Incidences of politically motivated violence have continued unabated in all provinces. The arms of the state such as the police have reportedly continued to harass opposition MDC members and sympathizers. The month was characterized by cases of assault, intimidation and harassment, arson, malicious injury to property. In one extreme case a murder was recorded in Mashonaland East Province. The war veteran have given them selves extra powers are reportedly intimidating members of the opposition and rival Zanu PF members from the ruling party claiming exclusive rights to power. Throughout the country there were incidences of violence

reported around the upcoming local government elections and some cases around the heroes’ day celebrations. Exclusion from positions of authority is still being used as a political tool in some areas resulting in the dearth of meaningful participation in community based activities. A case in point was in Tsholotsho district where some members of the community were forced to resign from campfire posts because they belonged to the MDC by the headman. As in the reported in the preceding months headmen are increasing losing their credibility as traditional leaders as they have now become political figures. In some cases councillors and headmen, kraal heads have become the chief perpetrators of the structural violence against opposition members. The councillors, members of parliament have thwarted freedom of association by threatening to victimize those attending MDC meetings and those not attending Zanu PF meetings. In some provinces including Harare, Manicaland and Masvingo the cases of politicization of food and other aid have been reported. In Masvingo, for instance it was alleged that food aid is also being hijacked for political ends. It was reported that in Masukume village, a Zanu PF councillor Mrs M. allegedly took the food donated by an N.G.O DachiCare and started using it for campaigning. Access to food aid is being seen as the prerogative of Zanu PF members and other community members are being victimized for benefiting from food aid on accusations that they are relatives of persons who do not belong to the ruling party. Other members have also been excluded from benefiting from buying food from the Grain Marketing Board. In Manicaland, Makoni West constituency members are being asked to produce party cards before they can buy maize. The July reports also reflect a high incidence of youth being perpetrators of violence in all provinces. The youth mostly from Zanu PF have harassed and intimidated fellow party members accusing them of causing division within the party,. Other have been victimised for

contesting against the youth’s preferred candidate in the ruling party primary elections to select ward councillors. They have also been perpetrating violence against opposition youth and other community members. Some cases of arson were reported in Midlands Province, a case in point was in Mapfungautsi village were a house was burnt down because the house belonged to an opposition member. It is alleged that OM’s new home was torched to ashes by Zanu PF’s BM when it was discovered that he was an MDC supporter in Zvishavane, TM an MDC businessman reportedly had all his property at home destroyed by fire after he had announced his intentions to contest in the forthcoming local government elections on an MDC ticket. Intimidation and harassment continue unabated as the local government elections draw closer. In Gokwe residents were threatened with unspecified action if they did not vote for the ruling party. Displacement has also been reported in some provinces sometimes as a result of personal interests by political authorities in victim’s houses and other persons’ properties. In Gokwe Senga some kraal heads have evicted persons known to be MDC supporters from their homes. Freedom of association and expression continues to be thwarted unabated as some of the Zanu PF members are forcing people to attend rallies and meetings. Members of the public who attend MDC rallies were also being harassed by Zanu PF supporters. Zanu PF continues to label those attending MDC meetings as sell-outs or traitors resulting in impunity for the perpetrators. The state continues to repress civil society activities, in Mutare North, members of the Zimbabwe Republic Police arrested and assaulted more than 15 members of the NCA who were marching demanding a new constitution in the city centre. EXECUTIVE SUMMARY

NCA members demonstrating for a people driven constitution along Nelson Mandela Avenue, were purportedly arrested by police who detained them and later charged and released after about two days in custody. In Manyame, 19 July 2006, in the city centre about three hundred Combined Harare Residents Association took to the streets demanding improvement in service provisions and the immediate reversal of the appointment of the illegal commission running the affairs of Harare and the subsequent holding of mayoral and council elections, near town house about nineteen people with two journalists were allegedly arrested by police.

METHODOLOGY

This report is based on reports from ZPP long-term community based primary peace monitors who observe, monitor and record cases of human rights violations in the constituencies they reside. ZPP deploys a total of 240 community-based primary peace monitors (two per each 120

electoral constituencies of Zimbabwe). These community-based monitors reside in the constituencies they monitor. They compile reports that are handed over to ZPP provincial coordinators who man the different ZPP offices in the ten administrative provinces of

Zimbabwe. Upon receipt and verifications of the reports from the monitors, the provincial coordinators compile provincial monthly monitoring reports, which are then consolidated at national office into the ZPP monthly monitoring reports.

