WestCarlingAssociation(WCA)willmarkCanada’s150thanniversaryofConfederationatourannualpicnicandregattaonAugust5thandcelebrateourwonderfulcountryandthisgorgeousGeorgianBayshorethatweenjoy.Hereareafewhistoricalhighlightsextractedfromourwebsite(http://www.westcarling.com/)archive.Thankstoourwebmaster,MarcCooper.The‘CarlingCottagers’Association’(CCA)wasformedin1921,thoughdetailsofitsactivitiesdidnotsurvive.,anditlaydormantuntil1977.1977Thewake-upcallcamewhenanewmunicipalityontheeasternshoreofGeorgianBaywasproposed.CCAdirectorsWm.Latimer,PeterPerryandNyleDiefenbacheronJanuary3,1977putoutapetitiontotheshorelineresidentswiththefollowingwording:“WeendorsetheprincipleofincludingthewesternportionofCarlingTownshipinone30,000IslandsBayshoremunicipalitytoincludetheSansSouciandPointeauBarilareas.Pleasesignandsubmit.”1978TheCarlingCottagersAssociationwasrevivedwithaboardofDirectorsincluding:President,BillDavisofSandBay,VP,DickJolliffe(MarcCooper’sGrandad),Secretary/Treasurer,NetaPinnell,andGBARep.BillLatimer.Anewname:“TheWestCarlingAssociation”wasproposedandadopted.TheTownshipoftheArchipelagowasabouttobeformed,extendingfromParrySoundsouthtoTwelveMileBay,andalsofromCarlingTownshipnorthtoShawanaga.“SIPO”,theShorelineandIslandPropertyOwners,expresseddeepfearsthattheTownshipoftheArchipelagowouldswallow-uplittleCarlingTownship,asthiscartoonsuggests.IntheeventCarlingTownshipsurvivedandflourishestoday.

1979WCAstartedawatertestingprogramspearheadedbyBillLatimertotakewaterqualityseriously,ensurethatpeopledonotconsumerawlakewater,andprovideguidelinesonwatertreatment.Thiseventuallyresultedinawatersamplingandtestingprogram.BillDavisofSandBayprovidedthefirstofmanyfisheriesreportswhichcontinuedforyears.WCAtooktheactivitiesofCarlingTownshipseriouslyatalltimesandespeciallyduringmunicipalelectionyears.FranklynIslandCampingissuesbecameanareaofconcernandstewardshipforWCA,andcontinuestobesotoday.1988Springnewslettercarriedthis:OneManVersusOttawaCongratulationstoPeterPerry,amemberofourAssociationwho,overthepastyearandahalfwagedaone-manletter-writingcampaignagainstthetastelesschoiceoflocationfortheCoastGuard’ssignatthesouthofSnugIsland.TheOttawabureaucratresponsiblehasfinallyagreedthatthesignistobere-locatedwhereitwillnolongerrepresentablotonthelandscapeatthisfamousbeauty-spot.ThanksPeterMuskokacottagepricessoar.DeterioratingQualityofLakeWaterforDrinking1989WaterLevelsplungedto176meterswheretheywouldhoveruntil2013ALogohasbeenadopted–wind-sweptpines.DickJollifferetiresaspresidentACottagePollutionAbatementProgramwasstarted1994WCAEditorMoiraHoogeveenadoptedan8.5inchby5.5-inchpapernewsletterformat.

