BOND ORDINANCE AUTHORIZING THE ACQUISITION OF VEHICLES AND EQUIPMENT FOR THE TOWNSHIP OF VOORHEES, COUNTY OF CAMDEN, NEW JERSEY; APPROPRIATING THE SUM OF $525,000 THEREFOR; AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS OR BOND ANTICIPATION NOTES OF THE TOWNSHIP OF VOORHEES, COUNTY OF CAMDEN, NEW JERSEY, IN THE AGGREGATE PRINCIPAL AMOUNT OF UP TO $498,750; MAKING CERTAIN DETERMINATIONS AND COVENANTS; AND AUTHORIZING CERTAIN RELATED ACTIONS IN CONNECTION WITH THE FOREGOING

BE IT ORDAINED by the Township Committee of the Township of Voorhees, County of Camden, New Jersey (not less than two-thirds of all the members thereof affirmatively concurring), pursuant to the provisions of the Local Bond Law, Chapter 169 of the Laws of 1960 of the State of New Jersey, as amended and supplemented ("Local Bond Law"), as follows:

Section 1. The purposes described in Section 7 hereof are hereby authorized as general improvements to be made or acquired by the Township of Voorhees, County of Camden, New Jersey ("Township").

Section 2. It is hereby found, determined and declared as follows:

(a) the estimated amount to be raised by the Township from all sources for the purposes stated in Section 7 hereof is $525,000;

(b) the estimated amount of bonds or bond anticipation notes to be issued for the purposes

stated in Section 7 hereof is $498,750; and

(c) a down payment in the amount of $26,250 for the purposes stated in Section 7 hereof is currently available in accordance with the requirements of Section 11 of the Local Bond Law, N.J.S.A. 40A:2-11.

Section 3. The sum of $498,750, to be raised by the issuance of bonds or bond anticipation notes, together with the sum of $26,250, which amount represents the required down payment, are hereby appropriated for the purposes stated in this bond ordinance ("Bond Ordinance").

Section 4. The issuance of negotiable bonds of the Township in an amount not to exceed $498,750 to finance the costs of the purposes described in Section 7 hereof is hereby authorized. Said bonds shall be sold in accordance with the requirements of the Local Bond Law.

Section 5. In order to temporarily finance the purposes described in Section 7 hereof, the issuance of bond anticipation notes of the Township in an amount not to exceed $498,750 is hereby authorized. Pursuant to the Local Bond Law, the Chief Financial Officer is hereby authorized to sell part or all of the bond anticipation notes from time to time at public or private sale and to deliver the same to the purchasers thereof upon receipt of payment of the purchase price plus accrued interest from their date to delivery thereof. The Chief Financial Officer is hereby directed to report in writing to the governing body at the meeting next succeeding the date when any sale or delivery of the bond anticipation notes pursuant to this Bond Ordinance is made. Such report must include the amount, the description, the interest rate and the maturity schedule of the bond anticipation notes sold, the price obtained and the name of the purchaser.

Section 6. The amount of the proceeds of the obligations authorized by this Bond Ordinance which may be used for the payment of interest on such obligations, accounting, engineering, legal fees and other items as provided in Section 20 of the Local Bond Law, N.J.S.A. 40A:2-20, shall not exceed the sum of $25,000.

Section 7. The improvements hereby authorized and the purposes for which said obligations are to be issued; the estimated costs of each said purpose; the amount of down payment for each said purpose; the maximum amount obligations to be issued for each said purpose and the period of usefulness of each said purpose within the limitations of the Local Bond Law are as follows:

Section 8. The average period of useful life of the several purposes for the financing of which this Bond Ordinance authorizes the issuance of bonds or bond anticipation notes, taking into consideration the respective amounts of bonds or bond anticipation notes authorized for said several purposes, is not less than 5.00 years.

Section 9. Grants or other monies received from any governmental entity, if any, will be applied to the payment of, or repayment of obligations issued to finance, the costs of the purposes described in Section 7 above.

Section 10. The supplemental debt statement provided for in Section 10 of the Local Bond Law, N.J.S.A. 40A:2-10, was duly filed in the office of the Clerk prior to the passage of this Bond Ordinance on first reading and a complete executed duplicate original thereof has been filed in the Office of the Director of the Division of Local Government Services in the Department of Community Affairs of the State of New Jersey. The supplemental debt statement shows that the gross debt of the Township, as defined in Section 43 of the Local Bond Law, N.J.S.A. 40A:2-43, is increased by this Bond Ordinance by $498,750 and that the obligations authorized by this Bond Ordinance will be within all debt limitations prescribed by said Local Bond Law.

Section 11. The full faith and credit of the Township are irrevocably pledged to the punctual payment of the principal of and interest on the bonds or bond anticipation notes authorized by this Bond Ordinance, and to the extent payment is not otherwise provided, the Township shall levy ad valorem taxes on all taxable real property without limitation as to rate or amount for the payment thereof.

Section 12. The applicable Capital Budget of the Township is hereby amended to conform with the provisions of this Bond Ordinance to the extent of any inconsistency therewith, and the resolution promulgated by the Local Finance Board showing full detail of the amended applicable Capital Budget and Capital Program as approved by the Director of the Division of Local Government Services, is on file with the Clerk and available for inspection.

Section 13. The Township hereby declares its intent to reimburse itself from the proceeds of the bonds or bond anticipation notes authorized by this Bond Ordinance pursuant to Income Tax Regulation Section 1.150-2(e), promulgated under the Internal Revenue Code of 1986, as amended ("Code"), for "original expenditures", as defined in Income Tax Regulation Section 1.150-2(c)(2), made by the Township prior to the issuance of such bonds or bond anticipation notes.

