The arms of the state such as the police have reportedly continued to harass opposition MDC members and sympathizers. The month was characterized by cases of assault, intimidation and harassment, arson, malicious injury to property. In one extreme case a murder was recorded in Mashonaland East Province. The war veteran have given them selves extra powers are reportedly intimidating members of the opposition and rival Zanu PF members from the ruling party claiming exclusive rights to power. Throughout the country there were incidences of violence reported around the upcoming local government elections and some cases around the heroes’ day celebrations. Exclusion from positions of authority is still being used as a political tool in some areas resulting in the dearth of meaningful participation in community based activities. A case in point was in Tsholotsho district where some members of the community were forced to resign from campfire posts because they belonged to the MDC by the headman. As in the reported in the preceding months headmen are increasing losing their credibility as traditional leaders as they have now become political figures. In some cases councillors and headmen, kraal heads have become the chief perpetrators of the structural violence against opposition members. The councillors, members of parliament have thwarted freedom of association by threatening to victimize those attending MDC meetings and those not attending Zanu PF meetings. In some provinces including Harare, Manicaland and Masvingo the cases of politicization of food and other aid have been reported. In Masvingo, for instance it was alleged that food aid is also being hijacked for political ends. It was reported that in Masukume village, a Zanu PF councillor Mrs M. allegedly took the food donated by an N.G.O DachiCare and started using it for campaigning. Access to food aid is being seen as the prerogative of Zanu PF members and other community members are being victimized for benefiting from food aid on accusations that they are relatives of persons who do not belong to the ruling party. Other members have also been excluded from benefiting from buying food from the Grain Marketing Board. In Manicaland, Makoni West constituency members are being asked to produce party cards before they can buy maize. The July reports also reflect a high incidence of youth being perpetrators of violence in all provinces. The arms of the state such as the police have reportedly continued to harass opposition MDC members and sympathizers. contesting against the youth’s preferred candidate in the ruling party primary elections to select ward councillors. They have also been perpetrating violence against opposition youth and other community members. Some cases of arson were reported in Midlands Province, a case in point was in Mapfungautsi village were a house was burnt down because the house belonged to an opposition member. It is alleged that OM’s new home was torched to ashes by Zanu PF’s BM when it was discovered that he was an MDC supporter in Zvishavane, TM an MDC businessman reportedly had all his property at home destroyed by fire after he had announced his intentions to contest in the forthcoming local government elections on an MDC ticket. Intimidation and harassment continue unabated as the local government elections draw closer. In Gokwe residents were threatened with unspecified action if they did not vote for the ruling party. Displacement has also been reported in some provinces sometimes as a result of personal interests by political authorities in victim’s houses and other persons’ properties. In Gokwe Senga some kraal heads have evicted persons known to be MDC supporters from their homes. Freedom of association and expression continues to be thwarted unabated as some of the Zanu PF members are forcing people to attend rallies and meetings. Members of the public who attend MDC rallies were also being harassed by Zanu PF supporters. Zanu PF continues to label those attending MDC meetings as sell-outs or traitors resulting in impunity for the perpetrators. The state continues to repress civil society activities, in Mutare North, members of the Zimbabwe Republic Police arrested and assaulted more than 15 members of the NCA who were marching demanding a new constitution in the city centre. EXECUTIVE SUMMARY

NCA members demonstrating for a people driven constitution along Nelson Mandela Avenue, were purportedly arrested by police who detained them and later charged and released after about two days in custody. In Manyame, 19 July 2006, in the city centre about three hundred Combined Harare Residents Association took to the streets demanding improvement in service provisions and the immediate reversal of the appointment of the illegal commission running the affairs of Harare and the subsequent holding of mayoral and council elections, near town house about nineteen people with two journalists were allegedly arrested by police.

METHODOLOGY

This report is based on reports from ZPP long-term community based primary peace monitors who observe, monitor and record cases of human rights violations in the constituencies they reside. ZPP deploys a total of 240 community-based primary peace monitors (two per each 120

electoral constituencies of Zimbabwe). These community-based monitors reside in the constituencies they monitor. They compile reports that are handed over to ZPP provincial coordinators who man the different ZPP offices in the ten administrative provinces of

Zimbabwe. Upon receipt and verifications of the reports from the monitors, the provincial coordinators compile provincial monthly monitoring reports, which are then consolidated at national office into the ZPP monthly monitoring reports.

In Dzivarasekwa 1, at 413/A it is reported that Mrs. K (MDC) was harassed and threatened with her husband Mr. K to join the ruling party.

10 July 2006

It is reported that Mrs. K a vendor was harassed and goods looted by five Zanu PF youths being forced to attend a Zanu PF meeting.

