BHOPAL: In order to increase gross enrolment
ratio (GER) in colleges, higher education department is
planning to construct model colleges in each district of
the state, sources said. At the national level, GER is 19%,
while in MP it is 16%. Sources said model colleges will
be equipped with various facilities. "Students prefer pri-
vate colleges after completing their schooling. They feel
private colleges afford better facilities and study atmos-
phere. Model colleges will attract a large number of
students," sources said. Sources added that separate
rooms will be allotted for gyms and indoor games, and
to run national service scheme and the national cadet
corps programme.
"Furthermore, special provisions will be made
for outdoor sporting activities. These colleges will
also include a modern canteen, top-quality furniture
and a botanical garden," sources said. Other facili-
ties such as teachers' training sessions, additional
language classes, and separate classes for aspi-
rants of PSC and banking will be a regular feature
at model colleges. "It would be ensured that 200
academic classes should be held through 200
days, excluding holidays.
One NCC officer and two sports officers will
be a part of model colleges," sources said.
Seminars on latest developments, 75% compulso-
ry attendance, and public participation through
college-development committees will be some of the
facets of model colleges.
Cabinet endorses amendment toUniversity Act for improvement inhigher educations quality
The cabinet has endorsed draft amendment Bill
of Madhya Pradesh University Act 1973 for improvement
in quality of higher education in the state. The cabinet
meeting was chaired by Chief Minister Shivraj Singh
Chouhan. The amendment bill proposes ensuring trans-
parency in work management, enhancing role of district
administration and academics in the working commit-
tee. Now, working committee can undertake quality
reforms through educationists experience. Besides,
selection committee for teaching posts has been recon-
stituted. As a result, selection process will be expedited.

Pranab Mukherjee administered the oath
of office and secrecy to Modi and his cabi-
net colleagues in the colourful ceremony.
This is the youngest cabinet in terms of
average age with just two ministers above
70 and two cabinet ministers under 50.
The average age of Modi cabinet is much
less than the earlier NDA as also the UPA1and UPA2.
Despite enjoying absolute majority in
the Lok Sabha, Modi decided to reward
significant pre-poll allies including a
member each from Shromani Akali Dal,
Telugu Desam Party (TDP), Shiv Sena and
Lok Janshakti Party (LJP).
For the first time, the union cabinet
would have more than one-fourth female
members. But some of the prominent lead-
ers lost out as 75 years was decided to be
the cut-off date. Those losing on this count
included LK Advani, Murli Manohar Joshi,
Gen BC Khanduri and Dr CP Thakur. The
decision to have Sushma Swaraj sworn in
right after Rajnath also indicated that
Modi decided to be shrewd with his bitter
rival within the party. Meanwhile, the first
Union Cabinet meeting held under the
leadership of Narendra Modi appointed a
special investigation team, to be headed
by former Supreme Court Justice M.B.
Shah, to unearth black money as per the
order of the Supreme Court.

land without approval
After Congress rivalry over distribution of
tickets for Lok Sabha polls spilled onto the
streets, a new row has erupted in the main
opposition party in Chhattisgarh, this time
over appointment of party office-bearers at dis-
trict level. State Congress president Bhupesh
Baghel and party veteran and AICC treasurer
Motilal Vora's supporters are at loggerheads,
after PCC chief cancelled party appointmentsin Durg district, home town of both the leaders,
citing it was not done in consultation with state
party unit.
Congress legislator Arun Vora, son of AICC
treasurer Motilal Vora said cancellation of
party appointments would demoralize dedicat-
ed Congressmen. He said all appointments
were made after taking senior leaders into con-
fidence and it was forwarded to the PCC for
approval.Party sources said Vora supporters
have complained to the high command that
PCC chief was acting in an authoritarian man-
ner, ever since he took charge. .
"There is no groupism in Congress.
Cancellation of party appointments is a deci-
sion taken by the state party chief, hence I
cannot comment," said Durg district (rural)
Congress president Dhanaram Sahu.
However, Congress insiders said everything
was not well between PCC chief and seniorleader Motilal Vora's supporters, ever since
the former removed state Congress general
secretary Subhash Sharma and secretary
Amit Pande, staunch supporters of party vet-
eran, from their post. Since then, both the
groups are at loggerheads. PCC chief Bhupesh
Baghel, however quipped, "There is only one
group in Congress -led by party chief Sonia
Gandhi and Rahul Gandhi." Insiders also
alleged that PCC chief was trying to push his
"OBC agenda" within the state Congress with
an aim to marginalize others. They pointed
out that this was reflected during distribution
of tickets for Lok Sabha elections. Initially,
Congress named an OBC candidate Chaaya
Verma, a former Raipur zila panchayat presi-
dent, as its candidate from Raipur constituen-
cy, but later replaced her with sitting MLA
and senior leader Satyanarayan Sharma.
Later, Congress rolled back its decision withan announcement that Ms Verma would be
the candidate.
After PCC chief went public saying that
Sharma had expressed his unwillingness to
contest, Satyanarayan Sharma's supporters
broke chairs and threw eggs at PCC office,
protesting against state Congress chief.
Subsequently, Congress nominated Sharma to
contest for the Raipur seat.

