Rationale

STF505 is a group of experts, funded by the European Commission and supported by ETSI, commissioned to provide on the one hand an in-depth analysis of the IoT Standardization landscape, and on the other hand, an identification of the IoT standardization gaps.

The study considers "vertical" functionalities (standards and protocols) in specific application domains, i.e., a single vertical industry, such as home automation, smart mobility and wearable medical devices, etc. and "horizontal" functionalities that are not specific to any particular domain but aim to provide common standards, protocols and solutions applicable to as many vertical industries as possible.

The essential objectives are:

· to analyse the status of current IoT standardisation

· to leverage liaisons between SDOs, SSOs, and industrial alliances, which will allow

· to assess the industry and vertical market fragmentation vis-à-vis standardisation and

· to point towards actions that can increase the effectiveness of IoT standardisation, to improve interoperability, and to allow for the building of IoT ecosystems

· to foster dissemination work for the sustainable development of a global community of stakeholders involved in the standardization of IoT.

A specific objective of this proposed action is to develop a set of deliverables, including recommendations that are aimed at supporting material for the proposal and implementation of Large Scale Pilots (LSPs):

1. Technical Report on Standards landscape for IoT (who does what, what are the next milestones) and identification of potential frameworks for interoperability (e.g. oneM2M)

2. Technical Report on Identification of gaps and proposals on how to address them in standardisation

3. Summary Report of the ETSI M2M WS 2015 and its thematic sessions on Smart Living and Smart Cities

4. Thematic workshop on Smart Home that will cover different LSP application domains such as Smart Living, eHealth, Wearables and Smart Cities

5. Extended Delivery Workshop centred on the presentation of the STF results and their application by the winning LSP proposals

Objectives of the operational plan

The objective of this operational plan is to plan and manage the work of the STF in order to fulfil the objectives given in the STF Terms of Reference (see section 2.1). It serves as a basis to manage the STF experts’ detailed time plan, initial task allocations, duration, face-to-face meetings or conference calls (GoToMeeting) and travels. The STF leader is responsible for conducting this operational plan implementation and has to continuously maintain, adjust, follow it up and update it.

The operational plan version 0.5 has been approved by the STF505 Steering Committee on 17 February 2016 and with that became version 1.0 (1.0 is identical to 0.5).

Organization and hosting two workshops

The two planned workshops

· Smart Home and

· Final Extended Delivery Workshop, which is dedicated to the presentation of the STF results and the implementation plans of the winning LSP proposals

will be organized and hosted (co-hosted) based on ETSI Secretariat existing practices and tools. The Final Extended Delivery Workshop will be organized in close cooperation with the European Commission DG CNECT. A Programme Committee for each workshop will identify relevant contributions and stakeholders. The STF experts will gather main user requirements from the Smart Home workshop and summarize main results of each workshop (see section 3.)

STF liaisons

The main objective of the continuous Task 6 (Community building: socialization and liaisons) is to foster dissemination work for the sustainable development of a global community of stakeholders involved in the standardization of IoT. Socialization, based on the communication of issues, requirements and results is a key aspect. Formally, the following list of STF liaisons has been approved by TC SmartM2M.

STF communications

The work of STF505 gets communicated and promoted through different channels:

· STF experts will give presentations in ETSI internal and external workshops and meetings (see section 8.) particularly addressing the STF liaisons (see section 6).

· A thematic workshop (see Task5 in section 4) organized by STF505 will attract the attention of IoT stakeholders.

· A survey has been launched to help the STF to identify what are the missing functionalities in the IoT standards landscape that could foster the development of future solutions and expand the IoT ecosystem (https://www.surveymonkey.com/r/82TLKLP)
