ABOUT UMatter: An Inclusive Postsecondary Education Program at USF St. Petersburg campus

OBJECTIVE: The goal of UMatter is to increase students’ skills across the five program components (academic access and enrichment, career development and employment, campus and community engagement, self-determination, and independent living) based on their individualized goals and program of study. Students in UMatter express a strong desire to continue their education in an inclusive postsecondary setting, explore careers and engage in work-based learning opportunities, and live independently. Students in UMatter will physically attend the university and audit college courses, join and participate in campus and community clubs, organizations and activities, engage in internships, apply for jobs, obtain competitive employment, and become responsible members of their community.

DESIGN: The UMatter program design was informed by national best practices to support students with intellectual disabilities to prepare for employment via inclusion in higher education. These include the 2012 Think College Standards, Quality Indicators, and Benchmarks for Inclusive Higher Education (https://thinkcollege.net/resource/foundations-think-college-standards/think-college-standards-quality-indicators-and) and the National Collaborative on Workforce and Disability’s (NCWD) 2016 Personal Competencies for College and Career Success: What Colleges Can Do (http://www.ncwd-youth.info/publications/personal-competencies-for-college-career-success-what-colleges-can-do/). The program has five components: Career Development and Employment, Academic Enrichment, Campus and Community Engagement, Self-Determination, and Independent Living. All participants in UMatter will be active, on campus students who audit courses, participate in campus and community activities, and gain relevant work experience through internships and paid employment. Students will earn a certificate of completion and accomplishment which will convey to employers that they fulfilled the minimum requirements for this program.

TIMELINE: Five to six (16 week) semesters starting in the Fall (August) semester following the prerequisite Summer Leadership Institute (June/July 2021) for invited applicants. Semesters follow the USF academic calendar.

CREDENTIAL: Completion of the program will result in a non-degree certificate of completion and accomplishment from the UMatter program (not USF). In addition, students may engage in the Career Readiness Badging Program based upon their individualized career goals and program of study. The Career Readiness Badge is awarded through USF Career Services. Student competency and accomplishments will be documented in an electronic portfolio.

STUDENT PLAN: The UMatter team will utilize the Students Transitioning to Adult Roles (STAR) Person-Centered Planning (PCP) model to facilitate goal setting and to track progress across five domain components: Career Development and Employment, Academic Enrichment, Campus & Community Engagement, Independent Living, and Self-Determination.

PROGRAM COMPONENTS: Each semester students will engage in five program components:1. Career Development and Employment: The career development and employment component is addressed

through the support of students to engage in the Career Readiness Badging Program and earn the Career Readiness Badge. UMatter program support includes monthly check-ins on status/progress towards the units and assistance with development and maintaining individual career portfolio. In addition, students will participate in internships each semester and will develop and update their resume to reflect their internships, service projects, and related coursework, among other career-focused updates. Workshops and individualized career development-related coaching will be provided to students as they prepare for internships, job fairs, job shadowing and job interviews.

2. Academic Access and Enrichment: The academic access and enrichment component is addressed through students auditing two USFSP courses per semester as well as attending weekly meetings with academic mentors and engaging with the student success office for tutoring services, when applicable, to reinforce the course

content. In addition, UMatter will provide supplemental academic support to engage in online-based reading and math functional curriculum based on students’ needs and goals. Throughout each semester, students will also work on specific individualized online curricula as part of UMatter.

3. Campus and Community Engagement: Campus and community engagement is addressed by encouraging students to engage in campus and/or community clubs, organizations, and service-learning/volunteerism opportunities. Students will be required to actively engage with at least one club/organization based on their unique interests per semester and peer/social mentors may support in this area. As students approach the completion of their program of study, UMatter personnel will assist students in setting goals and becoming acclimated to the community in which they will transition, so they feel supported in the next phase of their life.

4. Independent Living: Independent living will be individualized based on the STAR Person-Centered Planning (PCP) goals set by the student and routine progress monitoring meetings with program personnel. In addition, independent living skills will be addressed through topical workshops developed by the UMatter program based on students’ goals and needs, which offer small group opportunities to learn and talk about different topics. In addition, for students living on campus, independent living goals and skills will be reviewed through weekly meetings with Residential Coaches.

5. Self-Determination: Self-determination is a key feature embedded throughout the program as demonstrated by how the PCP guides each students’ program of study. Many aspects of self-determination are critical to the program. For example, students are supported in setting goals and tracking progress towards their goals through routine progress monitoring meetings. Since the program is totally inclusive, students are engaged in making their own choices, self-advocating for their preferences and needs as well as daily problem-solving. In addition, the program may also provide supplemental instruction and support in developing and practicing self-determination skills as well as assisting students in exploring their preferences and awareness of levels of self-determination.