Section 14. The Township hereby covenants as follows:

(a) it shall take all actions necessary to ensure that the interest paid on the bonds or bond anticipation notes authorized by the Bond Ordinance is exempt from the gross income of the owners thereof for federal income taxation purposes, and will not become a specific item of tax preference pursuant to Section 57(a)(5) of the Code;

(b) it will not make any use of the proceeds of the bonds or bond anticipation notes or do or suffer any other action that would cause the bonds or bond anticipation notes to be "arbitrage bonds" as such term is defined in Section 148(a) of the Code and the Regulations promulgated thereunder;

(c) it shall calculate or cause to be calculated and pay, when due, the rebatable arbitrage with respect to the "gross proceeds" (as such term is used in Section 148(f) of the Code) of the bonds or bond anticipation notes;

(d) it shall timely file with the Internal Revenue Service, such information report or reports as may be required by Sections 148(f) and 149(e) of the Code; and

(e) it shall take no action that would cause the bonds or bond anticipation notes to be "federally guaranteed" within the meaning of Section 149(b) of the Code.

Section 15. The improvements authorized hereby are not current expenses and are improvements that the Township may lawfully make. No part of the cost of the improvements authorized hereby has been or shall be specially assessed on any property specially benefited thereby.

Section 16. All ordinances, or parts of ordinances, inconsistent herewith are hereby repealed to the extent of such inconsistency.

Section 17. In accordance with the Local Bond Law, this Bond Ordinance shall take effect twenty (20) days after the first publication thereof after final passage.

4. Police Department a. Discovery

(1) All requests for discovery in matters pending in the Voorhees Township Municipal Court shall be submitted through the

Municipal Prosecutor.

(2) The following fees shall be payable by any in-person requestor to the Township of Voorhees for discovery or other records

provided. In addition to the duplication of record, an additional fee will be incurred for the actual cost of a written receipt.

(a) $ .05 per page for letter size page or smaller

(b) $ .07 per page for legal size paper or larger

(c) Photographs will be photocopied at the rates established herein or photographs may be copied onto a CD for a fee

(d) Duplication of videotapes constitutes an extraordinary duplication process and will be charged at the rate of

$2.15 per videotape.

(e) On any item that cannot be photocopied on the Township copy machine or not otherwise provided for in this

schedule, the actual cost incurred in making the copy shall be charged.

(3) If copies of the reports are requested to be mailed an additional fee of $5.00 shall be added to the duplication cost to cover the

administrative costs of the discovery or other records/reports provided via postal mail.

I. CONSTRUCTION CODE ENFORCEMENT FEES

1. Building Sub-code Permit Fees:

a. Fees for new construction shall be based upon the volume of the structure. Volume shall be computed in accordance with N.J.A.C. 5:23-2.28. The

new construction fee shall be in the amount of $0.037 per cubic foot of volume for buildings and structures of all use groups and types of construction as classified and defined in Articles 3 and 4 of the building subcode; provided, however, that the fee shall be $0.021 per cubic foot of volume for Use Groups A-1, A-2, A-3, A-4, F-1, F-2, S-1 and S-2, and the fee shall be $0.0010 per cubic foot for structures on farms, including commercial farm buildings under N.J.A.C. 5:23- 3.2(d

b. Fees for renovations, alterations and repairs shall be based upon the estimated cost of the work. The fee shall be in the amount of $33 per

$1,000 of estimated cost. A flat fee of $60 shall be charged for all renovations, repairs and alterations up to and including

$2,000 of estimated cost of work. From $50,001 up to and including $100,000, the additional fee shall be in the amount of $25 per $1,000 of estimated cost above $50,000. Above $100,000, the additional fee shall be in the amount of $21 per $1,000 of estimated cost above $100,000. For the purpose of determining the estimated cost, the applicant shall submit such cost data as may be available, produced by the architect or engineer of record, by a recognized estimating firm or by the contractor. A bona fide contractor’s bid, if available, shall be submitted. The enforcing agency shall make the final decision regarding estimated cost.

c. Fees for additions shall be computed on the same basis as for new construction for the added portion. The minimum fee for R-5 Residential

shall be $200.00 . For all other use groups the minimum shall be $250.00.

d. Fees for combination renovations and additions shall be computed as the sum of the fees for the addition and alteration computed separately in

accordance with the above.

e. Fees for minor construction work shall be based upon the estimated cost of work. The fee shall be computed as a unit rate per $1,000 of estimated

cost or fraction thereof, as set forth in subparagraph b. above.

f. Temporary structures and all structures for which volume can’t be computed, such as swimming pools and open structural towers, shall be

charged a flat rate as follows:

(i) Open structural towers: $200.00(ii) Swimming pools:

(A) Above ground $ 75.00(B) In-ground: $200.00

(C) Spa Cover $ 10.00

(D) Replacement fence for

g. The fee to set modular homes in place shall be $200.00 plus other relevant sub-code fees.

h. Except as provided in subsection (i), below, the fee for a demolition or removal permit shall be $75.00 for a structure of less than 5,000 square

feet in area and less than 30 feet in height, for one-family or two-family residences (Use Group R-3 of the Building Code) and for

structures on farms, including commercial farm buildings under N.J.A.C. 5:23-3.2(d), and $150.00 for all other use groups.

i. The fee for a permit to construct a sign shall be $2.00 per square foot of surface area of the sign, computer on one side only for double-faced signed.

j. THE FOLLOWING ARE FEE EXEMPT: Only schools and related facilities owned and operated by Voorhees Twp. BOE and Eastern Regional High School, all buildings and structures owned and used by Voorhees Township municipal government and related entities such as fire and police, and all buildings owned and used by county and state government.

(i) The fee for roofing or siding repair permits for Use Groups R-3, & R4-R5 shall be a flat fee of $60.00.(ii)All other use groups - $200.00

k. The fee for partial release of a footing and foundation permit shall be per cubic foot of volume of the area of footing and foundation for the use

Groups specified in 1.a. of the Building Sub-code Permit Fee.

2. Plumbing Sub-code Permit Fees.

a. For one to five fixtures, the fee shall be $45. For each additional fixture, the fee shall be $10.00 per fixture for all fixtures and appliances, except as

listed directly below.

b. The fee shall be $65.00 per special device for the following: grease traps, oil separators, water cooled air conditioning units, refrigeration units,

domestic water and sewer utility service, boilers and furnaces in all occupancies other than R-3 and R-5 Use Groups, active solar systems, sewer pumps, interceptors and gas fuel oil piping in all occupancies other than R-3 and R- 5 Use Groups. In all Use Groups, the fee for backflow preventors with provisions for testing shall be $45 per special device.

c. Minimum fee for any plumbing permit shall be $60.00.