Forest land measuring 835.616
hectares is being used for mining
purposes by public sector under-
takings (PSUs) in Chhattisgarh
without approval of Union govern-
ment. A review report of
Chhattisgarh State
Compensatory, Afforestation,
Management and Planning
Authority (CAMPA) by CAG,
reveals that PSUs have been min-
ing on forest land even after their
in-principle approval lapsed seven
years ago.
The report states that despite
availability of non-forest land for
compensatory afforestation (CA)
in state, certificates of non-avail-
ability of non-forest land weregiven and CA was done in degrad-
ed forest area. The report also
reveals that forest land measuring
77.500 hectares was used for
development of an eco tourism
centre by state government in vio-
lation of Forest Conservation (FC)
Act. CAMPA unauthorisedly spent
Rs 12.31 crore on purchase of vehi-
cles, infrastructure and other eco-
tourism activities in contravention
to guidelines and instructions of
Centre.
"Selection of sites despite plan-
tation in previous years, selection
of wrong species and payment at
higher rates in the scheme of spe-
cial species plantation under
CAMPA led to irregular/doubt-
ful/excess expenditure amounting
to Rs 1.07 crore," the report
revealed. It also states that non
implementation of hariyali prasar
yojana as per guidelines resulted
in high mortality of 71% to 90% of
plants and unfruitful expenditure
of Rs 82.89 lakh. Meanwhile, an
audit of taxes on vehicles revealed
that inaction by RTO, Raipur, to
adopt a proper mechanism regard-
ing remittance, realisation and
reconciliation of demand drafts
resulted in embezzlement of gov-
ernment revenue of Rs 1.31 lakh.
The report states that there was
was non/short levy of trade fee of
Rs 1.60 crore in six tansport
offices.
Due to non-issue of notice of
demand for recovery of tax from
defaulting vehicle owners, there
was non-realisation of tax
amounting to Rs 1.73 crore in
seven transport offices.

to enhance the assistance
amount at the meeting. Formal
orders will be issued soon.
As per revision, now very nec-
essary goods will be purchased
under Mukhyamantri
Kanyadan-Nikah Yojana only
through purchase committee.
These materials will include
Mangalsutra, Bichhiya, anklets
and 11 household utensils worth
about Rs. 5 thousand. Amount to
the tune of 7 thousand will be
transferred in lump sum in
brides bank account directly
through e-banking for other
material like furniture, LPG
connection, pressure cooker, ironbed, quilt-mattress, clothes etc.
Bride will purchase things of her
choice using this amount. In this
way, complaints like receipt of
less or poor quality material will
be eradicated.
Under the scheme, now Rs.
10 thousand will be deposited in
beneficiary girls fixed deposit
for 5 years. Organiser of mass
marriage will be provided Rs. 3

