed.Ifanyoneisinterested,pleasecontactanyTrusteeformoreinformation. Internetaccessibilityfortownshipresidentshasbeenanissuethatwearetryingtoimprove.Surveysweredoneanditwasdeterminedthatsomehadgoodservice,somehadmediocre service and some had none at all. The township is slowinggettingmoreandbettercoveragebyserviceprovidersbutitwillbeawhilebeforeallhavegoodaccess.TheMidPointeLibraryinTrentonhas90hotspotdevicesforusetolibrarymembers.Currently,theyareapplyingforagrantwheretheycouldpossiblyget100orsomoredevices.Thesearedevicesyoucanusetotieintocellularsignals,createaWi-Ficonnectioninyourhomeandgainaccesstotheinternetthroughyourcomputer.Wehadacoupleoftheseunits,gavethemtopeopleofthetownshipfortestingandfoundthattheydidworkandworkedbetterthantheavailableservicetheyhaveintheirhomes.Thisisastop-gapmeasureforthosewithlittletonoserviceuntilamorepermanentsolutioncanbefound.Hopefullythiswillhelpschoolkidswiththeirhomeworkwhichwouldrequiretheuseoftheinternet.Ifyouwantmoreinformationabouttheseunitsorbecomingalibrarymember,calltheTrentonLibraryat513-988-9050. WeareandhavebeenworkingonaStateLaw(ORC519.21)dealingwithwineries,agritourism,farmmarketsandbio-deisealproduction.ThislawhascausedgreatdebatethroughoutthestateandcurrentlythereisapendinglawsuitinvolvingtheTownship.TheyeardeadlineforthislawsuitisfastapproachingsohopefullywewillhaveadecisionsoonwhichwillopenthedoorsfordiscussiononthisissueandpossiblychangesoradditionstoourZoningResolution.TheZoningCommissioniscurrently in discussions on this issue. Ibrieflywanttothankthosewhoreallykeepourtownshiprunning;namesyouusuallydonothearatourmeetings.DanielHoit,AustinYoung,andJohnCassidyarethethreepeoplewhodoalltheworkbutgetlittlerecognitionorcredit.Theyaretheoneswhomaintainourroadsinvolvingmowing,maintenanceandsnowremoval.Thatisthebulkoftheirdutiesbutthereissomuchmore.TheydoagreatjobwiththemanpowerandequipmentathandandIwanttorecognizethemfortheirhardworkanddedication.Throughgoodfiscalpractices,wewereabletoofferhealthinsurancetothesethreeindividualsthisyearenhancingtheirpersonallivesandmakingbetterroadstoretaingoodpeoplereducingturn-over.TheirworkeffortsmadeitpossiblefortheBoardofTrusteestocometothisdecision.

HellofellowWayneTownshipresidents. I hope this newsletter findsyoudoingwell. At our yearly organizationalmeeting, the Board of Trusteesmade some changes in theoperation of our Township.Weeliminated the position of Township Administrator, howeverDanielHoit isstillemployed full timeattheTownshipastheRoadSuperintendent.Also,theBoardofTrusteesnowmeetsbi-weeklyratherthanmonthly.WecontinuetopostALLmeetings“live”onFacebooksothatALLresidentshaveopportunitytowatcheachmeetingwherevertheyare,andsotheymaybekeptup to date. Meetingbi-weeklyallowsustoconductbusinessasaBoardmore easily, keeping us in line with the Ohio Sunshine Law(also known as theOpenMeetingsAct requiring all businessto be conducted in an openmeeting).We felt that meetingbi-weeklywould also help to lessen the needof a TownshipAdministrator,andkeepourresourcesmoregainfullyutilized.Many largertownshipshavefull timeadministrators,howevermost townships our size (population and employeewise) donot.ThecurrentBoardofTrustees ismorehandson in thedaily businessof the township thanbefore, thereforewe areable to take the responsibilities that were assigned to theadministrator.