In Dzivarasekwa 1, at 413/A it is reported that Mrs. K (MDC) was harassed and threatened with her husband Mr. K to join the ruling party.

It is reported that Mrs. K a vendor was harassed and goods looted by five Zanu PF youths being forced to attend a Zanu PF meeting.

C an MDC youth was purportedly harassed and assaulted by two Zanu PF youths, VM and T for wearing an MDC T/shirt.

EC (25) was ostensibly harassed and threatened with displacement by her father Mr. C being forced to marry a Zanu PF youth.

In Tynwald South, it is alleged that P an MDC pro-senate faction was assaulted by five anti-senate faction MDC youths.

Three women vendors, Mrs. S, S and A were allegedly harassed and intimidated by about ten Zanu PF youths, led by D being forced to attend the opening of parliament by President Mugabe.

It is reported that two MDC youths, TM and F were assaulted by about ten Zanu PF youths for urging people not to attend the opening of parliament.

KN, a Zanu PF chairman in Mutasa village who reportedly sold fake Zanu PF cards to MDC members as protection from harassment was reportedly “arrested” by party officials and handed over to police.

JN, a retired male nurse JN, came back to his rural home at Nhunge village only to find it has been reallocated to someone else by KN, the Zanu PF chairman. The victim was told that he was going to be allocated a new home by Morgan Tsvangirai the MDC leader since he was an MDC supporter.

CS, an English literature teacher was reportedly detained for more than three hours by some police details based at Murambinda after they found him with two boxes of the satirical novel “Animal Farm” by George Orwell at a road block.

At Headlands Hotel, rival supporters belonging to Cde K and DM the MP, both Zanu PF members allegedly engaged in a fist fight over simmering intra party differences. BS, a supporter of Cde K was one of the injured victims as a result of the dog fight.

Members of the ZRP arrested and assaulted more than 15 members of the NCA who were marching demanding a new constitution in the city centre. Among those arrested and detained for six days include AM, NZ, IM, RN, MM AN, FM, LB and others.

RN, a member of the NCA who was marching with other members of the NCA demanding a new constitution was reportedly assaulted by police and detained without access to medical attention which resulted in victim suffering an abortion while in detention.

Three unnamed police details were reportedly assaulted heavily by members of the NCA after they attempted to block the free movement of the mass of demonstrators in the city centre.

They (war veterans) claimed at a meeting that non war veterans like CM are not patriotic, thus only war veterans should have the privilege to contest the elections.

The student was labelled a member of the MDC and is on suspension pending dismissal.

At Insindi farm, MM of NCA who had his cattle missing for about 3 months but has been finding them one by one from Insindi farm after a tip off, was purportedly harassed and told never to come back to the farm by AN of Zanu PF. The perpetrator is suspected of being involved in the theft of these cattle.

At Blanket mine, Insindi village, the Chief KM called a meeting to impose Mr. B.M as councillor for the newly resettled farmers. The residents rejected the idea and this angered the chief and fellow war veterans who purportedly harassed and insulted the residents.

At Msithi Primary School there was a cluster ward activity where 6 schools met and were fund raising. The hosting school had opted to invite JTM as their guest of honour but AL had declared that for all school functions in the district he would be the guest of honour.

The Headmaster of the school NM also a member of MDC was harassed for this invitation and the Minister phones him so many times telling him to leave the school immediately. Seven CID officers stormed into the MDC MP‘s house and reportedly searched his house without a search warrant saying they were looking for something they did not specify. MP has since written a letter of complaint to the member-in-charge.

It is reported that residents of Gokwe were called for a meeting by the Zanu PF MP, LM to map out a way to see Zanu PF winning in the forth coming local government elections. The MP is alleged to have told residents that no one was going to vote from the place where they are not known. This was meant to try and find out who would have voted for the other parties besides Zanu PF.

It is alleged that ABM was allocated a stand which PM had interests in the same land but failed to get it. It is reported that PM was then taken to a secluded place away from the meeting and was thoroughly beaten.

AG one of the MDC youths was allegedly assaulted by Zanu PF supporters who were moving around forcing people to produce Zanu PF cards and all those who failed to produce the cards were being ordered to pay for the new cards there and then or be assaulted.

LG of Mkoba 16 was supposedly harassed by Mr M. It is allegedly that LG who works for a Cellular company would tell those members whom he knew were from Zanu PF that they could only get Cellphone lines once they joined MDC.

