Role Statement

This position participates as an experienced member and manager within the Disability Justice Service to provide clinical supervision and leadership to a team of multi-disciplinary clinicians to deliver positive behaviour support interventions, using person-centred practice, and employing evidence-based models, to support individuals with disability interfacing with the justice system. The position develops and contributes to the strategic planning, and program and policy development of the Disability Justice Service.

It contributes professional skills and knowledge, including discipline specific expertise, to enhance team functioning and development and to encourage positive results for individuals. This role works in conjunction with a range of stakeholders, including individuals, families, disability sector organisations, guardians/advocates and other agencies (both government and non-government).

Duties and Responsibilities

1. Policy, program and service development1.1 Contributes to and facilitates the development of contemporary program approaches in

the Disability Justice Service.1.2 Contributes to the development and responsible for the implementation of policy

impacting individuals with disability interfacing with the justice system.

1.3 Develops, implements and maintains an effective quality framework for clinical services ensuring compliance with professional and disability standards.

1.4 Researches and develops service and clinical practice initiatives and resources in accordance with service delivery requirements.

1.5 Disseminates information on contemporary research and practice to other staff, relevant to the disability sector and justice systems.

1.6 Develops and implements reporting systems on standards, targets and outcomes.

2. Team development and management2.1 Leads and manages a team of multi-disciplinary Disability Justice Clinicians, supports

and facilitates team functions including clinical meetings, team induction, workshops and planning activities.

2.2 Provides clinical support, advice and supervision of interventions for clinicians.2.3 Leads the team in clinical joint problem-solving and decision-making regarding the

analysis of assessment material and the development of intervention plans.2.4 Coordinates the allocation of referrals in collaboration with the Director and wider team.2.5 Coordinates and makes recommendations on clinical administration requests such as

leave applications and training requests for approval by the Director.2.6 Develops and maintains the team’s clinical processes to integrate into the overall

operations of the Disability Justice Service that are consistent with the Department’s strategic direction.

3. Strengthens individuals, families and carers3.1 Provides leadership in the management and coordination of service responses in relation

to individuals and their families and carers interfacing with the justice system with critical, complex and challenging needs.

3.2 Conducts assessments and develops plans, implements and evaluates positive behaviour support interventions that improve quality of life, reduce offending behaviour and facilitates transition from custodial settings to the community, using a range of models and strategies.

3.3 Provides specialist advice to individuals, families, Department staff and other agencies in relation to people with disability interfacing with the justice system.

4. Community liaison and capacity building4.1 Represents the Division at interagency and stakeholder meetings and government and

community forums to build capacity through the sharing of information and knowledge.4.2 Plans, develops, and provides information, resources, and education in accordance with

Departmental plans and other identified needs to facilitate the inclusion of people with disability into the community.

4.3 Works in partnership with disability sector organisations, guardians/advocates and other agencies (both government and non-government) in the provision of services for individuals.

4.4 Facilitates and supports strong partnerships with International and interstate providers and researchers.

4.5 Undertakes collaborative strategic and systemic program planning and review with key stakeholders.

5. Information and Resource management5.1 Records and maintains consumer information, databases and documentation including

relevant file notes, correspondence and assessment reports within nominated timeframes.

5.2 Ensures information systems are consistent with and meet the Department’s reporting requirements.

5.3 Uses computer technology and associated software including word processing, email, spreadsheet and presentation packages to efficiently manage correspondence, communication and information.

5.4 Ensures effective and efficient use of financial, physical and human resources allocation.5.5 Provides information, assessments and reports as required by the Director, Assistant

Director General, Director General and the Minister (and other relevant parties).

6. Professional development and supervision6.1 Manages and supervises designated clinical staff.6.2 Participates in the performance development process by investigating, applying for, and

promoting professional development and training opportunities for designated clinical staff.

6.3 Supervises relevant tertiary students during placements at the Department.6.4 Participates in and contributes to regular supervision with line manager and own

professional development.

7. Other7.1 Contributes to the identification of training needs and the development and

implementation of specific training programs for internal and external stakeholders.7.2 Adheres to policies, procedures and guidelines relevant to clinical governance and

interdisciplinary practice and work within legislative frameworks that govern the Service.7.3 Demonstrates a working knowledge of the Equal Opportunity Act 1984 and the

Occupational Safety and Health Act 1984 in completing duties.7.4 Performs other duties as required.

Essential Work-Related Requirements (Selection Criteria)

1. Tertiary qualification in Occupational Therapy and 'General Registration' as an Occupational Therapist with the AHPRA.

2. Significant experience in the provision or management of clinical services and evidence-based practice to people with disability interfacing with the justice system.

3. Experience and skills in assessing, planning, implementing and evaluating a broad range of positive behaviour interventions, models and strategies to influence behaviours of concern to people with a disability.

4. Ability to build productive relationships with individuals and families and a range of internal and external stakeholders e.g. disability sector organisations, guardians/advocates and other agencies (both government and non-government).

5. Ability to achieve results through the effective leadership and management of a multi-disciplinary team, including clinical support and mentoring.

6. Well-developed interpersonal, verbal and written communication skills.

Essential Eligibility Requirements / Special Appointment Requirements

1. Appointment is subject to a satisfactory National Police Clearance and Working with Children Check.

2. Possession of a current Western Australian 'C' or 'C-A' Class Driver’s Licence or equivalent, and the ability to travel in response to organisational needs. This requirement continues for the duration of employment in this position and from time to time production of the licence may be required upon request by the Department.