TheBoardofTrusteesdecidedinourannualorganizationalmeetingfor2019tohavetworegulartrusteemeetingspermonthinsteadofjustone.Themainreasonis,thereisalottodiscuss,manythingstogetdoneandmeetingonly once a month delayed action and discussions on the issuesathandandalsoresultedinlongmeetings.For2019,wemeetthefirstandthirdMondaysofeachmonthat7:00pmintheTownshipHall.Theonlytimethiswilldifferisifanyofthosedaysfallonaholiday,usuallywewillmeettheTuesdayafteraMondayholiday.Weinviteandencouragealltocometobeapartofwhatgoesoninourtownship,theissuesathandanddecisionsmade.Weencourageparticipationfromthosewhoattend.Ifyouarenotabletoattend,youcangototheTownshipWebsiteandwatchourmeetingsonFacebookLive.Wewantourmeetingstobeopenandavailabletoallaspromisednotonlyincampaignspeechesbutalsofromdayoneofour2018seasonwiththeBoardofTrustees. Again,Iwouldliketothankthosewhohadtheconfidencetovotemeintothisposition.CampaignpromisesarebeingkepttoopenuptheBoardofTrusteestoall,notjustaselectfew.DecisionsanddiscussionsareinfrontofandopentoallsothereistruetransparencyoftheworkingsofourTownship.AccordingtothelateandgreatVinceLombardi,“Theachievementsofanorganizationaretheresultsofthecombinedeffortofeachindividual.”Youareimportanttous,soisyourinput.Pleasecomeandbeapartofourmeetings,wewouldlovetohearfromyou. We continue to look into grants, and other programs as they are available to help with Township funding and projects; however most grants are geared toward ‘extras’, and not necessarily township basic needs such as mowing, paving, ditching, etc. As you may or may not know, grants are not (typically) ‘free’ money. They often have a cost share of a percentage (usually 20-30%) and sometimes must be paid back all together over a predetermined time. While this can still be a good opportunity for a township, we as Trustees are primarily concerned with covering our basic duties first; roads maintenance, ditching, mowing, fire services and care of our cemeteries. We have limited funds to work with and must make sure we do not over encumber our budget with loans and fees that have to be paid back. For example, the Wayne Madison road project (this grant was procured and headed up by Madison Township) had total out of pocket cost of $105,000.00 toWayne township, thatis being paid in payments of $10,500.00 over 10 years. ThestormwatergrantwereceivedforHeavenlyAcresjustoutsideJacksonburghas a cost shareof10%,we still areworking toget the drawings finalized for this project so the CountyEngineersofficecanletitouttobid,andthereforeareunsureofexactlywhatourcostsharewillbeforthisproject.Howevertheoriginaltotalestimatefortheproject(madein2015)was$320,000.00.Sowiththeincreasedcostsofconstructionwork,theTownship is looking at least $32,000.00 inmatching thatgrant.Fortunately,moneyhasbeensetasidetocoverthiscost,andwewilllikelybeabletodosomeoftheworkinhouse,asan‘inkind’contribution.Grantsareagreatthing,andcanbeofhelptotheTownship,buttheyarenotfreemoneytypically,especiallythelargerones. We are working to make sure that the Heavenly Acresprojectiscompleted,andarehopefultocompletethisprojectin2019.Thegranttohelpfundthisprojectwasawardedin2015,andforonereasonoranothertheprojecthadstalledandwasnotmovingforward.Overthelastseveralmonthsandseveralmeetingswehavegottenthewheelsmovingagain,andasofourBoardmeeting2/19,theplansarebeingreviewedbytheCountyEngineersofficeforfinalapproval.TheCountywillthenletthisprojectouttobid,andwehopetoseeitcompletedthisfall. Anotherdrainageprojectwearelookingintoistheditch/drainage issuesnoCottonRunRd. justnorthofStateRoute744.Thishasbeenanissueformanyyears.Lastspring,DanielHoit and I spent an afternoon walking the road during andafter a heavy rainwhile the ditchwas still full, notingwherethe water was flowing and not flowing. It appeared severaldriveway culverts are “high” in elevation and some points intheditchare“high”inelevation.WealsonotedthattheculvertunderCottonRunRdat StateRoute744has ahole in it, isdeteriorating. ODOT (Ohio Department of Transportation)hasbeencontactedregardingthisculvert,asitisalongaStateRoutetheculvertbelongstoODOTandistheirresponsibility.Theculvertisscheduled(perODOT)tobereplacedin2019.Wearegoingtosurveytheditchlinewithatransitthisspringmakingnoteofdirectionof fallofelevation intheditch,highspots and low spots in the ditch, and which driveway culverts

