Background

• 2010: CAASPR Board approved, in principle, an entry-to-practice exam based on national competencies and sub-competencies.

• Research into exam reviews found our two professions are one of the few which do not have entry-to-practice National exams.

• With new Labour Mobility

Is this going to be expensive?

• Exam development costs are

projected to be over $1,000,000.

• If Speech-Language and Audiology Canada (SAC) was the exam vendor, costs could be reduced, given their existing exam infrastructure and experience.

October 2016: Employment and Social Development Canada (ESDC) granted an additional $1.3M to CAASPR to complete harmonization of regulatory requirements across Canada.

Current CASLPO Members

• Current CASLPO members will not be affected.

• Current members will not be required to take an exam.

• However, after the exam is introduced, if you terminate your CASLPO membership to work in another country or an unregulated jurisdiction in Canada and you want to reapply to CASLPO, you will have to take the exam.

CAASPR Regulatory Exam Principles

An exam will:

• be part of the registration requirements for each jurisdiction for all applicants, domestic and international, with exceptional circumstances recognized in Quebec

• have questions that reflect CAASPR Essential Professional Competencies for both professions

• be established for each profession

CAASPR Regulatory Exam Principles

An exam will:

• be offered in English and French

• have fees that will be set at a cost-recovery level

Also:

• oversight of the exam content must rest with the regulatory bodies

• accessibility (location, frequency), will be maintained

• capacity of vendor to administer exam internationally

• August 2017: CAASPR asked SAC to draft a “Service Agreement” to be a national entry-to-practice exam vendor.

• September 2017-March 2018: Discussions with SAC intensify; Service Agreement drafts are reviewed by respective organizational Working Groups and legal counsel.

was signed at the SAC conference

in Edmonton.

• SAC will administer the CAASPR Canadian Entry-to-Practice Exam for all regulated jurisdictions, except Quebec.

• Exam is not required for applicants who continue to practice or wish to practice in unregulated jurisdictions.

• CAASPR has oversight responsibility for the exam and individual provincial regulatory colleges will determine who is eligible to write the exam.

• The Canadian Entry To Practice (CETP) exam will likely start in the Fall of 2020 and will be administered twice per year starting in 2021.

• Exam Blueprint to be developed by CAASPR, working with SAC.

– Blueprint Steering Committee chaired by Linda Walsh, Registrar, New Brunswick.

• SAC will update CETP Exam content annually.

Potential Pool of National Exam Candidates

• In 2016-2017, the seven regulated jurisdictions (excluding Quebec) in Canada registered :

– 69 Audiologists (domestic or labour mobility)

– 405 Speech-Language Pathologists (domestic or labour mobility)

– 170 internationally-educated across both professions.

• A robust information and communication plan is being developed jointly by CAASPR and SAC to roll out over the next two years.

• Both CAASPR and SAC will have CETP exam information on their respective websites.

The National Competency Profiles

• Development is driven by CAASPR:

• Strong involvement of external stakeholders (e.g., CCUP, SAC, CAA, CACCE)

• Goal: Capture the core abilities required by all audiologists/SLPs for safe and effective practice, at entry-to-practice in Canada

• Sufficiently broad in order to relate to all settings

• The development of the Profiles proceeded in two main stages:• Development and validation of the Essential Competencies

• Development and validation of the Sub-competencies (including the ‘preamble’)

Development and validation of the Essential Competencies (2016-2017)

• Fall 2016: work began on the development of the Essential Competencies

• December, 2016: In person 2-day meeting with SMEs

• Multiple rounds of email feedback with the SMEs and revisions by CAASPR

• April 2017: Teleconference with the SMEs to finalize the draft

• Translation of documents for validation process

• June 2017: Validation survey to all registered clinicians across Canada (18% overall response rate):

1861 AUDs (454 responses), 9586 SLPs (1657 responses)

• September, 2017: In person 2-day meeting with the group of SMEs to finalize the Essential Competencies (and begin the revision of the sub-competencies)

• October 2017: Set of 23 Essential Competencies are finalized30