Turn development into mass movementIn an emotional appeal, the Chief Minister said that officers should put in
all their expertise to make Madhya Pradesh a golden state. He said that hewill not rest even for a day. Officers should also do the same. They should
work with promptness and do not hesitate in taking decisions. The Chief
Minister said that he stands by officers in decisions taken in right earnest.
He said that development should be turned into a mass movement. Masses
should be associated with programmes like School Chalen Hum Abhiyan,
Paani Roko, Hariyali Mahotsav, Beti Bachao Abhiyan etc. They should also
pay special attention to state governments ambitious schemes including
Mukhyamantri Swarozgar Yojana, Tirth-Darshan Yojana, Nikah-Vivah,
Ladli Laxmi, Mukhyamantri Helpline, Mazdoor Suraksha Yojana and other
poor-centric schemes. They should also ensure that benefits percolate down
to the lowest levels.
Krishi Mahotsavs to be beldKrishi Mahotsavs will be held in all districts during September-October.
Chief Minister will take part in these events. He said that states agriculture
growth rate has to be maintained. At these events, agriculture scientists and
senior officers of Agriculture Department will give consultation and informa-
tions to farmers.

More than 2,000 senior citizens,
former employees of Bhilai
Refractory Plant (BRP) are run-
ning from pillar to post to revive
their medical facilities. BRP was
later rechristened as BhilaiRefractory Limited (BRL) and the
company was merged with Steel
Authority of India (SAIL) in 2009.
While Bhilai Steel Plant (BSP), a
unit of SAIL, has a number of hos-
pitals under its control in the steel
city, the public sector giant has not
responded to the demand of former
employees to restore their medical
facilities over the years.
Various representations, made
by the ex-employees and their fam-
ilies, to the steel ministry, SAIL
and Bhilai Steel Plant (BSP)
authorities have fallen on deaf
ears. BRL ex-officers association
president CP Gandhi told TOI that
it has been clearly mentioned in
the Gazette notification, issued by
Government of India, that while
taking over the company, steel
ministry should take appropriate
steps to take special care and pro-
tect interests of its ex-employees.
"Mostly all are senior citizens.
Our only demand is that our med-
ical facilities be restored. All retired
employees and their families in
SAIL and BSP are getting medical
facilities," he said adding that the
ministry has consistently over-
looked their plight. Gandhi said
that earlier, BRL employees used to
get all facilities, including subsi-
dized housing and free medical
treatment in SAIL hospitals and
expenditure on this was adjusted
by SAIL/BSP from the running sup-
ply bills raised by BRL on
SAIL/BSP. Free medical treatment
was also extended to erstwhile
BRP's superannuated employees.
This free medical treatment cameabout following a tripartite agree-
ment between the management of
BRP, worker's union and assistant
labour commissioner, Raipur.
"Thereafter, BRL management
decided to discontinue such free
treatment at the SAIL/BSP hospi-
tals and it was shifted to Chandulal
Chandrakar Memorial Hospital,
Bhilai," Gandhi said.
In the beginning it was a com-
prehensive medical facility but
later it was gradually confined to
OPD consultations, Gandhi said.
"Number of representations have
been made to the authorities con-
cerned but to no avail," he added.
Local officials of SAIL/BSP refused
to comment saying its for the min-
istry to take a decision.
To preserve and conserve the rivers
of Chhattisgarh, state government has
geared up to begin a special drive of
intensive plantation and construction
of embankments on the banks of
Kharun River. A special campaign will
be launched to clean the river at every
one kilometer. It has been decided that
the action plan would be implementedafter it is approved by the gram sabhas.
Total expenditure on this entire cam-
paign is estimated to be of Rs 200-300
crore, a government press release said.
Officials informed that on the ini-
tial survey of water resource depart-
ment, conservation-related work would
be done at every one kilometre in each
of the 120 villages on the riverbanks ofKharun. Besides, one kilometre road
would be constructed in each village.
Plants of nearly 5,000 different species
will be planted on the riverbanks in
each of the villages.
Collectors and department officials
of concerned districts have been
instructed to initiate the construction
and plantation work under conver-gence category combining MNREGA
and other departmental schemes. The
plantation work is expected to start
after the monsoon sets in the area. The
gram sabhas and the forest department
will be given the responsibility to look
after the plantations and ensure their
survival.