ByBruceDavidsonTherelativeyouthofCanadaisnowherebetterillustratedthanbydelvingintotheearlydaysofParrySound.In1867theTownwasscarcelyevenasettlement.MaybenotsoastonishingwhenonerealisesthatthenewlybornCanadaconsistedofonlyfourprovincesintheeastandnothingbeyondOntariotothewest.Itwasn’tuntil1869thatCanadapurchasedthevasttractoflandextendingallthewaytothePacificOceanheldbytheHudson’sBayCompany,knownasRupert’sLandforthesumofL300,000pluslandconsiderations.Imagine:manyCanadianshavebeenaroundformorethanhalfthetimeCanadahasbeenaNation!Inthiscontext,wecanbetterappreciatethefactthatwithnoroadsintotheswampy,rockyCanadianshieldofcentralUpperCanada,whatwastobecomeParrySoundwaslargelyinaccessibletoallbutthevoyageursandtrappersofthetime.Theturningpointofdevelopment,ascertainlymusthavebeenintendedwasthecompletionin1855oftheCanadianNorthernRailroadlinkingTorontoandCollingwood.WithCollingwoodnowthefocusofwesterndevelopmentforUpperCanada,shippingprovidedaccesstotheeasternshoresofGeorgianBay,albeitinthefaceofsomeofthegreatestnumberofunchartedrocksandshoalsontheplanet.(ThehugenumberofshipslostinthoseearlyyearsbegattheconstructionoflighthousesupanddowntheGeorgianBayinthelate1800’s)SignificantlytheyearfollowingthecompletionoftherailroadayoungsurveyornamedWilliamGibsonarrivedinParrySoundand,recognisingthepotentialoftheunlimitedpineforestsstretchingtothehorizon,appliedforatimberlimitanderectedasawmillatthemouthoftheSeguinRiver.In1863businessmanWilliamBeattyandhistwosonsWilliamandJames,saileduptothemouthoftheFrenchRiverinsearchoftimberlimits.Asonestorygoes,astormdrovethemtoseekshelterinParrySoundwhereupontheyheardthattheGibsontimberlimitswereforsale.TheresultwasthatJamesandWilliamBeattyboughtthe‘ParrySoundEstate’fromtheGibsons.TheestateconsistedofasmallmilltakingitspowerfromthelowerfallsoftheSeguinRiver,afewcabinsandafifty-square-miletimberlimit.(TheBeattysalsoboughtthelandwheretheTownofParrySoundnowstandsandonMay14,1867bought2,200acresatthemouthoftheSeguinRiverfor$439.)Perhapsit’ssurprisingthattheBeattysdidn’tchangethetownnametoBeattytownwhenConfederationoccurredjustsixweekslater.TheBeattypartnershipwasorganizedthroughtheJ.andW.BeattyCompanyin1865.TheBeattyprominencebecamesolargeinParrySoundthatWilliambecameknownasthe“Governor”.Inthedeedofeverybuildinghesubsequentlysoldheinsertedaclauseprohibitingthesaleofliquor.(The“BeattyCovenant”remainedineffectuntil1948.)BeattyhadthesiteoftheTownofParrySoundsurveyedin1869andbuiltastore,gristmill,achurch,ashinglemillandroadslinkinghissettlementtoothersintheregion.The‘Governor’,firmlyincontrolsetaboutcreatingaMethodistUtopiainsubsequentyearsrelegatingCatholicsanddrinkerstothesouthshoreoftheSeguinRiver.

OfparticularinteresttoWestCarlingmembers,BeattywassokeentoimproveaccesstohistownfromGeorgianBaythatheagreedtopayhalfthecostofconstructingalighthouseintheMinkIslandsifthegovernmentwouldpaytherest.Notsurprisingly,JandWBettywassubsequentlycontractedtobuildtheoriginallighthouseonMinkIsland,whichwasplacedinoperationonNovember3,1870.Almostimmediatelythisstructurewasdeemedinadequateandtoofarawayfromthemainshippingchannel.ItwasreplacedbyanoctagonalstructureonnearbyRedRockIslandin1881.Alas,theengineersofthetimefailedtoadequatelyconsiderthatduringpowerfulstormstheragingseascouldbreakrightovertheentirestructure.Soin1884thewoodencribsofthebasewerereplacedbyasteelcylinder12‘talland45’indiameter.Therivetedsteelplatesofthenewbasewerethenfilledwithstonemasonryandcement.Finally,in1912a57’tallcylindricaltowerbuiltofreinforcedconcretewaserectedonthissolidbase.Uglymaybe,sturdyforsure,RedRockLighthousehousedlegendarykeeperAdamBrownfor40yearsandstandstodayasaCarlinglegacy.