The UMatter is a non-degree Certificate Program. Transfer credits from other colleges or postsecondary programs are not accepted.

Completion of the UMatter program will result in a certificate of completion and accomplishment from the UMatter program and the Career Readiness Badge from the USF Career Services based upon their individualized career goals and program of study. In addition, students will be assisted in developing and maintaining an electronic portfolio documenting competencies, skills, and accomplishments.

APPLICATION FOR ADMISSION

Applications are currently being accepted via email or mail for the 2021 cohort. You will be notified via email when your entire packet has been received. Applicants will not be considered until the entire packet is submitted. If selected for an interview, the applicant will be interviewed independently (virtually) as well as with his/her family or support person and may be invited to participate in a Summer Leadership Institute. Please note: Due to limited space, not all applicants who complete the application process will be interviewed for the Program. Admittance to the Summer Institute does not guarantee admittance to the Program.

ADMISSION CRITERIAApplicants must:

A documented intellectual disability that impacts progression in a standard curriculum in pursuit of a postsecondary degree or certificate;

Exited the K-12 system, either through graduating with a regular or special diploma, or high school equivalency; Is at least 18 years old; Has a desire to attend college courses and participate in a university campus experience, including a willingness

to audit two (2) college courses during each semester (at minimum); Has employment and community participation as personal goals, with a commitment to becoming competitively

employed during the program and upon exiting the program; Is capable of mobility on adult campuses, including transportation to and from campus, or be willing to receive

travel training to navigate to the campus daily during weekdays; Displays a level of social maturity conducive to an adult environment (i.e. employment and educational settings); Has ability to maintain self-care and personal hygiene independently; Has a support system committed to a collaborative partnership, such as the parental/guardian/family support of

the student’s participation in the program (including commitment to competitive employment during and after program);

Has a reliable means of communication, including willingness to acquire required technology to participate in program (smart phone with texting and navigation capability);

Willingness to follow program and university’s code of conduct (see Memorandum of Understanding at the end of this application package)

Clear behavioral/discipline/incident record (as applicable from high school or previous employment or other community setting);

Strong attendance record (as applicable from previous high school, employment or community setting); Willingness to work with an academic mentor/tutor and peer mentor(s); and Willingness to participate in service/volunteer opportunities in the community as part of the college experience. Not be under a full or plenary guardianship as ordered by a court of law. Limited or partial guardianship,

including Power of Attorney, agreements will be considered and must be shared.o Student must be able to be legally responsible for understanding and adhering to the USF Code of

The tuition and fees below model the current USF structure for the applicable term and are subject to change. These may increase in subsequent semesters. These costs are approximate and actual costs will be assessed upon admission to the program. UMatter Program Fee: For the inaugural cohort, the UMatter program fee will be complimentary as the program is in development. In the future, a programmatic fee will be applied to cover costs associated with mentors, residential coaches and resource coordination. More details on this fee will be forthcoming.

Student Scholarships are Available: Students admitted to UMatter will have access to $7,000 in scholarships through the Florida Center for Students with Unique Abilities (FCSUA) per year. This can assist with tuition, student fees, etc. Students will be responsible for costs beyond the $7,000. The scholarship is not competitive and is automatically available to an accepted and enrolled student in UMatter (an approved FPCTP).

MEMORANDUM OF UNDERSTANDING BETWEEN THE UNIVERSITY OF SOUTH FLORIDA (USF) UMATTER PROGRAM

AND THE PARENT OF THE STUDENT

UMatter is an innovative inclusive postsecondary education (IPSE) program and an approved Florida Postsecondary Comprehensive Transition Program (FPCTP) for students with intellectual disabilities (ID) located at the University of South Florida St. Petersburg (USFSP) campus. UMatter students will increase their skills in five program components (academic access and enrichment, career development and employment, campus and community engagement, self-determination, and independent living) based on their individualized goals and program of study. Students will complete their program of study by earning a certificate of completion and accomplishment from the UMatter program and a Career Readiness Badge from USF based upon their individualized career goals and program of study. Students in UMatter express a strong desire to continue their education in an inclusive postsecondary setting, explore careers and engage in work-based learning opportunities, and live independently. Students in UMatter will physically attend the university and audit college courses, join and participate in campus and community clubs, organizations and activities, engage in internships, apply for jobs, obtain competitive employment, and become responsible members of their community. Students have the option to live on campus at USFSP which is a unique opportunity in that less than half of the inclusive postsecondary programs in Florida feature an on-campus residential component, complete with support from residential coaches.