3. Electrical Sub-code Permit Fees.

a. Electrical sub-code fees for electrical fixtures and devices shall be as follows:

(i) For one to 50 receptacles or fixtures, the fee shall be in the amount of $36.00. For each 25 receptacles or fixtures in addition to this,

the fee shall be increased by the amount of $6.00 for each additional group of 25 or part thereof. For the purpose of computing

this fee, receptacles or fixtures shall include lighting outlets, wall switches, fluorescent fixtures, convenience receptacles or similar fixtures and motors or devices of less than one horsepower or one kilowatt. Minimum fee shall be $60.00.

(ii) For each motor or electrical device greater than one horsepower and less than or equal to ten horsepower and for transformers and

generators greater than one kilowatt and less than or equal to ten kilowatts, the fee shall be $10.00 each. Minimum fee shall be

$60.00.

(iii) For each motor or electrical device greater than ten horsepower and less than or equal to 50 horsepower, each service panel, service

entrance or subpanel less than or equal to 200 amperes and all transformers and generators greater than ten kilowatts and less than or equal to 45 kilowatts, the fee shall be $60.00.

(iv) For each motor or electrical device greater than 50 horsepower and less than or equal to 100 horsepower, each service panel, service

entrance or subpanel greater than 200 amperes and each transformer or generator greater than 45 kilowatts and less than or equal to 112.5 kilowatts, the fee shall be $92.00.

(v) For each motor or electrical device greater than 100 horsepower, each service panel, service entrance or subpanel greater than 1,000 amperes and each transformer or generator greater than 112.5

kilowatts, the fee shall be $457.00.

(vi) Electrical permit for swimming pools shall be $60.00.

(vii) Rain Sensor flat fee $10.00

a. For the purpose of computing these fees, all motors, except those for plug-in appliances, shall be counted, including control equipment, generators,

transformers and all heating, cooking or other devices consuming orgenerating electrical current.

4. Fire Sub-code Permit Fees.

Fees for fire protection and other hazardous equipment such as sprinklers, standpipes, detectors (smoke and heat), pre-engineered suppression systems,

gas and oil-fired appliances not connected to the plumbing system, kitchen exhaust systems, incinerators and crematoriums shall be as follows:

a. Wet and Dry Sprinkler Heads

(i) For 1 to 20 heads or detectors, the fee shall be $65.00(ii) For 21 to 100 heads or detectors, the fee shall be $120.00(iii) For 101 to 200 heads or detectors, the fee shall be $229.00(iv) For 201 to 400 heads or detectors, the fee shall be $600.00(v) For 401 to 1000 heads or detectors, the fee shall be $822.00(vi) For over 1,000 heads or detectors, the fee shall be $1050.00

b. The fee for one to twelve detectors shall be $36.00. For each 25 additional detectors, a fee of $12.00 shall be added to the base fee.

c. In computing fees for heads and detectors, the number of each shall be counted separately, and two fees, one for heads and one for detectors, shall be charged.

d. The fee for standpipes shall be $229.00

e. The fee for each independent pre-engineered system shall be $92.00

f. The fee for each gas- or oil-fired appliance other than in an R-3 or R-5 Use Group and which is not connected to the plumbing system shall be $46.00

per appliance.

g The fee for each commercial/industrial kitchen exhaust system will be $50.00 Use Groups R-3 and R-5 are exempted from this fee.

h. The fee for each incinerator shall be $365.00

j. The fee for installation of fuel storage tanks is $60 per tank, for tanks equal to or larger than 600 gallons.

k. The fee for each smoke control system shall be $250.00

m. Fire hose cabinets are $100 each.

n. Fire pumps are $165.00 each.

o. Minimum fee shall be $60.00

5. Elevator Test and Inspection Fees. The fees for witnessing acceptance tests and performing inspections of elevators:

a. Basic fees for elevator devices in structures not in Use Groups R-3 and R-4, R-5or in exempted R-2 structures shall be as follows:

(a) The fees for witnessing acceptance tests and performing inspections on new and altered elevator devices shall be as follows:

4. The fee for performing inspections of minor work shall be $ 68.00.

(b) The fees for routine and periodic tests and inspections for elevator devices in structures not of Group R-3, R-4, or R-5, or otherwise exempt devices in structures of

Group R-2, shall be as follows:

1. The fee for the six-month routine inspection of elevator devices shall be as follows:

3. Annual fee for inspections at seasonal facilities shall be as follows:i. Traction and winding drum elevators:

v. Dumbwaiters $ 108.00;vi. Stairway chairlifts, inclined and vertical wheelchair lifts, manlifts $164.00

6. Mechanical Subcode Fees.

NOTE: APPLIES ONLY TO REPLACEMENT EQUIPMENT

The fee for the inspection of mechanical equipment in Use Groups R-3 and R-5 shall be $50.00 for the first 2 appliances and $10 for each additional

appliance. NOTE: This flat fee includes all costs associated with the incidental connections and extensions of associated gas, fuel oils and/or

domestic water relating to the specific appliance. This does not include the requirement for an electrical permit if needed.

a. Exception - R-3, R-4 & R-5 water heaters shall have a flat fee of $50.00.

