Summary There were 15 Part 1 (most serious) crimes in Midtown during the week, down from 22 last week. Part 1 crimes this week included homicide (0), rape (0), robbery (5), aggravated assault (3), burglary (1),

auto theft (0), arson (0) and larceny/theft (6). Public information narratives (taken directly from police reports) for the violent crimes appear below. There is summary information for all the other crimes excluding larcenies.

There were 8 violent crimes reported-5 robberies and 3 aggravated assaults. This is down from 12 violent crimes last week.

There were no homicides, rapes, auto thefts or arsons reported during this week. There were 0 business robberies and 0 business burglaries reported during the week. 9-20, 11:25 to 11:30 am 17xx 28th St E (East Phillips neighborhood) At above date and time officers were flagged down by Victim at 17th Av S and 27th St E. Victim explained that he had been robbed at the above location by Suspect who had a weapon. Victim was given a blue (victim resources) card. Body worn camera activated [CPS note: This was an aggravated robbery because a weapon was used.]

9-20, 10:20 to 11:30 pm 15xx Lake St E (Powderhorn Park neighborhood) Victim was exiting Taco Taxi when he was approached by Suspect. Suspect pointed a black semi-auto handgun at Victim and ordered him to give him his wallet. After Victim gave him his wallet Suspect punched Victim on the left side of his face knocking him to the ground. Suspect fled the scene southbound down the alley. Victim refused Emergency Medical Service. Victim states he can identify Suspect information and loss listed. Victim was advised and given a blue (victim resources) card. Continued pending further information or leads.[CPS note: This was an aggravated robbery because a weapon was used.]

9-21, 12:08 to 12:10 am 30xx Bloomington Ave S (Powderhorn Park neighborhood) Officers responded to a Person with Weapon call at the listed address. Upon arrival we spoke to Victim who stated that Suspect approached her and grabbed her purse and ran from the scene. The call was changed to a Robbery of Person. Victim given a blue (victim resources) card. Recommendation: Case continued pending further information or leads.

9-22, 10:30 to 10:38 pm 29xx 2nd Ave S (Phillips West neighborhood) Officers responded to the above on an attempted robbery. Upon arrival Victim stated she arrived home and parked in the rear of the building. Victim stated she exited her vehicle and Suspect, an unknown male with a deep voice pressed something cold and hard into her lower back and told her not to move. Victim stated she told Suspect she had her kids in the car at

which time Suspect pushed her to the ground and he fled. Victim stated there was no loss and she never got a look at Suspect. Recommendation: Case continued pending further information or leads.

9-22, 11:34 to pm Lake St E & Park Ave S (Phillips West neighborhood) Victim reported he was robbed at the above location by Suspect 1 and Suspect 2. Victim provided a limited description. Victim refused Emergency Medical Service and was given a blue (victim resources) card. Recommendation: Case continued pending further leads or information.

Aggravated Assault (3)9-20, 4:19 to 4:35 pm Lake St E & Hiawatha Ave S (Border of East Phillips and Corcoran neighborhoods) Officer received a call to the above location on a Fight. Officers arrived and observed Victim lying on the ground with blood coming out of a deep laceration on his forehead. Witness stated Victim was being followed by Suspect 1 and Suspect 2 while walking across the street. Suspect 1 then punched Victim and then Suspect 2 pushed Victim into the sign post. Witness stated Suspect 1 and Suspect 2 were last seen running westbound on Lake St E. No weapons were seen. Victim was transported to Hennepin County Medical Center by Emergency Medical Service and was given a Blue (victim resources) Card. Body worn camera activated. Recommendation: Case continued pending further information or leads.

9-21, 9:00 to 10:50 pm 8xx Lake St E-exact location unknown (Midtown Phillips neighborhood or nearby) Officers dispatched to listed address Abbott Northwestern Hospital on the report of a stabbing. Victim refused to give officer any details of the incident. Victim was transported to Hennepin County Medical Center and he was given a blue (victim resources) card. Body worn camera was activated. Recommendation: Case continued pending further information or leads.

9-24, 2:30 am 3xx Lake St E (Phillips West neighborhood The victims were shot at while in their car at the above address. Neither victim was hit but the vehicle they were in was hit twice. Further investigation.