The purpose of the UMatter program is to facilitate transition by UMatter students into the adult community. This means that UMatter graduates are prepared to live and work as independently as possible. Specifically, the UMatter team has an expectation that after completing the UMatter program, the UMatter graduate will work in a competitive employment environment based on the student’s career choice with necessary supports (i.e., not in a sheltered workshop or in a day activity center) and live in his or her own house or apartment with necessary support. Only individuals with I/DD, who, along with their parents/family/support network, agree with this expectation, should pursue the UMatter program as a transition option.

This Memo of Understanding (MOU) is established to assure success in the UMatter program and to promote greater independence in the student’s post-UMatter community. The agreement is intended to clearly convey that the UMatter program requires a partnership between the student enrolled in UMatter, their parents/family/support network, and the UMatter program personnel. Each party must make a commitment and take specific actions to achieve the desired outcomes of the UMatter program.

Continuation in the UMatter program by UMatter students requires that parents also fulfill their responsibilities as specified in this document to achieve these outcomes, just as the UMatter staff will focus on preparing its participants to achieve the desired outcomes.

To enter and participate in the UMatter program, students and their parents/family/support network agree to the following:

Payment: Pay in full each semester by the date set by the UMatter team including a non-refundable UMatter program fee, university tuition, and USF student fees. Failure to pay in full by the deadline may result in cancellation of the student’s program in adherence with USF policy.

Orientation: Participate in a Parent Orientation upon student acceptance to receive and discuss the UMatter Parent Handbook for policies and procedures relevant to the program.

Materials: Provide materials necessary for successful college participation in a timely manner (within one week when requested by UMatter staff or instructors) including but not limited to paper, pens, pencils, flash drive, printer, computer, cell phone, binders, book bag).

Communication: Communicate directly with UMatter staff and faculty if questions or concerns arise. Parents will not directly contact USF instructors or UMatter peer mentors.

Time on Campus: Parents will not attend courses, loiter on campus, or otherwise violate USF’s policies related to guest verification and identification.

Privacy: Acknowledge that peer mentors and staff are not required to provide them, or their student, with their personal contact information (cell phone number or personal email address). The decision to share contact information will be made solely by the mentor/staff as he or she wishes.

Code of Conduct: UMatter students must adhere to USF’s Code of Conduct. If behavioral issues occur, students will adhere to disciplinary processes determined by USF. Violations of the Code of Conduct may result in removal from the program.

Transportation: It is the responsibility of the family to coordinate transportation to and from campus.

Participation: Barring emergencies, families will participate in their student’s person-centered plan each semester and will follow through on tasks which will support successful transition into the community in which the student will live. These may include:

o Contacting the local Vocational Rehabilitation (VR) field office to ensure VR support is secured if qualified

o Identification of employment opportunities that align with the students interest and preparationo Creation of a micro-board for the student to allow persons of the student’s choosing to assist him/her

with ongoing planning and support post-graduationo Listening to the student about where he/she would like to live o Making a transition plan that reflects the students’ desires and skill as expressed during the UMatter

program

It is understood that acceptance and continuation in the UMatter program will be determined each semester based on the student progress; appropriately following USF’s Code of Conduct; and adherence to program requirements as specified above.

Parents/families understand that without adequate progress in any of the programmatic areas, including adherence to requirements by parents/families, the UMatter staff may elect to dismiss the student from the UMatter program and they will comply with this decision by removing the student and student’s personal belongings from the USF campus.

The USF UMatter Team agrees to the following: Provide an initial orientation period (Summer Institute experience) for the potential students to allow for

campus familiarity and a sample of on-campus college experiences before full admission; Collaborate with university faculty and staff to provide students with access to college courses attended by

enrolled students without disabilities; Provide academic advising that includes courses related to career and personal interests; Allow students to participate in courses that align with their career goals and assist with coursework; Prepare students for competitive employment by facilitating meaningful on-campus unpaid internships or paid

part-time jobs each semester; Provide additional organized activities for students (e.g., health/wellness seminars, extracurricular events,

career fairs, etc.); Schedule UMatter students in USF courses, work-based experiential learning, extracurricular activities, and

opportunities to build independent living skills; Monitor progress throughout the college experience including Satisfactory Academic Progress (SAP),

competencies in social and extracurricular activities, and work-based experiential learning; Collaborate and assist with families, university faculty and staff, university students, and community service

providers to provide full access to campus life; Provide resources and community mapping options to students and families; Provide a UMatter Certificate of Completion and Accomplishment for students who complete the program