7. Miscellaneous Fee – Apply to Any Subcode

a. The fee to remove or abandon, in place, any fuel oil tank, any septic tank, or any other underground tank shall be $60.00

8. Certificates of Occupancy

a. The fee for a certificate of occupancy shall be in the amount of 3% of the commercial construction permit fee. The minimum fee shall be $50.00

except for one-family, covered by Use Group R-3 or R-5, and structures on farms, including commercial farm buildings subject to N.J.A.C. 5:23- 3.2(d), for which the minimum fee shall be $50.00.

b. The fee for a certificate of occupancy granted pursuant to a change of use group shall be $161.

c. The fee for a certificate of continued occupancy shall be $150.00.

d. The fee for a temporary certificate of occupancy shall be a follows:

1. First Certificate shall be no charge

2. All certificates issued after the first shall be charged at $30.00 per certificate

3. The duration for any temporary certificate shall be sixty (60) days.

4. No fee shall be charged for any use group R-5.

9. Alternate Systems and Non-depletable Energy Sources

The fee for plan review of a building for compliance under the alternate systems and non-depletable energy source provisions of the energy subcode shall be

$274.00 for one- and two-family homes (Use Group R-5 of the building subcode) and light commercial structures having the indoor temperature controlled from a single point, and $1,369.00 for all other structures.

10. Fees for Application for Variations.

The fee for an application for a variation in accordance with N.J.A.C. 5:23-2.10 shall be $594.00 for Class I structures and $120.00 for Class II structures and $25

for Class III structures. The fee for resubmission of an application for a

variation shall be $229.00 for Class I structures, $65.00 for Class II structures and $25 for Class III structures.

11. Miscellaneous Construction Code Enforcement Fees.

a. Tents. The fee for an application to erect a tent which is in excess of 16,800 square feet in area or more than 140 feet in any dimension (width,

depth or height) shall be $116.

b. Asbestos Abatement. The fee for a construction permit issued for asbestos hazard abatement shall be a flat fee of $70. The fee for a certificate of

occupancy issued following the successful completion of an asbestos hazard abatement project shall be $14.

c. Lead Hazard Abatement. The fee for a construction permit issued for lead hazard abatement shall be a flat fee of $140.00 The fee for a lead hazard

abatement clearance certificate shall be $28.00.

(ii) All other construction: $1.90/$1,000 of value of construction.

e. Plan Review Fee. Five percent (5%) of construction permit fee.

1. Persons seeking to be married or joined in civil union by the Mayor or Deputy Mayor of the Township of Voorhees shall pay to the Township of Voorhees a fee of $150.00 for such services. The Mayor or Deputy Mayor is authorized to waive such fee for residents of the Township of Voorhees.

2. The Township of Voorhees shall be paid for all marriage or civil union ceremonies immediately upon completion of any such marriage or civil union ceremony. The fees shall be deposited into the current fund, payable to the Township of Voorhees.

3. The Township shall disburse to the Mayor or Deputy Mayor the full amount collected for any such marriage or civil union ceremony on a monthly basis and shall pay the Mayor or Deputy Mayor accordingly.

AUTHORIZING THE SECOND AMENDMENT TO THE DEVELOPER’S AGREEMENT FOR KHMER BUDDHIST HUMANITARIAN ASSOCIATION

WHEREAS, pursuant to Resolution #54-16, adopted on January 11, 2016, the Township

of Voorhees (the "Township") approved and ratified a Developer’s Agreement between the

Township and the KHMER BUDDHIST HUMANITARIAN ASSOCIATION, INC. (the

"Developer") regarding development of the property designated as BLOCK 262; LOT 6 on the

Voorhees Township Tax Map in accordance with that certain Preliminary and Final Major Site

Plan approval granted by the Voorhees Township Zoning Board of Adjustment on June 11, 2015,

which was memorialized in Zoning Board Resolution #15-19 adopted on July 9, 2015 (the

"Approvals"); and

WHEREAS, on August 11, 2016, the Zoning Board granted an application to amend the

Approvals to permit a revised phasing schedule so as to allow the Developer to construct a

required sewer pump station and associated improvements (the "Sewer Improvements") during

Phase I of construction instead of during Phase II as originally required under the Approvals (the

"Amended Approval"), said Amended Approval having been memorialized in Zoning Board

Resolution #16-22 adopted on September 22, 2016; and

WHEREAS, on October 17, 2016, Voorhees Township Committee passed Resolution

#211-16 authorizing the amendment to the Developer’s Agreement; which amended the original

Developer's Agreement to reflect the Developer's rights, responsibilities and obligations with

respect to the Amended Approval and the construction of the Sewer Improvements; and

WHEREAS, on August 9, 2018, the Zoning Board granted an application to amend the

Approvals to permit the use of a temporary worship building, to which the maximum capacity is

not to exceed 96 people and shall not be used for more than 5 years and shall have a certified

certificate of occupancy and shall be demolished after the approved 5 year period, the PA or like

system shall only operate between 1:00PM and 6:00PM and must be directed towards the quarry

and away from the residents who live in the Devonshire neighborhood, the Developer shall

strictly implement and observe its 3 high holy day events procedures as set forth in Exhibit A-17,

attached to Zoning Board Resolution #18-22, Developer shall install temporary parking which

provides 334 parking spaces to accommodate over 1,000 visitors, the Developer shall not apply

for a certificate of occupancy or use the temporary worship building until the entire wall and

entry ways along Route 561 are completed, which shall be complete by August 31, 2019, the

entire wall, including the gates, shall be complete by August 31, 2020; and

WHEREAS, if the Developer fails to adhere to any of the conditions set forth herein, it

shall cease using the temporary worship building. If it fails to do so, it agrees that the Township

shall have the right to revoke any certificate of occupancy for the temporary worship building;

and

WHEREAS, it appears the Second Amendment to Developer’s Agreement is in the

appropriate form.

NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Township Committee of

the Township of Voorhees that the above-referenced Second Amendment to Developer’s

Agreement be approved and accepted, subject to final review the Zoning Board Attorney and

written approval by the Township Solicitor; and

BE IT FURTHER RESOLVED, that the Mayor is hereby authorized to sign and/or

execute said Second Amendment to Developer’s Agreement, on behalf of the Township, in the

form approved by the Township Solicitor.