EZ a Zanu PF supporters was seemingly harassed by MDC supporter LM. EZ had attended an MDC meeting when he was discovered by his perpetrators who then took him away from the rest of the people and told him to disappear from the area of the meeting as he was not a member of the opposition.

Mr SM of Mkoba 15 an MDC supporter is said to have been given a task of driving a Zanu PF Councillor Mr C. SM was later ordered not to drive the councillor who is a Zanu PF member because he was an MDC member. SM tried to argue that he was not an MDC supporter during working hours but a

was at his work place at the shopping complex. It is alleged that SG was told that he was to leave his job because he was working for a Zanu PF employer. The victim was suspected to be an MDC supporter.

GM of Vungu Resettlement was ostensibly harassed and threatened by two residents of his resettlement after they suspected him of being an MDC supporter. The victim was allegedly threatened with disappearance if at all their suspicions were verified.

JN a member of the NCA was allegedly harassed and threatened by Zanu PF supporters JM, PM and JM. It is reported that the perpetrators told the victim that NCA was working in cohorts with MDC and thus he was viewed as an MDC supporter.

Two suspected MDC su supporters were supposedly assaulted by three supporters of Zanu PF. It is alleged that NN and CS both of Mbano village were assaulted after they had been discovered to be sympathizers of the MDC supporters.

MT of Insukamini Compound was allegedly assaulted after being suspected of belonging to Zanu PF by MDC youths NP and PN. The victim was later threatened with unspecified action.

RD was supposedly assaulted by his employer who accused him of trying to import MDC ways in to his company. RD later died at Mvonde hospital allegedly due to the injuries inflicted on him during the assault. 16 July 2006

SC of Athens Compound, a Zanu PF Supporter who had wanted to contest in the forthcoming local government primary elections was reportedly harassed by the sitting Councillor and had his desire thwarted when he was left out of the race in the primaries.

ES of Madzimure village was reportedly harassed by NS. It is alleged that ES had been talking of the ever escalation prices of the basic commodities laying the blame mainly on the government. For that reason, having been heard by Mr S, ES was harassed. 21 July 2006

A supporter of the MDC JS was allegedly harassed by his brother CS when he commented that government was to find ways to make other African leaders understand Zimbabwe plight as “it seemed that our leaders tend to blame our neighbours yet we are the ones in problems”.

An MDC supporter was harassed for having expressed his piece of mind during an unofficial debate with his friends when he had blamed the members of parliament on negating their duties with the people appointed them to do. PM was allegedly displeased with these comments and told the victim to go to Europe where his comments would be gladly taken and not in Zimbabwe.

HM of Chacha Township was denied to move during the night by MM as the perpetrator told him that the people that move at night were aligned to the MDC due to their evil works.

EY of Makusha was reportedly assaulted by AC and A. The victim was said to have been seen wearing an MDC T/shirt. He was told to remove the T/shirt and refused and thus the assault

CM was supposedly assaulted by a member of MDC JG. CM a shopkeeper is said to have told JG who wanted to buy a loaf of bread the only loaf that was left in the shop that it had already been bought and was awaiting collection. JG then assaulted her accusing her of trying to favour Zanu PF supporters only.

BY was purportedly assaulted by PN after he was overheard criticizing Zanu PF for all the economy woes being faced by the country.

TJ a supporter of the MDC had most of his property looted by IG of Zanu. TJ is alleged to have had undergone intensive interrogations by Zanu PF supporters on why he had not attended their meeting that day. The looting was meant to fix TJ.

27 July 2006A staunch Zanu PF supporter Mrs BM was reportedly harassed by CG by denying her a chance to stand as a candidate in the primary local government elections. It is alleged that Mrs. BM was told that the country leadership was to be headed by men and not women.

TM was supposedly assaulted by two MDC supporters CM and EM after she had been overheard saying that this country is facing a lot of hardships. The perpetrator told the victim not to complain she was part of the cause of the hardships since she was a Zanu PF supporter.

TN of Mandava a Zanu PF supporter allegedly went to church wearing a Zanu PF T/shirt and was barred from attending church with Zanu PF regalia

TM an MDC businessman reportedly had all his property at home destroyed by fire after he had announced his intentions to contest in the forthcoming local government elections on an MDC ticket. TM had over $900 million worth of his goods destroyed and Zanu PF supporters were prime suspects in the case.

Mr B M a member of the anti-senate MDC seemingly had his car radio stolen from his car by suspected Zanu PF supporters he had seen loitering around nearby during the day.