Chouhan held a video-confer-encing with division and district
level administrative officers and
senior police officers today. He said
that officers should see official
Facebook and Twitter accounts of
the Chief Minister and act accord-
ingly in the interest of people. He
informed that official Twitter-
Facebook account and Twitter-
Facebook account in his name will
be separate.
Law and order above allChouhan said that law and order
is above all. Administrative andpolice officers should work in tan-
dem. He congratulated officers for
conducting recent elections peace-
fully and impartially. Referring to
major criminal incidents including
chain snatching in major cities, the
Chief Minister exhorted to them to
keep strict control over criminals
and not to spare anyone. Police
should be so strict that no new gang
come up. Other states criminals
should not be allowed to come to the
state. Entire police force should be
seen patrolling with zest. No one
will be allowed to vitiate law and
order situation. Preventive action
against criminals should not be con-
fined to elections only but should
continue. Chouhan directed that
dialogue should be maintained with
public representatives.
Distribute relief within 2 daysChief Minister Chouhan direct-
ed collectors of the districts where
relief has not been distributed to
rain and hailstorm affected farmers
by prescribed date May 10, to give
explanation in writing. He said that
this amount should be distributed
within next 2 days. It was informed
that 85 percent amount has been
distributed.
Pre-assessmentChouhan directed that pre-
assessment should be made about
situation on the basis of past expe-
riences. A mechanism should be
evolved through which every
desired information can be received
easily.
Zero tolerance against corruption
The Chief Minister said that hewill re-start process of surprise
inspections in the state. Collectors
and Commissioners will also
inspect major development works.
No compromise should be made
with quality. Common peoples
works should be done easily with-
out any exchange of money. They
should be given respect when they
reach offices for their works. He re-
iterated that policy of zero tolerance
against corruption should be fol-
lowed strictly. It is responsibility of
all concerned to ensure clean
administration and corruption-free
government. The prima facieresponsibility lies with
Commissioners, Collectors, IGs,
SPs and other senior officers.
Senior officers should freely exer-
cise their powers against corrup-
tion. Chouhan directed to ensure
effective implementation of Public
Service Delivery Guarantee Act. He
said that Jan-Sunwai should not
remain a mere formality and should
pave way for solving peoples prob-
lems.

directly in farmers bank accountsIt was informed during video-
conferencing that 66 lakh MT
wheat has been procured on sup-
port price in the state this year so
far. Referring to farmers facing
problems in getting payment in
some places, the Chief Minister said
that amounts payable to farmers
must be transferred in the bank
accounts compulsorily by May 31.
Procurement is to be made by May
25. On concerning collectors
reports, procurement date will be
extended in the districts where
crops ripen late.
Investment key to employmentThe Chief Minister said that
investment is the key to employ-
ment. Essence and objective of
Mukhyamantri Swarozgar Yojana is
to make maximum number of
youths entrepreneurs. In future,
upto Rs. one crore will be provided
to youths under this scheme.
Chouhan directed that instead of
traditional way of opening shops,
youths should be motivated towards
technical skill-based industries.
Whenever collectors visits field
areas, they must inspect industrial
training centres. He said that offi-
cers of the districts having per-
formed excellently under the
scheme will be given letters of com-
mendation signed by the Chief
Minister.

ot much of a time has
passed since the over-
confident AAP faced a
huge debacle in the
just concluded Lok
Sabha polls. The party is already
seeing its founding members and
volunte ers rising up in revolt
against the alleged undemocratic
and authoritarian practices running
in the party.
Just after the embarrassing loss
in general elections, party volun-
teers sought answers about the
functioning within the party. Some
volunteers were seen holding plac-
ards with messages in one of the
demonstrations "Who will own the
responsibility of defeat (in the Lok
Sabha Elections)?" at the meeting.
Although, senior party members
tried to pacify the dissent claiming
due to lack of adequate resources
the communication has been lack-
ing inside the unit, but not all of the
volunteers seemed satisfied. If it
was not all the latest to join the list
of dissidents is former journalist
and founding AAP member Shazia
Ilmi. The AAP leader has resigned
from the party citing lack of inner
party democracy.
AAP needs to reinvent itself.
It needs to change its strategy. The
party has made several mistakes,"
she told. And, if you think its all,
think again as we have another rebel
revolting in hushed voices against
the party leadership over lack of
support during his election cam-
paign in Amethi, where he lost the
contest badly to Congress scion
Rahul Gandhi. At least, Kumar
could manage to hand pick a Lok
Sabha seat for himself, Ilmi was
forced to contest from Ghaziabad
constituency, after losing out to
new entrants such as Ashish
Khetan and Ashutosh for ticket to
either of the Delhi seats.
Binny, a rebel leader who was
ousted from party ranks had a view
on whole issue: Shazia's unhappi-
ness with the party is justified
because the top leadership of the
party is very dictatorial and anar-
chic, and is forcing its decisions on
the party members. Shazia Ilmi had
no relation with Ghaziabad yet she
was given ticket from that con-
stituency. Even when she was con-
testing the Assembly elections, she
was made to fight from such a place
where she had very less chances of
winning.
However, its not the first time
party is facing such voices of dissi-
dence creeping up, as in the past
many leaders like Vinod Kumar
Binny, Ashwini Upadhyay and oth-
ers criticised the party.
But, this time around, party is
in real crisis post debacle in the par-
liamentary polls and convenor
behind bars. Ultimately, a party that
began with a promise to clean the
incumbent system needs serious
thinking on how it should run its
daily affairs of course in a more
democratic way.