RELEASE OF A PERFORMANCE GUARANTY FOR LION’S GATE PARKING LOT EXPANSION PHASE II

WHEREAS, Remington & Vernick Engineers has conducted an inspection of the site of

LION’S GATE PARKING LOT EXPANSION, BLOCK 199.06; LOT 35; and

WHEREAS, in a letter dated November 29, 2018, R & V recommends the release of the

performance guaranty in the amount of $407,967.84; and

WHEREAS, the Township is in possession of performance guaranty #K09220793 from

Westchester Fire insurance; and

WHEREAS, R & V also recommends that a maintenance guaranty not be required as

this project was never constructed as per the plans and approvals.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee

that the above referenced performance guaranty be released.

AUTHORIZING APPLICATION FOR PROGRAM YEAR 2019 COMMUNITY DEVELOPMENT BLOCK GRANT FOR THE TOWNSHIP OF VOORHEES,

COUNTY OF CAMDEN, STATE OF NEW JERSEY

WHEREAS, the Camden County Improvement Authority provides funding for certain

infrastructure improvements or services under Community Development Block Grant funding; and

WHEREAS, the Mayor and Township Committee have chosen to submit an application for

Program Year 2019; and

WHEREAS, the Mayor and Township Committee have agreed to apply for funding for the

following services:

*Coordinate and support senior citizen activities, to include bus transportation and other

social/business activities.

*Assist senior citizens in obtaining information on benefits and other services that are

available to them.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee of the

Township of Voorhees, County of Camden, State of New Jersey, that the Mayor is hereby authorized to

To my fellow committee members and our honored guests this evening, friends and family, thank you so much for being here on this very special evening. Congratulations to my friends and colleagues for being re-elected and being sworn in this evening, I am proud to work with them and I thank my colleagues here on Township Committee and for you for giving me the privilege and the honor as serving as your Mayor of Voorhees Township. This is never something I’ve taken lightly, I take it very seriously and I will work very hard to be your representative and to also be the ambassador for Voorhees Township. As we move forward into 2019, I would like to take a few moments to look at some of the highlights of 2018. First and foremost, the building in the complex that we are in, the Voorhees Town Center. This Town center has been owned by all intents and purposes by an absentee landlord. They have not been a good partner with Voorhees Township or with our residents. So, this Township Committee came up with ways to encourage them to either move forward or to sell. We created a business improvement district which gave us leverage over them and gave us taxing power over them. We also took steps that gave us the ability to declare condemnation of the property, but thankfully we didn’t have to do that because in the last few weeks they signed an agreement of sale with Brandywine Financial to sell this complex. We met with Brandywine Financial on several occasions and we are very excited about them becoming a partner with us and with the community to bring back this destination, to bring back restaurants, to bring back retail, some residential, entertainment, possibly an aquarium, possibly a library. There is an extensive conceptual plan that we will be going over the next few weeks and this will not just be a plan that is between the Township Committee and the Zoning Board, Planning Board and Brandywine Financial, but it will involve the residents. We look to move forward in this process and to again, make this the heartbeat of our community. The Virtua Medical Complex continues to thrive and to be the anchor of our medical mile. They continue to draw jobs, business and tax revenue to our township. We’ve continued to work hard as a Township Committee to maintain our infrastructure, to make sure our 110 miles of roads are safe and efficient. We’ve tried to make Voorhees much more walkable and much more bikeable, by installing new bike paths, new sidewalks along Somerdale Road, near Osage School. We installed

sidewalks and a pedestrian crosswalk to make sure that our Students and our families have safe passage to and from Osage School. We started our multi year sewer pipe replacement and we are using a brand-new sewer camera to catch these problems early and fix them early. We’ve continued to make our parks and athletic fields the best in South Jersey with new lighting at the Maiaroto Complex and improving handicap parking at Kirkwood Park. We’ve worked environmentally to make sure that Voorhees is green. I am proud of our environmental commission who this year had their second green fair. They’ve maintained their silver certification from sustainable New Jersey. We’ve worked with the residents of Kirkwood Lake to make sure that that lake is cleaned by the Federal Government and we are hoping that this is finally the year that there will be some dredging done in that lake. We’ve continued use of compressed natural gas trucks and single stream recycling. I’m proud to say that in Voorhees Township we’ve recycled three thousand tons of trash in 2018 saving approximately $204,000.00 in tipping fees. One of our most important functions is to make sure our families are safe, and we want to give our Police Department and our Fire Department the resources they need to keep us safe. As to your Fire Department, we put two new firetrucks in operation. We organized the shifts to make sure there are career fire fighters on duty twenty-four, seven. We hired three new career firefighters, we hired twenty new EMT’s, we added a third ambulance squad during peak hours and our Fire Department now has its own webpage. As to our Police Department, we hired two new police officers which brings our total to fifty-seven officers on the street. We have continued our program of having a police officer in every school, all day, every day. Our officers continue to have body cameras for their protection and for the protection of our residents. We’re proud of our Community programs through our Police Department and our Fire Department, particularly our fifth Junior Police Academy and our third adult Police Academy. As we all know unfortunately there is an opioid crisis in our area, in Camden County and in South Jersey. We’ve taken steps with partnering with our schools and our Police Department to fight the opioid crisis. We again had our steered straight program. We had our Lead Program at Voorhees Middle School. We instituted a program and a course called ‘Not Even Once’, where eleventh and twelfth graders in Eastern High School take a course to give them the tools to learn how to deal with drug problems and to make the right choices. This Township Committee earmarked one hundred thousand dollars in our budget to raise awareness of the Opioid Crisis and to educate our Community. I’m proud of our Fire Department and our Police Department for the things they do in our community. Another successful National Night Out, another successful Police Car Show, raising money for our police foundation. Another successful Holiday fund, where they made Christmas for underprivileged families a better day. Santa on the firetruck was another homerun this year and our Voorhees Saves Lives program continues to thrive. Since this program has been instituted, we’ve provided thousands of safe rides homes from Voorhees bars and restaurants to Voorhees residents. Our DUI arrests in Voorhees Township have decreased by twenty percent since this program was instituted and the one statistic that cannot be quantified is the number of lives that this program has saved since its institution, I’m very proud of that program. We’ve worked to keep our local government accessible, transparent. Our meetings continue to be televised, we are always improving our Township website, we have approximately 3,200 followers on our Facebook page, our township app has been downloaded by 8,000 members, we are on Twitter, we’re on Instagram, we’re on Nixel. Our popular Community events continue to thrive this year with our fifteenth annual Concert Series and tributes to Billy Joel, The Beach Boys and Springsteen. They also included beer gardens and food trucks, they’ve become quite popular. Another successful Halloween Festival. Another successful Santa Parade and this year we formed the Voorhees Arts Council and we opened the Voorhees Arts Center, right here in the Voorhees Town Center. The Arts are alive in Voorhees Township. The Township Committee worked hard on what is our toughest annual challenge which is to stabilize taxes but continuing to provide the services that this community has come to expect and deserve. We continue to use our side arm trash and recycling pick up to better use our man power. We’ve engaged in sensible shared services programs. We’ve engaged with a company and a partnership that allows us to buy energy directly from a source, saving approximately $125,000.00 a year for our Township. Our compressed natural gas trucks save approximately $35,000.00 a year in costs. In 2018, Voorhees Township received 1.5 million dollars in grants, I am very proud of that. Because of those facts, because of those shared services with sensible spending this past year in our budget there was no increase in the local municipal tax. It is important to generate new business as a part of a community. Our Shop Voorhees program that gives tax credit for people who shop in our town with Voorhees businesses has continued to thrive with thirty-two businesses and three thousand households involved. We had our home-based business and small business networking forum. In 2018 thirty-four new businesses opened in Voorhees Township, including Dooney’s Pub, Aldi market and Cheers Wine and Spirits. I’m proud to say that in 2018, South Jersey Magazine named Voorhees as one of the top towns in which to live in South Jersey. We look forward to a successful 2019, this Township Committee will continue to work hard to control spending to do more with less and to make sure we have a thriving business community, to make sure our Shop Voorhees Program works. A Royal Farms will be opening, and the face lift of Eagle Plaza is done. We’re going to expand our shared services agreements with sensible shared services programs. Our medical mile continues to thrive, and Virtue Medical has reached an agreement with Penn to build a thirty-five-million-dollar proton cancer center at our medical mile facility. We will work with our new partners, Brandywine Financial to make sure that this again becomes a destination and the downtown that we know it can be. We will work to continue to maintain our infrastructure, our parks and our fields. We’ve applied for one million dollars in grants. We are putting a new traffic signal at the intersection of Echelon Road and Voorhees Town Boulevard. We are doing sewer upgrades in the Elmtree section,