12 July 2006

C an MDC youth was purportedly harassed and assaulted by two Zanu PF youths, VM and T for wearing an MDC T/shirt.

15 July 2006

EC (25) was ostensibly harassed and threatened with displacement by her father Mr. C being forced to marry a Zanu PF youth.

In Tynwald South, it is alleged that P an MDC pro-senate faction was assaulted by five anti-senate faction MDC youths.

25 July 2006

Three women vendors, Mrs. S, S and A were allegedly harassed and intimidated by about ten Zanu PF youths, led by D being forced to attend the opening of parliament by President Mugabe.

It is reported that two MDC youths, TM and F were assaulted by about ten Zanu PF youths for urging people not to attend the opening of parliament.

At Lusaka shops, it is supposed that TS an MDC youth was assaulted three police officers, led by Constable M for being an MDC activist.

5 July 2006

At the Glen Norah park garden, about fifteen MDC anti-senate youths were purportedly harassed and intimidated by PM MDC pro-senate Member of Parliament of the constituency.

11 July 2006

FZ an MDC member was ostensibly assaulted by suspected Zanu PF supporters for wearing a crisis coalition T/shirt.

In Egypt lines, it is reported that LK an MDC youth was assaulted by another MDC youth, SP in a leadership wrangle.

At OK Glen Norah, it is believed that old aged people who were collecting food from World Vision were harassed and intimidated by about five Zanu PF youths who accused them of getting food from an NGO which sympathizes with MDC.

It is reported that G family who were at a memorial service of their beloved one were harassed and assaulted by about six Zanu PF youths for putting on a red cloth which was mistaken for an MDC flag.

It is reported that about three police officers of Glen Norah police station harassed and assaulted three vendors, CM, EC and TM and looted their goods being accused of supporting the opposition party.

At OK Machipisa, it is reported that TZ a vendor was assaulted and goods confiscated by two Zanu PF youths and a police officer accused of supporting MDC.

12 July 2006

At Mukambo market Machipisa, it is reported that PC a vendor was assaulted and forced to attend a Zanu PF meeting by four Zanu PF youths.

15 July 2006

At Karigamombe housing co-operative, JN a youth was ostensibly assaulted by two Zanu PF youths for refusing to attend a Zanu PF meeting.

20 July 2006

It is alleged that BB an MDC supporter was assaulted by two police officers and his goods confiscated after being accused of supporting MDC.

Kuwadzana

2 July 2006

Mr. P a vendor and well-known MDC youth is said to have had his goods looted by nine Zanu PF youths, led by R.

It is believed that two Zanu PF members, TS and BM were assaulted by three MDC youths, MH, EG and TN over political differences.

In Kuwadzana 1, it is reported that BM an MDC youth was harassed and intimidated by five Zanu PF youths, led by B for wearing MDC regalia.

At Kuwadzana roundabout, it is reported two youths, K and O were assaulted by five MDC youths for failing to chant MDC slogan.

At Chigavanyika shops, it is alleged that four MDC pro-senate youths, led by PG were assaulted by eight Zanu PF youths, led by T and C for campaigning for MDC pro-senate party.

It is reported that Mrs. K, MDC member was harassed and intimidated by about eight Zanu PF youths and a municipal police who was allocating stands for vending to vendors.

It is reported that about twelve MDC youths were harassed and denied to carry out food for work programmed by the council by two Zanu PF members, Mr. C ward chairman and Mrs. D ward treasurer for their political affiliation.

At 784 St. Mary’s, it is reported that TM MDC pro-senate youth was assaulted by other three MDC anti-senate youths over political differences.

At Masiyandaita Bar, it is alleged that Mr. M suspected MDC member was assaulted by two suspected Zanu PF youths for denouncing the ruling party.

At Zengeza 2 library, it is alleged that Mr. M was harassed and forced to attend a Zanu PF meeting by Zanu PF youths.

At Zengeza 2 shops, it is reported that two Zanu PF members, Mr. C and friend were harassed and intimidated by MDC supporters for their affiliation.

At Zengeza 2 shops, it is alleged that about five Zanu PF supporters led by Mrs. S were harassed and assaulted by about six MDC youths for singing revolutionary songs.

In Chivhu Town, it is alleged that GG suspected MDC member was harassed and intimidated by three Zanu PF youths led by KM for wearing an MDC T/shirt.

Again in Chivhu town, it is alleged that two young ladies suspected to be MDC youths AM and AM were purportedly assaulted by two Zanu PF youths, EJ and IJ accused of having an affair with MDC youths.

At Mudawarima village, it is alleged that SN suspected MDC lady was assaulted by two Zanu PF members, DN and TN for going to a new church in the area which is being suspected to be doing MDC business.