TM of MDC was supposedly harassed by Zanu PF’s MS for being an MDC supporter.

An MDC activist Mr SZ of Mabula Resettlement is said to be undergoing

harassment daily by her husband Mr Z. It is alleged that the harassment started when the victim was elected Secretary of the MDC party in the area. The perpetrator is said to want his wife SZ to leave MDC and join Zanu PF his party.

Mr K and family were allegedly ordered to leave their home by headman. It is alleged that the victim had been told for a long time to stop attending MDC meetings by his headman and other villagers, but he is said to have remained adamant which finally led the headman to have him evicted from the area.

Two MDC youths JS and CM of Highlands T/ship in Zvishavane were allegedly approached by Zanu PF youths who were then joined by more other youths. It is alleged that the perpetrators started to harass their victims but as the victims tried to resist they were then beaten with sticks and open hands. The victims were being accused of not wanting to join Zanu PF by ZZ, IM and MM.

SM of Gaha Township a Zanu PF supporter was reportedly harassed by two MDC female youths NM and NM. It is alleged that the victim was asked why he was still clinging on to his stupid ideas and thinking only of Zanu PF. NM and NM promised SM that they were going to give him only three weeks to normalise his thinking.

Mrs TD one of the MDC women’s league allegedly had her property put on fire by suspected Zanu PF youths led by ETG. The victim had been accused of being supported by MDC.

BACKGROUND & FORMATION_____________

The

Zimbabwe Peace Project (ZPP) was conceived shortly after 2000 by a group of Churches and NGOs working or interested in human rights and peace-building initiatives, and was to become a vehicle for civic interventions in a time of political crisis. In particular ZPP sought to monitor and document incidents of human rights violations and politically-motivated breaches of the peace e.g. violence.

Today, ZPP’s member organisations include, the Catholic Commission for Justice and Peace (CCJP), Zimbabwe Council of Churches (ZCC), Evangelical Fellowship of Zimbabwe (EFZ), Zimbabwe Election Support Network (ZESN), Counselling Services Unit (CSU), Zimbabwe Liberators’ Platform, Zimbabwe Civic Education Trust, ZimRights, Civic Education Network Trust.(CIVNET)

GOAL AND OBJECTS OF THE ORGANISATION

ZPP was established with the aim of promoting peaceful co-existence and to help reduce political conflict and violence through monitoring, investigating and researching the causes and nature of violence and circulating widely the results of such activities. The organisation also aims to help resolve politically related conflicts, and to identify

victims and perpetrators of

such conflicts, the former of whom will be assisted by being given any support they may require, e.g. legal, medical or material assistance. ZPP aims to work in cooperation with any authorities, institutions and individuals to achieve its objectives of curbing violence and upholding human rights.

VISIONTo see Zimbabwe transform into a society that cherishes

the pursuit and realisation of justice, freedom, peace, human dignity and development.

MISSIONTo heighten the nation’s socio-political conscience and

senses of responsibility against violence and human rights abuses through information and practical interventions.

The organisation is engaged in the following activities to achieve its goals:Monitoring all

forms of violence and human rights abuse and collecting data on conditions, practices and policies which affect the human rights, freedoms, dignity and livelihood of people, e.g. the availability or otherwise of food;Recording and documenting cases of conflict and human rights violations;Networking strategically with other organisations able to assist victims and perpetrators;Conducting follow-up investigations to gather enough evidence to build up water tight cases for purposes of litigation;Ensuring that certain verified cases of violence and human rights violations are litigated and perpetrators are punished; as part of an anti-impunity drive through the courts

Providing basic counselling services for both victims and perpetrators of violence and human rights abuses;Training monitors

Referring of victims of violence and human rights abuses to organisations better placed to offer relevant assistance;

Researching on causes, degree, effects of violence and human rights abuses, and ways of eliminating and avoiding conflict and human rights violations;

Promoting dispute resolution and conflict management interventions;

Issuing policy briefs to influence policy decisions deterring the culture or institution of violence and human rights abuses.

UNIQUENESSThe organisation’s strength lies in the fact that it is perhaps the only permanent community-based civil society organisation with a country-wide grassroots presence. ZPP has two trained primary monitors deployed in each of the 120 electoral constituencies of Zimbabwe.

The monitors are members of the communities within which they reside and work, and this gives ZPP the capacity to, among other things, ‘sense’ conflicts long before their symptoms spread.