sidewalk expansion at Lions Lake and we are upgrading the Tennis Courts at Round Hill Park. We are getting new playground equipment and benches at Kirkwood Park. Bike path extensions at Kresson Road and we are buying our seniors a new CNG bus. We’re going to continue our partnership with the Saint Joes Carpenter Society to rehab and sell our abandoned properties in town. We will give our Police and Fire Departments the resources they need to protect not only our residents but to protect themselves. It’s very important that we keep our Fire Fighters, police officers and first responders safe. We will continue with a police officer in every school. We’ve partnered with the schools with an initiative called Social Sentinel Alert Service. A company will monitor public social media to watch out for any threats or any security issues, to cut them off before they happen. We’re instituting a partnership with Camden County the ‘Save Program’, in partnership with our Municipal Courts to identify people who have drug issues to take care of those issues before they become too much of a problem for them. We’re very proud of that program. We continue our Community Events including our Summer Concert Series and we’re actually considering this year, some of you may or may not remember, but we may have a drive-in movie theatre night in Connolly Park. I remember drive in movies, I hope you do too. As I say every year, in addition to the governmental things I like to talk about some of the special people that are here in Voorhees Township and the special families and the special causes that we are so lucky to have. Families like the Mulford Family, who’s daughter Brooke was diagnosed with cancer when she was four years old. For eight years she battled cancer and during that battle she started Brooke’s Toy Closet, which supplies toys for kids in the hospital who are sick. Unfortunately, Brooke passed in 2017 at the age of twelve, but her family has carried on that tradition and that passion and along with Committeewoman Nocito, we were part of the grand opening of Brooke’s Toy Closet at our own Virtue Voorhees Hospital. Families like the Lemanowitz family whose daughter Cara died suddenly in 2015 at the age of fourteen. Cara had two passions, kids and sports. Her family started a foundation called Smiles From Kara, to raise money to give underprivileged kids and special needs kids the opportunity to play sports. Families like the Gunthers and the DiNatales who continue to carry on the passion of their loved ones who have passed on. Groups like our GVAA baseball team, who on a cold rainy December morning collected over four hundred toys for underprivileged kids, it made me very proud. Some personal memories of 2018, I’ve always wanted to play for the Phillies and I still hold out hope that someday that will happen but on the morning of April 14th at the GVAA grand opening and GVAA parade, I was honored to have the PA announcer, Dan Baker actually announce me, so that was probably as close as I’ll ever come to playing with the Phillies but I was able to cross that off my bucket list. On the evening of November 6th, I was honored to be a part of the retirement for my friend Ray Brossel, who dedicated over four decades to making sure our kids received a great education and to make sure they were safe. I was there when he cried and was literally speechless when he found out they were renaming the Voorhees Middle School theater the ‘Raymond J. Brossel Performing Arts Center’. I enjoyed cheering on our Eastern Soccer Team to the State Championship and once again cheering on our Field Hockey Team, not only to the State Championship but to becoming number one in the country. Our Santa Parade and Santa truck put smiles on thousands of faces of kids including my twenty-four-year-old daughter and my four-year-old son. In October, I hope many of you coming in noticed our Veteran’s Wall. We added fourteen names of heroes to that wall this past October, bringing the total to 397. On the evening of October 28 th, I was so proud of our community, at Congregation Beth El, people of all faiths, all races, all religions, came together for a vigil and to pay tribute to the victims of the Tree of Life Synagogue. It was quite a moving experience. Three nights later that same group and many of our other community packed Catelli Duo and raised over ten thousand dollars for the synagogue. Made me very proud. Voorhees is stronger than hate and always will be. There are some people here I’d like to thank this evening. Thank you to the Township employees who help make this town run smoothly, they don’t get enough credit too often. Thank you to our professionals. I was told that I should surround myself with people that are much smarter than myself and I try to do that. Thank you to our many volunteers on our boards, commissions and committees who give us their most valuable asset, which is their time. Thank you to my brother Steve who is here to swear me in again and my niece Alexis who is here. Thank you for coming this evening. Thank you to my lovely lady Katie who has been a pillar of strength in what was a little bit of a challenging year. Thanks to my son Matt, he got engaged. So, I am gaining another daughter and I hope I don’t have to pay for her college too. My little guy William is either going to kill me or extend my life, yesterday as I was stroking out over the Eagles, trying to put my remarks together for tonight, he was running around with his helmet on and said to me “Daddy do you want to have a catch?” and it kind of put things in perspective and made me feel good. My daughter Marie as many of you know, left for London last week. She is going to spend two years to extend her career. I saw this quote that many of you will appreciate, those of you who have kids, in college or a little older. The quote is ‘A boat is always safe in the harbor, but that is not what a boat is built for.’ What I can say is that Marie was not built to be at harbor or at home, she was built for adventure. My daughter Kelly has been balancing career with being a wonderful mother to my granddaughter, Lucy. As I say every year, I do this, we all do this, for our families, kids and grandchildren and I hope we make you proud in what we do. So, on behalf of the rest of the Township Committee I would like to thank you all for being here and wish you a very happy and healthy New Year.

