About this document

Use this form to apply for accreditation as an Accredited Certificate Provider or ‘ACP’. You must also complete Application for Accreditation Form Part B for the calculation method that you intend to use. You must attach all supporting documents and information.

How to complete this application form

Meaning of key terms in this form

Act means the Electricity Supply Act 1995.

Regulation means the Electricity Supply (General) Regulation 2014.

ESS Rule means Energy Savings Scheme Rule of 2009. We assess an application for accreditation against the requirements of the ESS Rule, Regulation and the Act.

ACP means accredited certificate provider. If this application for accreditation is successful, you will be an ACP.

RESA means recognised energy saving activity. If this application for accreditation is successful, you will be accredited in respect of a specific recognised energy saving activity.

ESC means energy savings certificate. If this application for accreditation is successful, you may be able to create ESCs from the implementation of the RESA.

You means the applicant.

We/us means IPART.

Clause 38(1)(a) of the Regulation requires an activity to be a RESA under the ESS Rule, refer clauses 5.3 to 5.5 (inclusive).

RESA delivery

What are all of the activities, people, processes and documentation involved in your RESA?

You must provide your ‘RESA delivery process flow chart’. This is a key document in your application as it links all of the people, information and processes to your energy saving activities. Your RESA delivery process flow chart must be a graphical picture of all your proposed RESA activities and must be consistent with all of the information in your application.

Your ‘RESA delivery process flow chart’ must set out all of the activities, people (by relationship to ACP & RESA), documentation/templates (by file name), systems, tools and procedures involved in carrying out your proposed RESA. It must include key activities and steps in sequence to deliver your RESA, such as engaging customers, issuing quotes, nomination and managing payments, implementing your energy saving activities, collecting and storing documentation, carrying out quality assurance and applying to register ESCs.

Customer refers to the original energy saver or potential original energy saver who may nominate the ACP as the nominated energy saver for the purposes of creating ESCs. The only exception is the removal of old appliances method, where the customer is the small business owner or householder from where the appliance is removed.

ACPs that use the Commercial Lighting Energy Savings Formula method, must provide a copy of the Commercial Lighting Fact Sheet to their customers. ACPs that use the Home Energy Efficiency Retrofits method, must provide a copy of the HEER Fact Sheet to their customers.

Managing representatives involved in your RESA

As an ACP, you will be responsible for the conduct of all representatives (eg, employees, contractors, third parties, installers) involved in your RESA.

As the Scheme Administrator, we will hold you responsible for all actions, omissions and information from representatives acting on your behalf, regardless of any contract or agreement between you and the representative and other parties.

If your application is successful, your accreditation notice will likely include conditions requiring you to meet the Minimum requirements of conduct (Notice 01/2013).

Record keeping and quality assurance arrangements

Clause 38(1)(b) of the Regulation requires you, as an ACP, to have record keeping arrangements with respect to your RESA that are approved by the Scheme Administrator. Refer chapters 3 and 4 of the Record Keeping Guide.

As an ACP, your record keeping arrangements will be reviewed by external auditors. External auditors will require access to your systems, documents and records that support your energy saving activities and calculations.

Clause 38(1)(a) of the Regulation requires you, as an ACP, to be eligible for accreditation in respect of the RESA under the ESS Rule, refer clauses 5.6 to 5.9 (inclusive).

When we consider your application, we must be satisfied that you are a ‘suitable person’ to be accredited.

When considering your response, we will take into account matters including:

· How recently the matters disclosed in your application occurred

· The nature and seriousness of each such matter

· Whether the matter was rectified to all parties’ satisfaction within a timely manner, and

· The standard of honesty and integrity shown in you and your associates’ previous commercial dealings.
