Why WeatherizationWhy Weatherization
Low-income households typically spend 17% of their total income in energy vs. 4% for other households
Low-income families often choose between heat and other necessities
Weatherization reduces energy costs all year round

Recovery Act (FY 2009 - 11) $5 Billion Statue amendments:
– Raised allowable Training and Technical Assistance (T&TA) funds from 10% to 20%• 17% ($827M) – State-directed T&TA activities• 3% ($146M) – DOE-directed T&TA activities
– Raised income eligibility level from 150% to 200% of poverty level
– Raised assistance level per dwelling unit from $2,500 to $6,500– Changed date of assistance for previously weatherized units

How has the WAP evolved since How has the WAP evolved since the 1970’s ?the 1970’s ?
Early Weatherization Program– Lower cost jobs
– Similar measures on all jobs
– More focus on storm windows
Modern Program– Advanced diagnostic techniques and computerized
energy audits to provide most cost effective measures
– Advanced installation techniques, such as dense pack sidewall insulation and mobile home insulation
– Increased focus on health and safety
Weatherization 101: All You Ever Wanted to Know about the Weatherization Assistance Program (WAP)
34
What does the WAP What does the WAP do on a home?do on a home?
Typical measures include:– Heating and/or cooling system diagnostic
testing, repair, tune-ups, and replacements
– Duct sealing and insulation
– Reducing air infiltration to acceptable levels
– Attic insulation
– Dense pack sidewall insulation
– Other measures as identified, including electric baseload measures

35
What is the process? What is the process?
Client Intake– Application and income verification
– Approval process
Audit/Estimate of the home– Diagnostic testing
– Determination of most cost-effective measures
– Determination of health and safety measures
– Work Order for crew or contractorWeatherization 101: All You Ever Wanted to Know about the Weatherization Assistance Program (WAP)
36
What is the process? What is the process?
Installation of Measures– As per Work Order
Client Education– Insure client knows what was done on the home,
why, and maintenance tips
– Educate on other tips to save energy in the home
Quality Control – Post Work Inspection– Insure correct measures were done professionally
and effectively
– Insure combustion safety and indoor air quality
– Insure accountability of materials usedWeatherization 101: All You Ever Wanted to Know about the Weatherization Assistance Program (WAP)

Estimated Average Time to Weatherize Estimated Average Time to Weatherize a Home (technical staff only)a Home (technical staff only)
Auditor – 4 hrs
Crew of 2 to 3 people – 20 hrs (or 2.5 days)
Crew chief – 8 hrs (per home)
Quality Control Inspection – 2.5 hrs
The math:
4 hrs + 2.5 hrs + 20 hrs + 8hrs = ~ 4-5 days per home
(about 75 person-hours)
Note: Completing a home depends on auditor/crew/inspector schedules; actual time to completion may take more than 4-5 days to complete