I first want to thank my supporters, my friends that have stayed by my side for the past year, you know who you are. I would like to thank my supporters in Voorhees Township, many of whom are here. My colleagues on the Planning Board, Subash, Vaughn, Kelly Joe, Mario, even you Rakesh. I don’t think there is anyone else here from the Planning Board, but – Stella, I’m looking right at you, who I sit just down from with Kelly Joe steering me to the right way. I would like to thank Michelle, congratulations on Deputy Mayor and her husband Jason and her children, who are unfortunately not here to see this, to see her become Deputy Mayor, who could be the first woman in Voorhees to become the Deputy Mayor and they’re not here to see it, which is a sin. But I should not be surprised, because the political – I was not going to say anything tonight, except that I was going to donate half of my paycheck to Jake’s Place to be the first donor for Jake’s Place. I encourage everyone, and that is in addition to our family donation which has already made one and will make another sizable donation as we did for the one in Cherry Hill. I encourage everyone in town that has the means to follow my lead, I’m putting my money where my mouth is, as I took the lead on this project essentially. It should not shock me that something like this would happen on a night that’s typically bi-partisan, non-partisan whatever you want to call it, because the tenor of politics in this country is a ridiculous joke. Anything can be said without respect, class or anything. Anything goes, the kids can’t watch, they run out of the room. That’s not the way this country was supposed to be. That’s not the way this country was, and my fear is that the people taking the lead from our president I suppose and his gutter politics. The fact that his gutter politics has made his way into local government is atrocious. I’m far from your typical Democrat, but it has and if that’s the new world we live in, then so be it. But five more of this, ten years more of this and your children are not going to grow up in a world where there is no respect left. People will be dropping F bombs as each other. What’s the phrase ‘sticks and stones can break my bones’ – you know it didn’t really bother me people on Facebook said they weren’t going to shop at Shoprite anymore because Jason Ravitz is a bad guy. I mean I’ve been called names before. I employee a lot of people; I have thick skin, but my kids don’t deserve that in person and yes at the end of every political election in this country, people congratulate each other. That’s what happens. As bad as it gets, but not in Voorhees anymore. You can say whatever you want

about me, I’m not going anywhere. I’ve got three more years left. Keep coming back as they say. I want to thank Larry Spellman, our Township Administrator. Joe Lovallo, head of the Department of Public Works, Mario DiNatale, who deserves all the accolades, who has been in my position before and is worth every penny, because he was individually responsible for the sale of the old Township building for 2.25 million dollars, well above market value and he was single handedly responsible to the point where I told him you are not a realtor for getting the project moving here with Brandywine. Dean Ciminera, our CFO, who keeps building us a wonderful reserve in Voorhees Township. Which brings us great economic stability and that we don’t have to have referendum’s like in towns like Medford to pick up the trash. Lou Bordi, our Chief of Police, Bill Donnelly, our Deputy Chief of Police. Mike Wharton from our Voorhees Township Fire Department. We have many stars in this Township and we won’t let a few people jumping on me or jumping on Michelle rain on that parade. I would like to thank Mike Mignogna our wonderful Mayor, is this your fourteenth year? Fifteenth? Fifteenth year for Mike. Mike was there many an evening and morning to give me a pick me up when I needed. Mike went through the highs and lows of a tough human year and I am glad to call him a friend. Here is twenty bucks for lunch from the VBA, inside joke. I was always told to look for big things to make an impact, not twenty dollars. But I’ll cover you the next time we go, buy one get one free. I want to thank Harry Platt. Harry and I used to work together in other worlds, kind of even though an agency separates us but Harry and I have been able to work together for the last couple of years to get some really good things done and we’ve twisted each other’s arms a few times and changed each other’s thinking and Harry’s been a good person for me to throw stuff off of, like telling me to stay quiet tonight, as I’m sure he would have told me. I will never apologize for defending my children. I want to thank the people of Voorhees for overwhelmingly rejecting what was a God-awful campaign and overwhelmingly electing Michelle and I and I want to congratulate Michelle on some of the most stunning numbers in the history of this Township. So, I am grateful to be back for another three years and I am not going anywhere.