Is it end of Aam Aadmi Party?
Time to look beyond
Gandhis for Congressinally, the voices of dissi-
dents are out in open. The
Congress won only 44 seats
in the 16th Lok Sabha
Elections this year, barely one-fifth
its 2009 tally of 206. Rahul Gandhi,the family scion, has been taken up
for the attack. There are complaints
in the party that a crucial responsi-
bility such as the Congress's cam-
paign for the Lok Sabha election
should have been entrusted to vet-
eran politicians with a finger on the
pulse of the nation instead of those
who are unaware of the ground
reality.
Those advising the Congress top
brass had neither an electoral expe-
rience nor any grassroots connect.
Party insiders say that some from
the Rahuls coterie were put incharge of important departments
and held key positions. This whole
group of people did not listen to
what party cadres and MPs were
saying. And the worst followed.
Although everyone was always
ready for imminent defeat, some-
thing on this scale must not have
been expected even in the wildest of
dreams. Congress needs a complete
revamp of organizational structure.
People with grassroots support and
mass contact must reach the top.
Priya Dutt, who lost elections from
Mumbai, said there was a discon-
nect between
the party and
the people.

colleges, but if they don't have a
grassroots connect, they cannot be
decision-makers. We must get rid of
them," he added.
Nothing can be more embarrass-
ing for a party that tasted the worst
electoral debacle since its birth see-
ing its vice president saying he
doesnt want to man the role of
Leader of Opposition. He wants
some veteran member to take up
the role. With Sonia apparently
showing signs to bid adieu to active
politics (considering her advancing
age) and Rahul not interested in the
game
of politics, a new option is much
required to carry the party on his
shoulder. Interestingly, a certain
section of the party wants Priyanka
to take up the role but thinking it
objectively its not all about one
Gandhi replacing the other.Congress election war room con-
sisted of Madhusudan Mistry,
Jairam Ramesh, Ajay Maken (media
in-charge), Kanishka Singh, Mohan
Gopal and Sachin Rao predominant-
ly. And, most of the party cadre
believes that these were the major
players which should be blamed for
the defeat for putting wrong policies
and distributing tickets to the los-
ers. Therefore, someone with no lin-
eage in the party unlike Gandhis
would be a better option, as he may
attract more healthy views and dis-
cussions.

causes gastroenteritis or uri-
nary tract infections to a drug
to which it was originally sen-
sitive. However, given over or
improper dosage, the human
body develops resistance and
thus lowers the effect of the
drugs. He also suggested thatrule of restriction of antibi-
otics should be ideally fol-
lowed. Indore-based Dr Suhas
Nirkhiwale said urinary tract
infections, once considered
easy to cure, are becoming
more complex. "Infectious dis-
eases are considered
reversible, but the current
high-end antibiotics have
become ineffective in some
infections," Dr Nirkhiwale
said. Experts said rampant
unrestricted over the counter
medication has to be better
monitored. Food and Drugs
Administration (FDA) norms
are in place but they need to
be better regulated, he added.

