At the October 5, 2015 special work session, the school board asked the superintendent to do the following for the October 26 work session: •  Respond to some of the questions that arose at the work session and/

or in other venues.

•  Consider refinements to the existing scenarios and/or consider other scenarios in response to the community, staff, and school board feedback received.

Early & Late Elementary Schools

Stacey Lackner, Director of Research and Evaluation Comparison and Analysis of Academic Achievement (Revised) Interpretation of Results: 1.  There were observed differences in the effect size of the late start time across

years in both subjects. In some years, the difference favored the late start and in other years the difference favored the early start.

2.  The effect sizes ranged from -0.47 to 0.15 in Reading and -0.37 to 0.21 in Mathematics. (Effect sizes less than 0.4 are considered small in terms of educational impact --- Hattie, Visible Learning, 2009). The only effect size that was not small was the effect of late start time on Reading MCA scores in 2010. In this case there was a negative effect of late start time (-0.47).

3.  For all six years and in both subjects, the effect sizes were small, which indicates that there was little to no effect of school start time on elementary student achievement.

Early & Late Elementary Schools

Stacey Lackner, Director of Research and Evaluation Comparison and Analysis of Academic Achievement (Revised) Limitations: 1.  Because there are five late start and only two early start schools,

there are almost 2-3 times as many students in the late start schools than the early start schools in the analysis. Thus, within-building differences will have less of an effect for late start schools than for early start schools.

2.  MCA tests are only given in grades 3-5. Therefore, the achievement of students in grades K-2 is not included in this analysis, which accounts for approximately half of the population in each building.

The challenges and possible solutions, etc. included for high school and middle school sports/activities are mostly written from the context of both of these levels dismissing later in the day and considerations to accommodate for any such a change.

Challenge:

Middle School and High School games start as early as 4 PM. At the high school,

depending on the sport, this could affect 9th grade, Sophomore, JV and Varsity teams.

Possible Solution:

MS athletes may have to be dismissed at 3 PM to catch a bus. MS students could miss

one hour of class at the end of the school. This could occur an average of once per

week. HS Athletes may have to be dismissed at 2:20 PM to catch a bus. HS students

could miss 50 minutes of class at the end of the school day. This could occur an

average of once per week.

Challenge:

MS and HS coaches may need to be provided a substitute teacher to cover their classes

when they are dismissed early to ride the bus with their athletes.

Solution:

Best: MS Principals consider giving MS coaches last hour prep when appropriate. HS

Athletic Director will work with HS Administration to schedule coaches for 4th block prep.

Other: Consider increasing athletic/activities budget to cover additional use of substitute

teachers at the middle and high school level.

Solution: Community Education would need to notify all facility users of a later start time. Facility agreements may have to be renegotiated with users/groups to accommodate later practice

times. Questions: CMS Dome- May need to renegotiate start time to 6 PM?

City of Plymouth – May need to renegotiate joint powers use agreements?

•  Wayzata Country Club – free use of course but have limited range, putting green and course use. Practice time will be shortened because members golfing /late afternoon early evening.

•  Orono Gun Club – practice time is limited to a 5 PM end time. Cannot extend time.

•  Elm Creek Softball/Soccer Fields – practice time is limited to a 6 PM end time.

•  F. Elm Creek Softball/Soccer Fields Best: Contract may need to be renegotiated so field use can be extended to 7 PM.

Question: Will the additional facilities being constructed at the high

school help alleviate the practice and game schedules at WHS?

Although it is difficult to predict the impact until the new facilities

are functional, it is possible that the facilities will help the district

improve the timeframes within which practices and perhaps contests

can be scheduled.

Thoughts from the three Middle School Activities Directors: •  Best to keep the middle schools on the same schedule because of game

schedules with other Wayzata school teams, participants in high school programs, and wrestling is combined with all three schools.

•  Game workers for keeping book, running the clock, supervision during events, etc. may be more challenging given the later time.

•  Activity bus important; need to keep the afternoon bus and could there ever be one in the morning?

•  Challenge exists with Intramural Activities and how to encourage and maintain participation.

Student Pick-Up Times Original Research Aligned Scenario

Below are the numbers for those who would be picked up before 7:00 for the Research Aligned Scenario.  These numbers are as if we just picked up current routes and moved the times.  This is a snap shot of what we have today in terms of length of ride.  This number can be reduced a bit by fine tuning and rerouting the buses with the goal of meeting a time mark.  

•  Students on before 6:50am 20  0.3% •  Students on before 7:00am   941 26.5%

These numbers include Kimberly Lane, Gleason Lake, Plymouth Creek, Greenwood, Oakwood.  Because Meadow Ridge was formed by these schools it would include Meadow Ridge also.

Here is a minute by minute break down of current pickup times for Oakwood and Greenwood.  A total of 0.75 % of students (11) get picked up before 7:00 am.

Drop Time for High School Students

The drop time for the high school in each scenario is based on 2 things.

•  How long it takes to get in and out of the high school in the AM due to student and

parent traffic.

•  How much time is needed to get to the next tier of schools.  There may be

differences between the various scenarios, but the changes would be based on the

items listed above.

Miscellaneous Transportation Questions/Information

Why so many near-empty high school buses?

•  Regarding why so many high school buses seem to be empty. Some buses are near

capacity in the densely populated areas of the school district. Many of the high

school buses are “near empty” because of the goal to keep the routes to about 45

minutes. With relatively low ridership numbers for the high school, not many

students are picked up.  In some districts, the high school and middle school

students can be assigned to the same buses but in Wayzata this would be very

difficult due to the location of the schools.

1.  Each year we get about 200-300 requests to change bus stop locations and we evaluate the changes based on location, lighting, safety, traffic and so on.

2.  What happens to school schedules in the event of Universal Four Year Old programming being implemented and we need a 9th elementary school?

3.  Could we add WiFi to our buses so students can make use of their commute time to work on homework?

4.  Did we explore having high school and elementary school students riding together?

5.  Could we make use of the Metro Transit System to help us streamline our transportation system and achieve operational excellence? Does the Metro Link have routes that go by neighborhoods? Do they have capacity for 1500 students at a similar time?

1.  Wayzata is somewhat unique from a traffic flow pattern, takes a long

time to drive across the district as North-South roads are a challenge.

2.  Wayzata-Single large high school with a larger “full school district route.”

3.  Two of Wayzata’s middle schools transport students twice as far as one of

the middle schools in Minnetonka. The district’s third middle school

transports students from 50% further away than the other Minnetonka

middle school.
