- Consists of the following step:
Survey problem , opportunities and directives Negotiate project scope Plan the project Present the project
- Objectives of the following phase can be:

**** it Is concerned with the system owner view of the over all the system . it is quick phase and deals with little details.
1) survey problems , opportunities and directive
Purpose:
Is to quickly survey and evaluate each identified problem , opportunity and directive with respect to urgency , visibility , benefits.

2) Negotiate project Scope
Purpose:
To define the boundary of the system and the project as possible to minimize the impact of creeping the scope ( i.e to define clearly what will and will not be include in the project).

Scope statement , including business data , business functions , system interfaces , and operating location for each problems , opportunity and directives.

3) plan the project:
Purpose:
To develop the initial project schedule and resources assigned with estimated time required

Steps: Review system problems opportunity and directivies Define the activities needed to cover project work Categorize such activities Assign responsible and time needed Prepare required plans

Purpose:
To present the results to top manager and users to guarantee their acceptance ( to guarantee the top manager understanding and agreement of the result of the phase)

Project Manager and his team , organization owner , involved department managers

All produced and available documents (problem statement , scope statement , project plan )
Outputs:
A letter of Authority , phase presentation , phase documentation
Techniques:
project presentation tool , interpersonal skills
Steps:
Review available documentations ( all inputs / outputs of the preview steps).
Prepare the phase presentation ( present the result of the phase). Prepare the final document Full fill the letter of authority.