hile the the stock markets, the corpo-
rate world and a large section of the
country's citizens are celebrating the
election verdict, many people looking for houses
and apartments, especially in metros like Delhi,
are worried. They afraid that in the euphoria
generated by the BJPs decisive victory, realestate prices may start rising again, making
their purchase more expensive.
Such worries might be premature. Realty
experts are of the view that while there might be
some euphoria-driven rise in transactions and a
marginal rise in prices, this will dissipate soon.
Experts say it will take another 12-odd
months before prices begin to rise within the
sector. And that will happen only if the new gov-
ernment has a successful first six months and
its initiatives put the economy on a higher
growth path. One reason why prices may not
rise immediately is that they are already veryhigh in most major metros. The economic slow-
down has had an impact on salary revisions, and
hence on urban buyers' purchasing power.
Economic activity has to pick up and purchasing
power has to rise before we see more demand in
the housing sector. While the new gov-
ernment can't engineer a quick revival
of the real estate sector, it can take sev-
eral steps that would have a salutary
impact in the medium to long term.
One, it could expedite the process of
granting approvals to real estateprojects. Developers complain that
the authorities too should be made
accountable for not granting timely
approvals.
But remember that since real estate is
a state subject, the central government
can at best create a model of best prac-
tices for offering quicker clearances
and persuade state governments to
adopt it.
The new government
also needs to get the
Real EstateRegulation and
Development Bill
passed. By making
developers more
accountable, the Bill
will revive
trust in the sec-
tor. Low trust in
developers' ability
and intent to deliver a
quality product on time
is one reason why buy-
ers are staying away.
However, some of the harsher
provisions of the draft Bill need
to be modified.
Currently it says that if a develop-
er doesn't comply with certain rules,
he could be jailed. Experts feel that it
would be more prudent to punish an economic
offence with a penalty rather than treat it as a
criminal offence.

Indian Institute of Management, Raipur (IIM-
R) has recently signed first of its kind of MoU
with All India Institute of Medical Sciences
(AIIMS), Raipur, to establish fruitful means to
exchange knowledge, information and research.
IIM-R director Prof BS Sahay said there was a
growing recognition in academia that a true cre-
ative society is only possible by linking various
social capitals together to attain prosperity.
This co-operation extends research and aca-
demic activities between these two organizations
in fields of primary and secondary healthcare
management, health economics and finance,
human resource management in healthcare, com-
munity healthcare planning, information technol-
ogy in healthcare and hospital administration.
This MoU also aims to start an integrated course
(short and long term) on healthcare management
by utilizing the expertise and resource of both
institutes. AIIMS director Dr NM Nagarkar said
that this MoU would help both institutes in
advancing knowledge for benefits of society.
These institutes will work together on policy
analysis, organizational restructuring and opera-

eing the same you when everything else is
changing is one of the most difficult tasks
and one of the greatest qualities a human
can possess, considering that the most vulnera-
ble thing to changes is human. Keeping yourself
active all the time, catching all the buses on
time and reaching every place in time arent the
only things that makes you a good person.
The biggest challenge is to be who you are till
the end, no matter what happens and no matter
what changes come. And this is the thing most
people think theyre doing while the actually fail
to do, and others knowingly ignore.
The remaining very few are the ones who
effortlessly continue to be the one they were
born as, the same innocent, nave, new, fresh,
simple and untouched person that their parents
raised, the one who knew it was more important
to be oneself that being famous and important.
Being this one person is my dream since so
many years because even I know I have changes,
I know I am not the one that my parent raised.
I am not the same and I know I need to go back
to who I was a while ago. The only problem is
that this while was too long ago.
Some think that the solution to this is keep-
ing distance from the changes, while the actual
solution is to adapt changes the way they are.
The day you start trying to change others every-
thing gets ruined. The only way to keep things
in place is to mould yourself according to the
change, and at the same time to keep in mind
that you must not change the person you are in
the process. Have you ever seen a chameleon
change its colour according to the place it is in?
That camouflage keeps the chameleon safe
from the changes in the surrounding. The
biggest thing that we get to learn from the
chameleon is to adapt changes as and when
required and come back to our original self.
Alas! Some of us learn to change the colour too
frequently and forget learning to come back to
our original colour. And alas! This number is
way larger than those who know when and how
to remain original. And alas once again! There is
also a good number of people who change their
colours when original is best suited to the situa-
tion. Alas! The chameleon told us good and bad
things, but we chose to learn only the bad ones.
But this is not the first instance where we
have chosen to learn half the part of what is told
to us. It is human tendency to see negative first
and sometimes only the negative part of some-
thing that was originally meant to be taken pos-
itively and bit by bit. Bit by bit! Ahh... That is
what we humans cant do. We are inclined to
doing everything before time and thus forget
how important the bit by bit thing is. The day
we understand the importance of eating that
delicious cheese sandwich bit by bit and drink-
ing that old wine sip by sip and how it doubles
the taste, we will also understand how delicious
life becomes when lived bit by bit. Live life,
understand its teeny weeny bits, learn to change
when needed and to change back to your original
when needed. Love. Smile. Live life bit by bit.