In Chivhu town, it is alleged that about twelve Zanu PF youths stoned windows of a house belonging to an MDC member, JC and the damage is estimated at over thirteen million Zimbabwe dollars (Z$13 000).

Goromonzi

3 July 2006At Majuru Growth Point, it is alleged that TM a Zanu PF supporter was assaulted by AK MDC supporter for supporting the Heroes’ Splash to be held on 11 August 2006.

Again at Majuru Growth Point, it is claimed that TP an MDC member was reportedly assaulted for denouncing the ruling party on economic hardships being faced by people at the moment by AM a Zanu PF member.

14 July 2006

In Mudzi river, it is being reported that NB known MDC activist was murdered by suspected Zanu PF youths in cold blood where he was found naked in the river his clothes were near the body trying to portray a picture of suicide.

At Savanhu village, it is supposed that FN an MDC supporter was harassed and intimidated by two Zanu PF members, VN and JN in a bid to decampaign him as a councillor in the coming council elections.

18 July 2006

In Devote ward, JM an MDC activist was ostensibly harassed and intimidated by KV a Zanu PF supporter who is trying to stop the victim from contesting as a councillor on an MDC ticket in the next council elections.

In Mwanza village, it is reported that CS an MDC supporter was assaulted for not supplying maize to GMB by AR a Zanu PF supporter.

At Majuru Growth Point, VK (MDC) was ostensibly assaulted by AG a Zanu PF supporter for denouncing the ruling party on the monetary policy.

Marondera East

4 July 2006

In Marondera town, it is reported that Mr. B an MDC supporter was assaulted by six Zanu PF youths, led by GM and G for complaining against the high budget presented by Marondera municipality.

In Marondera town again, it is alleged that JR who is an MDC supporter was assaulted by four Zanu PF youths, led by MN being forced to attend a Zanu PF meeting.

At Mavhurazi village, it is alleged that FM (14) was raped by her father GM Zanu PF supporter and was threatened with death if she reports the incident.

At Mavhurazi Irrigation Scheme, MJ an MDC member was harassed and intimidated with dismissal from Arex accused of supporting the opposition MDC by TS a Zanu PF supporter.

At Mavhurazi Primary School, MM who is an MDC supporter and a teacher was supposedly harassed and threatened with displacement for supporting the opposition MDC party.

In Ruvimbo Park, it is alleged that Mr. S an MDC supporter was harassed and threatened with death for being an MDC candidate in the coming council elections.

In Marondera town, it is purported that Mrs. M and family who are MDC supporters were harassed and assaulted by Zanu PF supporters, led by war veteran TS for receiving food aid from an organization called ZOWO which is perceived to be an MDC organization.

At Mukumba School, it is reported that R and his family (MDC) were assaulted and displaced from the area accused of supporting the opposition party by three Zanu PF youths, led by TC.

At boarder Church, it is supposed that OM was harassed and threatened with beatings being accused of harbouring known MDC activist by two Zanu PF supporters, CC and SC.

At Dombo, Madula village 6, after the Zanu PF primaries NN won the election but the sitting Minister for Gwanda and his friends were not approving. So the other contestant PN with the backing of the MP started fault finding and reportedly accused NN of having stolen council cattle and reported this to the police. The victim confronted the perpetrator to find out why he was after him and an argument and threats ensued at the village meeting.

At Insindi farm, MM of NCA who had his cattle missing for about 3 months but has been finding them one by one from Insindi farm after a tip off, was purportedly harassed and told never to come back to the farm by AN of Zanu PF. The perpetrator is suspected of being involved in the theft of these cattle.

At Blanket mine, Insindi village, the Chief KM called a meeting to impose Mr. B.M as councillor for the newly resettled farmers. The residents rejected the idea and this angered the chief and fellow war veterans who purportedly harassed and insulted the residents.

At Msithi Primary School there was a cluster ward activity where 6 schools met and were fund raising. The hosting school had opted to invite JTM as their guest of honour but AL had declared that for all school functions in the district he would be the guest of honour.

So he was angered by the school for inviting JTM. The Headmaster of the school NM also a member of MDC was harassed for this invitation and the Minister phones him so many times telling him to leave the school immediately. The Head reported the matter to the police who promised to try and stop the threats.

N and as usual AL was not happy and indicated this to NM threatening that teachers would pay for inviting outsiders to functions in Filabusi when he is there. At ward 4 Empumalanga, the CID team including S and six others allegedly raided MDC offices and purported to be looking for a fugitive Mrs. D from Bulawayo. They did not have a search warrant. The MP was in the office and was harassed.

Seven CID officers stormed into the MDC MP‘s house and reportedly searched his house without a search warrant saying they were looking for something they did not specify. MP has since written a letter of complaint to the member-in-charge.