Burglary (1)9-20, 7:00 to 9:30 am 28xx 12th Ave S (Midtown Phillips neighborhood) [CPS note: Victim was at the address sleeping during the burglary. Method of entry unknown; no evidence of force.]

9-19, 12:00 m Lake St E & Hiawatha Ave S Valerie Marie Foote arrested and booked into Hennepin County Jail for 4 Misdemeanor Warrants (Loitering with Open Bottle-2, Disorderly Conduct, Transit Crime).

9-19, 6:30 pm 31xx 17th Ave S Rachel M Thin Elk Elk arrested and booked into Hennepin County Jail for 1 Felony Warrant.

9-20, 1:19 am 31st St E & 2nd Av S Curtis AJ Herrell arrested and booked into Hennepin County Jail for 3 Misdemeanor Warrants (Driving After Suspension-2, No Valid Driver’s License).

9-20, 10:30 am 29xx 14th Ave S Brian Stefon Wattley arrested and booked into Hennepin County Jail for 1 Misdemeanor Warrant (False Information to Police).

9-20, 4:43 pm 22xx Lake St E John Eugene Hedine arrested and transported to Hennepin County Jail for Trespassing.

Focused Enforcement in MidtownMidtown’s Lake Street area had 2 focused enforcement areas for violent crime this week:

Lake Street #1 (29th St E to 31st St E, I-35W to Portland Ave S) Proactive enforcement results: 28 stops, 11 directed patrols, 3 arrests. Robberies & Aggravated Assaults (excluding domestics): 1 robbery, 1 aggravated assault.

Lake Street #2 (29th St E to 31st St E, 12th Ave S to 17th Ave SProactive enforcement results: 62 stops, 30 directed patrols, 11 arrests. Robberies & Aggravated Assaults (excluding domestics): 1robbery, 0 aggravated assaults.

Strategies used during the week included:Patrol Tactics• Directed patrol, foot beats, proactive stops, business checks.• Day Beat and Evening Beat-Foot beats & directed patrol on the Greenway and the 3000 blocks of 12 th Ave

S, 5th Ave S, Clinton Ave S, 16th Ave S & 17th Ave S (prostitution, narcotics, overdoses, etc.)• Midwatch: Suspicious person and suspicious vehicle stops around outer edges of focus zones.• Dogwatch: Directed patrol, foot beats, suspicious person stops, suspicious vehicle stops and traffic law

enforcement focused on bus stops in Focus Zone #2.• Reach out to Metro Transit Police Department regarding additional patrol around bus stop at 17 th & Lake.

Investigative Tactics• Regular details with neighborhood Probation Officers and MAVI (Minnesota Ant-Violence Initiative) to focus

on chronic offenders.• Evening beat detail with Probation.• Community Resource Team will do prostitution details and focus on 29 th St E & 31st St E.• Mobile camera at Lake & 17th.

Problem Properties Tactics• Problem property identified as 30xx Portland Ave. Problem Properties Officer working on.• Multiple problem properties identified in the 2900 block of 12 th Ave S & 3200 block of 5th Ave S.

Criminal Charges for Suspects Charged with Crimes in MidtownJohnathan Jurice Smith 15xx Lake St E (Business): Complaint charging Burglary-3rd Degree finalized and filed with the courts for a crime that occurred on 4-24 to 4-25-17.

Eddie Antonio Bustamante 30xx Clinton Ave S Complaint charging 2 counts of Damage to Property finalized and filed with the courts for a crime that occurred on 9-3-17.

Third Precinct Weekly TrendsMotor Vehicle Theft: 67% (6 of 9) of the vehicles reported stolen were stolen with keys.

Burglary of Dwelling: 50% (14 of 28) required little or no force to gain entry: Residential 44% (7 of 16) required little/no force to gain entry (1 unlocked door, 3-unlocked window and 3-no force). Garage 58% (7of 12) required little/no force to gain entry (4-unlocked service door and 3-used remote opener in vehicle.)

Theft from Motor Vehicle: 53% (10 of 19) reported a wallet/purse (4), GPS (0) or backpack/other bag (6) stolen; 50% (9 of 18) required little or no force to gain entry (3-unlocked door and 6-no force).