Before I begin, I wanted to first extend my sincere appreciation to both Monica and Gina. When I thought about who I would ask to swear me in, it was an immediate and easy decision. I knew I wanted to have these two women here tonight because while our life experiences are different, we share similar roles. We are daughters, we are mothers or step-mothers, we are wives, we are motivated by careers and by our communities. For me, Monica represents everything that makes Voorhees the diverse community I love so much. She is the daughter of a Jewish, Bi-Racial Couple. She is a working mother, a corporate attorney and one of the most goal-oriented people I know. More importantly, she is a huge Eagles fan! She juggles career, young children, her commitment to family and her community in a way that inspires me. And Gina is someone that I admire so much. She represents the confidence and purpose driven life that we can all stand to emulate. Gina has an accomplished career as an attorney and many years of experience working with government entities, in her role as the director of state government affairs at Verizon. Despite her deep understanding of the challenges that municipalities face, she has willingly stepped forward as a Freeholder Candidate in Burlington County. Gina is also a 9/11 survivor and though it is my understanding she rarely talks about, I wanted to mention it because despite the tremendous journey her life has taken her on, she goes out each day and gives so much of herself to make NJ a better place. Both these women are here with me tonight because I want the women of our community to be reminded that the path to equality is alive and thriving. It is demonstrated by your votes, by the women here with me tonight, and by the story I want to share with you now. I asked my mom to be here tonight for my swearing in because everything I do would not be possible without her. She is the captain of team behind me that keeps my household running, my children fed, my dogs alive, and gives so much of herself to our family so that I can go out and pursue my goals. This is often at her own expense, but she never complains. She shows up and she gives and gives. During this last campaign, Jason and I faced some challenges that demonstrated the evil and ugly side of politics that make so many people not want to get involved in serving their communities. In addition to the national political divide, there were some campaign tactics that were employed locally that were intended to tear down the work that we have done over the last 3 years. I was noticeably preoccupied with the campaign. So much so that while I was out knocking on doors, going to events and balancing my career, my mom was plugging away behind the signs at equality. Not only was she working on being the best grandmother my children could ever ask for, she was working on her lifelong dream. One Friday during the campaign she stopped over to pick up the kids and when I questioned why she had finished work early, she responded “I settled on my house today”. I nearly fell over, because what she was telling me was that 35 years after being left a single mother to raise 2 kids on her own, she purchased her first house. On her own. But she didn’t want to be a burden to me during my campaign because she knew how important serving this community is to me. So she did it all of her own. I have to admit that I was so happy for her, yet I felt terrible that I had missed out on her joy during this journey because I was too busy with my own. So tonight I share this story with you because I want my mom to know how proud I am of her strength and commitment to herself and her family, and to thank her because everything I do each day is to work on the dreams that she taught me to dream, and the vision for my children’s future that she supports so selflessly. This story is so important to me because I want women, mothers, wives, to know that we all struggle. But that our dreams and our goals do not have to be sacrificed. We can work together to support one another and encourage more women to live out their dreams. To get involved in their community. To volunteer, to cultivate their

hobby, to reinvent themselves. This is one of the reasons I love to serve my community. I get to work every day to help make Voorhees a better place for families to live. A place where the sense of community shines so bright in our sports organizations, our PFA organizations, our art community, our children.

Mr. Friedman stated that the Committee appointed quite a few professional appointments tonight, however the Township received the fewest applicants that he has ever seen for these positions. Mr. Friedman stated that this occurrence is not a good thing for the Township. The Township needs competition and quality.

COMMENTS FROM THE PUBLIC

Elyse Pinette 130 Forrest Hills Drive

Ms. Pinette stated her concern with the lack of RFP responses and discussed controlled spending with the Township Committee. Ms. Pinette also questioned when a policy regarding tuition reimbursement will be put in place and why it was not addressed this evening. Mayor Mignogna stated that it will be addressed in early 2019. Ms. Pinette also reviewed items on the bill list regarding Committee expenses. She further expressed her worry over Mr. Stuart Platt receiving five appointed positions. Mr. Ravitz stated that Mr. Platt and his firm is one of the best Planning and Zoning Board Attorney’s in the State. Ms. Pinette informed the Committee that Mr. Platt’s firm also made campaign contributions to Mr. Ravitz’s political campaign. Mr. Ravitz informed Ms. Pinette that the Township in previous years essentially fired Remington and Vernick, who had been the Township Engineer for many years. Mr. Ravitz further stated that Remington and Vernick made campaign contributions to Ms. Pinette’s campaign as well. Ms. Pinette continued by stating that the Township should take the public’s opinions more seriously and that they should closely examine who they appoint to the professional positions.

Ms. Vandegrift stated her disapproval of the hostility that she saw at tonight’s meeting and that she no longer wishes to attend in the future due to this.

Mr. Gonter posed a question to Mr. Friedman regarding his stance on the cost of the education course for Ms. Nocito. Mr. Friedman stated that he did once he was made aware of the cost. Mr. Gonter pointed out that he approved the bill list, therefore it shows negligence or hypocrisy on Mr. Friedman’s behalf.

Mr. Ravitz stated that he would like to make a two-thousand-dollar donation to the construction of Jake’s Place in honor of his deceased mother and father.

Ms. DeVera expressed that in all her years she has never experienced disrespect by any of the Committee Members and thanked them for their hard work for improving the Township.

Ms. Baines inquired as to why leaves are picked up on Saturdays, which results in the public works employees being paid time and a half. Ms. Baines also posed the question regarding the empty store fronts in town as well as the renovations at Eagle Plaza. Mr. Ravitz informed Ms. Baines that Eagle Plaza appeared before the Planning Board and their intentions were to let go some of the smaller tenants to attract large national brand name store to the center and further communicated that as Voorhees Township is not the land owner, they have no control over that issue. He continued by addressing the near empty plaza on White Horse Road stating that the property owner is not interested in changing the zoning of the property to redevelop it, therefore there is not much the Township can do to revitalize the area. Mr. Ravitz also stressed to Ms. Baines that Mr. DiNatale works incredibly hard to grow our Township’s economic success. Ms. Baines reiterated her concern regarding leaf pick up on Saturdays. Mr. Spellman explained the process of leaf collection and that due to a limited amount of trucks and crews and the vast amount of leaves that Voorhees possesses, Saturday pick ups are necessary. However, he assured Mr. Banes that they will review the process to see if there are any ways to reduce costs.