At Tinde in Binga, it is alleged that Senator HS had organized a star rally to thank the Binga community for voting for him during the senatorial elections. The Zanu PF district committee upon hearing this also organized a meeting on the same day, time and same venue. Members of the Population Service Centre were allegedly harassed by Zanu PF supporters and MP LM in the company of Ms. AS after organizing some activities for the unemployed youths in the area. It is alleged that victims were ordered to hand over the money which was meant purchase balls and soccer kits for youth to the perpetrators to spend it on Zanu PF teams instead of the ordinary people. 16 July 2006

It is reported that residents of Gokwe were called for a meeting by the Zanu PF MP, LM to map out a way to see Zanu PF winning in the forth coming local government elections. The MP is alleged to have told residents that no one was going to vote from the place where they are not known. This was meant to try and find out who would have voted for the other parties besides Zanu PF.

ABM a local farmer is reported to have been forcibly made to surrender his five-roomed house on a stand he had acquired in 2000 by one PM, a war veteran. It is alleged that ABM was allocated a stand which PM had interests in the same land but failed to get it. The perpetrator is said to have threatened to evict the land owner, destroy the house the victim had built so that he could build his and inhabit the land.

MS a well known supporter of the opposition was allegedly ordered to move out of the place he was staying,

by his kraal head RR. MS is said to have lived at the place for the past fifteen years. He was accused of supporting MDC.5 July 2006

It is alleged that when PM of MDC who had attended a Zanu PF meeting was told to leave the meeting on allegations that he was on the ‘WANTED’ list by Zanu PF supporters for being an active member of the opposition. It is reported that PM was then taken to a secluded place away from the meeting and was thoroughly beaten.

Three kraal headmen names LM, MM and MN were allegedly forced to participate in political activities when they were made to campaign for Zanu PF for the forth coming local government elections that are due in August 2006. CM of Zanu PF and his fellow committee members allegedly perpetrated the incident threatening the three that they were to lose their position if they failed to participate.

Two people suspected to be members of the MDC JM and JM of Mavhirira School were allegedly denied the right to stand as Zanu PF candidates in the forthcoming local government elections. Despite having successfully been elected as potential candidates in their wards, the two were openly told that they could not stand on Zanu PF tickets because they were suspected to be MDC supporters.

A Zanu PF Councillor of the Chikarimatsito ward Mr M is said to have denied other contestants to stand for the primary elections in his area solely for fear that he could be defeated. This was done by misinformation to those who were preparing for the elections that there were no primary elections in the area.

Two housewives ET and EC, whose husbands work in the city, are reported to be suffering a lot of harassment and intimidation from Zanu PF supporters whenever they go and return from visiting their husbands. GM of Vungu Resettlement was ostensibly harassed and threatened by two residents of his resettlement after they suspected him of being an MDC supporter. The victim was allegedly threatened with disappearance if at all their suspicions were verified.

BACKGROUND & FORMATION_____________

The

Zimbabwe Peace Project (ZPP) was conceived shortly after 2000 by a group of Churches and NGOs working or interested in human rights and peace-building initiatives, and was to become a vehicle for civic interventions in a time of political crisis. In particular ZPP sought to monitor and document incidents of human rights violations and politically-motivated breaches of the peace e.g. violence.

Today, ZPP’s member organisations include, the Catholic Commission for Justice and Peace (CCJP), Zimbabwe Council of Churches (ZCC), Evangelical Fellowship of Zimbabwe (EFZ), Zimbabwe Election Support Network (ZESN), Counselling Services Unit (CSU), Zimbabwe Liberators’ Platform, Zimbabwe Civic Education Trust, ZimRights, Civic Education Network Trust.(CIVNET)

GOAL AND OBJECTS OF THE ORGANISATION

ZPP was established with the aim of promoting peaceful co-existence and to help reduce political conflict and violence through monitoring, investigating and researching the causes and nature of violence and circulating widely the results of such activities. The organisation also aims to help resolve politically related conflicts, and to identify

victims and perpetrators of

such conflicts, the former of whom will be assisted by being given any support they may require, e.g. legal, medical or material assistance. ZPP aims to work in cooperation with any authorities, institutions and individuals to achieve its objectives of curbing violence and upholding human rights.

UNIQUENESSThe organisation’s strength lies in the fact that it is perhaps the only permanent community-based civil society organisation with a country-wide grassroots presence. ZPP has two trained primary monitors deployed in each of the 120 electoral constituencies of Zimbabwe.

The monitors are members of the communities within which they reside and work, and this gives ZPP the capacity to, among other things, ‘sense’ conflicts long before their symptoms spread.