E-mail Policy for first time in MP
to expedite government workIn a significant step to further
expedite government work through
use of information technology, a
cabinet meeting chaired by Chief
Minister Shivraj Singh Chouhan
here has sanctioned state govern-
ments E-mail Policy-2014. Madhya
Pradesh is the first state to imple-
ment such a policy.
Main objective of E-mail Policy
is to give legal status to e-mail cor-
respondence and dissemination of
data. It also aims at ensuring usersaccess and use of e-mail facility pro-
vided by Madhya Pradesh govern-
ment. All departments, offices,
affiliated institutions and
autonomous bodies which draw
funds from Madhya Pradeshs con-
solidated fund, will be provided all
e-mail related facilities free of cost.
Under the policy, guidelines will beissued for giving legal status to e-
mail facilities and their use. It will
be compulsory for employees of var-
ious state government depart-
ments, their affiliated organisa-
tions, corporations, boards etc., who
use this facility, to follow the E-mail
Policy.
Presently, e-mail correspon-
dence and sent documents are not
authorised under any policy proce-
dure like manual/traditional corre-
spondence, validity of works doneand decisions taken using e-mail
are questionable. With implemen-
tation of E-mail policy now, this
problem will end. Now, e-mail
based communication can be
included formally in the category of
approved and acceptable to all con-
cerned.

could be tied in 14.3. We wanted to

lysts were working constantly and

to signal the new government wants
to end the decades of confrontation in
South Asia, although Sharifs
delayed response reflected his lack of
control over the instruments of power
in his own country, and suggests the
Indian initiative will face tough
resistance from Pakistans hardlin-
ers. But Sharif attended the meet
and accepted the offer to conduct
diplomatic talks which makes it clear
that he wants to end the cold war in
the sub-continent. The sub-continent
is reeling under the threat of terror.
With Pakistan and India both suffer-ing at the hands of terrorism, PM
Narendra Modi has extended cooper-
ation and has asked the same in
return so that both countries can
counter the rising threat of terrorism.
The formal talks between the foreign
secretaries of the country will be
planned in the future.

Task force created
to bring black moneyin foreign banks

oon after his swearing-in as
India's 14th prime minister,
Narendra Modi may take first bigstep to bring back black money
stashed abroad. A new task force
has been created to deal with
black money derived from corrup-
tion, money laundering, hawala,
terrorist financing or through
off-shoring of wealth via tax
havens.
An official close to the
development said, "This
task force has been created
under the directions of sen-
ior officials of the
Department of Revenue. It
will be headed by the FinancialIntelligence Unit."
According to the report, the
Directorate of Revenue
Intelligence, the Enforcement
Directorate and the Income Tax
Department are the members of
the task force. It will deal with all
types of black money deposited in
tax havens, including Swiss banks.
However, the framework of this
task force is ready, but there is yet
no official word from any central agen-
cies or department. As Modi assumes his
new post, the framework of this task force
would be shown to him for final approval. Hewill decide when to make it official, says the
report citing a source.
During his campaigns for the Lok Sabha
Elections 2014, Modi had declared that black
money stashed away abroad would be
brought back if NDA returned to power and
it would be used for the welfare of the poor
and to reward honest income-tax payers.
He had assured that whatever was
needed to bring back the black money
would be done, even if it requires
changing the law. He said the honest
would get respect and the dishon-
est would be punished.
He had promised to create a
new task force to take 5-10 per-
cent of seized black money
and distribute it to law-abid-
ing citizens on fixed
incomes.