Hello Wayne Township. As I sit writing this articlewe justcameoffof a snowand ice storm but we can’thelpbutthinkaboutwarmerweather being right aroundthe corner. This winter has kept the Road Crew activewithsnoweventsthathaven’tbeenseen inawhile for thisarea.Rangingfrom9inchesofsnowinonedaytoapolarvortexkeepingthewindchillinthenegatives,yourWayneTownshipRoadCrewhasbeendedicatedtokeepingtheTownshipRoadssafe.Thiswinter, just like all the years in the past,WayneTownship joinedwiththeButlerCountyEngineer’sOfficeandothermunicipalitiesto create a large collaborative for salt contract, to get salt at alowerprice.Throughthiscollaboration,CargilwasawardedtheSaltContractat$62.98aton.ToDate,wehaveused200tonsofsalt.Weappreciateallthecomplimentsandkindwordsfromresidents,helpsmakethejobevenbetter! Butasweputthesnowplowsaway,wevampupforsummerprojects. Some larger projects that will be happening this yearinclude new striping on Oxford- Middletown Road (BetweenJacksonburgandSt.Rt.503)andpavingonTolbertRoad(BetweenCottonRunandSt.Rt.503).WewillalsobefocusingonCrackFillingandDurapatchingtokeepalltheotherroadsintopshapeforourbusytravelers. Alsowithspringcomesgrassgrowing!WayneTownshipjustsoldoffourtwo2005GrasshopperZeroTurnmowersandpurchasedtwo2018KubotaZeroTurnmowers.Thesemowerswillbeusedtomowall4cemeteriesand5propertiesownedbythetownship.YouwillalsoseeusalongtheRoadswiththelargertractorsmowingtheditches.Pleasegivethetractorsomeroomtoworkandbecautiouswhengoingaround. They have been busy this wintermaintaining equipment and performingrepairs as needed in between plowingsnowandsalting.Ihavebeenaskedmanytimes about theold class pictures fromWayneSchool.Theywereremovedforpaintingacoupleyearsagoandnotrehung.Wehaverepairedandreplacedtheframesasneeded,andtheyarehangingintheTownshiphall,inorderbyyear.TheTrusteeplaque sign (has the names of all Trustees that have servedWayneTownship)isbeingreworkedtoallowformorespace.Thesamebrasstagswillbeused,justalargerformatallowingformorenames,asweranoutofspaceacoupleyearsago.IfeelstronglythatWayneTownshiphistorybemaintainedandIamproudtoseethosepictureshangingintheirrightfulplaceagain. Wecontinuetoresearchwhatcanbedonetobringhighspeed internet to Wayne Township. Some areas have service andmany do not. Cincinnati Bell is aware of the issue, andis buildingfiberoptic lines in their service area(s)ofWayneTownship.ButlerRuralElectricCooperativeisinthebeginning
stagesofhelpingtogethigh-speedinternettoallofitsmembers,andisintalkswithCincinnatiBellaboutworkingtogetheronthisissue.ButlerRuralElectricislookingintograntsandloansthat may be available to help with the cost of building thisinfrastructure, as the cost is significant. ButlerRural Electricsaysaboutonehalfoftheirmembership/customershavehighspeed internet and theother half does not; so they see the
needandarelookingtohelp. One other topic I’d like to cover ispavingofourroads.Thelastseveralyearsit has been difficult to cover the cost ofpaving roads for all Townships, not justWayne. In2017wehadStubbsRoadandportion of ShurzRoad chip sealed. Iwasdisappointedinthequalityofthejobthatwas done and voiced my concerns to the
CountyEngineersoffice.Thecontractormade‘repairs’totheproject and these repairs were enough to meet the ODOTstandards.Istillwasnotimpressedwiththefinalproduct.Chipsealingisnotthebestroadsurfaceavailable,butisoftenmoreeconomicalthanasphaltpaving.TheBoardofWayneTownshipTrustees is looking into letting out to bid asphalt paving ofTolbert Road from State Route 503 toWayne’s Trace Roadourselves.AfewconversationswithotherTownshipsinothercountieshasledustolookintolettingourpavingbidsourselves;as in the pastmost all of our paving contractswere handledthrough the County Engineers office.We are hopeful to getWayneTownshipbacktoasphaltpavingsoon. Iwould like to thank the voters forpassing our fire levy back in November.This increased levy will help us to update some equipment and increase trainingopportunities. We will not receive the
increasedbudgetuntil2020soyouwon’tseeanychangesuntilthen. On April 27th the Wayne Township Trustees, Road Crew, FireDepartmentandLifeSquadwillbehostingtheannualWayneTownshipLitterOutingtocleantownshiproadsides.Soanyclub,grouporindividualsthatwouldliketohelpout,pleasecontactustogetsignedup.ThiseventisagreatwaytohelpbeautifyWayneTownshipandagreatcommunityprojectforclubsandgroups.
